House Republicans narrowly advanced the SCORE Act after a 210-209 procedural vote that Politico’s Nick Niedzwiadek, Mia McCarthy and Juan Perez Jr. report exposed fractures within the GOP. Despite leadership’s support, three Republicans opposed moving the bill forward, including Chip Roy (R-TX), who called the measure as a “band-aid on a gunshot wound” and argued Congress was turning college sports into “NFL-lite.” GOP leaders huddled on the floor with Roy, Byron Donalds (R-FL) and Scott Perry (R-PA) as they sought to avoid a failed rule vote – a recurring challenge in the closely divided House. The measure ultimately advanced after Freedom Caucus members Andy Harris (R-MD) and Andrew Clyde (R-GA) shifted to support the rule. The SCORE Act is expected to receive a final House vote as early as Wednesday. (link)

FIU’s extension for AD Scott Carr now runs through 2028 on a new three-year contract that took effect December 1, 2025, according to CollegeAD. The deal raises Carr’s annual base salary to $400K, up from $375K, and includes the possibility of a 3% yearly increase. Performance incentives remain part of the package, with Carr eligible to earn an additional 3% of his base salary if FIU posts a single-year APR of 980 or higher across all sports and another 3% if the department records a collective GPA of 3.0 or better. If FIU terminates the deal without cause, the university would owe Carr a buyout equivalent to 20 weeks of his base salary, while Carr would owe no buyout should he choose to leave. (link)

Arkansas AD/College Football Playoff Selection Committee Chair Hunter Yurachek on Notre Dame being ranked ahead of Miami (FL): “The head-to-head, again, is just one of the tools that we use to evaluate the teams. If we were just comparing Miami and Notre Dame side by side, it's a little bit easier to use that comparison. But we're not comparing Notre Dame and Miami side by side. We're comparing really this whole -- we've been comparing Alabama, Notre Dame, BYU and Miami collectively and evaluating those teams and how they look.” Yurachek on Vanderbilt’s placement behind other 10-2 SEC teams as well as 9-3 Texas: “When you look at their schedule, now that Tennessee is no longer ranked, they just don't have a signature win. They've got wins against LSU, Missouri and Tennessee. Missouri and Tennessee were previously ranked in our poll. They are no longer ranked in our poll. Then the two ranked teams that Vanderbilt has played, Alabama and Texas, I think both of those games in their own way were a little bit different. The Alabama game is probably a little bit closer than the score indicates, and the Texas game was probably closer than the score actually indicates because if you remember, Texas was up in that game 34-10. Texas Tech inks Football HC Joey McGuire to an extension through the 2032 season. While details have yet to be disclosed, a release from Lubbock notes the “new seven-year contract will significantly increase McGuire's annual compensation and provide opportunities for additional increases based on future conference and postseason success. Oregon State AD Scott Barnes declined to disclose the school’s football revenue-share budget for this offseason, but The Oregonian’s Ryan Clarke notes the department raised a record $11.6M last quarter. Barnes said OSU’s assistant salary pool will be “top of the new Pac-12,” adding: “We’ll have $5M total, $3M for assistant salaries and $2M for staff. With interchangeable funding.” Barnes also addressed concerns about hiring a GM and said he and new Football HC JaMarcus Shephard are aligned on the need for a dedicated football personnel leader: “We will have a player personnel, NIL, GM – whatever you want to call it. We will have someone in place, and [Shephard] and I will define what that job description is. It’s never been a matter of not having a position. It’s about what is the role of the position.” (link)

Michigan State President Kevin Guskiewicz weighs in on the financial component of Football HC Pat Fitzgerald’s hire, noting: "I guarantee to you that LSU, in addition to paying [HC Lane Kiffin] a huge salary, they’ll be paying Ole Miss something. We will not pay a buyout for a new coach to come here." Guskiewicz adds of the $33M Jonathan Smith buyout, noting it includes an offset clause and "I think people get caught up seeing the big number of what’s remaining on a contract. Oregon AD Rob Mullens joins the Duck Insider podcast to discuss a number of topics, including being in “planning model” for weeks to host a first-round CFP game, adding: “There’s a lot that goes into a game day. There’s a lot of contracts that have to be set up – security, buses, law enforcement. Obviously all the volunteer groups have to be on notice that work the concession stands, so you have to get out in front of it. … And then we’ve started the communication with fans on Sunday or Monday on what the ticket process would look like if we are in that range of seeds that would host a game.” (link)

Athlete Advantage CEO Crowley Sullivan Q&As with SBJ’s Ben Portnoy about bringing college football to Rio de Janeiro and says: “For starters, it’s a world-class city that has already demonstrated itself to be a world-class host -- the Olympics, the NFL. On top of that, FBS college football has never been played there. The unique nature from that perspective was really appealing. But I do have to say that my experience working for Dana White and seeing the way he and the UFC have had so much success with their shows in Brazil, it’s created such a massive following. Obviously, there are big differences that speak for themselves between the UFC and college football, but I saw what Dana did, and I thought to myself, ‘Maybe we can do the same thing within the context of our own sport and that can potentially have a similar type of an impact on the possible globalization of college football.’ That opportunity is there and we’re tapping into it. [...] This is just the beginning of the vision that we have for presenting universities with unique opportunities, and international events will continue to be at the core of our mission-based business. So, will there be more college football games that we will orchestrate to take place in Brazil? Probably. Will we look to other parts of the world? Absolutely. NBC is still talking with Amazon Prime about subleasing the rights to next year’s Big Ten Championship game, and Puck’s John Ourand writes: “Indeed, the mere fact that the two sides are still negotiating is newsworthy, given that Big Ten Network majority owner Fox has signaled that it doesn’t support the idea of selling the game to a streaming competitor like Prime. Fox, naturally, would have to approve such a deal, along with the conference. Despite Fox’s reluctance, I’m told that NBC has remained in contact with the Big Ten, and the network is seeking somewhere in the neighborhood of $70M for the 2026 game. (Of note, top Amazon executive Jay Marine is a proud Michigan alum…) NBC, of course, picked up the conference’s primetime rights three years ago, but still has some unresolved issues with the deal. More specifically, many of the Big Ten’s glamour schools have historically resisted playing night games after November, which limited the quality of games that the network could access for its package. What could sway Fox to allow this deal to go through? Well, Fox One is available via Amazon Channels, so maybe there are some triangular negotiating opportunities. Plus, top Amazon exec Mike Hopkins spent nearly 17 years at Fox and has deep relationships throughout the company.” (link)

Illinois State announces the introduction of a Competitive Excellence Fee (CEF) as part of the 2026 football season ticket renewal process. The CEF is “designed to provide direct support through revenue sharing opportunities for Illinois State Football and its student-athletes, helping the program remain competitive amid the evolving landscape of the NCAA and FCS Football.” 100% of the CEF for football will stay within the football program and directly benefit student-athlete initiatives. Alabama and USF have mutually agreed to move their previously scheduled 2026 football game to the 2032 season. Alabama will replace the USF contest with Chattanooga and, as was previously announced, has added a game against East Carolina for the '26 slate. The Tide also announced Marshall has been added to the 2027 schedule. (link)

President Donald Trump has issued a statement of administration policy endorsing the SCORE Act that reads in part: “The Administration supports passage of H.R. 4312. … The SCORE Act advances key priorities identified in Executive Order 14322 and is a crucial step toward enacting legislation that will preserve and strengthen this institution that is central to American culture and success. If H.R. 4312 were presented to the President following passage in both chambers, his advisors would recommend that he sign it into law.” Full statement. (link)

The U.S. Olympic & Paralympic Committee (USOPC) has released a statement in support of the SCORE Act which reads: “The SCORE Act represents meaningful progress to strengthen the future of college sports and preserve pathways essential to the Team USA pipeline. We urge the House of Representatives to pass The SCORE Act in an effort to bring greater stability to the collegiate sport environment. We stand ready to continue working with Senate leaders, conferences, colleges, athletes and our partners across the ecosystem to build a model that supports Olympic and Paralympic sport and reinforces the critical role college programs play in developing student-athletes who go on to earn the great honor of representing the United States on the world stage.” (link)

Michigan State launches FOR SPARTA: The Capital Initiative for MSU Athletics, a $1B effort designed to enhance the student-athlete experience through sport-specific facility improvements across multiple venues and shared spaces. In three years of the planning phase, the athletics department has already raised nearly $250M towards its $1B goal. Boston College receives a $50M challenge gift, per BC AD Blake James, to match on a one-for-one basis “over the next 5-7 years new endowment gifts for athletics scholarships and operational costs (travel, nutrition, and medical care, etc.) … The University intends to launch a special fundraising effort separate from its existing Soaring Higher campaign to meet not only the $50M match, but to add to it and raise even more new endowment to support BC's Athletics program.” The Eagles will retain Football HC Bill O’Brien, with James writing: “While our Athletics program participated in revenue sharing this past year, effective immediately, it will increase its commitment to the maximum permissible level, putting it in line with our Autonomy Four conference peers. … In addition, BC will make significant investments in operational and administrative support for football, most notably the addition of a General Manager (Kenyatta Watson) to support roster management, player recruitment and development, and general program oversight.” (link)

Colorado could be in need of more than $41M in university subsidies, after projecting its athletic department will run a $27M deficit for FY26, in addition to $11.9M in university support and $2.2M from student fees, according to USA Today’s Brent Schrotenboer, who notes those numbers aren’t final as the department hopes to lessen the deficit by the end of June through revenue from donations, sponsorships and concerts at Folsom Field. Per Schrotenboer, a new five-year contract signed back in March by Football HC Deion Sanders, worth more than $10M annually, as well as CU’s commitment to providing $20.5M in annual benefits and direct payments to student-athletes via the House settlement are the “biggest reasons for the projected deficit.” Asked who would be paying the expenses if not the university, CU spokesman Steve Hurlbert remarked: “The mechanics of that are still to be determined.” The school said it will “not cut sports nor cut any resources for student-athletes” but will look to cut expenses. Hurlbert also stressed tuition money and state funds will not be used to address the deficit. More. (link)

Kansas State plans to move its NIL efforts in-house by absorbing the Wildcat NIL collective under the athletic department’s umbrella by the end of 2025, with Wildcat NIL to continue to oversee and facilitate existing deals through June 30, 2026. The department will look to add a staff member to assist with third-party NIL opportunities, both directly and jointly with the efforts being made by K-State Sports Properties (Learfield) in this space, and launch a new subscription-based service, Cats+, in January. Hawai’i unveils its new fundraising and NIL initiative, focusing on four key areas: the “Our Team, Hawai’i’s Team Fund,” which includes tax deductible donations to support essential operations like travel, nutrition, and student-athlete health; the “Boost the ‘Bows Fund” (institutional NIL), which includes tax deductible donations to support recruitment and retention of elite student-athletes while strengthening scholarship resources; non-institutional NIL consisting of opportunities created for student-athletes through partnerships with local businesses; and community and fundraising events throughout the year. The Charlotte Observer’s Hunter Bailey updates his previous reporting about Charlotte’s having raised $3.3M toward its $5M goal for 2026 football roster construction, writing: “Amendment: I’m told that the $5M Charlotte is looking to raise isn’t exclusively for roster construction, but will fund ‘program upgrades’ as well. As a result of “unforeseen and unavoidable construction delays,” Old Dominion's Ellmer Family Baseball Complex renovation will “narrowly miss being complete in time for the upcoming 2026 baseball season.” With plans in place to play every home game on site, ODU has contracted with a national seating company to install temporary seating, along with standing room only areas, to accommodate nearly 1K spectators. ODU’s fan-friendly area along the right-field line, Rally Alley, will be replicated in left field with food trucks, beverage stations and a party lounge tent with TV’s to show live game broadcasts. There will also be a standing room railing where fans can watch games from above left field and two modular pods set up along the first-base side to operate as a press box for scorekeepers, announcers and broadcasters.
