Yahoo’s Ross Dellenger reports Texas Tech Board of Regents Chair Cody Campbell has received commitments from House and Senate leaders to hold hearings on the Sports Broadcasting Act. Campbell has reportedly shifted his opinion on federal legislation, “supporting the passage of the SCORE Act, something that could happen as soon as the government returns from what is now a more than 30-day shutdown. When or if the SCORE Act reaches the Senate — where many believe it will die without major changes — Campbell hopes the legislation will be combined with the Democrat-backed SAFE Act, a bill authored by Sen. Maria Cantwell (D-WA) and one that opens the Sports Broadcasting Act.” (link)

“Why not go all in?” That was the thinking behind Texas Tech Board of Regents Chair Cody Campbell hosting an event for TTU’s biggest donors to pitch the idea of using “booster-backed deals in the spring of 2025 to pay athletes just as much as any of the blue-blood powers” before schools moved into a capped rev share system. Oil investor and mega donor Gary Petersen: “We all sat down and said, ‘We want to win really bad.’” Per Yahoo’s Ross Dellenger, “a few days later, within [AD Kirby] Hocutt’s office, the donors, [Football GM James] Blanchard, [Football HC Joey] McGuire and the athletic director finalized the plans.” Campbell recalled: “Let me go raise this NIL money with the collective here and we can piggyback that on with the revenue sharing. It gives us X amount of money to work with and get a team to compete at a high level.” Dellenger observes: “That ‘X’ is about $49M … Though a portion of that was spent on men’s basketball and other sports, the football roster accounted for the lion’s share. Multiple power conference football and basketball programs orchestrated a similar plan of frontloading booster money this past spring. [...] But Texas Tech outspent most of them, especially fellow Big 12 member schools, many of which are financially stressed and devoid of a billionaire donor base.” Campbell: “Other schools have spent as much or more than we did, but we aren’t expected to do that?. We’re not supposed to be competitive? We’re supposed to be this middling team?” More. (link)

In part one of a two-part series on this year’s college football coaching carousel, Yahoo Sports’ Dan Wolken examines “the new dynamics of a world where the fundamental definition of a great coaching job has changed, and why many of the historically prominent schools may not end up with the kind of coach their stakeholders envisioned at the start.” An industry veteran with an inside view to multiple searches: “I think you’re going to see a lot of fan bases at press conferences say, ‘Who?’ I’ve been through this with a lot of schools, and those big jobs are the hardest to fill. A lot of good coaches talk a big game, but they don’t actually want to go into the fire like that. I’m not saying nobody will take the jobs. I’m just saying that even though you have a better chance of winning a national championship at Penn State or LSU on paper than some of these other schools, a lot of people don’t like the pressure of being at a place where they want to fire you for losing two or three games. It’s not a good quality of life.” Wolken: “When coaching agents like Jimmy Sexton first started to control the market, there were two primary factors driving movement: Life-changing money and access to talent, which ultimately translated to more wins and championships. [ …] Now, many of those factors are a bit more in equilibrium.” Another industry insider: “The money’s stupid, and we’ve got more parity than ever. A lot of coaches are looking at it thinking, ‘I can get to the playoffs from where I’m at, so why go to the pressure cooker of an Auburn? I can get eight-to-10 years out of a good job and be pretty happy or I can go to Florida and be fired in 3½ years.’” More. (link)

The Athletic's Chris Vannini takes a look at some unique contract quirks found in Indiana Football HC Curt Cignetti and Kent State Football HC Mark Carney’s deals. Per Vannini, if Cignetti “makes a College Football Playoff semifinal at any point at Indiana, the school agrees to a ‘good faith’ market review and adjustment of Cignetti’s contract. If it doesn’t make him a top-three highest-paid coach in the sport within 120 days of playing in a semifinal, the buyout for Cignetti to leave would drop to zero (it starts at $15M through next November). That’s the kind of incentive-based clause that schools would be smart to lean into: Pay someone more for winning. It’s also something that could quickly pay off for Cignetti, whose new $11.6M average salary is currently near the top three in the nation. [...] It’s possible by December that Cignetti might only need one postseason win to activate the clause and another renegotiation.” At Kent State, Carney’s deal “has a clause that he cannot recruit active Kent State players or recruits to another school if he takes another job or is fired. [...] Given how common it has become for coaches to bring players with them to new jobs, we haven’t seen this clause pop up in other coach contracts. Schools may not see it as actually enforceable.” More. (link)

Montana State has announced revisions to its initial Facilities Master Plan, a 20-year blueprint first introduced in 2017, laying out a retooled vision that includes: upgrades to Brick Breeden Fieldhouse and the attached Shroyer Gym, such as enhanced locker rooms and training areas, and the potential for premium suites inside Worthington Arena; expanding the Bobcat-Anderson Tennis Center with additional courts, spectator areas, locker rooms and team areas, and possibly an expansion to further support the golf and ski teams; potential development of the Dyche Fields to include outdoor tennis areas and a new athletic administration/performance building; additions to the Bobcat Track & Field Complex for operations and training areas; and continued renovations to Bobcat Stadium — increased/improved seating and amenities to "elevate fan experience and the overall functionality" of the facility. AD Leon Costello: “I think that's the beauty of a master plan. You might look at the stadium and say that becomes No. 1 because of the financial impact it can have on our entire department, but really the priority falls back on our donors, and it's really what they want to support, and I think that's why you lay it out. The way we did it is, here are the five, six or seven things that we feel are a priority to us. Now we have to find the donors and the financial backing in order to complete them.” More including renderings. (link)

Legal Matters…
➤ Liberty walk-on track & field student-athlete Gracelyn Laudermilch will virtually return to the courtroom to again object to the fairness of the House Settlement. From Laudermilch’s Sept. 12 letter to U.S. District Court Judge Claudia Wilken: “I am extremely concerned that there are major contradictions that exist in the space between the court-mandated policies and how these things are being carried out in the actual lives of student athletes across the nation.” Per Sportico’s Daniel Libit, “Laudermilch explained that Liberty’s women’s track and cross-country program was told on July 30 that, in order for the school to comply with Title IX, its roster would have to shrink from 24 to 17 runners. This was meted out through a racing time trial two weeks into practice.” Laudermilch continues: “Nothing really prepares you for watching your teammates, who love each other, compete for spots on a team because of roster limits. … How is it rationalized that this settlement is fair, just and beneficial to the members of the Injunctive Relief Settlement class? [...] Optional participation, negotiated by biased Class Counsel, and instituted by the universities in ‘grandfathering them in’ and overlooking the need for Title IX compliance was a lack of foresight and an ‘abuse of discretion’ by the Court. Because of this unjust settlement, current, absent, future, and unrepresented members of the Injunctive Relief Class have been and are being harmed.” More. (link)
➤ Idaho State Men’s Basketball student-athlete Caleb Van De Griend has been granted an ex parte temporary restraining order to compete this season by the District Court of Bannock County, Idaho. Heitner Legal’s namesake Darren Heitner: “He graduated [high school] in Dec. 2020 but was stuck in Australia due to strict COVID borders until Apr 2022 (unvaccinated for religious reasons). Played local league unpaid to maintain skills. Excelled at Minot State (DII), transferred to Idaho State. NCAA denied waiver; court granted TRO!” More. (link)

From interim AD to permanent AD in quick fashion, LSU has a new full-time boss in Verge Ausberry. (link); Meanwhile, new LSU President Wade Rousse on contract dynamics for the next Football HC in Baton Rouge: “I do support the idea that we're going to try to base contracts on incentive base, or contracts are going to be based on incentives and how we win and how does that work and how we get paid based on winning. I'd like to think we could do that in our athletics contracts. We all know the market's the market. We are very determined to go find the absolute best coach there is to come take the best coaching job in America and come lead us to our next national championship. We have a global brand that's mostly driven by what happens in Tiger Stadium. There's no doubt in our mind that we are going to get the fit to make that happen.” (link); Also of note, though Rousse is technically the new LSU system president - with former Alabama Provost Jim Dalton named as Chancellor for the Baton Rouge campus, the LSU athletic department will flow up directly to Rousse. Baylor AD Mack Rhoades is the CFP Selection Committee chair this year & here are some of his notable comments on the initial rankings: “What happened last year does not matter. Conference affiliations do not matter. We focus solely on the individual teams. We consider teams' performance on the field, their strength of schedule, their head-to-head match-ups, and results against common opponents. [...] We have lots of data statistics that are studied, but the committee is subjective by design. Each person on the committee has a lot of work to do. We've watched the games. Let me repeat that; we watch the games. We study the stats, debate the merits of each team and then we vote. [...] I think we refer to it as art and science. I think the art is watching the team on film and tape and how good they are, how physical they are up front, offensive line, defensive line play, how good are they up the middle, their quarterback play, their skill players, and then certainly contemplating and looking at metrics. I know you know this, but not any one metric weighted heavier than the other. We use them all at our disposal to try to get the very best answer, and I think that's where the public misses out a little bit; just the beauty in this is the actual debate and discussion and conversation in the room when we're talking about all of those metrics.” More. Oregon State President Jayathi Murthy sat down with JohnCanzano.com’s eponymous publisher to touch on a handful of topics. On her role in the football HC hire: “I will absolutely be consulted. I don’t insert myself into the search process. That’s too much detail, and it’s a level of knowledge I wouldn’t have that Scott (Barnes) would have. He’s well set up. He’s got a great committee and a great search firm. They know exactly what they want. At some point in the process, where it’s suitable, I’ll definitely be called. But I depend on Scott. Scott knows what he’s doing.” (link)

UCF AD Terry Mohajir offers some perspective on the state of Football head coaching contracts: “When you double-down on a coach when you get the ‘agents’ that go out there and say, ‘So-and-so is trying to get him.’ As an athletic administration and as a president and a board, you have to have confidence (to say), ‘OK, leave. We’re not going to do a bad deal.’ If they leave, they leave. We’ll go out and hire another coach. [...] This year will be the year if it changes. But with everybody leveraging, and you’ve just seen what has happened the last three days with new deals being done, it doesn’t look like things are changing, does it? Am I missing something? People are being paid more. People are getting guaranteed more.” (link)

Army has inked a long-term extension with Learfield that will see the pair continue working together through 2035-36. Black Knights AD Tom Theodorakis: “There was a window for us to sit down, and it worked out well, almost organically, with being in this position to kind of say, ‘Hey, where are we at? How do things look and how can we maximize opportunities?’ “We want to be aggressive, and we want to find ways to continue to elevate our brand and who we are and associate ourselves with really good partners.” Theodorakis also commented on the in-progress $170M renovation to Michie Stadium: “That’s the future of our athletic department. It’s not just a football building. ... This is kind of like renovating our kitchen. It’s an opportunity for us to keep the unique, traditional feel of Michie Stadium but make modern amenities, which was very much needed.” Leona assisted on the deal. (link)

As part of the GM Spotlight series, The Athletic’s Sam Khan Jr. Q&A’s with North Texas GM Raj Murti on his journey, the challenges of winning at a Group of 6 program in the NIL/rev share era and planning for the transfer portal. Speaking about building a winning roster on a lean budget, Murti remarked: “You don’t overpay. You keep your priorities and your values. … You don’t get big-eyed in the heat of the moment, keep your composure and understand that this is part of it. If another school wants to overspend for somebody, you’ve got to have a number that you’re like, ‘I’m not going higher than this.’ As long as you have some kind of thought process and your thought process aligns with your evaluation process, which then aligns with your valuation process and how much to pay them. I’m going to sit down and watch the tape. Our DPP and assistant DPP are going to watch the tape. The coaches are going to watch the tape. And once we all see it the same way, we look at our roster and say, ‘OK, where does this kid fit?’ And it’s such a hard thing to project, because you’re trying to project where a high school kid or a junior college (prospect) or a transfer fits before you can even negotiate what next year’s contracts are with your current team. … So you have to be aligned in the staff from the personnel department to the position coach to the coordinator to the head coach, so we know where a kid fits and there’s a dollar range for that spot on the roster and we’re all on the same page and we’re not gonna overpay to try to get him.” Lots more. Seeking to answer the question of who’s selling the most booze at football games thus far in 2025, Extra Points’ Matt Brown “filed open records requests to 45 public institutions at the start of October, asking for total alcohol unit sales numbers for home games across August and September, as well as the total revenue.” In all, 21 institutions responded, and after analyzing the data from the first month of the season, Wisconsin topped the list for both total revenue from alcohol sales ($3.088M) and revenue-per-fan ($15.08). Brown: “Some schools were unable to share data with us because they do not control their own concession sales. … Other schools, like Ohio State, are only able to run numbers at the end of the season. [...] We weren’t able to collect enough data to get a good geographic cross-section of fans, but my educated guess is schools in the Great Lakes region are going to over-index on stadium consumption relative to their peers out west, or even in the Southeast (where there miiiiiight be a greater tradition of doing more of that drinkin’ in the parking lot). What’s wild is that this data set only included three home games for Wisconsin: out of conference wins over Miami (OH) and MTSU and a loss in its Big Ten opener against Maryland. Many of the other leading power programs, like LSU, Nebraska and Tennessee, also played early games at neutral sites, and concession sales from those games wouldn’t be included in the data.” More.
