President Donald Trump has issued a statement of administration policy endorsing the SCORE Act that reads in part: “The Administration supports passage of H.R. 4312. … The SCORE Act advances key priorities identified in Executive Order 14322 and is a crucial step toward enacting legislation that will preserve and strengthen this institution that is central to American culture and success. The U.S. Olympic & Paralympic Committee (USOPC) has released a statement in support of the SCORE Act which reads: “The SCORE Act represents meaningful progress to strengthen the future of college sports and preserve pathways essential to the Team USA pipeline. We urge the House of Representatives to pass The SCORE Act in an effort to bring greater stability to the collegiate sport environment. We stand ready to continue working with Senate leaders, conferences, colleges, athletes and our partners across the ecosystem to build a model that supports Olympic and Paralympic sport and reinforces the critical role college programs play in developing student-athletes who go on to earn the great honor of representing the United States on the world stage.” (link)

Michigan State launches FOR SPARTA: The Capital Initiative for MSU Athletics, a $1B effort designed to enhance the student-athlete experience through sport-specific facility improvements across multiple venues and shared spaces. In three years of the planning phase, the athletics department has already raised nearly $250M towards its $1B goal. MSU AD J Batt: “This is the most ambitious initiative in Michigan State Athletics history. While change is happening all around us, our mission of supporting Spartan student-athletes remains resolute. FOR SPARTA is our strategic answer to a rapidly evolving intercollegiate landscape. Boston College receives a $50M challenge gift, per BC AD Blake James, to match on a one-for-one basis “over the next 5-7 years new endowment gifts for athletics scholarships and operational costs (travel, nutrition, and medical care, etc.) … The University intends to launch a special fundraising effort separate from its existing Soaring Higher campaign to meet not only the $50M match, but to add to it and raise even more new endowment to support BC's Athletics program.” The Eagles will retain Football HC Bill O’Brien, with James writing: “While our Athletics program participated in revenue sharing this past year, effective immediately, it will increase its commitment to the maximum permissible level, putting it in line with our Autonomy Four conference peers. … In addition, BC will make significant investments in operational and administrative support for football, most notably the addition of a General Manager (Kenyatta Watson) to support roster management, player recruitment and development, and general program oversight.” (link)

Colorado could be in need of more than $41M in university subsidies, after projecting its athletic department will run a $27M deficit for FY26, in addition to $11.9M in university support and $2.2M from student fees, according to USA Today’s Brent Schrotenboer, who notes those numbers aren’t final as the department hopes to lessen the deficit by the end of June through revenue from donations, sponsorships and concerts at Folsom Field. Per Schrotenboer, a new five-year contract signed back in March by Football HC Deion Sanders, worth more than $10M annually, as well as CU’s commitment to providing $20.5M in annual benefits and direct payments to student-athletes via the House settlement are the “biggest reasons for the projected deficit.” Asked who would be paying the expenses if not the university, CU spokesman Steve Hurlbert remarked: “The mechanics of that are still to be determined.” The school said it will “not cut sports nor cut any resources for student-athletes” but will look to cut expenses. Hurlbert also stressed tuition money and state funds will not be used to address the deficit. More. (link)

Kansas State plans to move its NIL efforts in-house by absorbing the Wildcat NIL collective under the athletic department’s umbrella by the end of 2025, with Wildcat NIL to continue to oversee and facilitate existing deals through June 30, 2026. The department will look to add a staff member to assist with third-party NIL opportunities, both directly and jointly with the efforts being made by K-State Sports Properties (Learfield) in this space, and launch a new subscription-based service, Cats+, in January. Hawai’i unveils its new fundraising and NIL initiative, focusing on four key areas: the “Our Team, Hawai’i’s Team Fund,” which includes tax deductible donations to support essential operations like travel, nutrition, and student-athlete health; the “Boost the ‘Bows Fund” (institutional NIL), which includes tax deductible donations to support recruitment and retention of elite student-athletes while strengthening scholarship resources; non-institutional NIL consisting of opportunities created for student-athletes through partnerships with local businesses; and community and fundraising events throughout the year. The Charlotte Observer’s Hunter Bailey updates his previous reporting about Charlotte’s having raised $3.3M toward its $5M goal for 2026 football roster construction, writing: “Amendment: I’m told that the $5M Charlotte is looking to raise isn’t exclusively for roster construction, but will fund ‘program upgrades’ as well. Still a massive step in the right direction for Charlotte. Really like the transparency on this front.” (link)

As a result of “unforeseen and unavoidable construction delays,” Old Dominion's Ellmer Family Baseball Complex renovation will “narrowly miss being complete in time for the upcoming 2026 baseball season.” With plans in place to play every home game on site, ODU has contracted with a national seating company to install temporary seating, along with standing room only areas, to accommodate nearly 1K spectators. ODU’s fan-friendly area along the right-field line, Rally Alley, will be replicated in left field with food trucks, beverage stations and a party lounge tent with TV’s to show live game broadcasts. There will also be a standing room railing where fans can watch games from above left field and two modular pods set up along the first-base side to operate as a press box for scorekeepers, announcers and broadcasters. Utah President Taylor Randall acknowledges the need for the Utes’ athletic department to restructure to remain competitive in the ever-evolving world of collegiate athletics, per The Daily Utah Chronicle's John Leone. Randall: “Athletics, generally, are a big, big part of a college experience, particularly for this university. I spent 12 years as dean of the business school, and I saw the transition into the Pac-12 and the different profile that we had among students coming out of high school … just gave us a huge lift. [...] We certainly can see a future in the Big 12. Independent of what scenario emerges, we know that we have to continually invest in the athletics brand so that it remains competitive. We also have to invest in the student experience. Our athletics department does spend a lot of time trying to make sure that not only do the students succeed on the field, but they also have great outcomes in terms of graduation. Our graduation rates are always high. That’s something that I’m going to continue to invest in. Nobody can predict the future right now of athletics. So we’re spending a lot of time thinking about what the next 10 years look like.” More. (link)

More from SBJ’s Ben Portnoy on athletic departments folding business operations into LLCs, as Portnoy notes Kentucky AD Mitch Barnhart said the school designed its new Champions Blue LLC to accelerate business functions while staying aligned with institutional values. “It is really important for Kentucky to make sure mission and business can live together and that we have educational, competitive decisions that align with business decisions that are entrepreneurial and that give us a chance to walk together.” Texas Tech AD Kirby Hocutt said the creation of Texas Tech Athletics Partners LLC is central to preparing for revenue sharing: “I want us to steward and build the same healthy relationships with our corporate community as we have with our donor community. Once we do that, we are going to continue to see elevation and amplification of the Texas Tech athletic brand.” Michigan State AD J Batt emphasized readiness: “There’s going to be a lot that develops [in college sports]. But a lot of that’s TBD. A lot of this is moving to a place where you’re prepared to take on change and challenge, and this sort of an organization allows you to do that.” (link)

Tulsa AD Justin Moore and New Mexico AD Fernando Lovo join The CALS Report to discuss how they, as new ADs, are navigating the unprecedented change within the industry. Moore explains: “I think what surprised me is how few people really understand a lot of the things that we're dealing with. … I think a lot of times it's even your staff in the department and even sometimes your coaches that don't really understand the intricacies of all of the new rules and what's the difference between revenue sharing versus NIL and how are the roster caps going to work. And so I think because we live in it every day and we spend so much time down in the weeds, sometimes you assume that people understand it maybe a little bit better than they actually do.” Lovo agrees, adding: “I just think the speed of the way things are moving and then, you know, in our chairs we have to maintain some sense of levity right in the midst of this chaos and I think as Justin said, part of that's educating, part of that's being a leader that provides clarity to our teams, you know, and that is teams across campus and our community, whatever it might be.” (link)

Vanderbilt has distributed a document laying out its College Football Playoff case based on how the Commodores have performed against metrics the selection committee says it values, strength of schedule, margin of victory, advanced metrics, and QB Diego Pavia, among other arguments. On Pavia: “If the CFP wants a show, this is the quarterback.” Also from the document: “Bottom line: No bubble team has a stronger combination of résumé, advanced metrics, ranked wins, dominance, offensive efficiency, and a marquee quarterback. The Knoxville News Sentinel’s Adam Sparks examines Tennessee Football’s NIL negotiation process with 2026 recruits from offer to payment, noting that when the early signing period begins on Dec. 3, recruits will sign a revenue-sharing contract to receive a portion of $13.5M in player payroll allotted to Vol football along with their scholarship agreement — that is, unless those with the most leverage want to enroll at UT and then hold out for more money or better terms. Sparks: “During an official visit, recruits meet with players, coaches, staff, administrators and academic advisors. They tour Neyland Stadium, team facilities and academic buildings. … But time is also carved out for the recruit and their family to meet with the NIL staff. … [Executive Assoc. AD JB] Bowling and Will Watkins, Assoc. AD for NIL Operations, make an initial offer of how much UT plans to pay the recruit once he enrolls. … Informal talks between UT and high school prospects during the recruitment phase informs a starting point for negotiations, and then a sports agent or attorney representing the player gets involved.” Bowling: “You’re giving the first number to the player and their family. Then we do (negotiations with agents) on Zoom or on (phone) calls. And we meet some people in person. … If there were certain things that are non-negotiable, then you would hope to hear it during the recruitment. But we may go back and forth on negotiations if there are hiccups.” More. (link)

Both presented their CEO visions to the board this summer. Fritz, et al. also note that although the board has evaluated external candidates such as Electronic Arts CEO Andrew Wilson, internal promotion is widely expected. Yahoo’s Jeff Eisenberg notes the “debate raged last March after a historically chalky opening weekend of the NCAA tournament. Would the one-two punch of a soaring NIL market and a lack of transfer restrictions actually kill off Cinderella? Or were the scorching hot takes a wild overreaction? It's too soon to conclusively answer those questions, but the opening month of the new season has provided some fresh data. And so far all of it suggests that the gap between deep-pocketed high majors and everyone else is widening rapidly. There were 378 matchups this November between high-majors and non-Gonzaga teams from other conferences. The little guy only won 22 of them – less than 6%. How does that winning percentage compare to previous seasons? It's by far the lowest of the past decade, my research found. In the past you could typically count on at least one true mid-major to ascend to national relevance. Butler. Wichita State. Dayton. Loyola Chicago. FAU. Not this year, so far. Besides Gonzaga, not a single team from outside the power conferences has cracked the AP Top 25.” (link)

The UCF Board of Trustees is expected to discuss and possibly vote on Thursday whether to host the Cheez-It Citrus and Pop-Tarts Bowls, plus the Florida Classic at Acrisure Bounce House Stadium next season, according to the Orlando Sentinel’s Matt Murschel, who reports: “If the board of trustees moved ahead with a vote, it would give the UCFAA the authority to enter into an agreement with [Florida Citrus Sports, which hosts all three events], but it wouldn’t necessarily mean the school is officially hosting. UCF would still need to negotiate, reach an agreement, and sign a contract. It’s also worth noting that the school won’t have clarity on the 2026 Big 12 schedule until late January or early February, which could create a scheduling issue with the Florida Classic if a home game falls on the same day.” (link)

Florida State has added a game against New Mexico State to its 2026 football schedule, according to FBSchedules.com, which notes the contest will be held at Doak Campbell Stadium in Tallahassee on Aug. 29. The match-up is eligible to be played in Week Zero because the Aggies are scheduled to play in Hawaii next season. As part of the contract, FSU will pay NMSU a $1.4M guarantee. (link)

Missouri is the 39th U.S. state to legalize sports betting as sportsbooks officially opened Monday at 12:01 a.m., “allowing people to legally place bets on sports from their phones and computers, or at licensed casinos and professional sports venues.” Several casinos around the state are “licensed to operate retail sportsbooks,” and Missouri law “allows each of the state’s six professional sports teams to operate a retail sportsbook within 400 yards of their home venue, which could pave the way for additional in-person betting locations.” (link)

Netflix has increased its offer in a second round of bids for Warner Bros. Discovery, according to the Wall Street Journal’s Joe Flint, Lauren Thomas and Dave Michaels, who report: “The streamer on Monday made a primarily cash-based second offer for the entertainment and streaming assets of Warner Discovery and is working to secure tens of billions in financing to fund the purchase, people familiar with the matter said. Paramount also made an improved offer for all of Warner Discovery, including its collection of cable networks like CNN and TNT, some of the people said.” (link)
