Outgoing South Dakota AD David Herbster reflects on his time at USD and remarks that the “coaches can win over the student-athletes, but one of my roles was to really engage with the parents and assure them that we realize and value the fact that you're going to trust your most prized possession with us, and that's your baby. And I look at our coaches and anytime I've ever hired a coach, kind of the last box they have to check for me was, ‘Would I let you coach my own children, my own, my own kids?” On what advice he’d give to his successor, Herbster says: “Follow your heart, follow your gut, don't take no for an answer. Realize that you're being entrusted with 430 athletes who are all looking to you for guidance. These coaches are looking to you for guidance, and you've got to be strong, you have to be able to relate and communicate. … Take your vision and make sure that it's a vision that everybody buys into and do not ever give up on pushing that vision.” (link); Also, the Saint Peter’s D1.dossier is ready for those of you looking into the opening with the Peacocks. LEAD1 CEO Tom McMillen tells On3’s Eric Prisbell he’s “hopeful” but not “hugely optimistic” that a federal NIL bill is in the cards this calendar year. “There will not be a bill in Congress that comes out that codifies non-employment status. It’s dead on arrival. And so there’s going to be round two. Round two is going to be much more important – much more existential.” McMillen reiterates the need for an “aggressive” Plan B, adding: “I think they have to take litigation risk. They should have probably done that in the very beginning. What happened was they created a vacuum. And all the [NIL] bad actors and aggressive actors went into the vacuum … And you’re better off addressing it, and coming up with a plan, than having either Congress or the courts throw it in your lap.” Asked to pick a bill that could likely gain traction, McMillen notes: “[Joe] Manchin [D-WV], even the [Richard] Blumenthal [D-CT], [Jerry] Moran (R-KS) and [Cory] Booker [D-NJ] bill – those bills are really good bills. When I look at the driver here, it’s going to be the Commerce Committee. Maria Cantwell (D-WA), the chair, has been very quiet. Their staff is going to try to piece together a compromise. It will be pieces of all those bills. Moran is in a very good position because he is on that committee. Cruz is in a very important position because he is on that committee. Chances are their voice is going to be a little louder than anyone else’s voice.” More from McMillen. (link)

Former Maryland/NC State AD Debbie Yow, “at the risk of sounding naive,” believes North Carolina Chancellor Kevin Guskiewicz and NC State Chancellor Randy Woodson are interested in protecting one another in regards to conference realignment. “I don't have inside information on that, but I think when you're talking about this type of subject, you would do well to cling to those that you know well and that you worked with for 100 years or so in terms of making these choices.” Yow also acknowledges it’s surprising that UNC and Duke do not appear to be similarly aligned. “I would love to better understand the rationale because we think we know what we know, and we won't really know until things are in court.” More from Yow. Extra Points publisher Matt Brown examines why Conference USA opted to sign a Grant of Rights and reports that “everybody I spoke to told me that the Grant of Rights provision was part of the media rights negotiation with ESPN and CBS. Everybody I talked to also believed that the new media rights deal, even with several conference games being moved to the middle of the week, is substantially better than what the league had before, both in terms of linear exposure opportunities, and in rights fees, and if signing a GOR was a necessary step to secure that deal, then it was worth it.” Brown also notes it would be “pretty expensive for a CUSA member to leave this year for another conference opportunity…but unlike say, the ACC’s GOR, a school isn’t going to need to borrow money from a private equity group to leave.” One AD tells Brown the GOR is “one of the many reasons why he’s sleeping a little better at night, since he can feel more confident in the league’s stability, for at least the short term.” (link)

Army West Point Athletic Association has begun “turning over the first batch of what could eventually be thousands of pages of financial and contractual records that it has previously refused to make public,” Sportico’s Daniel Libit and Eben Novy-Williams report, adding that “among the records turned over this week was the original 20-page agreement, dated February 2017, that laid out the relationship between the U.S. Army and the AWPAA, a 501(c)(3) nonprofit.. … From 2017-2022, the military earmarked $82.4M to assist the AWPAA in its annual operations, money that was used alongside department revenue to fund Black Knights athletics.” Further, the agreement shows the Army gave the AWPAA “all of the existing Black Knights sports equipment, facilities and offices, and committed to funding future venue maintenance and housing for select athletics employees. The AWPAA pays for all its travel, insurance, recruiting expenses, game-day logistics, summer camps and most other operations. Some people working within the AWPAA are considered government employees, others are not.” More from Sportico. (link)

+ Tarleton State unveils the newly renovated Texan Football Fieldhouse, which features a multi-purpose room, nutrition bar, film room, nine coaches offices, an academic advisement office and a full-service barber shop. Football HC Todd Whitten: "These renovations will do wonders for us in recruiting and will be a game-changer moving forward. From the great team room, to a high-quality film room, down to the barber shop that I know players will enjoy, we have further elevated ourselves in recruiting and giving players a wonderful college football experience. Thank you to everyone who made this possible, especially Dr. Hurley and Lonn Reisman. I can't wait to see how this helps us bring in the best of the best to Tarleton State." + Cal State Northridge has undertaken several facilities projects this summer, including an upgrade to the baseball locker room to include air conditioning, new lockers, increased square footage, and branding upgrades. Additionally, the Sports Medicine Center recently completed phase one of its office enhancement, creating increased private space for student-athlete consultations and improved work performance. The Matadors also integrated new grading and Bermuda grass to its soccer pitch. (link)
+ James Madison AD Jeff Bourne says he’d like to see the Dukes move completely out of Godwin Hall to enable the university to use that space solely for academics. Keeping Godwin, Bourne notes, would not impact plans to expand Bridgeforth Stadium. “Bridgeforth expansion can really be looked at almost independently as a separate element.” So far, the department has only looked at early designs and there’s no definitive plan for Bridgeforth. President Alger says he appreciates the athletic department’s work to use the space it has effectively, adding: “Certainly we’re excited to get more space for academic uses. We’re bursting at the seams in terms of the student body. We have over 22,000 students and the Hart School is right [next to Godwin], and they need more space … Anytime we can get that kind of space and make it useful for our students and our faculty in that way, I think that’s a win-win.” (link)
+ The Dallas Cowboys are investing $350M into AT&T Stadium over the next several years to prepare for the 2026 World Cup. Sportico reports the updates will include refreshing the pro shops, creating additional bar and concessions, upgrading tech around the venue, enhancing the video board to 4K, and redesigning the suites and suite-level corridors. It was announced via a very terse internal memo from Norby Williamson, just announcing that it was going on, not even wishing him well. … There was noticeable shock among people that I talked to inside ESPN and outside of ESPN of people who knew Fitting well. [It’s] something that happened very suddenly and [it’s] something that going to be difficult for ESPN to make changes, at least in the short term, to cover up everything that he's been overseeing.” (link)

Deals, Deals, Deals…
+ Louisiana Tech inks an agreement with Origin Bank for naming rights to what will be called the Origin Bank Center for Student-Athlete Success, which is scheduled to be completed in the fall of 2025. Bulldogs AD Eric Wood: "The opportunity to have their name directly tied to our upcoming Center for Student-Athlete Success only strengthens our deep connection with them. They believe in being life changers and this academic center will most certainly change the lives of our Bulldogs and Lady Techsters." Terms of the agreement have yet to be disclosed, but according to the release, Origin has made the “largest corporate gift ever” to the university. (link)
+ Illinois announces ICON Collective (ICON) as the Illini’s sole preferred third-party NIL entity. Meanwhile, the Illini Guardians collective intends to wind down operations. Illini AD Josh Whitman: "NIL support remains tremendously important to an enriching student-athlete experience and to our success as a program. We are grateful for the time and effort given by Illini Guardians during these first years of the NIL era. Their initiative at the outset was key to our emergence as an early leader on the NIL front. Tulane is requiring coaches and athletic staff to sign NDAs regarding the release of “‘Confidential Information’ in any form including financial, education or medical records relevant to sports betting,” Sports Illustrated’s Richard Johnson Reports. The NDA states that access to such information must not be used to bet or shared with individuals associated with sports betting. In the event a staff member becomes aware of unauthorized disclosure, they’re directed to notify the athletic department’s CFO. Green Wave AD Troy Dannen: “There have been incidents around the country where the intersection of gambling and college athletics have come to the forefront. There are two concerns. One is the gambling itself, and that becomes fairly self-explanatory. But for us, this is a reminder to everyone who works in the department, from tutors to academic advisers to equipment to every staff member, that there’s also information that you hold because you’re around the athletes, you’re around the training room, you’re around the academic advisers. There’s information you hold that can also be used for gambling purposes, and that information needs to stay closely held for the protection of the athlete and the protection of the integrity of the game.” (link)

USC QB Caleb Williams is unsure of whether he will allow his NIL to be used in EA Sports’ college football game, suggesting to Yahoo’s Ross Dellenger that a player’s value should be taken into consideration. “Thing about life is, you have to adjust to anything. Businesses and brands and things like that have to adjust to the new brand of college. I’d love to have the game back, but it’s the new day and age and everybody knows what the new day and age in college is. It’s like if you go to school and you are a straight-A student and there’s another kid whose strong suit isn’t school and he gets B's or B-minuses. How fair would it be if you get the same grade as him? That never works in school and it doesn’t make sense. That’s how I look at that game with the situation with the $500. … College has to evolve. Sports have to evolve. It’s just, how do the people in charge adapt to it and not hold things back and make stupid rules to affect people instead of protect people?” (link)

Mitchell and Ness is expanding its vintage collegiate apparel lines ahead of this season, per Extra Points' Matt Brown, who reports the company is adding partners like Alabama, Notre Dame, Clemson, Florida State and UGA. "Close to 100" schools will be licensed. Brown adds: “No NIL component, but plenty of new retro-inspired gear options coming soon.” (link)

Correction: We erroneously attributed to Wake Forest AD John Currie a characterization that all of the Demon Deacons’ road trips are plane trips when, in fact, Currie was contrasting Wake’s prime location within the ACC footprint with that of other schools in the league, observing: “If you look at schools in our league – you know, for Miami and Boston College and Syracuse and Notre Dame and Florida State – every game is a plane trip. I mean every trip is a plane trip.” We regret the error.
