Outgoing NCAA President Emmert covers several topics with NCAA correspondent Katz, including how the industry has changed during his tenure. Emmert cites the “rate at which change has accelerated in an organization, a decision-making structure, that’s not accustomed to making fast decisions. But it’s learned to, and it’s learned to adjust much more rapidly to changing social dynamics and economic and political dynamics. The biggest shifts, in my opinion, are that college sports was for, literally a century, pretty insular in that it was a self-contained enterprise. … You didn’t have the legal and political and social impacts coming at the enterprise from the outside. It was very poorly structured to react quickly to those things, and now it’s a much better enterprise in terms of trying to see where it needs to go and doing that in this democratic process.” Emmert also remarks that it’s been difficult to convey the point that his role is dissimilar to that of a professional sports league commissioner insofar as he does not have the same level of power. “I consider that one of the incomplete tasks that I didn’t get done. I wish I could’ve done more on that front. It’s not just that the NCAA isn’t run like a professional sports league. It’s that it can’t be run as a professional league. … There are 19,000 NCAA teams [as opposed to 30 in a pro league]. They’re completely different enterprises. They’re run on campuses. The presidents are the people with ultimate authority on the campus, in the conference and in the national association, and you can’t replace that with one person.” Full interview. (link)

SBJ’s Smith reports the final four candidates in the NCAA President search consisted of three with notable backgrounds in politics “either as a governor or senator,” plus one traditional profile “who previously was an AD.” Further: “Tom McMillen, a former U.S. Congressman and now president and CEO of LEAD1, the FBS AD trade association, also was approached about the position. [...] The priority that was placed on having a working knowledge of governmental wheeling and dealing reflects just how much the NCAA expects to lean on Congress for help with creating a new model for college athletics.” (link)

Co-sponsors Sen. Murphy (D-Conn.), and Reps. Adams (D-N.C.), Trahan (D-Mass.) and Bonamici (D-Ore.) of the Fair Play for Women Act have introduced the new piece of legislation. The bill seeks to add language to federal Title IX laws that would empower the Secretary of Education to issue fines for schools out of compliance. The bill would also expand reporting requirements to K-12 schools. Given its timing five days before Christmas, the group plans to reintroduce the bill in 2023. (link)

The NCAA Committee on Competitive Safeguards and Medical Aspects of Sports (CSMAS) has made three recommendations for the Board of Governors to consider at next month’s NCAA Convention: endorsing strategic priorities for mental and physical health, safety and performance to better align with responsibilities outlined in the new NCAA constitution; approving policies and procedures for the identification of evidence- and consensus-based guidance to support student-athlete mental and physical health, safety and performance; and extending phase two of the NCAA transgender student-athlete participation policy through the 2023-24 academic year to allow additional time to address operational considerations in phase three of the policy. CSMAS also recommended additional discussion about wearable technologies with an aim to revisit statements from 2014 and 2016 and to consider the need to hold a summit to further explore the topic. + Fairleigh Dickinson President Capuano is stepping down, effective December 31, and the school has named Provost Avaltroni as the interim president, effective January 1. (link) 

+ Lynchburg reported a $12M budget deficit as enrollment has fallen from 2,100 to under 1,600 since 2018. The university will look to cut $3M from that deficit in the next year. (link)

+ New Jersey City has received a $5M estate gift and $500K gift from the Lord Zabid Murshed. (link)

+ Hood will receive a $2.3M grant from Hodson Trust,  its largest benefactor, to build an addition to the Hodson Science and Technology Center. The trust which has issued ~$16M in grants to the college in the last five years will dissolve. (link)
