We offer our deepest condolences to the North Carolina community after a UNC professor was fatally shot, prompting a three-hour campus lockdown. A suspect was arrested and the campus was given the all-clear after 4pm. UNC Chancellor Kevin Guskiewicz: “This loss is devastating, and the shooting damages the trust and safety that we so often take for granted in our campus community. We will work to rebuild that sense of trust and safety within our community, and our hearts are with the family of our fellow faculty member, those who are personally connected to the victim and those traumatized by this senseless act of violence.” Classes will remain canceled today. (link, link); Last night’s scheduled meeting of ACC presidents and chancellors was postponed due to the tragic shooting. ESPN’s Pete Thamel reports the meeting has yet to be rescheduled. (link)

Texas AD Chris Del Conte believes the educational component continues to be lost in the conversation regarding NIL and tells 105.3 The Fan: “We're talking about a $1T student debt and they're saying we’re going to forgive that student debt. I'm like wait a minute, I chose to take that loan out to get that education. Why should it be forgiven? What’s getting lost is that in intercollegiate athletics the majority of our student-athletes graduate college with no debt. It’s the largest free education program in the country outside of the GI Bill. We provide opportunities for every student across all walks of life to get a free education while performing athletics, and only 2% of those go pro…so it just boggles my mind that we forget that, especially in a time and place where we're talking about forgiveness of a debt that I voluntarily chose. I had $53K in student loans. It took me 17 years to pay it off, and I enjoyed paying it off every single month because it knew it changed my life, and I was going to work my tail off to pay that loan off.” More from Del Conte. More from Michigan Football HC Jim Harbaugh on sharing revenue with student-athletes, as Harbaugh remarks: “What I don’t understand is how the NCAA television networks, conferences, universities and coaches can continue to pull in millions – and in some cases, billions – of dollars, in revenue off the efforts of college student-athletes across the country without providing enough opportunity to share in the ever-increasing revenues. When student-athletes call it a game, the corporate types call it a business. When the student-athletes call it a business, corporate types call it a game. … The game of football has evolved since inception, and dramatically started to change in the 1970s. At that time, one game a week was televised. Today, every game during the 12-week regular season is broadcast. In the major conferences, every game is nationally televised to millions of households and sold-out stadiums every Saturday. Why wouldn’t we let the student-athletes share in the success of their sport?” (link)

Details on Kentucky AD Mitch Barnhart’s extension from CollegeAD, which reports Barnhart is set to earn $1.275M this year, $1.35M in 2024-25 and $1.425M in 2025-26. For the following two years, Barnhart is set to earn $1.55M and $1.7M, respectively. If Barnhart is still UK’s AD on June 30, 2024, he will earn a $450K retention bonus. That figure increases by $100K the following year and caps at $650K for the remaining years. If UK terminates the agreement without cause, Barnhart would get the remainder base pay owed to him throughout the contract’s term. (link)

The Richmond Times-Dispatch’s David Teel argues for more inclusivity in the College Football Playoff, gets this from James Madison AD Jeff Bourne: “It is an issue for us and certainly we understand what the drivers of that are and why that’s a good thing for certain conferences. But they’re not good for FBS football across the board. And from my standpoint, I think that’s one of the things nationally we need to think about. What is it we’re trying to accomplish in football today? I’m trying to look at the health of the game for everybody. It would be extremely unfortunate for the game if that were the direction that we tried to go.” (link)

Utah State AD Diana Sabau talks about her vision for the athletic department, telling Real Sports Live: “If we can invest in our infrastructure, if we can prove for those student-athletes that it is most important to stay in Logan, then we don't have a mass exodus to the transfer portal and then we can keep our coaches at our most successful. Because consistency is winning and when you win everybody gets excited about that. … We need to reinvest in [facilities]. We need to look at those and say, ‘Okay, we need to take this area over here and maybe this arena and just put a little bit more shine on it right now, just modernize it a little bit, provide those remarkable fan experiences. It’s about those amenities now for our fans.” Sabau goes on to note it’s important to be in the upper tier of the Mountain West because “pretty soon we’re going to have that television negotiation come back around for our conference, and we need to be a vital part of driving that revenue.” (link)

Additional details on the expanded RealResponse-U.S. Integrity partnership: “As an additional service, colleges and universities can establish an institution-branded external portal to allow anyone – from parents to friends to competitors – to report gambling-related issues.” RealResponse founder & CEO David Chadwick: “Gambling is a major concern on college campuses—not just for student-athletes—and the potential harm to a student’s mental health and physical well-being is great. This expanded partnership with USI delivers instant support to student-athletes through a channel they already trust with sharing their most pressing needs and concerns.” (link)

It’s Personnel…
+ Incoming Ohio State President Ted Carter will earn $1.1M in base pay, but George Mason public policy professor emeritus James Finkelstein and research professor Judith Wilde note that, per the appointment letter, Carter’s five-year contract could be worth over $12.6M. “It is the wealthiest contract we've seen in the 20 years we've studied public university presidents' contracts. … His base salary, including an estimated annual raise of 4%, will total just under $6M. The standard university fringe benefits (health insurance, retirement, etc.) add another $1.6M. If he achieves the goals set by the board each year, he will receive bonuses totaling more than $2M, possibly more. He gets an annual ‘allowance’ of $50K, for a total of $250K. The university will contribute $1.5M to a supplemental retirement program. The university will pay $1.25M in premiums for a whole life insurance policy that he will own. He was given $45K to cover moving expenses.” (link)

Notre Dame will hold several campus and community events to commemorate this weekend’s football matchup against Tennessee State, the first such matchup between the Fighting Irish and an HBCU. The events include a panel discussion titled “The Historical and Current Significance of HBCUs,” which will highlight the vital role HBCUs have and continue to play in higher education in the United States. Notre Dame Director of Diversity & Inclusion in the Office of Human Resources Eric Love, who organized the event: “Historically, HBCUs were formed to educate the sons and daughters of former slaves and to give African Americans an opportunity to gain an education and then build a career and a life. Today, these schools are still underfunded compared to white contemporary institutions but play a significant role in better serving the African American population – and are doing more with less.” (link)

The Ole Miss-focused Grove Collective has partnered with Circle & Square Brewing Company to release Full Ride Gameday beer, which will be sold at Vaught-Hemingway Stadium this season. The collective will receive all profits from sales at Ole Miss athletic events, and Grove Collective Executive Director Walker Jones tells On3’s Pete Nakos: “This will be one of the first partnerships of its kind for any SEC school’s NIL collective. We hope that Rebel fans everywhere will buy Full Ride knowing that they are helping to create more NIL opportunities for our student-athletes.” (link)

Front Office Sports’ A.J. Perez reports the judge overseeing the Mississippi welfare civil case involving Brett Favre has denied the Southern Miss Athletic Foundation's motion to dismiss minus for one count (negligence). “All other claims against the Foundation related to the recovery of and accountability for unlawfully transferred TANF funds were sufficiently pled." Previously, Perez noted the Mississippi Department of Human Services had filed a motion to compel the foundation to turn over communications with Favre over a volleyball center built at the school. ACC presidents and chancellors will hold a call tonight to discuss adding Stanford, Cal and SMU, per Yahoo’s Ross Dellenger, who reports: “Commissioner Jim Phillips has driven much of the discussion of late, keeping alive the proposal along with officials from Notre Dame, who have publicly and privately supported the measure. Phillips presented new financial models to presidents and athletic directors in several meetings that unfolded last week. However, it remains uncertain if all four dissenters are in support of the measure.” (link); One longtime ACC administrator tells On3’s Eric Prisbell: “It feels different now. It feels like this will happen.” (link); ESPN’s Pete Thamel adds: “ACC commissioner Jim Phillips discussed the potential adds with the ACC presidents in small groups last week. Phillips also spent the bulk of the week having smaller conversations with the four ‘no’ schools in an effort to get them on board with the expansion plan, multiple sources told ESPN's Andrea Adelson. One source indicated Phillips would like to have a unanimous vote on expansion because he sees this as a big win for the conference, particularly as a way to secure its future. After weeks of strife, a unanimous vote would indicate he has every league member committed and on board with the decision.” (link)

Oregon State President Jayathi Murthy notes the damage from conference realignment is “pretty big” and adds: “I won’t minimize the impact on OSU. We’re both (along with Oregon) state institutions, and that one institution could affect another in this extreme way is not easy to absorb. We’re all sort of trying to recalibrate where we stand. We’ve got important research and other projects together. I want those things to continue. Our faculty are closely connected.” Asked by The Oregonian’s Nick Daschel whether OSU plans to take legal action due to the conference’s fracturing, Murphy says it’s “too early to go into all that. We’re still trying to understand what the financial situation is, what the resources impact are, how we get to make decisions, how to move forward. It’s not my preference at all to be taking legal action against folks who’ve been my colleagues for so many months.” Murthy also points out that right now, former West Virginia AD/NCAA EVP of Regulatory Affairs Oliver Luck is working on behalf of OSU and Washington State. “Depending on where Cal and Stanford decide where they’re going, we would sort that out at that point.” Full interview. Meanwhile, Mountain West Commissioner Gloria Nevarez is in Corvallis today to pitch to Oregon State officials, and one source who was in Pullman for Nevarez’s pitch to Washington State tells JohnCanzano.com’s namesake: “It was well received. They have their act together. Honestly my biggest takeaway was that I left thinking ‘I wish Gloria was our commissioner.’” Canzano also notes Oregon State and Washington State are “focused on finding clarity. They don’t need a resolution by the end of the week but they need to get pointed in a clear direction before the football teams kick off. I expect the schools will become more vocal on that front in the coming days.” (link)

The College Football Playoff format will be among the topics of conversation during this week’s CFP Management Committee meeting, including whether the 6+6 setup still makes sense in light of the latest wave of realignment. SEC Commissioner Greg Sankey has been perhaps the most vocal about changing the model to one which includes the 12 highest-rated teams rather than saving spots for conference champions, but one commissioner tells The Athletic’s Nicole Auerbach and Chris Vannini: “If someone wants to go down the path of, if we only have nine conferences, as opposed to 10, we should reconsider the number of automatic bids and the number of conference champions we take — I’m open to that. I could see (five conference champions and seven at-large bids) as being a reasonable conversation and certainly one in keeping with the principles of where we’ve ended up. Anything beyond that is in no way consistent with our conversations over the past several years.” Such a setup would obviously favor the SEC and Big Ten, whose leagues will soon constitute more than half of the Power 5 teams, but one commissioner doubts Sankey and Big Ten Commissioner Tony Petitti will try to strongarm anyone else. “They’re certainly going to address it, but they understand we need unanimity (for 2024 and 2025).” More on what to expect this week. (link)

Memphis President Bill Hardgrave plans to be more vocal in advocating for the Tigers when it comes to conference realignment, telling reporters today: “We are a well-kept secret and we should not be a well-kept secret. I’ll just say I called a president (from) a really good conference. I said, ‘Do you really know who we are?’ We have to tell people our story and we will, going forward, be doing a much better job (with that).” Hardgrave also says upgrades to Simmons Bank Liberty Stadium are “absolutely critical. We really need to move those forward to stay on time and on budget.” So far, the expected $150-200M from the state to aid those renovations has not been allocated, and Memphis Mayor Jim Strickland says: “These stadium renovation projects and their respective funding streams are complex, and we hope to have a resolution that everyone can be proud of in the near future.” (link)

Michigan Football HC Jim Harbaugh indicates he is in favor of a revenue-sharing model with student-athletes. “I don’t understand how the NCAA, TV networks, conferences and schools can continue to pull in millions off the efforts of college students across the country without sharing ever-increasing revenue.” He adds: “Who do we all go to watch? Who do we all go to see. … They need to share in the profits.” Harbaugh goes on to say the “status quo is unacceptable” and believes college athletics won’t survive in their current format. (link)

West Virginia AD Wren Baker talks about his plans to restructure the department’s org chart: “We’re really looking at that at the senior leadership level. My goal would be to restructure in a way that allows more efficient and timely decision-making and also not have quite as many direct reports to me. We have a need for revenue and I need to be a part of that and get out to see our donors. What I don’t want is to bottleneck decisions on campus. So you can look in the coming weeks for us to announce a little different staffing structure and how we are going to operate.” (link)

RealResponse & U.S. Integrity launched an integrated solution giving athletic departments access to trained professionals in the sports wagering space through the RealResponse platform. Unlike the tip hotline they partnered on earlier this summer, the new gambling reporting tool is offered only to colleges and universities and is free for the more than 150 athletics departments that are clients of RealResponse. Key details from the AP: “When a report comes in, administrators can request U.S. Integrity investigators to assess, verify and route the report to appropriate authorities." (link)

REVELxp is launching a new ticketing division, and President Tracy White believes the new department will become the company’s biggest sales division. “When we’re providing hospitality and opportunities for fans, a frequent question we get is, ‘Well, what about tickets? Can I buy tickets from you as well?' Because most people like to have one-stop shopping for their tickets and hospitality and overall fan experience.” Colorado State will be the first school to receive the company’s full suite of offerings, including ticketing, and On3’s Eric Prisbell notes the “ticketing division’s services will initially be used in an ‘as needed’ capacity by other partners, including the College Football Playoff, SEC and Big Ten, along with 15 athletic departments and non-college properties.” (link)

Abilene Christian AD Zack Lassiter Q&As with Connect/MB Sports’ Matt Banker about ACU’s new football practice facility and joining the United Athletic Conference. Lassiter also outlines why it makes sense to have a football-only conference and shares his thoughts on Texas’ NIL law, the Transformation Committee recommendations and more. Lassiter notes that a lot of Transformation Committee-related conversations have already been happening on campus. “What we're trying to do now is not get out in front of things that we think may happen. So, I think when we take these, the conceptual models around the holistic development, all those kind of pieces, we’re kind of saying, ‘Hey we know these pieces are coming, let's not get out in front of something unless we absolutely have to but stay engaged.’ … I think that the worst thing we can do – going back to what we're doing on campus – is to try and speculate on where it's going to go.” (link)
