Marietta AD Larry Hiser will retire at the end of May after 18 years leading the Pioneers. St. Norbert AD/Men’s Basketball Committee Chair Cam Fuller and Smith AD/Women’s Basketball Committee Chair Kristin Hughes join Hoopsville’s Dave McHugh to dive into a number of topics for the 2025-26 DIII hoops season. For this postseason, in instances where both a men’s and women’s program for the same school can host, men will have the priority to host the first weekend, with women holding priority in the second weekend. Both have had conversations about schools hosting both on the second weekend, with the men playing just one Sweet 16 game. More takeaways from Hughes and Fuller…

➤ Hughes notes there have been limited conversations around expanding start times outside of the 4:00 to 6:30 PM local time window, but feels that the current window is optimal to promote a game and get fans and parents in the stands. For the men’s side, Fuller believes the wider array of start times helps create wall-to-wall coverage of DIII men’s basketball, where games are ideally not overlapping as they finish to promote all contests through both Hudl and social media. Asked about concerns regarding ESPN+ scheduling men’s and women’s contests at the same time, Hughes: “We definitely talked about that in terms of trying to pick good times, but then you're trying to also balance that with playing games at a time that makes sense for these programs because it's not just the tip of the game; it backs everything else up.”

➤ Fuller says the MBB committee is not clamoring to make changes to the NPI dials, adding: “What we've really tried to do as a men's basketball committee before my time and during my time is value competition against strong competition and incentivize tough road games and playing tough games away from home.” Hughes notes there may be changes to NPI for women’s basketball when the time comes, telling McHugh: “I think if you make an adjustment after year one, it's really reactionary, and I don't think that's where we want to go. I think we have to settle into what this system is going to be and our focus needs to be on really getting it right for your sport and helping coaches know how to schedule and what's actually going to get them the points. I think the better job we do with that, then everyone's going to settle out, and then you have, hopefully, the fairest tournament field possible. So I think you have to look at more than just one year to accurately do that.”

➤ On WBB officiating, Hughes: “I think we've got some great DIII officials out there who are very much committed to DIII. Probably the bigger concern is some of the younger officials; if they show that they're really good early, they get snatched up, and so trying to do some things to really keep that young, good talent in DIII is really probably where our focus needs to be. I think we've got a pretty good veteran group, but we just have to get some new people coming through, and a lot of it's going to be about, obviously, their experience. I'm not talking about if coaches are yelling at them or not yelling at them, but I mean, they're there for a game day experience as well, and so hopefully we can kind of strengthen that new group that's coming through and make them value what a DIII experience looks like and not just be looking for DII or DI.” Tons more. The NCAA spent $1.75M this past year on federal lobbying in an as-of-yet unsuccessful bid to convince Congress to pass legislation protecting what remains of its amateurism model, nearly double the amount the association logged in 2024, per Front Office Sports’ Amanda Christovich. Federal lobbying disclosures don’t necessarily represent the full breadth of spending on lobbying activities with the NCAA and power leagues having also retained outside PR firms and incurred travel expenses for sending commissioners and NCAA employees to Washington to lobby on its behalf. Christovich: “The specific effort to protect amateurism began in earnest in 2019. The group’s lobbying spending has grown steadily since then, from about $700K in 2019 to $890K in 2024. In all, the six (and now five, without the Pac-12) organizations—all of which are 501(c)(3) educational nonprofits with legal lobbying limits—-have spent more than $10M combined. … Last year, however, the NCAA launched an unprecedented blitz, upping that spending from $890K to $1.75M,” marking the first year of more than $1M in lobbying spending. NCAA football officials plan to review potential changes to the targeting rule this offseason, such as to the disqualification punishment, per Yahoo Sports’ Ross Dellenger, who notes there will be no “backing up” on the rule since “it has been successful in its goal of making the game safer by changing player behavior related to head collisions.” Since the “height of targeting fouls” in 2020, there’s been an annual decrease, moving from a targeting penalty once in every four games in 2020 to one in every seven to eight games this past season. NCAA Secretary-Rules Editor Steve Shaw: “What targeting has driven in terms of player behavior change has been really good and the numbers reflect that. But how can we continue this trend of taking out more of these hits we don’t want in the game while being less punitive?” Dellenger: “When exploring the penalty structure this offseason, officials must determine if the disqualification — and the carryover disqualification — is still warranted. Could rules officials create two different levels of targeting fouls, similar to flagrant fouls in basketball?” In other rule-related news, Shaw observed “there’s not a medical player-safety driver to push us to change the kickoff,” and the new rule intended to prevent feigning injuries made the issue a “non-story” throughout the 2025 season.
