Utah AD Harlan’s new contract, which runs through June 30, 2028, and includes automatic one-year extensions, includes a base salary of $850K the first year with annual increases of $50K before topping out at $1.1M. In addition, Harlan will earn a retention bonus each year, starting at $100K and increasing $50K annually until it reaches $350K in 2028. Up to $200K in “performance compensation” is also at stake yearly. The university will also provide Harlan loan funding each year for the payment of premiums on a supplemental death policy, with an initial premium loan of $225K. Subsequent loans will be for $200K. If Utah parts ways with Harlan, he would be owed 100% of his base salary for the rest of the initial term and 60% of the remainder for any extended term. Harlan’s buyout starts at $2.25M if he were to leave before the end of this month and decreases incrementally to $250K. (link, link)

For the current fiscal year, Michigan is projecting an operating surplus of $200K based on operating revenues of $215.1M and operating expenses of $214.9M. For FY24, the Wolverines expect a “slight decrease in total operating revenues and total operating expenses” and project that a $5.2M revenue bump due mostly to additional TV revenue will not fully offset other revenue decreases. U-M notes that “increases of 15% or more have impacted large expense-line items such as team travel, recruiting and student-athlete meals. These increased costs are carried forward into the [FY24] budget.” (link); While Wolverines AD Manuel informed the U-M Board of Regents that the Big Ten intends to distribute “$5.2M more per member in its revenue distribution, pushing the Wolverines and 10 others to be in line for $64M paydays,” FootballScoop’s Brice adds: “College and industry sources have stressed to FootballScoop that once the Big Ten formally welcomes both UCLA and USC into its membership ranks next year and begins competing with those teams as part of its conference, revenues are expected to spike dramatically for the league's members.” (link)

USC has released renderings of its new football performance center, which will include three levels dedicated to team operations, a rooftop hospitality deck, player lounge and a second full-length practice field. The complex will also feature student-athlete-centric spaces, including a new locker room, multiple player lounges, recovery hub, nutritional support, sports science services, weight room, training room, equipment room, team auditorium, position meeting rooms, recruiting areas, staff offices and flexible space for future growth. The Florida State Board of Trustees approved a bond issuance of up to $116M to finance the Dunlap Football Center Project, which broke ground late last year. The Osceola’s Ferrante reports that “due to soaring costs of construction and labor, the price tag for the 150K-sq-ft structure has escalated from prior estimates to $138M.” Ferrante also reports an “estimated $104M in 20-year tax-exempt bonds will be issued at a fixed rate by FSU and the FSU Athletics Association (FSUAA), with $32.9M raised in donations by FSU athletics and Seminole Boosters.” (link)

HBCU Gameday’s Gaither examines USA Today’s recently released financial figures to assess where HBCUs stand. Southern was the top-ranked HBCU with total revenue of just over $18.1M, placing the Jaguars 35th among all FCS departments. Four other HBCUs — North Carolina A&T ($16.3M), Delaware State ($16.2M), Norfolk State ($15.9M) and Tennessee State ($15.83M) — were also ranked in the top 50. Florida A&M ($13.71M) ranked 62nd and Jackson State ($12.8M) ranked 65th. (link)

Louisville plans to offer 56 premium on-field seats at L&N Stadium, per WDRB’s Crawford, who notes the seats are similar to those sold in some NFL stadiums. UofL says it will be among the first college programs to offer them for football games. The seats, conceived through a partnership with Legends, include parking, field access before and after the games, “upscale stadium seating” and an all-inclusive food and drink menu served by a wait staff. The tickets will also come with first right-of-refusal for other L&N Stadium events. Cardinals AD Heird: "In our extensive research, we concluded that our fans continue to look for options with maximum flexibility and we are excited to offer additional on-field seating. It’s our goal to continue to provide spaces beyond traditional clubs and suites that allow our fans unique seating experiences to enhance their gameday experience.” (link)

Texas Tech will modernize the Red Raider Club in an effort to help fund Alston awards and “promote and assist in the fundraising efforts for the Matador Club to provide the best name, image, and likeness opportunities available in the country.” The two entities will remain separate, with The Matador Club becoming a corporate sponsor and the exclusive NIL collective of Texas Tech Athletics. The Red Raider Club will also be rebranded with a new logo, website and marketing materials beginning this summer. (link)

+ Cal Chancellor Christ announces she will retire at the end of June 2024. “I originally expected to serve as Chancellor for no more than three to five years. What I, or anyone else, never expected was a global pandemic that descended quickly upon the world and had the effect of slowing everything down, including our university’s most important efforts and endeavors. Extra Points purveyor Brown catches up with The Brandr Group CEO Haynes to discuss his opposition to EA Sports’ reported NIL offer to football student-athletes, and Haynes explains that in addition to the pay not being high enough, his company takes exception with players’ lack of representation. Furthermore, Haynes is frustrated schools and athletes aren’t getting similar terms. According to EA’s initial proposal in 2021, schools would earn a 10% royalty rate broken down over four tiers based on the number of times a school finished in the AP Top 25 over the previous decade. The highest performing schools in Tier I were projected to earn $104,900, and the lowest performing schools in Tier IV were projected to earn $10,400. In exchange for the use of their logos and other assets, EA is also asking schools for “exclusive rights to simulation game play,” ostensibly precluding them from partnering with other developers like 2K or Sega. Players, Haynes tells Brown, are likely to be asked to sign the same agreement; however, they would not receive royalties. “This eliminates other opportunities for athletes.” Brown then points out that if schools themselves begin telling EA they won’t agree to a deal unless players are offered royalties, “that could bring everybody back to the bargaining table.” (link)

Diamond Sports Group is seeking to end its deal with Raycom, which runs through April 30 2027, to televise select ACC football and men’s basketball games, stating in a motion that “[Diamond] and Raycom have discussed their current arrangement and have determined to amicably part ways and allow Raycom to freely pursue a new partnership.” (link)

Vermont Governor Scott has signed into law a bill legalizing online sports gambling in the state. The Vermont Department of Liquor and Lottery will operate sports wagering through contracts with two to six sports betting operators. In consultation with the Department of Mental Health, the agency will provide an annual report to the Legislature on the impact of sports betting on problem gambling. Scott: “We know many Vermonters already participate in the marketplace and bringing it above board provides important resources and consumer protections.” (link)

President Biden is set to announce that Live Nation and Ticketmaster, along with other ticketing companies, will give U.S. consumers the ability to see full ticket prices upfront and will no longer hide last-minute service fees and other expenses that appear late in the online purchase process, per Variety’s Aswad, who adds: “It is important to note that the fees themselves are not necessarily being eliminated, but rather the practice of not revealing them until the final steps of the purchase.” The Senate committee investigating alleged anticompetitive practices by Live Nation, which was announced by U.S. Senators Klobuchar (D-MN) and Lee (R-UT), who agree on absolutely nothing, is ongoing. Former Illinois State AD Brennan has been named CEO of the Utah-focused Crimson Collective. Brennan: “I learned a lot of valuable lessons that showed me how important fit is. I feel like my fit is here in Utah. When I resigned that position, it was- it didn’t fit anymore. We had multiple changes in leadership, and I wanted to be in a place where people knew me, knew my character and have a vision to do things the right way. When I resigned that position, I was really thinking that I wanted to come back to Utah because it’s a great place for our family, plus, I am so supported and believe in what Mark Harlan and Kyle Whittingham are doing. It was a great opportunity to come home.” Brennan also says collective leaders talked with people from ISU before making the hire. “They also talked to Kyle Whittingham, Mark Harlan and others here at the U, so they really did a deep dive. I appreciate they took the time to do that because when they did take the time, they found a lot of people who were very supportive of me and this collective and want to see it succeed.” (link)

Memphis President Hardgrave and AD Veatch would neither confirm nor deny that any meetings took place with Big 12 Commissioner Yormark. Veatch: “You know, what I would say is we have, throughout, tried to be really professional and thoughtful about not commenting about the process. We’ll continue that. I believe that’s the right way to operate. You don’t want to get into commenting or speculation on anything. It’s not beneficial to the university or to the process or to anybody involved.” (link)

Rutgers AD Hobbs provides an update on the state of NIL in the department, telling Scarlet Nation’s Deren that a new GM is coming in via the partnership with Altius Sports Partners. “So I think we will be a little more organized moving forward with those efforts. You just have to keep putting in the time. I think you just burn more hours in the day, not that there were that many left. It’s about opportunities. If you see you can help on the NIL front, then you do that.” Hobbs also notes an indoor football practice facility is a “missing ingredient” for HC Schiano. Jersey Mike’s Arena is also in need of an update, and Hobbs says there is currently an RFP out for a feasibility study. “We need amenities. That will drive revenue. We don’t have enough concession points right now. We don’t have premium areas, whether they are club areas or the like and all of that will drive revenue.” (link, link)

The Baltimore Sun’s Cohn profiles MEAC Commissioner Stills’ work to shore up the league’s mental health resources, noting that in her first month on the job she appointed MEAC Health and Medical Advisory Committee Chair Stafford as the first Chief Medical Officer. “He really took us through COVID. He was the best person that I could say, ‘Hey, I want you to continue what you’re doing. … But I also need you to include mental health as a part of your responsibilities.’ And, of course, he was all in.” Together, Stills and Stafford want to provide education on identifying potential challenges for student-athletes, pointing those affected to proper resources and — perhaps a lesser discussed parcel of a student athletes’ mental health journey — reintegration back into their athletic environment. The MEAC has also taken steps to provide safe spaces for student-athletes, coaches and administrators through a partnership with Gateway Services. Creating a space for student-athletes to decompress or speak with a trained professional while at their sport’s championships began with the MEAC basketball tournament in 2022. Stills hopes to expand those resources to each sport’s tournament in the future. (link)

NEC presidents voted unanimously to eliminate access restrictions to NEC championships during the DI transition period, making Le Moyne and Stonehill immediately eligible for conference postseason competition. (link); During the league’s spring meetings, which recently concluded, NEC ADs and SWAs dedicated a significant amount of time to discussing mental health, and “developed a range of potential recommendations aimed at further prioritizing and supporting the mental health needs of student-athletes at the campus and conference levels.” The league’s release notes the decision to allow transitioning teams to access postseason competition “aims to improve the student-athlete experience and bolster recruitment and retention efforts. By taking this proactive approach, the NEC is committed to prioritizing the mental health, welfare and opportunities of its student-athletes throughout the conference.” Full recap. (link)

Montana has altered the structure of its Grizzly Scholarship Association fees amid several strategic ticketing changes due to increasing costs. Grizzlies AD Haslam: “We’re really a unicorn when it comes to how we’re funded. We generate 70% of our own revenue, which is unheard at our level and certainly in this conference. You take out one school, you add up everybody else in the conference for ticket revenue, and we generate more than that. It costs us more to fly a soccer team to Flagstaff. It costs us more to pay for meals on campus. It costs us more to pay salaries. … We don’t have a big, large student body with huge student athletic fees and our institutional support is the lowest in the conference. We’re trying to keep up.” Haslam explains the most noticeable differences will occur in football, men’s basketball, women’s basketball and softball, where season ticket holders might see an increase in GSA fees, as some fees that were previously waived now will not be. Despite the changes, the Grizzlies experienced a 94% football season ticket renewal rate, and Haslam notes: “We really don’t lack volume, we lack those high-end seats. To change that, that’s really an expensive build. We’d love to take the press box down, replicate what we’ve got on the east side on the west side, add another club, add another level of suites, put the press box all the way up top. You’re talking $30-40M for that. I think we’re at a good spot for our capacity.” (link)

U.S. Congresswoman Titus (D-NV) today sent letters to commissioners and presidents of 12 professional sports leagues and the NCAA, requesting information regarding the organizations' gambling policies, ESPN’s Purdum reports, noting that in her letter to NFL Commissioner Goodell, Titus, who co-chairs the Congressional Gaming Caucus, wrote: “When players get suspended and coaches get fired, that means the system is working. The goal, however, should be to stop these bets before they are placed." (link)

Accordingly, a sports betting scandal “isn’t inevitable for the Pac-12,” according to The Mercury News’ Wilner, who points out that “moving the men’s basketball tournament to Las Vegas in 2013 forced the conference into a proactive strategy. It created a gambling awareness program for its staff and officials and developed relationships with law enforcement and gaming regulators. The training programs for players and coaches are handled at the campus level, with reminder sessions before any events in Las Vegas.” U.S. Integrity CEO Holt adds: “You could make a good case the Pac-12 is at lower risk because of the situation with the states (only four in the footprint have legalized gambling) and the fact that they took a proactive approach. They were out in front of this, like the SEC and the WCC. They have more awareness, more training and a better process.” (link)

Troy College of Business Dean Edwards: “Though this NIL program provides instant value for participants, perhaps most important is the positive lifelong impact it provides. Every student receiving this education will learn how to think and create like an entrepreneur, thus helping them long after their collegiate playing careers are over." (link)
+ Rider taps MOGL to serve as its exclusive NIL solution provider. Through MOGL Monetize, the Broncs will receive digital agency services, compliance technology and education for all of their student-athletes. (link)
+ NIL and the transfer portal are making work increasingly difficult for event promoters, Intersport VP for Basketball Starsiak tells On3’s Prisbell. “I don’t think I could adequately explain how much chaos or uncertainty NIL and the transfer portal introduced in this space. I don’t think any adjective could describe it appropriately. … The coaches at their core need to feel good about who their teams are and what they’re going to look like next year to determine when, where and against who they are going to play.” NIL and the portal, Starsiak continues, have “thrown so much uncertainty and chaos into the known rosters of the teams, and that just trickles downhill.” As such, Starsiak has to stay on top of the latest roster developments, which is particularly difficult given the amount of rumors. “The market is in just such upheaval because of donor funny-money rolling in with NIL things that they think that there are just giant checks laying all over the place and that media companies pay us $2M for one game here and there. Guys, it’s like zero in most instances. There’s not a lot of funny money in the third-party promoter role as there is with your massive, expansive media rights deals over your entire conference, over 15 sports, including football, that deliver some of those things back at campus.” (link)
