The DII Management Council is in support of a trio of legislative proposals it is recommending to the Presidents Council for the 2024 NCAA Convention: “granting automatic qualification privileges in all team sports other than football,” require FB bracket representation from all FB-sponsoring conferences, and reducing the minimum sport sponsorship for a DII championship to 35. More: “Through policy, the Championships Committee would establish a 60% maximum for automatic qualifiers (or their equivalent in football via earned access) in a bracket to ensure sufficient representation from at-large selections. To mitigate the possibility of a sport exceeding the 60% limit, the committee also would establish as policy that bracket expansion be considered at the next budget opportunity whenever a sport reaches a 50% threshold. However, should a sport exceed the 60% limit while being considered for bracket expansion, the Championships Committee may maintain automatic qualification or earned access while the field size is being addressed.” The Management Council also adopted a federated rules process for the division, minimum contest requirements for certain sports proposed in April, and established a championship access ratio of one participant for every 4.25 to six schools. A pair of membership proposals – week 0 FB games and limiting Softball to 56 games in the spring and eight in their nonchampionship segment – have been recommended to be referred to committees. More. “Unfortunately, we have for the better part of 25-ish years really abdicated our role to be good leaders and that has permeated all levels and all levels of leadership within that, but here’s where we are,” that’s Mary AD Cooper Jones on the industry-wide challenges facing college athletics, adding: “I am hopeful that myself and other people that are much much smarter than me will get around these big tables, we’ll talk to the people that can help us to affect that change and will argue and advocate effectively for what those changes need to be.” As he enters his first full academic year leading the Marauders, Jones’ points of excitement will be victories and creating a family-friendly environment. Further: “This first year, I’ve had to be intentional about not trying to change so many things right off the bat. So for me, it’s been an opportunity for me to grow as a leader, to take a step back to observe the things we’re doing. Again, I’m not quite at 100 days, so understanding there’s some things that we need to do differently and we’re already started on those, but others that we’ll get to in due course. I believe context and cadence matter and for us to come in and try to achieve these things are important, but the timing of those things are just as important. We’ve got some big plans. Some of those we’ll reveal in the fall. Some of those will be five to ten years out, but it’s exciting that we’re getting to be a part of putting those blueprints together now.” More. (link) 

Emporia State AD David Spafford details the plan for facilities at ESU which include upgrades to lots of Hornet venues and one new facility - a multipurpose indoor facility that will include a full football field and 200m indoor track. With ESU set to host the 2024 DII Outdoor Track & Field Championships, Welch Stadium will get upgraded throwing areas and track surface as well as new seating and a number of ADA upgrades. Also the addition of the indoor track facility will open the door for future championship hosting opportunities. Spafford also detailed the plan for the soccer pitch and Trusler Sports Complex with both to get new turf, lighting and seating, while exploring the revenue opportunities from fully renovating the four-field Trusler Sports Complex. Connect/MB Sports’ Matt Banker covers several sports gambling topics with NCAA Managing Director of Enforcement Development Mark Hicks and Director of Academic and Membership Affairs Jerry Vaughn, including the recently updated Student-Athlete Reinstatement Guidelines for cases involving sports wagering, the number of officials screened by the NCAA last year, relationships the NCAA is fostering to stay plugged into the latest developments and lots more. Vaughn says updates to the reinstatement guidelines were made based on an acknowledgement of the nuance surrounding the issue. “In the previous guidelines it was this category that if any wagering occurred through the Internet, basically there was one penalty for that, and the starting point was sit a season, charge a season. … We’ve just seen unprecedented proliferation of sports wagering activities since some of these state laws have been modernized, and [all or nearly all] of that activity occurs through the Internet, through a mobile app, and it’s not the type of activity that it used to be. Now we see things like FanDuel and DraftKings and the others, so the committee really tried to introduce some new guidelines to give us a little bit more tools with wrestling with some of these cases.” Lots more in the full interview, only on Connect. Americans’ confidence in higher education has fallen to 36%, sharply lower than in two prior readings in 2015 (57%) and 2018 (48%), according to Gallup. In addition to the 17% of U.S. adults who have “a great deal” and 19% who express “quite a lot” of confidence, 40% have “some” and 22% “very little” confidence. From Gallup: “There is a growing divide between Republicans’ and Democrats’ confidence in higher education. Previous Gallup polling found that Democrats expressed concern about the costs, while Republicans registered concern about politics in higher education.” (link)
