More from the DI Council meeting from USA Today’s Steve Berkowitz, who reports the group voted to advance some NIL regulations, including a requirement for student-athletes to report to their schools any NIL agreements above a certain value, likely $600. The schools would then report anonymized information to either the NCAA’s national office or a third party at least twice a year. Recruits would have to disclose NIL information to schools before signing NLIs. Additionally, the NCAA would be allowed to recommend the use of a standardized contract for all NIL deals, and agents and financial advisors would be permitted to voluntarily register with the NCAA, which would publish that information and give student-athletes the opportunity to rate their experiences. Another regulation would create the parameters for an NIL educational program. LEAD1 CEO Tom McMillen: “I wish they had done this a year ago. But at least they’re doing it now. … It’s all subject to litigation, but I’m glad they’re taking the risk. They have to take the risk. You can’t run this thing rudderless. Frankly, I think (the Council) could do more. But this is a good first step.” McMillen also notes the ouster of House Speaker Kevin McCarthy (R-CA), a first in U.S. history, is “taking all of the oxygen out of the room” and makes it far less likely Congress will address college sports before the 2024 general election cycle. Although, he adds, there “may be a window in the early part of next year.” (link)

Washington State AD Pat Chun in remarks to the DI Council stated that “our industry is predicated on the commingling of higher education and athletic opportunities. Two mutually inclusive pursuits that enable student-athletes to chase degrees and championships. But in the wake of realignment and with Washington State facing an unknown future, we risk losing what is truly great about college athletics – student-athletes competing for the love of a sport, a school, and a town. Valuations that favor the financial viability of one sport threaten the experience of an entire student-athlete population.” Chun went on to say that while the current landscape “devalues our impact and contribution, we continue to succeed. … While the industry ebbs and flows through the tumult of rearranging values and priorities, Washington State is left to create a patchwork solution to ensure our student-athletes maintain access to NCAA championships. As this process unfolds, we ask for compassion, understanding and flexibility in navigating the NCAA governance structure and potential legislative waivers.” (link)

New Mexico AD Eddie Nuñez notes that despite talks of Mountain West schools potentially leaving during the latest round of realignment, the league has remained intact and “that’s a testament to our commitment as a conference. Sure, people will say, ‘Well, you didn't have a chance to go here or somebody didn't have a chance to go there.’ You’re probably right, but there's a lot of conferences that are in the Group of 5 that had a lot of change, and we stayed strong together. + More on the football coaching salary beat from USA Today’s Lindsay Schnell, who points out realignment is resulting or can result in significant raises for HCs. For instance, Jax State HC Rich Rodriguez is getting a bump from $500K to $1M as the program makes the leap from FCS to FBS, and Gamecocks AD Greg Seitz remarks: “We understand we have to be competitive from a salary standpoint, and it’s not just with our head coach and assistants. We have to add more positions. The reason we’re at FBS is because of football, so we have to support that sport.” While justifying the increased salaries – as well as other expenses – can be difficult, Seitz notes: “What I want people to understand is that this wasn’t just an athletic decision. This is going to raise the brand of our entire university. … We’re playing in four midweek, nationally televised games on ESPNU when no other college football is on TV. Every sports bar in America is going to have Jax State on. Our brand is going to be everywhere.” (link)
+ USA Today’s Steve Berkowitz notes that as of today, 46 public-school HCs would be owed a buyout of at least $10M if let go without cause by December 1, 2023, and 28 HCs would be owed at least $20M. Georgia HC Smart’s buyout wold cost UGA more than $92M, while Texas A&M would be on the hook for over $77M if the Aggies were to part ways with Jimbo Fisher. Others with massive buyouts include LSU HC Brian Kelly ($70M), Clemson HC Dabo Swinney ($64M), Ohio State HC Ryan Day ($46M) and Alabama HC Nick Saban ($44M). (link)

+ Central Michigan has added future home football games against Central Connecticut State (2024), Wagner (2025), Colgate (2026) and Monmouth (2027). CCSU will receive a guarantee of $350K, Wagner and Monmouth will get $375K and Colgate will earn $300K. (link)

Wichita State AD Kevin Saal outlined for the Kansas Board of Regents the Shockers’ five-year strategic plan to establish new health-based services and resources for student-athletes. Objectives include HR and staffing improvements, including a new Assoc. AD or Senior Assoc. AD for Health and Performance as well as a certified athletic trainer for baseball. The Shockers have already added a trainer for cross country and track, and Saal says the department would like to replace three graduate assistants with full-time employees as well as bring in a sports nutritionist. WSU is also making updates to its policies and standard practices, and Saal notes: “There’s a lot of work to be done. We are in the process right now of completely reorganizing our sports medicine.” (link)

Thankfully no one was hurt after a fire broke out at Illinois’ Memorial Stadium yesterday. UI says in a statement that the fire was contained quickly and while evaluations continue, “early indications are positive” that the stadium will be ready for Friday when the Illini are scheduled to host Nebraska. PixMob distributed Waveband LED wristbands to 80,000+ fans at MetLife Stadium for Sunday night’s New York Jets-Buffalo Bills game. The company activated the Wavebands throughout the game using radio frequency technology, lighting the grounds green and white for the Jets. Previous PixMob wristbands used infrared technology and required transmitters to be installed within the wristbands’ line of sight. PixMob Account Manager for Sports Initiatives Phil Belanger-Bishinga tells SBJ’s Rob Schaefer: “In a stadium like MetLife, it would [require] about 48 transmitters (to use infrared technology). The DI Council unanimously voted to introduce several proposals for penalties focused on personal accountability in the infractions process. They include publicly naming individuals involved in wrongdoing and creating a public database of coaches with a history of Level I/II violations, expanding coaching suspensions to include days between contests, expanding disassociation penalties for boosters engaged in rules violations, attaching penalties for schools that employ individuals during a show-cause order. The changes could potentially take effect in January 2024. No actions are final until the council’s meeting ends tomorrow. (link)

His list starts with Texas A&M HC Jimbo Fisher and includes Houston HC Dana Holgorsen, who has a $14.8M buyout as of December 1, Indiana HC Tom Allen, Cal HC Justin Wilcox ($20.7M buyout) and Florida HC Billy Napier. + Even at blueblood basketball schools football is king, USA Today’s Tom Schad and Steve Berkowitz observe, noting that Power 5 public schools will pay their FB HCs an average of $6.2M this year, a 14.3% increase from 2022, among schools that were in the Power Five in both years. “It's also nearly double the average salary ($3.35M) that those same schools paid their head coaches in men's basketball…in 2022-23,” they note. Even at Kentucky, where Men’s Hoops HC John Calipari is due to make $8.5M this year, making him the sports’s highest-paid coach, Wildcats Football HC Mark Stoops outpaces him with a salary of over $9M. In comparing MBB and FB HC salaries at the 15 programs that have won a men’s hoops title since the tournament expanded in 1985, only two – Arizona and Connecticut – pay the MBB HC more than the FB HC. Florida State will add women’s lacrosse as a varsity sport with competition set to begin during the 2025-26 academic year. Seminoles AD Michael Alford: “Lacrosse is the fastest growing college sport nationally and it is evident that our culture and community will enthusiastically embrace it. Lacrosse provides another opportunity to compete at a championship level. … As a club team at FSU, women's lacrosse has a proven culture of excellence and achievement. In hearing from both current and former players, their passion and input throughout this process was constructive and helpful in our decision-making.” (link)

The College Basketball Players Association has filed a complaint with the NLRB against the Ivy League alleging that the conference has misclassified student-athletes as amateurs rather than professionals. CBPA Founder/former Minnesota regent Michael Hsu: “The Ivy League is a Division I conference of private schools that doesn’t allow athletic scholarships. They have existed as long as the term ‘student-athlete’ has been around. This misclassification is 70 years old and needs to be looked at thoroughly.” Front Office Sports’ Amanda Christovich reports that “by targeting conferences and the NCAA in addition to schools, advocates hope to invoke the ‘joint employer’ doctrine. They’re inviting the NLRB rule that multiple entities employ college athletes – including private entities like conferences – which are under the NLRB’s purview.” Christovich adds: “These cases could take a year or more to reach an outcome. But they have a better chance of succeeding than others given the current political climate at the NLRB.” (link)

Sam Houston has broken ground on a new tennis facility, which will be named in honor of supporters Chuck and Wanda Beckner. Bearkats AD Bobby Williams: “With everything this university has done in enrollment, the medical school, our R-2 status, all of those things, that’s where athletics needed to catch up to the university. UC Davis unveils several facilities upgrades that took place over the summer, including upgraded and expanded playing surface for the volleyball and basketball programs in addition to new baskets and shot clocks at the University Credit Union Center, a new sound system at UC Davis Health Stadium, and a playing surface renovation at Phil Swimley Field at Dobbins Stadium among other improvements. The Tourist Development Tax (TDT) in Orange County, Fla., totaled roughly $22.1M in August, down 5.6% YoY, and the Orlando Sentinel’s Stephen Hudak submits that the “trend toward smaller collections after 14 months of record hauls may force commissioners to scrutinize more closely the five projects on today’s agenda,” including a proposed $400M in renovations to Camping World Stadium and potential support for UCF’s Athletics Village.
