A full House vote on the SCORE Act has been postponed. Yahoo Sports’ Ross Dellenger adds: “Several college sports leaders - including the A4 commissioners - are in Washington D.C. for today's scheduled vote. That vote may now be held Thursday, but that remains unclear. Republican leaders are still whipping votes. The margin was expected to be extremely slim.” (link)

Tennessee Attorney General Jonathan Skrmetti is leading a multi-state effort against the College Sports Commission's participation agreement ahead of today’s deadline, urging schools not to sign the document, which requires them to waive their right to sue over enforcement decisions. A press release from Skrmetti’s office reads, in part: “Under the proposed Agreement, the CSC could strip schools of all conference revenue and impose postseason bans if any state, state official, student-athlete, or other third party brings litigation ‘related in any way’ to the CSC rules, investigations, or enforcement decisions – even if the CSC is ultimately found to have violated the law. A university could face financial and competitive devastation simply because a student-athlete exercised their legal rights or because a state attorney general investigates illegal conduct. The Agreement also forces institutions to waive rights to a jury trial and accept mandatory arbitration, which many public universities cannot legally do.” Yahoo Sports’ Ross Dellenger adds: “This deadline will not be met as several schools have not signed. All 68 A4 schools must sign for it to be enforceable. Officials are now working toward modifications to the agreement.” (link, link)

ACC Commissioner Jim Phillips sat down for a wide-ranging Q&A with The Charlotte Observer’s Scott Fowler and touched on the potential “Duke Doomsday Scenario” that could see the 7-5 Blue Devils upset Virginia for the conference crown while potentially leaving the league completely outside the College Football Playoff: “Whoever wins is in the CFP. To me, it’s very clear. First of all, we’ve had a very good football season. Virginia earned the right to be here. They’re 7-1. They’re 10-2 overall. They’ve had a great year. We ended up having five teams go 6-2, and those are all very good teams. … At the end of the day, it was the seventh point of the tiebreaker that meant Duke had earned their way into the game. … Virginia (with a win) will be a top-15 team and an automatic qualifier. … Duke (with a win) will have won seven P4 games. I think the teams that people are looking at right now could have zero wins against Power 4 teams. The strength of schedule, which is really important — I think it’s separated by 75 places in a 136-team comparison. They (Duke, with a victory) should get an opportunity to play in the CFP. They would be our ACC champion. … [Miami’s] 10-2. They have four wins against top 25 teams… They should be in as an at-large bid.” (link)

Ole Miss AD Keith Carter appeared on the Mornings with Richard Cross podcast to touch on a number of topics, including the chaos surrounding Lane Kiffin’s recent departure. On the process of Kiffin’s exit and his decision to hire Pete Golding as HC: “The week of the Egg Bowl, Coach Kiffin is our coach. … We had talked and said ‘we have to have an answer on the Saturday after the Egg Bowl.’ I think that decision in hindsight was a good one. We played great. … That Saturday we get back and I’m up at the office pretty much all day. Ultimately, the meeting doesn’t happen until around 6 p.m. and I’m informed, officially, that Coach Kiffin is going to LSU. Pete Golding was a guy that was always in the mix with us. … We called Pete in and said ‘hey, we want you to be not only our guy in the short term to help us solidify this, but also we think you’re the guy that can keep Ole Miss football at a super-high level and even maybe take it to the next level. You talk about the void of information. Saturday was one of those days. For me, it was a long day. We ended up staying in the office until about 3 a.m. that night and trying to get some things done. It was one of those deals that as soon as Coach Kiffin told us that he was moving on, we had a great plan in place. I feel like it was implemented well on Sunday, and Pete’s just done a fantastic job really in the last three days of bringing that building together and putting the staff back together. The Mercury News’ Jon Wilner reports Cal’s athletic spending is set to surge past $35M following GM Ron Rivera’s decision to part ways with Football HC Justin Wilcox with two years remaining on his deal. The transition will be underwritten by an unusually large influx of cash from across the University of California system that has not been widely disclosed until now. In addition to the previously announced $30M in “Calimony” payments from UCLA over three years, Cal will receive another $45M in bridge financing directly from the UC Office of the President, bringing total support to $75M over three years. Wilner explains the $45M in discretionary UCOP funds was approved in June 2025 by President Michael Drake without requiring UC regents’ approval, though regents were notified. The funds are not a loan and do not need to be repaid. UCOP described the transfer as support “during times of growth and transition.” Wilner points out the financial support arrives as Cal navigates significant headwinds, including a 2023-24 athletic deficit of $29M, partial ACC revenue shares for most of the next decade, rising travel and revenue-sharing costs, and the need to pay Wilcox’s $11M buyout. Cal will also likely spend at least $20M on a new contract for Oregon DC Tosh Lupoi, the leading candidate to replace Wilcox, plus another $5M on staff changes. Wilner traces the entire $75M package back to the realignment crisis that pushed Cal and Stanford into the ACC and spurred regents to require UCLA to subsidize Berkeley after its Big Ten move. More. ESPN’s Eli Lederman examines how USC managed to secure the top 2026 football recruiting class, noting the “incoming class will cost them north of $9M, tied heavily to a string of front-loaded NIL contracts that powered a surge of 21 commitments from Feb. 1 to May 30 before the House settlement took effect in July.” A key part of the process was Football HC Lincoln Riley and AD Jen Cohen honing “in on a brash, intensely energetic 30-year-old with front office pedigree and a grasp of the sport's evolving landscape: Notre Dame's Chad Bowden.” Riley: “We probably talked more about that [search] than any other single topic in the years that we've been here together. We both knew how important it was to find the right fit and to equip that person with a great staff. Western Michigan announces a renovation to the Bill Brown Football Alumni Center, supported by a $2.5M lead gift from David and Ronda Stafford, which includes a complete remodel of the athletic training room, a fully reimagined weight room and a redesigned entryway leading into the team locker room. The weight room will officially be named the Stafford-Smith Football Weight Room in honor of the Stafford family’s philanthropy and will be outfitted with new strength training equipment and feature expanded functional training zones, integrated sport-science technology, and a fully optimized layout to maximize square footage. House Republicans narrowly advanced the SCORE Act after a 210-209 procedural vote that Politico’s Nick Niedzwiadek, Mia McCarthy and Juan Perez Jr. report exposed fractures within the GOP. Despite leadership’s support, three Republicans opposed moving the bill forward, including Chip Roy (R-TX), who called the measure as a “band-aid on a gunshot wound” and argued Congress was turning college sports into “NFL-lite.” GOP leaders huddled on the floor with Roy, Byron Donalds (R-FL) and Scott Perry (R-PA) as they sought to avoid a failed rule vote – a recurring challenge in the closely divided House. The measure ultimately advanced after Freedom Caucus members Andy Harris (R-MD) and Andrew Clyde (R-GA) shifted to support the rule. The SCORE Act is expected to receive a final House vote as early as Wednesday. (link)

FIU’s extension for AD Scott Carr now runs through 2028 on a new three-year contract that took effect December 1, 2025, according to CollegeAD. The deal raises Carr’s annual base salary to $400K, up from $375K, and includes the possibility of a 3% yearly increase. Performance incentives remain part of the package, with Carr eligible to earn an additional 3% of his base salary if FIU posts a single-year APR of 980 or higher across all sports and another 3% if the department records a collective GPA of 3.0 or better. If FIU terminates the deal without cause, the university would owe Carr a buyout equivalent to 20 weeks of his base salary, while Carr would owe no buyout should he choose to leave. (link)

Arkansas AD/College Football Playoff Selection Committee Chair Hunter Yurachek on Notre Dame being ranked ahead of Miami (FL): “The head-to-head, again, is just one of the tools that we use to evaluate the teams. If we were just comparing Miami and Notre Dame side by side, it's a little bit easier to use that comparison. But we're not comparing Notre Dame and Miami side by side. We're comparing really this whole -- we've been comparing Alabama, Notre Dame, BYU and Miami collectively and evaluating those teams and how they look.” Yurachek on Vanderbilt’s placement behind other 10-2 SEC teams as well as 9-3 Texas: “When you look at their schedule, now that Tennessee is no longer ranked, they just don't have a signature win. They've got wins against LSU, Missouri and Tennessee. Missouri and Tennessee were previously ranked in our poll. They are no longer ranked in our poll. Then the two ranked teams that Vanderbilt has played, Alabama and Texas, I think both of those games in their own way were a little bit different. The Alabama game is probably a little bit closer than the score indicates, and the Texas game was probably closer than the score actually indicates because if you remember, Texas was up in that game 34-10. Texas Tech inks Football HC Joey McGuire to an extension through the 2032 season. While details have yet to be disclosed, a release from Lubbock notes the “new seven-year contract will significantly increase McGuire's annual compensation and provide opportunities for additional increases based on future conference and postseason success. Oregon State AD Scott Barnes declined to disclose the school’s football revenue-share budget for this offseason, but The Oregonian’s Ryan Clarke notes the department raised a record $11.6M last quarter. Barnes said OSU’s assistant salary pool will be “top of the new Pac-12,” adding: “We’ll have $5M total, $3M for assistant salaries and $2M for staff. With interchangeable funding.” Barnes also addressed concerns about hiring a GM and said he and new Football HC JaMarcus Shephard are aligned on the need for a dedicated football personnel leader: “We will have a player personnel, NIL, GM – whatever you want to call it. We will have someone in place, and [Shephard] and I will define what that job description is. It’s never been a matter of not having a position. It’s about what is the role of the position.” (link)

Michigan State President Kevin Guskiewicz weighs in on the financial component of Football HC Pat Fitzgerald’s hire, noting: "I guarantee to you that LSU, in addition to paying [HC Lane Kiffin] a huge salary, they’ll be paying Ole Miss something. We will not pay a buyout for a new coach to come here." Guskiewicz adds of the $33M Jonathan Smith buyout, noting it includes an offset clause and "I think people get caught up seeing the big number of what’s remaining on a contract. Oregon AD Rob Mullens joins the Duck Insider podcast to discuss a number of topics, including being in “planning model” for weeks to host a first-round CFP game, adding: “There’s a lot that goes into a game day. There’s a lot of contracts that have to be set up – security, buses, law enforcement. Obviously all the volunteer groups have to be on notice that work the concession stands, so you have to get out in front of it. … And then we’ve started the communication with fans on Sunday or Monday on what the ticket process would look like if we are in that range of seeds that would host a game.” (link)

Athlete Advantage CEO Crowley Sullivan Q&As with SBJ’s Ben Portnoy about bringing college football to Rio de Janeiro and says: “For starters, it’s a world-class city that has already demonstrated itself to be a world-class host -- the Olympics, the NFL. On top of that, FBS college football has never been played there. The unique nature from that perspective was really appealing. But I do have to say that my experience working for Dana White and seeing the way he and the UFC have had so much success with their shows in Brazil, it’s created such a massive following. Obviously, there are big differences that speak for themselves between the UFC and college football, but I saw what Dana did, and I thought to myself, ‘Maybe we can do the same thing within the context of our own sport and that can potentially have a similar type of an impact on the possible globalization of college football.’ That opportunity is there and we’re tapping into it. [...] This is just the beginning of the vision that we have for presenting universities with unique opportunities, and international events will continue to be at the core of our mission-based business. So, will there be more college football games that we will orchestrate to take place in Brazil? Probably. Will we look to other parts of the world? Absolutely. We’re already deep into discussions with governments and sports agencies literally all over the world about this.” (link)

NBC is still talking with Amazon Prime about subleasing the rights to next year’s Big Ten Championship game, and Puck’s John Ourand writes: “Indeed, the mere fact that the two sides are still negotiating is newsworthy, given that Big Ten Network majority owner Fox has signaled that it doesn’t support the idea of selling the game to a streaming competitor like Prime. Fox, naturally, would have to approve such a deal, along with the conference. Despite Fox’s reluctance, I’m told that NBC has remained in contact with the Big Ten, and the network is seeking somewhere in the neighborhood of $70M for the 2026 game. (Of note, top Amazon executive Jay Marine is a proud Michigan alum…) NBC, of course, picked up the conference’s primetime rights three years ago, but still has some unresolved issues with the deal. More specifically, many of the Big Ten’s glamour schools have historically resisted playing night games after November, which limited the quality of games that the network could access for its package. What could sway Fox to allow this deal to go through? Well, Fox One is available via Amazon Channels, so maybe there are some triangular negotiating opportunities. Plus, top Amazon exec Mike Hopkins spent nearly 17 years at Fox and has deep relationships throughout the company.” (link)

Illinois State announces the introduction of a Competitive Excellence Fee (CEF) as part of the 2026 football season ticket renewal process. The CEF is “designed to provide direct support through revenue sharing opportunities for Illinois State Football and its student-athletes, helping the program remain competitive amid the evolving landscape of the NCAA and FCS Football.” 100% of the CEF for football will stay within the football program and directly benefit student-athlete initiatives. Alabama and USF have mutually agreed to move their previously scheduled 2026 football game to the 2032 season. Alabama will replace the USF contest with Chattanooga and, as was previously announced, has added a game against East Carolina for the '26 slate. The Tide also announced Marshall has been added to the 2027 schedule. (link)
