Notre Dame AD Jack Swarbrick continues to articulate his perspective on NIL, this time with WNDU: “I don’t think we can ask Congress to help us if we don’t do what we can to help ourselves. President (Charlie) Baker, the new president of the NCAA, very much articulates that view and we support it and him fully. Having said that, the ultimate solution is going to have to come from Congress. We are in a position where virtually anything we do is subject to an antitrust challenge, and you just can’t operate that way. And we’re unique among sports entities in that regard. Because we are, first and foremost, educational institutions. So, when we come together to make decisions, it’s seen as a restraint of trade, which I understand. And so, we’re going to need some relief.” A bit more. (link)

Colorado boss Rick George offers his latest on the impact of Coach Prime: “We're hitting budget for tickets. We planned. We knew that playing USC, Nebraska and Colorado State, would make for a big year from a ticketing standpoint. So we had a strategy behind that. We're not quite to budget yet, but we will be. Our fundraising obviously is important to us. [...] Our social media followers have grown exponentially, and it's just hard to quantify that at this point. But I do know it's impacting our businesses in this community, which is great, a positive. We're hopeful that they'll get behind what we're doing here as well. Because, in my opinion, we're at a moment in time where we've got to put all our chips in the center and work together and make this program, top to bottom, all sports, truly at a high level. Sports Illustrated’s Pat Forde writes on what comes next for Michigan, pointing to a “source familiar with conference disputes about espionage said that if it’s categorized as a playing-rules issue, Michigan itself might be expected to enact its own discipline as it sees fit. However, the Big Ten Conference office also could involve itself—especially since other league members likely have been among those who allegedly were spied upon.” Forde goes on to write that an NCAA investigation is likely, “but not a certainty.” If it gets to that stage, notable attorney Stu Brown comments: “It’s not likely to be Level III. The whole purpose for doing this would be to create a competitive advantage. So is it Level II or Level I? If reports are accurate—it’s thought out, it’s intentional, you probably would have to spend money and you would have to travel. It’s repeated. If it’s gone on for a while, it would not surprise me to be alleged as a Level I [the most severe charge].” (link)

Duke and Men’s Basketball HC Jon Scheyer have agreed to a six-year extension that could keep him leading the Blue Devils through the 2028-29 season. (link)

Through an external, independent investigator, Bowling Green found that multiple Men’s Ice Hockey student-athletes violated the code of student conduct, including underage drinking and the provision of alcohol by of-age players to underage members of the team. Additionally the investigation found there was conduct with the potential to cause humiliation, physical harm or emotional harm. The school’s review of the investigation “suggests that no member of the BGSU hockey staff had any direct knowledge of the off-campus event.” As such, Head Coach Ty Eigner has been reinstated. Player punishment has not yet been determined. Falcons AD Derek van der Merwe will “assume additional oversight of the hockey program.” (link)

UCLA Football HC Chip Kelly chats with JohnCanzano.com’s namesake and the San Jose Mercury News’ Jon Wilner about the industry, the Pac-12, a college football czar and much more. Kelly lays out his idea: “The model that I think is the best model is that Notre Dame is independent in football but they’re in a conference for everything else. I think we should all be independent in football. Our basketball team should play Arizona every year. Our women’s softball team should be playing Arizona every year. They shouldn’t be playing Rutgers because football got a better deal. It just doesn’t make sense. But no one asked my opinion. I just think of these things when I drive in every morning. I have it all mapped out. […] My point would be if you took all 64 of those teams and went to the television networks and said ‘This is our product,’ I guarantee we’d all get a better TV deal than we have right now. So instead of the Pac-12 has this (media deal), the Big Ten has this (deal), the SEC has this (deal), you’d go as a whole thing. It wouldn’t be as big as the NFL contract, but the NFL contract is really big and they have 32 teams. You can generate more games each week because you have 64 teams as opposed to 32 teams. And then take all that money, share it with everybody. I guarantee each school would make at least $75 million and then that money goes back to the school to run the other sports.” (link)

Wyoming has received a “significant investment by Casper’s Double 4 Foundation and Dave and Melanie True,” bringing the Difference Makers Campaign to nearly 75% of its $20M fundraising goal. The money from the campaign will go toward renovating the westside of War Memorial Stadium and building a new competition pool facility. (link)

The Hawai’i Tourism Authority and the Big West announced a multi-year renewal that will bring the league’s Men’s Volleyball Championship to the SimpliFi Arena at Stan Sheriff Center on the campus of Hawai’i for the 2024-2026 seasons. Additionally, each of these championships will be shown in their entirety on Spectrum Sports within Hawai‘i and/or the ESPN family of networks on the continental United States. (link)

Western Kentucky plans to wear helmets with a Big Red decal for its upcoming football tilt with Liberty. Each position group will have its own Big Red decal – the quarterbacks will have the mascot throwing the ball while defensive backs will feature Big Red celebrating a pass breakup. In addition to the logos based on position groups, WKU has added a new bumper to the front of the helmet with Big Red’s eyes. Fans will be able to purchase merchandise with each different logo while giving back to the Hilltoppers’ NIL program. (link)

A bill allowing high school student-athletes to benefit from their NIL in the state of Michigan passed the state’s House of Representatives on Thursday. It now heads to the Michigan Senate. Rep. Jimmie Wilson Jr. (D-Ypsilanti), who first approached the Michigan High School Athletics Association (MHSAA) with the idea behind HB 4816 in June, “A couple of the families actually had been considering moving potentially out of state because they're at such a high level athletics. They know that other states are already doing it. So they're now paused, because they said, 'Well, if you get this here in Michigan, we'll probably end up staying here’. As the Governor's office, and the Legislature, starts to talk about retention of talent, and talking about trying to get more people to Michigan. This is just a small piece, but it's another piece to that puzzle of retaining talent here.” (link)

Revelxp is set to name Teall Sports & Entertainment President Wes Day as its new CEO, per SBJ's Ben Portnoy, who adds “As part of this promotion, Day will still have some involvement with Teall initiatives and Dyehard, but will be primarily focused on Revelxp.” Day: “I think definitely the people side -- I'm looking forward to being directly a part of such an awesome team. Revelxp has a great culture. Super high-energy. It’s what you would expect for a company that's growing as fast as it is. [...] This will be a little bit of a change in speed. But I'm so familiar with the business that it's obviously going to be more of a tweak than jumping headfirst into something completely new and different.” (link)

Yahoo’s Ross Dellenger continues his reporting on the Michigan football scouting saga, stating multiple Big Ten staffers identified recruiting analyst Connor Stalions at the center of the operation. Dellenger writing: “This is a months-long situation that dates back to at least last season. News of the sign stealing spread enough that multiple Michigan opponents this season dropped its signaling and used wristbands for much of the offensive play-calling during the game against the Wolverines. Ohio State staff members knew of the issue ahead of their game against the Wolverines last season. The staff ‘changed things up”’ahead of the game to combat the signaling issue, one support member told Yahoo.” Stalions’ now-deleted LinkedIn describes himself as adept at “identifying the opponent's most likely course of action and most dangerous course of action” and “identifying and exploiting critical vulnerabilities and centers of gravity in the opponent scouting process.” (link); Michigan has suspended Stalions with pay, in light of the ongoing NCAA investigation. U.S. Senators Richard Blumnethal (D-CT) and Pete Ricketts (R-NE) have introduced the “Name, Image, and Likeness for International Collegiate Athletes Act” – a three-page bill that would allow international student-athletes to participate in NIL opportunities by amending the Immigration and Nationality Act. Blumenthal: “International students should be fairly compensated—just like American citizens—when profits are made from their athletic prowess. They should have rights to name, image and likeness proceeds—resulting from their diligence, discipline and determination. Their blood, sweat, and tears are equally deserving of monetary reward as other student athletes. The current visa system puts them at risk of losing their legal status here if they earn any NIL money. This provision is deeply unfair and demonstrably outdated, and must be reformed, as our legislation would do.” The bill has the support of Nebraska AD Trev Alberts, Creighton AD Marcus Blossom and Omaha AD Adrian Dowell. The News-Gazette’s Jeff D’Alessio dives deep into Big Ten open records requests to lay out details from the contracts of B1G ADs. Annual compensation ranges from $2.06M with outgoing Ohio State AD Gene Smith to $626K for Indiana AD Scott Dolson with six earning at least $1M. With Illinois AD Josh Whitman and Purdue boss Mike Bobinski receiving new deals, Rutgers AD Pat Hobbs will also receive a pay bump as his contract stipulates that his annual pay “is determined by calculating the median “guaranteed compensation” of at least nine Big Ten ADs (excluding Northwestern).” As far as contract perks, Smith gets two family country club memberships, membership to the invite-only Columbus Club and more, while Maryland’s Damon Evans’ deal includes added benefits of $12K annual car allowance, $120 per month cell phone allowance and the ability for his spouse to travel to select away games and fundraising events. Lots more including retention bonuses, unique incentives and Whitman’s reimbursement for additional legroom seats for business-related travel. More. (link)

The Deseret News has won an appeal to the Utah State Records Committee that will open NIL contracts up to public disclosure. Of note: “The committee will issue an order within seven days requiring the schools to disclose the contracts, including an athlete’s name as well as the business providing compensation. Universities are allowed to redact personal information such as an athlete’s residence, phone number, email address and personal finances. It’s unclear whether personal finances includes the dollar value of the contract. The schools can appeal the decision to the Utah state courts.” Deseret News Attorney Jeff Hunt: “This will allow the public to better understand these deals and whether Utah’s universities are performing their public function in monitoring them for compliance with NCAA eligibility rules. The lawsuit against former Baylor Football HC Art Briles and former AD/current Liberty AD Ian McCaw has been dismissed, as have gross negligence claims against the university, but negligence and Title IX claims remain against Baylor. (link)

Cornell unveils plans for a $55M facility project that includes a new fieldhouse named after late supporter and former Board of Trustees chair Peter Meinig and rebuild of the Field Hockey facility. The 91K square-foot fieldhouse will include a full turf field, scoreboard and spectator areas that will allow Men’s and Women’s Lacrosse to compete indoors. To date, $32.5M has been raised and the university has partnered with donors on a $10M challenge match fund for gifts of at least $250K. Construction is set to begin next fall and open in 2026. Western Kentucky rolls out plans for a new 120K square-foot Fieldhouse and 15K square-foot press box. The Hilltopper Fieldhouse will include an 87K square-foot indoor training space, Baseball clubhouse, locker room, weight room and hitting facility, Esports venue, and more. The press box rebuild will begin after the football season and be ready for the 2024 season and the fieldhouse project will begin this fall and open in late 2025. K. Norman Berry Associates Architects and HKS Architects will assist with the project. AD Todd Stewart: “Situated between Houchens Industries-L.T. Smith Stadium and Nick Denes Field, this state-of-the-art facility will enhance every one of our sport programs. The indoor space will allow for year-round, climate-controlled training for all 16 of our programs and puts us in the best position, from a facilities standpoint, we have ever been in the history of WKU Athletics once it is completed!” (link)

Toledo has installed InFlow hydration testers at each urinal in the Glass Bowl locker room, allowing student-athletes to immediately see their hydration level. Football HC Jason Candle: “We always try and put things in front of our players to have healthy reminders of what needs to happen to play at your highest level. Hydration is such a big deal when it comes to prevention of injuries. What can we do to guard against something as small as cramps and as big as muscle tears? It’s a quick reminder and an instant response.” Asst. AD for Sports Medicine/Head Football Athletic Trainer Adam Barta: “We don’t have a whole lot of guys losing game time with cramping. The NCAA has published the legislative proposals that will be voted upon at the 2024 NCAA Convention. Included is an overhaul of the NCAA’s NIL policy, which includes a “centralized registry of professional service providers who provide or are seeking to provide services to student-athletes in a manner approved by the Board of Directors, or an entity designated by the Board;” disclosure of NIL agreements over $600 within 30 days of an agreement and include the name of involved parties, terms of the deal such as compensation, term length and services rendered and the terms of the agent’s agreement with a student-athlete; the publication of an aggregated NIL database and NIL education; and more. Other items of note include changes to the infractions process to “focus meaningful infractions penalties on the individuals responsible,” increasing the annual number of official football visits to 70 and eliminating unused visit and head coach change exceptions, changes to freshman eligibility requirements, increasing the number of equivalencies for STUNT from nine to 14 and more. The NCAA Softball Rules Committee approved 12 rule changes for the 2024 season. According to D1Softball, the rule changes will allow “both feet of pitchers to disengage from the playing surface during the delivery when pushing off the pitcher’s plate;” simplifying the definition of obstruction; expand video review to include tag-up plays, all home runs, catch/no catch and more; reduce the pitch clock time from 25 seconds to 20 seconds, which will require batters to be ready within 10 seconds and pitchers to pitch before time expires; require new venues to have a 200-foot distance in left and right fields; allow for a double first base; allow one-way communication devices and more.
