NCAA President Baker asserts in an op-ed for The Athletic that “for too long, rules meant to govern and protect one generation of student-athletes have been broadly applied to a generation whose needs and priorities have shifted dramatically.” Baker outlines several initiatives the NCAA has recently undertaken to support student-athletes over the past year, including the creation of health insurance funds, scholarship protections, and academic counseling, financial literacy and career preparation requirements. Baker also points to the need for legislative assistance from Congress on the heels of NIL changes by the DI Council, stating: “While we can – and are – adapting the NCAA, we can’t expand our own legal authority. Our new NIL bylaw proposals will improve outcomes for student-athletes in an uncertain environment, but there is opportunity to do more. … Schools, conferences and the NCAA are exploring ways to expand the benefits we provide to student-athletes. However, to fully pursue this priority, we need Congress to affirm that student-athletes are not employees. Without that action, courts may implement one-size-fits-all mandates that require all student-athletes across all sports and all divisions receive identical benefits,” which Baker adds would be “untenable.” Full op-ed. New Lake Superior State AD Tory Lindley laid out his priorities for the Lakers during his introductory presser. “The first order of business is to evaluate everything from the fan experience and understand where we need to grow and deliver on a world-class fan experience. […] That gives people a sense of direction. When they have direction, then they are more apt to dig their feet in. Dig their roots and be a part of Lake Superior State athletics for a long time. […] Stability is part of the environment that we will build upon. We will need to reinvest in our staff, reinvest in our coaches and understand where professional development plays into their choices.” (link, link - Full presser)

Extra Points purveyor Matt Brown chats with Conference Carolinas Commissioner Chris Colvin about the shift to the three-division format the league is implementing in six sports, with Colvin noting: “The whole concept of this model is about three goals. We want to promote regional rivalries, we want to reduce travel costs, and reduce the amount of time that our student-athletes are on the road late at night. To do that, we needed a divisional model that made sense geographically. […] Even if our travel wasn’t ridiculous…we’d look at this model. It gives our athletes the opportunity to win divisional championships, and lets us focus on developing and maintaining regional rivalries” For conference championships, the league will award division championships and has partnered with Abakus and its KPI system to re-sort members for conference tournaments based on strength of schedule. On membership, Colvin states “[the league would] get up to 18 schools, where we’d have three divisions of six. I think that’d be a good number.” (link)

Non-conference football scheduling in the NSIC may be on the way out with the addition of Jamestown (NAIA), as Minnesota State Mankato AD Kevin Buisman tells The Mankato Free Press’ Chad Courrier: “We realize that fans like (nonconference) games, and the pollsters like it because it gives you measurement outside of the league for regional rankings. But there are some positives with our schedule model and cost containment, and it’s possible that we will go back to silo scheduling.” As for scheduling flexibility from legislation, either by Week 0 or extending the season by one week, Buisman prefers the Week 0 option and has already spoken with partners about a possible matchup. Livingstone President Anthony Davis chats with HBCU Gameday’s Steven Gaither to dive into the changes for this year’s homecoming on Saturday. Following a gun incident following last year’s event, all attendees will pass through one of two entry points on the gates campus, pass through metal detectors and comply with the clear bag policy. Davis: “And then we ask everyone to invest the economic model by paying $30. They get all pre-game activities. They get to go to the game. They also have the opportunity to have the post-game activities. We’re going to do a celebration for hip hop. We will bring in legendary rap artists, Kool Moe Dee and friends, and then we will end the night with Da Baby — all on the campus of Livingstone College for $30. […] I said, my students deserve the best if they’re spending $26,000 to come to Livingstone and paying through activity fees. As a leader who cares about his students, I want them to have a great homecoming experience. I don’t want to give them cause to go another HBCU because we’re bringing this type of limiting entertainment to their campus. And we’re going to execute it as safe as possible, and we’re going to make sure that everyone invests in the economic model to move us from surviving to thriving.” (link)

Title IX complaints have been filed against five Michigan universities, including Grand Valley State, Saginaw Valley State, Michigan (DI), Michigan State (DI) and Eastern Michigan (DI) regarding their support for women’s sports. Data from Champion Women shows SVSU and GVSU had the eighth and 27th largest participation gaps in the country. (link)

The DI Competition Oversight Committee earlier this month was informed that women’s wrestling has exceeded the threshold of 40 sponsoring institutions to be considered for a potential transition from an emerging sport to championship-sport status. The Committee on Women’s Athletics (CWA), which oversees the emerging sports process, is “working on the various steps that must be accomplished to consider the transition, including socializing the concept among the three NCAA divisions. The CWA has indicated it may recommend during its February meeting that the three divisions introduce/sponsor legislation for possible adoption during the 2024-25 academic year (the 2025 NCAA Convention for Divisions II and III; April or June 2024 Council meetings for Division I). The CWA has acknowledged that the earliest a championship could be staged would be in winter of 2026.” (link)

+ PennWest’s enrollment has dropped 22% since its consolidation in July 2022 and Interim President Lorraine Bernotsky says their modeling anticipated this decline that she called “an enrollment floor.” (link)

+ The national average ACT composite score dropped from 19.8 out of a possible 36 for the Class of 2022 to 19.5 for the Class of 2023, marking the sixth consecutive year the score has declined. Meanwhile, Inside Higher Ed’s Jessica Blake reports only 21% of all students met every college-readiness benchmark in math, science, reading and English, while 43% met none of the benchmarks. (link)
