Baker’s Perspectives: 

+ NCAA President Charlie Baker responds to questions sent by U.S. Senator Josh Hawley (R-MO) regarding transgender student-athlete participation and accommodations at NCAA events, particularly how changing areas are set up. Baker explains that bathroom and changing rooms options are “specific for the sport and separately available to men and women are provided for each championship site. Specifically for the Division I Swimming and Diving Championships, single-person, gender-neutral options are also available for all participants.” Hawley also asked whether the NCAA has a policy preventing public opposition to its transgender student-athlete policy in light of accusations made by former Kentucky (DI) swimmer Riley Gaines, who has testified that student-athletes have been threatened with consequences for publicly exposing the NCAA’s approach. Baker responds that the NCAA has no such policy and notes the NCAA has never been provided details of such alleged threatening behavior but “stands ready to investigate any credible allegation.” (link, link)

+ NCAA President Charlie Baker tells CBS News he continues to worry about sports betting, particularly prop bets and the impact they can have not only on competition, but also the student-athletes. For instance, Baker paints a picture in which friends and classmates could try and compromise a player, saying something like: “What I'd really appreciate is if you could just miss your first couple of free throws this week – it won't affect the outcome of the game, but it would really help me.” The NCAA, Baker says, has been communicating with gaming firms to seek support for legislation that would create a "prohibited bettors list" of individuals who have a history of harassing coaches or players. “The challenge for us is going to be to do everything we can to educate student athletes and schools, so that people get a sense about what they need to do to stay out of trouble. And just as importantly, that if they do engage in some of this activity, it's gonna get discovered and it's gonna get discovered quickly." (link

CIAA Commissioner Jacqie McWilliams-Parker sits down with D2.ticker/Connect’s Anthony Grassi at the 2023 Women Leaders Convention to dive into the league’s HBCU GO media rights deal, conference championships and much more. The CIAA board was “not excited” about signing a decade-long media rights deal, but McWilliams-Parker notes: “I want some stability for this conference. For me, it’s a game changer in resources. It’s a game changer in networking and connections and relationships way beyond just the television and digital. … To have a relationship for that extent does seem like a long time, but we do have a partnership that allows us to review and evaluate in the first three years, next three years and the next four years.” On what the deal brings the league: “Most people who go with a media rights deal will say the revenue, but I will say what was most important to us as a conference is the exposure and opportunity that we would have to give all of our sports, specifically our team sports, the exposure that I feel like they well deserved as a Division II institution.” McWilliams-Parker noted the league will not dictate how members can spend that revenue, but a focus in year one will be upgrading equipment to create a consistent broadcast look. As the league goes out for bid in its football championships and other championships, McWilliams-Parker: “The piece that I want to make sure that wherever we go is that the local organizing committee or sports commission one, can give us a great facility so our student-athletes can compete, and two, that they engage the community because we do a lot of community impact. We do camps and clinics for football in the summer that they help us with the promotion of our championships and that they could help bring their community into our community.” More in the full conversation, only on Connect. The Broader Landscape:

+ While President Joe Biden “did not stake out specific positions on hot-button issues like NIL or whether athletes should be classified as employees and receive regular salaries” during yesterday’s roundtable discussion, Sports Illustrated’s Richard Johnson reports that “what was originally supposed to be a drop-in during the roundtable by the president ended up being about an hour spent with the players. After engaging them in the roundtable, Biden took them on a 20–30 minute tour of the White House, including the Oval Office.” Former LSU (DI)/Pittsburgh Steelers safety Ryan Clark: “I thought that his attention to what we were saying, and the passion that, whether it was Rod [Gilmore], Desmond [Howard], Kevin [Neghandi] showed for the young student-athletes was amazing. I think it was palpable and tangible in that room, and hopefully something comes of it.” Johnson also offers some notable context by pointing out that “it was the latest in a series of shows of support for the labor movement” for Biden, who “recently threw heavy support behind the United Automobile Workers during their strike, counting their new contracts, with large wage increases, as a political victory.” (link)

+ Disney CEO Bob Iger reiterates ESPN will move to DTC no later than 2025 and says: “We believe we have an opportunity to strengthen that hand even more by bringing in one or two strategic partners that can add either marketing support, technology support or possibly content support. Why not go out with a stronger hand, and that's what we've been considering. We've been in discussions with a number of entities. I don’t have anything specific to tell you right now except I think you can expect us to elaborate more on that sometime in the near future.” (link)

+ Chicago Federal Reserve President Austan Goolsbee believes a soft landing is still on the table as the Fed seeks to combat inflation without significantly hurting the economy. “Because of some of the strangeness of this moment, there is the possibility of the golden path…that we got inflation down without a recession. If that happened…it would just be a continuation of what we’ve already seen this year, which is unemployment up very modestly, while inflation has come down a lot. That’s our goal.” Goolsbee notes the fast inflation drop occurred in 1982 and says: “We’ll see what happens over the next couple of months. We might equal the fastest dropping inflation in the last century. So we’re making progress on the inflation rate.” (link)
