Delaware’s move to Conference USA is official and will commence on July 1, 2025. The Blue Hens will pay $5M fee to the NCAA. Notably: “The Blue Hens will compete in Conference USA in baseball, men’s and women’s basketball, cross country, football, men’s and women’s golf, women’s soccer, softball, men’s and women’s tennis, track & field, and volleyball. There will be clarity in the coming months on where the other seven programs will compete in the future.” (link, link)

More in D1.ticker tomorrow morning on reporting from Yahoo’s Ross Dellenger: “The Power 4 conference commissioners are in Washington D.C. today meeting with Congressional lawmakers in their first concerted effort *together* to lobby for a federal bill to govern college athletics.” (link)

Oregon State and Washington State “are in the final stages of striking a football scheduling agreement for the 2024 season that includes a lucrative financial package for [Mountain West] schools.” According to Yahoo’s Ross Dellenger, OSU and WSU and the Mountain West are “finalizing the long-talked about partnership with an announcement planned in the coming days. The agreement, for now just one season, is expected to include a fee of about $14M paid to the Mountain West. The alliance is built around what’s termed a ‘7+1’ format where Mountain West teams play seven conference games — not eight — plus one game against either Washington State or Oregon State. There is an option to extend the deal to the 2025 season as well. … While there is not expected to be a contractual requirement for a long-term merger between the two entities, there is an intent and understanding of full-time membership for OSU and WSU in the Mountain West or a merger.” MWC home games would be broadcast by current partners Fox and CBS Sports, while OSU and WSU are “likely to negotiate separate broadcasting agreements with those networks and potentially others to televise their own home games.” (link)

Meanwhile, the Washington Supreme Court grants emergency motion to stay the preliminary injunction granting Oregon State and Washington State full control over the Pac-12. Motions for the review will be briefed by December 12, per The Mercury News’ Jon Wilner. A statement from the 10 outbound Pac-12 members reads, in part: “The decision effectively ensures that all 12 current members will have an equal voice in determining how the revenue our schools earned this year is distributed and utilized while the Court considers our arguments. … The combined earnings of 12 schools should not be unilaterally governed by just two institutions while we all remain members of the Conference.” (link)

San Francisco men’s basketball student-athlete Rob Beasley has filed a lawsuit to “enjoin the NCAA’s denial of his transfer waiver,” per Kennyhertz Perry attorney Mit Winter, who adds: “The complaint alleges one cause of action, a violation of California’s unfair competition law. It’s a broad statute, but this is essentially an antitrust claim like the one many state AGs have been threatening the NCAA with. And SF Superior is notoriously plaintiff friendly.” (link); The suit alleges that after informing Beasley and USF that the waiver request was denied, the “NCAA case administrator further informed USF that USF would need to submit proof from someone at UC Davis that Plaintiff felt pressured to play, or a statement from a medical professional at UC Davis admitting that UC Davis could not provide sufficient care for Plaintiff’s medical needs. Such is not required by the NCAA’s rules. This appears to be an extra requirement made up to legitimize the NCAA’s refusal to grant a properly supported request for a waiver.” Full complaint. (link)

ECU Essentials…
+ Pirates AD Jon Gilbert says NIL funding likely needs to be at least $700K for football to keep pace with its peer institutions. “And I think from my chair, the biggest thing I can do is continue to advocate for NIL and how important those opportunities are because I’ve said a number of times we’re only as good as the players we have. If you look at the best teams in the country right now, you can argue they have the best coaches - I probably argue on the other side, that those teams have the best players.” (link, link)
+ Gilbert also addresses the progress on an indoor practice facility, which he expects to cost $22-25M, of which over $15M has been raised. “I feel good about where that is and we've got some significant ask out with donors to help complete that project. I think really if you look globally it's probably the last big piece from a facility standpoint that we need. … From that point forward you're focusing on renovations or upkeep, and so I think the indoor building is important, but I go back to we're only as good as the players that we have, and NIL is going to be really important in the type of roster we have next year.” He goes on to acknowledge that embracing the new NIL/transfer model is the key to sustained success, “and I hate that because that’s really not the collegiate model that I grew up with. And I've been in the business a long time, but if you really think about the model, we've changed in the last two years probably more so than we've changed in the last 20, and so you are seeing a lot of things that are happening that haven't happened before.” Full press conference. Disney CEO Bob Iger plans to spend the next year building a “modern version” of the company, and ESPN President Jimmy Pitaro reiterated the ESPN DTC launch is expected by 2025. Both were asked during a companywide town hall about the company’s search for partners for ESPN, and Iger noted that a partner or partners aren’t mandatory for ESPN’s future plans. “We could go it alone. We are fully prepared to do that. It would be a little more challenging if we did.” (link)

Robert Morris will rejoin the NEC as an associate member in football next season. Colonials AD Chris King: “The move to rejoin the NEC as an associate member in football restores longtime local rivalries with Duquesne and Saint Francis U as well as the NEC football playing members within our geographic footprint, which will have a positive impact on our scheduling and travel. For our long-term growth, the NEC is certainly the right move for our football program. We are excited about this next chapter and continuing the forward momentum of RMU Football." (link)
