Notes from yesterday’s hearing before the Oregon House Interim Committee On Higher Education:
+ Oregon President John Karl Scholz during today’s hearing with state lawmakers remarked that 45% of UO athletes will have no change in their travel as a result of the move to the Big Ten. Scholz also explained that the Pac-12 media rights offer from Apple would’ve resulted in the Ducks no longer being a self-sustaining athletic program. (link, link)
+ Meanwhile, Ducks AD Rob Mullens mentioned that sports that will need to play cross-country regular season conference games will look to play more regional non-conference games to minimize travel obligations. He also told legislators that the departure of UCLA, USC, and Colorado caused the Pac-12 to lose 40% of its media rights value and the Apple offer “only compounded issues.” (link, link)
+ Oregon State AD Scott Barnes said the department is predicting a $40M drop in athletics revenue next year without the Pac-12, mostly due to loss in media revenue. He also noted the Beavers are preparing for decreases in ticket sales. (link)
+ OSU President Jayathi Murthy indicated she knew the $50M counteroffer to ESPN wasn’t realistic, added: “I don't know that this was ever put in front of ESPN." Murthy also mentioned the state legislature could require UO to pay OSU in the same way UCLA is being mandated to pay Cal. (link, link)
+ Front Office Sports’ Amanda Christovich: “West Virginia economics prof Brad Humphreys is presenting now. He says that Power 5 college sports – where commissioners have a fiduciary responsibility to schools across states – is interstate commerce. So there could be an argument for federal regulation.” (link)
+ The Oregonian’s James Crepea reports Oregon State is more accurately projecting a $36M+ loss in media and conference revenue distribution. “FY22 NCAA revenues and expense reports from Oregon State & Boise State align with these projections.” (link)

Navy AD Chet Gladchuk is in favor of bringing Army West Point into the AAC, remarking on the Anchors Aweigh podcast: “I really hope Army comes around because they need what we have with the AAC. They need the infrastructure that we have to be relevant and find a way ahead. … I know Army had a bad experience in Conference USA, but times have changed. Conferences have automatic bowl affiliations. Conferences have great television exposure. Conferences have revenue sharing, which is very significant. Conferences have legislative involvement with a national voice, which is critically important. Conferences have an opportunity to compete at the College Football Playoff level.” If/when the Black Knights do join the conference, Gladchuk insists one thing won’t change: “We would keep that Army-Navy game independent. All that surrounds that game would remain the property of the two institutions.” (link)

ESPN’s Dan Murphy shares an addendum to his piece on student-athletes seeking a seat at the table through Athletes.org: “One thing we weren't able to dive into in this story was the potential that this next step for big-time college sports might mean a departure from the NCAA. The idea of splitting FBS football into its own entity was scoffed at when first suggested by the Knight Commission. That's no longer the case for some. Maryland AD Damon Evans when asked how stability returns to college sports: ‘Can we accomplish things by staying with the NCAA and the manner in which they've led us? Can that organization make the necessary changes and be nimble enough?’ Evans went on to explain that governing for 1,100+ schools is a ‘very difficult task.’ He said he doesn't know the right answer, but ‘a lot of the issues (revenue sharing, etc) we're dealing with come from football.’” (link)

Attorneys for former Michigan State Football HC Mel Tucker have informed the university he is preparing to file a wrongful termination lawsuit. In a letter, Tucker’s legal counsel has requested the school maintain electronic and paper records for all members of the athletic department along with several other university employees "in anticipation of litigation,” ESPN’s Dan Murphy and Pete Thamel report. Student-athletes during the 2022-23 academic year earned more than $8M through LEARFIELD sponsors with over 250 sponsorships including an NIL activation, according to the company’s NIL Impact Report. In total, the report indicates more than 75 schools/properties have participated in LEARFIELD Allied/NIL IP sponsorship deals with more than 1K student-athletes impacted. The top sports for NIL activity among LEARFIELD sponsors are football, men’s basketball, women’s basketball, men’s track & field, softball and women’s gymnastics, respectively. NIL merchandise sales in FY23 were up $9.5M to $10.5M YoY. CEO Cole Gahagan: “LEARFIELD is committed to being the authority on NIL deals, providing solutions for our university and brand partners, and leading the conversations impacting college athletics. If it’s happening in college sports, particularly in the NIL landscape, we are powering it.” Full report. (link)

Colorado’s sponsorship revenues are up 42% YoY, according to Buffalo Sports Properties GM Andrew Popchock, who tells Front Office Sports’ David Rumsey that CU is flexible when it comes to accommodating sponsor interest but the goal is to convert as many partners as possible into long-term relationships. Popchock adds: “We actually have a really good working relationship with Coach Prime’s team when opportunities come from his side, or opportunities come from the LEARFIELD side.” (link)

Nevada AD Stephanie Rempe says once the men’s hoops team moves out of Lawlor Events Center, the goal is to rebrand the arena as the home of the women’s team. “There's a lot of pieces to that, and we're continuing to work through it. It's still a couple of years off. We have the opportunity to make Lawlor the home of our women's basketball team and really buckle down on that and make sure that their venue fits them. We think that's really important. So, we'll continue to work through that, and obviously Coach Levens is a fantastic coach, and she's going to continue to build our program and we'll see where it goes." Levens says she’s excited about the prospect of her team being Lawlor’s sole tenant. “Not a lot of women's programs have their own facility like that, so I think we're in a unique position. There's a lot of things that we can do in there. … It does need a little bit of updating, but I think that's something that will be coming now that we know this will be happening for the men's team.” (link)

CBS’ Dennis Dodd observes college football’s new clock rules were designed with the expanded College Football Playoff in mind. “You’re the first to figure it out,” one commissioner who did not want to be identified told Dodd. Another said: “Definitely. We knew the rule changes would shorten games and reduce plays, reducing in-season wear and tear, especially for the playoff teams. This has been a concern for a long time." Based on the current reduction in plays, student-athletes’ “exposures” to injuries equate to roughly a full game’s worth, and Dodd notes: “Last year's average of 179.34 exposures per game were almost 25 more than NFL players face. Opinions began to be formed.” NCAA Rules Committee Secretary-Editor Steve Shaw: "You look at NFL games, they average 155 plays versus our 179. People look at that, and say, 'Does that make any sense?' Our kids are going to class. Our kids are doing other things. The pros are doing nothing but playing football.'” More from Dodd. (link)

Little Rock AD George Lee will step down and transition back to his previous role as Senior Assoc. AD once his successor is named, per the Arkansas Democrat-Gazette's Mike Harley. Chancellor Christina Drale stating: "When George was first appointed, we planned for this to be a temporary arrangement until I could stabilize the university's finances and enrollment. [...] He led us through our own conference transition to the Ohio Valley Conference with new branding and new opportunities. George Lee has served us admirably as our Director of Athletics and I have no doubt that he will continue to support the success of our student athletes and the overall mission of our university." Army West Point’s move to the AAC appears increasingly likely and could happen in a matter of weeks, per Yahoo’s Ross Dellenger, who notes, though, that some hurdles remain. AAC Commissioner Mike Aresco: “We are definitely pursuing it. There’s a reasonable possibility it gets done. Army is interested. We certainly are.” Dellenger notes that as part of a potential agreement, Army would continue its annual rivalry game with Navy, but the “game will not count in the conference standings, and the two schools will not play in the regular season. However, they could meet in the conference championship game as the top two finishers in the regular season.” Dellenger also points out the Black Knights’ TV contract with CBS Sports Network extends through the 2028 season, and that unless ESPN and the AAC come to a financial settlement, the AAC would begin controlling Army’s home game broadcasting rights starting in 2029. As for the financial terms, Aresco declined to get into specifics but Dellenger notes the league “has reserve cash via exit fees of three recently departed members to the Big 12 (Houston, UCF and Cincinnati) and a soon-to-be departed member to the ACC (SMU).” (link)

Nebraska unveils plans for a $450M renovation to Memorial Stadium that includes the addition of a 360-degree main-level concourse and a 270-degree upper-level concourse. Additionally, the entire South Stadium would be removed and replaced, temporarily reducing capacity by 22K. The Athletic’s Mitch Sherman reports $225M will come from private funds and $225M will come via athletic department, university and other sources. When complete, the overall capacity is expected to be reduced by 8K to 10K. Huskers AD Trev Alberts notes NU will take a “hard look” at the grandfather clause that allows longtime season-ticket holders to maintain seating priority regardless of donor status. “We’re going to have the courage to address all of it.” The project is pending approval from the NU Board of Regents. Charlotte is the recipient of a $25M pledge from real estate magnate Smoky Bissell to support an $81M expansion of Jerry Richardson Stadium. The gift was contingent on Charlotte matching the amount, which it has done thanks to an allocation from the state legislature. 49ers AD Mike Hill says fundraising is currently $19M short of the $81M. The school has hired architecture firm McMillan Pazdan Smith to design the expansion, which will double the stadium’s capacity to 30K. (link)

We offer our deepest condolences to friends and family of former NCAA Men’s Basketball Coordinator of Officiating John Adams following news of his passing. NCAA SVP of Basketball Dan Gavitt: “On behalf of members of the Division I Men's Basketball Committee and NCAA staff who were fortunate to work with John Adams, we would like to express our sympathy to his family, friends, and colleagues on John's passing. John was an accomplished official at the high school level and across all three divisions of the NCAA, and his reputation as an expert evaluator and his knowledge of the game's playing rules led to him being selected as the national coordinator of officiating in 2008. He held that position for seven years, during which he played an integral role in ensuring officials were provided with clear interpretation of playing rules and officiating mechanics that contributed to the overall growth of the game and March Madness." For all its other enforcement issues, the NCAA “has its house in order” when it comes to policing sports wagering, On3’s Eric Prisbell observes. He notes that as of this summer the NCAA had 17 active investigations and, since 2018, has found more than 175 infractions of its sports-betting policy. Still, there are several cases that slip through the cracks, according to U.S. Integrity CEO Matt Holt, who tells Prisbell: “What I always say is, ‘Look, we catch the really dumb people. We catch the less sophisticated people. We’re catching all the ones that we’re supposed to.’ But at some point, we need to get the same level of data in the same timeliness as the SEC (Securities and Exchange Commission) in the financial services market. We need to get 100% of the bets in the country funneling through a system and identifying abnormalities in real-time.” (link)

Meanwhile, a former Air Force men's golf head coach violated NCAA rules by knowingly gambling on sports, including placing bets on Falcons football games, according to an agreement released by the Committee on Infractions. An additional recruiting violation occurred in the men's ice hockey program, when two assistant coaches had recruiting conversations with a potential transfer student-athlete who had not yet entered the NCAA Transfer Portal. From the COI: “The violations occurred when the coach created an account for an online sports wagering program using his then girlfriend's identification information because he knew NCAA rules prohibited participating in wagering on sports (at any level) that the NCAA sponsors. Over the course of four months, he wagered $9,259 on 253 occasions – including both professional and college sports – using that account. Of those wagers, 107 were on NCAA events, including six Air Force football games.” Penalties include, but are not limited to, a five-year show-cause for the former men's golf head coach, a one-year show-cause for each of the men's ice hockey assistant coaches and two-week prohibition in all recruiting communications in men's ice hockey. The guy with a thick binder standing next to several football head coaches got that binder from Championship Analytics, Inc. (CAI), according to The Athletic’s Max Olson, who notes the coaches use CAI’s analytics to inform crucial in-game decisions. After starting with Troy in 2013, CAI now has 84 FBS clients, including 21 of the current top 25 teams, along with two dozen FCS teams and six NFL teams. Olson: “The Power 5 teams that most frequently go for it on fourth down – Ole Miss, Baylor and Texas Tech – all swear by their CAI game book. Mike McRoberts, its founder and president, touts that CAI clients won 63% of their games against non-clients in 2022. The rise of coaches embracing data for these high-pressure moments continues to change the game. At the FBS level, fourth-down attempts have increased 28% since 2013.” Teams get new books each week with probabilities, success expectancies and other data for scenarios ranging from when to go for it on fourth down to when to perform an onside kick. More from Olson. McRoberts: “We noticed there really wasn’t any tools out there to help make those decisions in real time. So it’s like, all right, what if we can put some charts in the hands of people so when these scenarios came up, they at least have that mathematical recommendation? I certainly didn’t think that one day it was gonna grow into what it is today. It’s been pretty incredible.” (link)
