NOLA.com’s Jeff Duncan acknowledges Tulane Deputy AD for Operations and Capital Projects Kortne Gosha is a strong candidate to replace former Green Wave AD Troy Dannen: “He’s a rising star in the industry and has the support of many within the athletic department. How the search committee views Gosha’s role in the imbroglio that resulted in his untidy departure from FAMU amid troubling findings by independent investigators likely will determine his level of candidacy.” Should the university look outside the department, Duncan submits that it would be “difficult to find a better fit than [Penn State Deputy AD for External Operations] Scott Sidwell. As a Tulane graduate and New Orleans native, Sidwell is qualified for the job. He has strong contacts with the university and throughout the city. His 30-year track record as an administrator in major college athletics speaks for itself.” Duncan goes on to note that “this is not a job for a rookie. It calls for someone with experience and chops, someone with the networking bona fides to steward the athletic department in what is certain to be a chaotic future. … More than ever, Tulane needs someone who has the school’s best interests, not their own, at heart.” (link)

JohnCanzano.com’s namesake reports that “if nothing changes, the prevailing thought is that [Washington State and Oregon State] are planning to play as the Pac-2 in 2024.” Canzano also notes Gridiron Founder/President Dave Brown has been working on putting together potential 12-game schedules for 2025. While a possible scheduling partnership with the Mountain West is “a discussion,” according to one source, Canzano observes the MWC “is an interesting player in the college football drama unfolding in the Pacific Northwest. Would the Pac-2 welcome a full-blown reverse merger? Maybe. But that’s likely not a consideration until after the conference’s legal issues are settled. Also, I wonder if Oregon State and Washington State would covet all the MWC members — or just a half dozen or so. … Adding Boise State, Fresno State, San Diego State, UNLV, Air Force and Colorado State, for example, may be more appealing than taking all the MWC schools under the Pac-12 banner. But that would require paying a series of pricey exit fees.” If WSU and OSU gain control of the Pac-12’s assets, though Canzano posits they may decide to use some of that money to help subsidize those fees. U.S. Senator Ted Cruz (R-TX) said during his trip to Kyle Field to watch Texas A&M take on Alabama that he’s worked “closely with A&M, and with universities throughout Texas and multiple conferences and the NCAA…just to solicit the best ideas in terms of how to address this [NIL] issue. … It’s fair that if a young man or young woman develops an incredible skill, they become incredibly good at a sport and they’re able to generate millions of dollars for their school, that they’re entitled to earn the fruits of their labor, they’re entitled to share in that reward. That’s a good improvement for college sports. But at the same time, we need to have some system of rules. So that we ensure (fair) competition, and you ensure that you don’t have a handful of giant, rich schools scooping up all the best athletes, and you destroy competitiveness throughout leagues.” Cruz went on to say he didn’t know whether his bill would pass and stated that as far as student-athletes being classified as employees, “employees can get fired – you have a receiver who drops three passes, and suddenly you’re fired and your scholarship is gone. That is not a good outcome.” Aggies AD Ross Bjork added that industry leaders are aware of the changing landscape and ”want a sustainable, legally defensible model for college athletics. And given all the dynamics, Congress is the only place that can create a sustainable model.” (link)

Kansas-IARP Reactions…
+ Oklahoma State released the following statement: “We agree, as we stated at the time, that the NCAA should be intentional in prescribing penalties that do not negatively impact student-athletes, including bans from past season play, for violations that occurred years prior. It is good to see the NCAA make decisions with this intent, even if it was too late to help us.” (link)
+ The FBI’s probe into men’s college hoops proved to be a “rabbit hole to nowhere,” Sports Illustrated’s Pat Forde observes: “The feds led us on a futile trek that wasted time and wrecked lives and – as usual – let the powerful skate while a few mid-level lieutenants got pinched. By the time it was finally over, the ‘crimes’ themselves had become an anachronism in a changing college athletics world.” The IARP’s decision in the Kansas case, Forde adds, “wasn’t even a slap on the wrist; it was a pat on the back. … The culmination of this saga comes with that full-circle realization: skirting NCAA rules was and is good for business. + USA Today’s Dan Wolken asserts the IARP “wasn’t just a slap in the face to the NCAA’s enforcement process, it was a complete repudiation of the investigative work that had characterized Adidas representatives as Kansas boosters and pinned a significant amount of responsibility on Self for knowing about and even encouraging Adidas to intervene on Kansas’ behalf in the recruitment of elite prospects. There was even a text exchange between Self and T.J. Gassnola, an Adidas ‘consultant’ and youth coach, that looked like a smoking gun [involving former Arizona student-athlete/current Portland Trail Blazer Deandre Ayton]. … Anyone who understands the underbelly of college basketball could have immediately interpreted that exchange for exactly what it likely was: Gassnola, who testified in 2018 that he had paid Ayton’s mother $15,000 to grease the skis, promising to be the bag man for other top prospects Self might want. But fortunately for Kansas and other schools that went through the IARP process, the panelists did not, in fact, have any understanding of how college sports actually work.” (link)
+ The Kansas City Star’s Jesse Newell: “After getting through KU's case decision, one thing that stands out is the CCU (think IARP investigators) still alleged plenty of wrongdoing/serious violations against KU and Self in its amended NOAs. The panel (think IARP jury, made up of lawyers) rejected most of those based on lack of hard evidence. In the end, KU Athletics/Self proved wise to lawyer up and turn this into a de facto legal battle (IARP process) where it ultimately was presumed innocent until proven guilty. NCAA Enforcement path (see Oklahoma State) would not have provided that luxury.” (link)

+ UNLV announces the $150M Rebel Up fundraising campaign which aims to enhance all levels of the athletic department, including the student-athlete experience and a stronger endowment program. In addition to the recent $1M donation from the Las Vegas Raiders, UNLV has received gifts of $250K (anonymous donor), $200K (Aldo Madrigrano Family) and $150K (Rebel Football Foundation) to help launch the campaign. U.S. Council for Athletes' Health (USCAH), in partnership with CaringWire and with support from Walmart Health Virtual Care, has unveiled the Holistic Athlete Health Solution (HAHS) platform tailored for student-athletes, coaches, and staff. The launch aims to address the increasing external pressures - from scheduling challenges to social media. CaringWire CEO Michael Sentz: "In the face of mounting stressors, our mission is to ensure that athletes are provided with immediate, comprehensive, simple and secure health and well-being support, no matter where they are." ESPN contributors take a deep dive on the turf v. natural grass debate in the NFL and note from a financial side that it’s “estimated a natural grass field could cost a cold-weather team $2M to $3M per year to maintain, including $400K each time it's replaced,” while turf “would cost approximately $1.25M to install and maintain.” From a player safety standpoint, NFLPA President JC Tretter says it “shouldn’t be this hard” and believes it’s “pretty obvious” grass would protect players best wherever possible. "We feel the data has proven our point. We feel the player opinion is consistent. There are, really, only two bodies of people that are disagreeing at this point with us: People who manufacture turf and the NFL." Turf manufacturers argue the surfaces are “highly researched” and reviewed by independent entities. The American Journal of Sports Medicine found that a “higher rate of foot and ankle injuries on artificial turf compared with natural grass on both old- and new-generation turf," and that "elite-level football athletes" were more predisposed to knee injuries on synthetic turf. Meanwhile, Tretter submits that “when the World Cup comes around and these teams and these owners will roll out green grass for the European soccer teams to play on, and then replace it right back with turf for the employees, I feel like it's going to be a damning moment for this league because it will show you exactly how decisions are made.” Lots more. Mountain West Commissioner Gloria Nevarez sat down with Extra Points' Matt Brown earlier this week at the 2023 Women Leaders in Sports National Convention to discuss the place for non-Power 5 programs in the industry and their viability, revenue sharing, possible promotion-relegation models and more. Nevarez also addresses revenue-sharing and notes that much of the public discourse focuses on how it would impact the 1% of high-profile schools rather than the other 99% who “don’t operate on that model. So certainly it's the hot topic of the day, something that we can continue to discuss. I don't know where we'll end up but it certainly is affecting us at all levels.” On a potential promotion/relegation system, Nevarez remarks: “I love the concept. It adds a lot of relevancy to those late-season games that would cause you to either move up or down. One of the things I think we would need to suss out more would be does each division have an AQ or are they two side-by-side divisions? Or is one the alpha, one's a beta? More from Brown as he’s told Gonzaga’s men’s hoops media rights would be worth under $10M per season, falling far short of the $15M figure a consultant quoted to CBS’ Dennis Dodd earlier this week. Brown: “Figuring out exactly what TV rightsholders are willing to pay for Gonzaga’s inventory, and if any of Gonzaga’s money needs to come out of anyone else’s share, is a critical question.” Brown on the West Coast Conference situation: “If [Grand Canyon, Seattle a/o California Baptist] could secure the seven votes needed to join the league, they’d already have an invitation.” (link); Also from Brown, who reports the number of unresolved issues make any sort of agreement in the next couple weeks unlikely. “Those issues are about more than just $. What would Gonzaga get to vote on? What non-TV $ is distributed to them, and how? How would shares look post 2031, if hoops media rights are split off? LOTS to consider, and nobody has hard answers right now. This is why the Big 12 asked for permission to dig into some of these nitty gritty details. I'm told it's way too early to talk about votes, who supports X, Y or Z, etc. In many ways, this would be more complicated than adding a Colorado, Utah, etc.” (link)

Kansas has been put on three years’ probation and will have its men’s basketball scholarships reduced by a total of three over the next three seasons, per the IARP’s ruling. The Jayhawks will also incur a reduction in the total official visits permitted by a total of four over the 2022-23 and 2023-24 academic years, with the option of reducing visits by any combination (e.g., four in one year, or three in one year and one in one year). Other penalties include a six-week ban on recruiting communications with all men’s basketball prospective student-athletes during the 2022-23 academic year; a six-week ban on unofficial visits by men’s basketball prospective student-athletes during the 2022-23 academic year; and a 14-day reduction in the number of recruiting person days during the 2022-23 academic year. The report states the IARP “hearing panel was intentional in not prescribing penalties that would have a negative impact on current student-athletes. The hearing panel also applied significant weight to Kansas’ self-imposed penalties, especially the men’s basketball recruiting restrictions for the 2022-23 academic year,” as listed above. The Mercury News’ Jon Wilner reacts to Washington AD Troy Dannen’s hire and notes that “Dannen’s tenure isn’t about Dannen. … Rather, his tenure is about the school. It’s about the level of financial support offered to athletics in general, the primacy of football across the campus and…drumroll, please…the institution’s willingness to compete with not only USC and Oregon but also Ohio State, Michigan and Penn State.” Accordingly, Wilner goes on to note one of Dannen’s first challenges will involve retaining Football HC Kalen DeBoer, whose $4.3M salary makes him “arguably the most underpaid coach in the Power 5.” DeBoer is therefore “overdue for a mammoth raise, but will [UW President Ana Mari] Cauce take the costly steps to keep deep-pocketed suitors away? A small salary bump won’t do it. The university must be willing to make DeBoer one of the highest-paid coaches in the country – a move that clearly conflicts with institutional values but is the current and future reality of major college football. … It’s not all about the dollars invested, but cash is a huge part of the competitive equation. And it all starts with DeBoer’s contract. Will Cauce do what it takes? Will she give Dannen the tools to succeed?” (link)

The Memphis City Council yesterday accepted and approved the $350M in state funding to improve the city’s sports facilities, including Simmons Bank Liberty Stadium and FedExForum. The Commercial Appeal’s Katherine Burgess reports the city already has the money, which will go into an interest-bearing account. Burgess also notes that of the $350M, $228.5M will go to FedExForum with $121.5M earmarked for Liberty Stadium, per the proposal; however, Memphis Mayor Jim Strickland says the administration has yet to recommend how to spend the money. “My goal, either my term or the next mayor’s term, is we must 100% be committed to keeping the Grizzlies for another generation, but we also want to help the university improve their facilities to get the Power 5.” (link)

More from On3’s Eric Prisbell, who reports on the Dartmouth men’s basketball team’s NLRB hearing, where Big Green Executive Assoc. AD for Administration Taurian Houston remarked that student-athletes are “not required to sign a waiver" releasing their NIL to Ivy League/Dartmouth. Houston said if they don't sign, they wouldn't be kicked off the team but the school couldn't submit them for awards or list them on the roster. Additionally, Dartmouth attorney Ryan Jaziri had Houston walk through the distinctions between student managers who are paid and student-athletes. Managers don't receive uniforms, don't have to meet the same academic eligibility thresholds as players and aren't listed on the squad list provided to the NCAA. Houston also refuted student-athlete Cade Haskins’ assertion that coaches have total control over practice times (which can impact which classes players can take) by noting coaches change practices for a variety of reasons, particularly as it relates to the availability of the practice facility. With the hearing concluded, the NLRB regional director will issue a decision “as soon as is practical,” according to Prisbell. (link)

SAAC Vice Chair/former Oklahoma State softball student-athlete Morgyn Wynne talks about her experience at last week’s DI Council meeting, telling D1Softball’s Rhiannon Potkey: “A lot of media is speaking up about how the NCAA doesn’t really value the student-athlete voice and I personally don’t feel that way. Under President Charlie Baker, he has a very strong perspective that the student-athlete voice needs to be prioritized and that is how we feel. In years past, the student-athlete hasn’t always been very well represented or even acknowledged. But now, we are a priority and what we have to say is valued and taken into consideration.” Wynne also insists the “consensus of national SAAC is we don’t want to be considered employees. It’s really the consensus of the entire membership. … Student-athletes who are uneducated about it are more inclined to say yes. Michigan State Men’s Basketball HC Tom Izzo during Big Ten Media Day remarked that coaches who leave their jobs are different than “unhappy” players who enter the transfer portal. “Yeah, I have flexibility, I can leave. I have millions of dollars of a buyout if I leave. I've paid 40 years of dues to leave. Most coaches have put in their time. Most coaches will be doing that at 35 and 40 and 50, not at 20 when one guy tells you to leave because you're unhappy. You know what, what's wrong with being unhappy? I'm unhappy most of my life. Unhappy drives you. Unhappy pushes you. Unhappy makes people realize, 'You know what? I'm not good enough. I've got to get better.'" Izzo goes on to say: "Let's see what the graduation rate goes to as kids are transferring all over the world. Let's look at the unintended consequences. ... Don't blame the kids. Blame the adults, blame us. We're the ones at fault, not them." (link)

+ The Big Ten will have at least nine Friday football games in 2024. Commissioner Tony Petitti tells The Athletic’s Scott Dochterman: “It’ll be significant in terms of the amount of national exposure that we have on Friday night on Fox.” (link)
+ Fresno State and Stanford ink a home-and-home football series for 2028 (Fresno) and 2029 (Palo Alto). Fresno State has also pushed its 2024 contest at UCLA to later that season as part of a new arrangement through which the Bruins will also visit the Bulldogs in 2032. (link); The Los Angeles Times’ Ben Bolch notes the Bruins will now have two consecutive bye weeks between the August 31 opener at Hawaii and the September 21 game at LSU in 2024. (link)
