It’s a NCAA News Day…
+ The NCAA is officially shortening the transfer window from 60 days to 45 in all sports, effective immediately, The Athletic’s Nicole Auerbach reports. She notes the transfer portal for football will be open for 30 days at the end of the regular season and then 15 days in the spring. Meanwhile, the portal will open for men’s and women’s basketball players for 45 days after the regular season ends. Specifically, Auerbach notes the 30-day window for football will begin the Monday after FBS conference championship games. Those who play in the College Football Playoff will have an additional five-day window in January. A second transfer window of 15 days for all football players will open during the second half of April. In men’s and women’s hoops, the 45-day windows will open the Monday after Selection Sunday. + The DI Council also voted to eliminate the annual limit on initial counters in both FBS and FCS (previously 25 and 30 per year, respectively, per program). The council had suspended initial counter limits in 2021 due to uncertainty regarding the pandemic and the implementation of the one-time transfer exception. The council also voted to eliminate attendance requirements for FBS schools, effective immediately; officially increase the application fee for transitioning from DI to DII from $5K to $5M; and require all FBS programs to provide 90% of the total number of allowable scholarships over a two-year rolling period across 16 sports, including football. FBS schools will also be required to fund 210 scholarships each year, amounting to no less than $6M annually (effective August 2027). (link)
+ Also from the NCAA: Per The Athletic’s Nicole Auerbach, the FBS Oversight Committee introduced into the pilot legislative process a measure which would prohibit institutions from arranging photographs or photographing recruits and those accompanying them on unofficial visits. Auerbach notes a “lot of administrators and coaches have complained about photoshoots and the effort they require from staff.” (link)
+ The NCAA will advocate for updating existing state sports betting laws to “protect student-athletes from harassment or coercion, address the negative impacts of problem gambling and protect the integrity of NCAA competition.” Specifically, the NCAA is calling for mandatory reporting hotlines to report such behavior to law enforcement, increased penalties for bettors who harass student-athletes and mandatory education for operators to help identify harassment. Further, the NCAA believes any sports wagering advertisement also should include information about the harassment hotline, problem gambling and prohibitions on harassment related to sports wagering. Revenue generated from sports betting, the NCAA adds, should be allocated in part toward education to support the higher-risk college student population, including student-athletes. The association also contends states should have regulations identifying prohibited bettors and prohibit individuals younger than 21 from gambling on sports. More. (link)

Also on the DI Council’s agenda this week was an overhaul of the men’s basketball calendar. CBS’ Matt Norlander reports April “will no longer have an evaluation period for college coaches to scout high school prospects. Because there are so many transfers in the modern game, that month is now being prioritized by coaches to reestablish their rosters and use their recruiting time to either host transfers or fly to visit them in their home areas.” Additionally, May will include “one non-scholastic recruiting weekend in addition to an elongated dead period that will not permit coaches or recruits to see each other.” Holidays including Mother’s Day, Father’s Day, Juneteenth and Fourth of July will also be dead days. In June, two scholastic recruiting weekends are likely to remain instead of a proposed consecutive five-day period, and the NCAA Basketball Academy is slated to return in July. Also from Norlander: “In August, a two-week-long dead period will be introduced. What isn't on the calendar: a true ‘blackout’ period wherein coaches and recruits are prohibited from having any contact whatsoever” despite lobbying from many coaches. (link)

Northwestern AD Derrick Gragg talks with Inside NU’s Bradley Locker and David Gold about a myriad of key topics from Evanston. Gragg insists donor support has not been impacted by the department’s problems over the summer. “We’ve been able to rely on the alumni, the families and the donors here for many, many years. I think that that’s going to continue. We just finished the Combe Family Tennis [Center] indoor facility, and that was based on great donation from a lot of our alumni donors. So, we haven’t seen a drop-off as it relates to that.” When asked about his own job security: “I think when you’re in this position, I wouldn’t say worried about it. You always know that when decisions are made on this level, you have to be prepared for scrutiny, criticism, backlash or the fallout. I’ve been involved in many situations during the course of my 30-year career, but I have a compliance background. I believe in doing things the right way. The one thing that I can say is with that background, I learned a long time ago to act with integrity, do the right thing, receive information, report it to the right authorities. That’s what we’ve done in all these cases, so I stand by that.” Lots more in the full interview. (link)

USA Today’s Kenny Jacoby reports that in former Michigan State Football HC Mel Tucker’s sexual harassment case, “four low-level staffers could play outsized roles in determining his culpability.” Namely, two current football staffers and one former assistant are among the witnesses who were interviewed by MSU’s outside investigator. Each had been involved in arranging or canceling campus visits by Brenda Tracy, and Jacoby notes that “their accounts could help answer a key question in the case: Was Tucker’s cancellation of Tracy’s planned return visit to campus intended as punishment for rejecting his advances? If so, he could be found to have engaged in quid pro quo sexual harassment, the investigation report suggests.” Jacoby also notes that “none of the three football staffers told the investigator they witnessed anything inappropriate or unusual between Tucker and Tracy. One, however, said Tucker had previously given a different reason for the cancellation that contradicts Tucker’s own account. A fourth witness, Tracy’s longtime friend and booking assistant, Ahlan Alvarado, had provided the investigator with emails and text messages that corroborated aspects of Tracy’s version of events and refuted aspects of Tucker’s before she died in a car crash in June.” More from Jacoby. + Stephen F. Austin has parted ways with Women’s Soccer HC Tony Minatta, who had been accused of emotional abuse by several former players, though SFA did not indicate that the decision was related to those accusations. The team was 1-11-1 so far this season, and Lumberjacks AD Ryan Ivey said: “Tony was able to accomplish many positive things for our soccer program, including two championships in the 2020 and 2021 seasons. Unfortunately, we have not made the continued progress needed and I believe we need a change in coaching leadership for the long-term sustainability of the program.” (link)

Legal Matters…
+ The Title IX & negligence lawsuit involving Baylor & some of its former leaders - current Liberty/former Bears AD Ian McCaw & former Football HC Art Briles - has more guidelines as it nears jury selection on the 13th of this month. From ESPN’s Paula Lavinge: “U.S. District Judge Robert Pitman set the rules for the upcoming trial at a hearing Wednesday and said he would be questioning potential jurors because of the ‘sensitivities" in the case.’” BU VP for Marketing & Communications/CMO Jason Cook, in part, via a statement: “Baylor is prepared to present evidence and testimony to the jury as we seek a fair resolution in this matter. The lawsuit involves allegations of physical assaults within the context of a dating relationship between two young adults -- not sexual assault. Baylor coaches and employees -- in Athletics and across the campus -- did the right things in this case by offering and providing resources and support services to the plaintiff.” More. (link)
+ A settlement conference has been ordered in the case involving LSU and former Tigers Assoc. AD for Football Recruiting & Alumni Relations/current National L Club President Sharon Lewis, who in 2021 sued the university for allegedly subjecting her to a hostile work environment and retaliating when she reported the suspected sexual harassment of a student. She further claims her dismissal was due to racial prejudice and gender discrimination. Should the case go to trial, Lewis’ attorneys plan to call 33 witnesses to the stand, including LSU President William Tate IV, former Interim President Thomas Galligan, current AD Scott Woodward, former AD Joe Alleva, former Football HC Les Miles and current Football HC Brian Kelly. Not every witness on the documents may actually be called to testify. (link)

Facility Features…
+ North Dakota breaks ground on Memorial Village II, which includes a new softball facility that can seat more than 500 spectators as well as market-rate housing and mixed development facilities. The goal is to have a playable field by the end of next summer and apartments ready for lease by March 2025. The softball facility will be named in honor of Dave and Alexa Albrecht, who provided lead funding for the project. (link)
+ Oregon’s campus planning committee has approved a site recommendation for the Ducks’ on-campus beach volleyball facility. The recommendation will now be sent to President John Karl Scholz for approval before the design process can begin. The design will then be subject to approval once again by the planning committee and Scholz. (link)

Deals, Deals, Deals…
+ In follow-up to a successful joint venture that saw the pair create ProhiBet, SBJ’s Bill King reports U.S. Integrity & Odds On Compliance will merge in a deal to be closed by the end of the month. U.S. Integrity founder Matt Holt will handle CEO duties with Odds On CEO Eric Frank as the President. Notably: “Sports tech venture firm Seventy Six Capital is an investor in both companies.” (link)
+ In a deal brokered by the Utah-focused Crimson Collective, all 85 scholarship members of the Utes football team will receive a new 2024 Dodge Ram 1500 Big Horn from the Ken Garff Automotive Group. Yahoo’s Ross Dellenger reports the “trucks will be leased to each player as part of individual six-month contracts that are expected to roll over contingent on a player’s eligibility and enrollment at the university. Leases end when a player’s eligibility expires or they choose to transfer. The collective will also cover the insurance for each truck.” Garff says the initiative will continue as long as it’s working and drawing attention to the causes supported by the collective. (link)
+ Adidas has inked NIL deals with Washington QB Michael Penix Jr. and WR Rome Odunze, the company’s first such agreements with football student-athletes. Penix and Odunze will participate in branding campaigns for the company. Huskies Senior Assoc.
