College sports executives are working up a concept to increase the student-athlete revenue share cap by as much as $2.5M, according to Ross Dellenger, who in a column for On3 notes officials are exploring an idea to eliminate the provision of reducing the pool by the additional scholarship money, in turn granting schools up to $2.5M in additional rev share. Dellenger: “However, there is a catch. The proposal under consideration features a sort of ‘luxury tax’ — 20% is the latest figure being discussed — as a penalty for using some of the additional $2.5M. For instance, if a school spends the entire additional $2.5M, it owes a $500K (20%) penalty tax to the College Sports Commission (it will go toward operational expenses). More information is expected on this concept over the next few weeks. The lead plaintiff attorneys in the House case — Jeff Kessler and Steve Burman — told us several months ago that they’d be in favor of completely eliminating the $2.5M reduction. However, an active appeal of the settlement makes it more complicated to change settlement terms. This is an alternative proposal. Either way, the rev-share cap will increase next year. The pool in Year 2 will automatically increase by 4%, according to settlement terms (that’s about an extra $800K for next year). So, all in all, if the new proposal is finalized, that’s $3.3M in additional money for athletes for next year.” More. (link)

House Minority Leader Hakeem Jeffries (D-NY) “ripped Republicans over the SCORE Act” during a Thursday news conference, referring to the legislation “as the ‘Lane Kiffin Protection Act’ and suggesting that ‘big donors at LSU’ were behind [House Speaker] Mike Johnson and [House Majority Leader] Steve Scalise’s motives to bring the bill to the floor,” per Yahoo Sports’ Ross Dellenger, who notes Jeffries “questioned Republicans’ rationale for bringing to the floor the SCORE Act while refusing to ‘extend the Affordable Care Act tax credits,’ particularly when ‘the votes clearly don’t exist’ for SCORE, which, he says, does not benefit athletes.” More from Jeffries: “Why would Mike Johnson and Steve Scalise agree to bring the Lane Kiffin Protection Act to the floor of the House of Representatives? Legislation that would do nothing to benefit college athletes and everything to benefit coaches like Lane Kiffin, who got out of town, abandoned his players in the middle of a playoff run to go get a $100M contract from LSU, the home state of Mike Johnson and Steve Scalise.” More. House Majority Leader Steve Scalise (R-LA) tells The Clay Travis & Buck Sexton Show on the SCORE Act: “I still want to see us bring this bill to the floor because it’s important to anybody who loves college athletics. … Millions around the country have seen over the last few years, it’s become the wild, wild west. And why is that? It’s … through a lot of things, lawsuits that the NCAA has lost and other things. There is no ability for schools to enforce their own rules anymore. Whether they come together and get behind the NCAA or some other organization, that’s not what Congress is dictating. What Congress is gonna try to do is say ‘hey, the schools can actually go and enforce their own rules again in college athletics. And, oh by the way, we also, in the SCORE Act, put in protections for student-athletes that don’t exist today.’” (link)

College Hockey Insider’s Mike McMahon weighs in on which college programs he believes are best positioned to capitalize on revenue sharing. “With yesterday’s developments out of Providence ($3M Men's Ice Hockey Revenue Share Challenge - link), the Friars stand out as a program well-positioned to take full advantage of the new landscape. Why? Providence is a sizable institution with the capacity to fund revenue-sharing at a meaningful level. They boast NHL alumni and, perhaps more importantly, a donor base capable of making significant contributions. But here’s the real differentiator — they don’t have football. Without that financial behemoth siphoning off resources, a larger share of the revenue pool can be directed toward men’s hockey. Contrast that with the Big Ten schools. Yes, they’ll have deep pockets and substantial revenue-sharing budgets, but they’re also supporting major football operations. The same goes for Arizona State, UConn, and Boston College — plenty of money, but plenty of mouths to feed. Providence occupies a rare lane. They don’t field a football team, yet they operate at a scale comparable to many major Division I programs. That combination gives them a significant competitive advantage in the coming era of revenue-sharing.” More. (link)

➤ East Texas A&M AD Jim Curry announces Football HC Clint Dolezel will return for the 2026 season, adding: “The next phase of our football investment plan is being implemented now, the details of which are outlined below. At the same time, we recognize the need to remain responsive to the rapidly evolving landscape of college athletics and our plan is reflective of this dynamic. Effective immediately, new resource enhancements for Lion Football include: Increasing the football assistant coach salary pool to the highest total in the Southland Conference. Allocation of a six-figure NIL/revenue-sharing pool for football to recruit and retain elite student-athletes. Identifying an architectural firm to program the conversion of the Field House into a new, dedicated football training facility inclusive of an indoor turf field, team and position meeting rooms, a new weight room, and coaches' offices. This investment will provide football with a year-round training facility that will recruit, develop, coach, and retain future football champions.” (link)

In the last College Football Officials Media Video of the 2025 season, National Coordinator of Football Officials and Secretary-Rules Editor Steve Shaw, when asked if fouls rise during rivalry week, remarks: “As we look at last week’s data, fouls-per-game actually went slightly down. Not statistically significant, but down. In fact, we have a multi-year trend where beginning in about mid-season, fouls-per-game actually trend down as we work through the balance of the year. Why is this? Well, one reason may be that coaches get an opportunity to coach their players and the players get better. But also, our officials work to be a presence, especially in weeks like rivalry week where they’re a preventative force, especially dealing with unsporting behavior.” (link)

College basketball is off to “the best start in the sport’s history,” punctuated by Tuesday’s slate of blue-blood thrillers in Connecticut-Kansas and North Carolina-Kentucky, according to CBS’ Matt Norlander, who notes the nonconference calendar has already delivered 36 ranked-vs-ranked games in five weeks (up from 31 last year and 28 the year before), with the sport on pace to hit 50 such matchups before March. Networks have intentionally built premium November/December schedules, but Norlander stresses that coaches deserve credit for “scheduling up,” adding: “My memo to every high-major coach in the sport: KEEP IT UP. Stop for a moment to reflect on how the sport is being covered, followed and reacted to right now. See how many prominent games were played at the MTE level and in on-campus environments to start this season. November and December. It all feels bigger than usual right now. This model can and should be duplicated moving forward. It needs to be the approach every year in order to increase the sport's visibility during the busiest time on the sports calendar.” Norlander also updates conference hierarchy one month in, noting the Big Ten narrowly holds the No. 1 spot with six unbeatens and the nation’s strongest top tier. The Big 12 sits close behind with the best record vs. other power leagues (32-17). The ACC edges the SEC for third thanks to strong ACC/SEC Challenge results. And the Big East is a clear fifth despite UConn’s dominance. More from Norlander. (link)

The House of Representatives will not vote on the SCORE Act this week, according to Punchbowl News’ Jake Sherman, who reports: “GOP leadership shelved the bill today but thought they could vote on it tomorrow. But House Dem leadership was whipping against it and it ran into opposition from Republicans like Chip Roy (R-TX). It also got caught up in general dissatisfaction with the House Republican leadership. Lawmakers wondered why the House was voting on the bill and not prioritizing bills on cost of living/affordability.” (link)

In the wake of the SCORE Act postponement, U.S. Congresswoman Lori Trahan (D-MA) tells Yahoo’s Ross Dellenger that it's hard for people to "stomach" a bill that restricts or caps athletes' NIL compensation when coaching buyouts are "not addressed." So far this year, Dellenger notes $228M has been spent on buyouts. (link); Dellenger also notes that “Congressional staff members believe that the SCORE Act is on the shelf, at the very least for the next several days/weeks. No action expected anytime soon barring vote flips.” (link)

U.S. Congressman Michael Baumgartner (R-WA) advises that “if the Commissioner of the Big 10 would spend LESS money trying to buy votes with DC lobbyists and make MORE of an effort to STOP being a bullying jackass, then Congress could get on with passing some reasonable legislation to fix college sports.” (link)

More from ACC Commissioner Jim Phillips with The Charlotte Observer’s Scott Fowler. On if the ACC will have to expand again: “I don’t know. It’s a good question. I don’t think anybody’s sure. What we need to do right now, over the course of the next 4-6 years, is settle down the enterprise called college sports. We went through a new governance structure at the NCAA. We’ve gone through revenue sharing for the first time, with payment to players. We’re working in Washington, D.C., on some national legislation. … We have a lot of things right now that we have to get settled to make this a sustainable model that works well into the future. We can’t lose sight that there are 550K young people playing sports across all divisions, that have access and affordability to higher education through sport, and that we believe have life-changing experiences. And 99% of them, they’re not going professional.” (link)

Kansas State AD Gene Taylor lambasted the state of college athletics for its role in driving Wildcats Football HC Chris Klieman into retirement, declaring: “You just saw one of the greatest guys in this industry walk out of this room and retire from coaching, the business that he loves. And what really pisses me off is that he’s doing it because of where we are in this industry. If we don’t get this thing under control, more really, really good guys like Chris Klieman are going to walk away from this business.” Taylor also admitted he has considered retiring but wants to be part of the solution when it comes to straightening out college sports. “I want to make sure that because of where I am on my experience, I have a chance to sit on some committees now, that I can help make some decisions as an industry that will get us in a place that we’ll be better off.” (link)

Kentucky AD Mitch Barnhart during freshly minted Football HC Will Stein’s introductory press conference responded harshly to a question about whether Kentucky has enough NIL resources: “People have asked that question 19 different ways…and it’s exhausting. You know, enough. Enough about ‘Have we got enough?’ We’ve got enough and we’re working at it just like everybody else is working at it. … This notion that we don’t have enough is ridiculous. We’ve got enough. You resource it the right way, we’ve got to assess talent the right way, we’ve got to acquire it the right way and we’ve got to make sure we’re within the boundaries of the rules. We’re not going to break the rules. That’s flat-out we’re not doing that. We will do it the right way. We don’t need to do that. We’re good enough at what we do, we’ve got good people. That’s why we hired this guy (Stein). He’s really smart. … That notion, all this nonsense that’s been created in a variety of places that we don’t have enough or we’re not working at it has got to stop. It’s enough.” (link)

In the modern history of college athletics, the NCAA Market has been the industry jobs board leader. Until now. Thus far in 2025, more Division I administrative & coaching jobs have been posted to D1.ticker’s CollegeSports.jobs than to the NCAA Market. Posting to CollegeSpots.jobs is not only cheaper than the NCAA Market, it also provides far greater exposure for your openings. Why wait for someone to stumble upon your job on the NCAA Market as opposed to D1.ticker getting your openings directly into the inboxes of potential candidates? Plus, schools have purchased more than 365 unlimited bundles with CollegeSports.jobs, leading to average annual savings of more than $2,200. (link)

The Toledo Blade’s David Briggs chronicles how Toledo volleyball has gone from an afterthought with just two banners in Savage Arena to a breakout MAC champion and NCAA Tournament qualifier after a deliberate investment push from Rockets AD Bryan Blair and first-year HC Brian Wright. Blair, who made volleyball one of four UT sports included in revenue sharing alongside football and men’s and women’s basketball, saw the national boom in the sport and asked: “What if we go all in on this?” That bet helped Toledo lead the MAC in attendance at 1,357 fans per match, trail only Ohio State in in-state crowds, and pack Savage Arena and Bowling Green’s Stroh Center during key wins. Wright, who came from Ohio State determined to “watch a city become a volleyball city,” has paired on-court success (23-10, MAC tournament title) with aggressive community engagement, turning players into door-to-door ambassadors and turning Savage into a legitimate volleyball hotbed. ESPN’s Dan Wetzel argues the real victims of the chaotic college football calendar aren’t coaches juggling jobs, playoff prep and portal timelines, but high school recruits forced into rushed, ill-informed decisions created by the early signing period. With signing day now the first week of December, coaching changes and rumors throw entire classes into turmoil just days before letters are due, leaving families scrambling with little information and even less time. Moreover, Wetzel notes coaches themselves pushed for the early signing period to secure classes and encourage early enrollment, yet those same coaches now decry the calendar because it complicates their “job-hopping” and roster building. The compressed December recruiting window forces many recruits to sign without knowing their head coach, position coach, or scheme, only to be immediately recruited over when the transfer portal opens in January, thereby fueling the very retention crisis coaches complain about. Moving signing day back to February, Wetzel writes, would give recruits and staffs full visibility after the carousel and portal settle. Until then, “high school kids don’t have multimillion-dollar buyouts to fall back on.” (link)
