The House of Representatives will not vote on the SCORE Act this week, according to Punchbowl News’ Jake Sherman, who reported Wednesday: “GOP leadership shelved the bill today but thought they could vote on it tomorrow. But House Dem leadership was whipping against it and it ran into opposition from Republicans like Chip Roy (R-TX). It also got caught up in general dissatisfaction with the House Republican leadership. Lawmakers wondered why the House was voting on the bill and not prioritizing bills on cost of living/affordability.” (link)

SCORE Act Challenges…
➤ In the wake of the postponement, U.S. Congresswoman Lori Trahan (D-MA) tells Yahoo’s Ross Dellenger that it's hard for people to "stomach" a bill that restricts or caps athletes' NIL compensation when coaching buyouts are "not addressed." So far this year, Dellenger notes $228M has been spent on buyouts. (link); Dellenger also notes that “Congressional staff members believe that the SCORE Act is on the shelf, at the very least for the next several days/weeks. No action expected anytime soon barring vote flips.” (link)
➤ House Minority Leader Hakeem Jeffries (D-NY) lobbied publicly against the legislation, with Jeffries ripping Speaker Mike Johnson and Majority Leader Steve Scalise, both of Louisiana, for their motives in supporting an act that would benefit their alma mater, LSU. Jeffries went as far as to dub the SCORE Act, the “Lane Kiffin Protection Act.” (link)
➤ House Majority Leader Steve Scalise (R-LA) told The Clay Travis & Buck Sexton Show: “There is no ability for schools to enforce their own rules anymore. Whether they come together and get behind the NCAA or some other organization, that’s not what Congress is dictating. What Congress is gonna try to do is say ‘hey, the schools can actually go and enforce their own rules again in college athletics. And, oh by the way, we also, in the SCORE Act, put in protections for student-athletes that don’t exist today.’” (link)

The GLIAC signs a media rights extension with FloSports through 2031, as the league’s previous deal was set to expire after this academic year. Commissioner Kris Dunbar: “The GLIAC’s continued relationship with FloSports further strengthens our ability to connect with fans wherever they are. This extension ensures consistent, top-tier coverage that highlights the passion, talent, and competitive spirit of our teams and is a key part of maintaining our conference’s position at the forefront of NCAA Division II.” (link)

Of note from the DI universe, college sports executives are working up a concept to increase the student-athlete revenue share cap by as much as $2.5M, according to Ross Dellenger, who in a column for On3 notes officials are exploring an idea to eliminate the provision of reducing the pool by the additional scholarship money, in turn granting schools up to $2.5M in additional rev share. Dellenger: “However, there is a catch. The proposal under consideration features a sort of ‘luxury tax’ — 20% is the latest figure being discussed — as a penalty for using some of the additional $2.5M. For instance, if a school spends the entire additional $2.5M, it owes a $500K (20%) penalty tax to the College Sports Commission (it will go toward operational expenses). More information is expected on this concept over the next few weeks. The lead plaintiff attorneys in the House case — Jeff Kessler and Steve Burman — told us several months ago that they’d be in favor of completely eliminating the $2.5M reduction. However, an active appeal of the settlement makes it more complicated to change settlement terms. This is an alternative proposal. Either way, the rev-share cap will increase next year. The pool in Year 2 will automatically increase by 4%, according to settlement terms (that’s about an extra $800K for next year). So, all in all, if the new proposal is finalized, that’s $3.3M in additional money for athletes for next year.” More. (link)

Former UVA Wise Asst. AD for Communications Darrell-Dingus Ely has been hit with a three-year show-cause after a sports betting account tied to his email and Venmo placed over $300K in bets on college and professional sports over a two-year period. The Committee on Infractions states the account was accessed on campus, on road trips corresponding to UVA Wise road games and at his residence, leading the COI to state: “The only reasonable explanation was that Ely actively participated in the sports betting activity.” Ely claims other individuals in his family “placed the bets after he told them that he could not be involved.” Ely also failed to provide banking records and cooperate with the investigation after initially declining further interviews. Bloomberg’s Lucas Shaw and Michelle F. Davis report Netflix has entered exclusive negotiations to acquire Warner Bros.’ film and TV studios as well as HBO Max, offering a $5B breakup fee if regulators block the deal. “The two companies could announce a deal as soon as in the coming days, assuming talks don’t fall apart. … The move suggests Netflix has pulled ahead of Paramount Skydance Corp. and Comcast Corp., who were also competing for the asset.” (link)

Illinois Springfield will expand its track & field program, planning to add 30-40 student-athletes over the next few years, with a new AC to focus on sprints and jumps. (link)
