We offer our deepest condolences to the UNLV campus community after three people were fatally shot and one was injured. The gunman was subsequently killed in a shootout with police on campus. The man suspected of carrying out the shooting was a professor who unsuccessfully sought a job at the school, according to the AP’s Ken Ritter and Rio Yamat. The identities of the victims have yet to be released. (link)

More from NCAA President Charlie Baker at the SBJ Intercollegiate Athletics Forum, where he acknowledged his new proposal stops short of classifying student-athletes as employees or sharing media revenue. “I don't think you can go down that road without creating really significant discrepancies around Title IX, which is a success. We should not turn it into something else. The second thing is schools fund their sports through a whole variety of means and mechanisms. And if some of them want to include that as part of the way they do it, fine. If some of them want to do it through donor contributions, fine. If some of them want to do it through some other mechanism, fine. The point here is let's figure out what we consider to be a permissive standard across DI to actually make it happen. … Now, the membership may say they don't want the subdivision, in which case everybody has the ability to do whatever they think makes sense. But this is an attempt to create a way to do what everybody says they would like to do, which is more for student-athletes than they do now in a way that is holistic and supports them.” (link); Baylor President Linda Livingstone also addressed the plan, saying: “If Congress sees us saying ‘hey, we want to benefit them more financially, but we believe keeping them from being employees helps us to support them in different ways and maybe better ways,’ I think we might be able to get some of that protection that probably we won’t get otherwise.” (link)

Reactions to Baker’s proposal continue from leaders around the industry via reporting from ESPN’s Dan Murphy. Nebraska AD Trev Alberts: “I mean, everybody hears the rumors: 'Well, XYZ school is spending this amount in NIL or this player's getting that. The reality is there's no uniformity in terms of the contracts. There's no transparency around it. So I think that would be wonderful. At the end of the day, what I think it'll do, though, is it allows institutions to make decisions on what they think is in their best interest.” Athletes.org’s Jim Cavale: “Football players create the majority of the value in college sports and that value gets distributed to fund other sports. The ways that the folks in the room choose to allocate sports revenue to pay athletes who play different sports is what we have to figure out. It's not a one-size-fits-all situation. [...] We've got to stop being scared, and someone has to step up and acknowledge the problem. The top leader in college sports did that this week. That's why this is a big deal.” More. (link)

Washington State AD Pat Chun during the SBJ IAF addressed the scheduling partnership with the Mountain West and said this will help WSU figure out if building out the Pac-12 is an option. If so, this “helps keep it alive and it also allows us to start working with the Mountain West, get to know them a little bit better. The reality is the instability all across college athletics and conferences is part of the challenge right now. … This is an opportunity for everyone on the West Coast to figure it all out. This is where we’re at today. We have a two-year grace period. Obviously, Washington State and Oregon State are going to pursue every option possible to stabilize our futures, and, you know, maybe one of them is to build out the Pac-12. And if that is, we’re keeping that option open.” (link)

Massachusetts AD Ryan Bamford says a conference move for football is not imminent but emphasizes the need to join a league. “It is very important to the health and ultimate success of our football program that we find a long-term conference home. We recognize that being one of three remaining Independent FBS programs is not sustainable. Accordingly, we are regularly evaluating conference opportunities that ensure both excellence for UMass athletics competitively and in the experience we provide to our student-athletes.” (link)

Oklahoma AD Joe Castiglione, UNLV AD Erick Harper and Iowa State AD Jamie Pollard discussed the proliferation of legalized gambling during the SBJ IAF on Tuesday, and Castiglione emphasized the importance of education, particularly as sports gambling becomes increasingly intertwined with entertainment. “People know they're not supposed to bet on their own sport. In all of sports, we've known that for a long time. But they don't necessarily look at all sports betting as anything but entertainment, and that's where we got to really balance the two.” Pollard agreed and told the panel: “I think of a young man that we had to let go. It was a 25-year-old first time staff member, and during that six-month sting (he) had bet $38K. Never had bet more than $2 at a time, was betting 200 $2 bets a day. If you talk to him, he would say, ‘I never slid any money in. I never put any chips in the middle of the table. I signed up for an account, and I put my bank account on it. It's like a video game. As you look at your texts or your Instagrams, that's what I was doing. I was answering yes or no questions, and AI is back at you because it sees your tendencies. So, then it asks you, 'Do you want to bet on this or you want to bet on that?' Before you know it, you've done $38K worth of betting.’ It became really clear to me that it's a big time addiction. It's no different than drugs or alcohol.” (link)

Gaming commission officials in multiple states are investigating last month’s UNLV-New Mexico football game due to suspicious betting activity against the Lobos, Action Network’s Brett McMurphy reports, noting that the Rebels opened as a 10.5-point favorite, but “by kickoff six days later, UNLV had ballooned to a 16.5-point favorite.” The alert that was sent out was triggered by a “large U.S. sportsbook that first identified” the suspicious activity, and sources tell McMurphy one red flag involved the number of new accounts being created with the sole purpose of wagering on this particular game. UNM AD Eddie Nuñez tells McMurphy he was made aware of the situation by U.S. Integrity. “The whole staff was adamant they didn’t see anything (suspicious regarding players’ performances). … I want people to understand — whatever happened, we are not associated with it. We looked around and looked into it, and there was nothing different (than any other game), except getting our ass kicked.” (link)

San Diego State is reducing season football ticket prices for next season by 20%. Additionally, ticket prices have also been lowered for seats on Snapdragon Stadium’s east side, which was where most seats went unsold last season. Aztecs Deputy AD of Research, Innovation & Strategy Chuck Lang: “We want to drive people to sit over there. We also want to find the balance between revenue and attendance. … With the attendance being down, we wanted to make sure that we’re listening to people on what they said, and we’re clear that they’ve talked with their pocketbook.” The San Diego Union-Tribune’s Kirk Kenney notes season ticket sales have fallen from 15,973 in the 2022 debut to 10,718 last season. Kenny reports 2024 season tickets will now cost between $200 and $1,200, down from the $250 to $1,500 range in those areas last season. (link)

Southern Illinois has launched the $100M Salukis Unleashed revenue enhancement plan. The 10-year initiative includes plans for fundraising and other revenue source increases and focuses on facility upgrades and enhancement of the athletic department’s footprint on campus. Priorities include the following projects: a basketball practice facility; an indoor football practice facility and new locker room space for both the home and away teams; an enhanced baseball clubhouse and training facility, including an indoor hitting facility; a new stadium for women’s soccer; a golf practice facility; and upgrades to Lingle Hall, Banterra Center, Charlotte West Stadium, and Shea Natatorium. Boston U announces plans to renovate the Case Center and Walter Brown Arena after receiving a pair of lead-gift commitments. Alumni Larry and Debi DePaulis have agreed to make a “sizable investment” for Walter Brown Arena, while alumnus Ike Brown and his wife, Candy, increased their previously announced gift for the men's basketball project. Walter Brown Arena enhancements will include a new locker room, team lounge and coaches' offices, as well as a center-hung Daktronics video board. Case Center upgrades will feature a newly renovated locker room, lounge, nutrition station and recovery space. (link)

Collegiate Consulting in the past 12 months completed 57 projects across 43 institutions and conferences, surpassing the 55 projects the firm completed in 2022 as well as the 50 projects it completed in 2021. Broken down by type, in 2023 it completed 10 conference realignment studies; 10 divisional feasibility studies; nine support service projects as part of reclassification; seven sports feasibility studies; five conference projects; five departmental searches; four Strategic plans, four compliance/Title IX/gender equity reviews; two conference surveys and a media assessment. Projects have included assisting Kennesaw State in its move to FBS and Conference USA, assisting Le Moyne with its move to DI and the NEC, and West Georgia receiving an invitation to the ASUN. (link)

+ NCAA President Charlie Baker made his first public remarks since issuing yesterday’s memo, saying during the SBJ Intercollegiate Athletic Forum: “The proposal that I made yesterday was kind of an amalgamation of a bunch of different thoughts and observations and approaches. For me, this is a conversation we need to have and now we need to actually have it. … We need to anticipate where conversations are going and to try and get this big, huge, diverse, 180 committees and like 2000 members, to a place where they're talking about stuff that's coming and not just reacting and responding to other people's agendas. … By the end of the year, we'll see what happens in December and January, but I believe by the end of the year we're going to have policies in place brought to and voted by the DI Board around consumer protections for student athletes.” On the $30K trust fund included in his proposal: “That's a permissive standard, it's a standard designed to establish the minimum. People can do more and people who don't want to be in this division can do pretty much whatever they want." Also from Baker: “I want a little antitrust exemption. I just want something that the NCAA and federal government agree that we are allowed to actually have an actual standard." Is the proposal a repeal of pay-for-play? “I guess my answer would be no.”
+ Baker also addressed other topics, noting that “in the NIL space and other spaces, part of the reason why we're talking to Congress is the ability to codify something to say that yes, the NCAA is membership based and they should be able to actually do their job. … There is a difference between the top 100 schools in terms of resources in DI and the other 250. And what happens is the NCAA ends up in one of these collisions that takes place. …. This stuff really matters. SBJ’s John Ourand believes incoming College Football Playoff Executive Director Richard Clark’s “first order of business has to be figuring out a new media rights deal, and that's not going to be so easy, especially in the next two years when ESPN holds the exclusive rights to the semis and to the finals. What's going to convince Amazon or NBC or Fox or whoever to even pay for a quarterfinal game if they have no hopes of getting the championship game or the semi-final game? And this is the problem that they're running into, and it's one of the reasons that the whole sports rights marketplace has been tightening. Networks are making their decisions now based solely on leverage with cable and satellite operators. So, let's take Fox. Fox already has deals with the Big Ten, the Big 12. Adding a couple more CFP quarterfinal games does nothing to increase their standing with distributors. Digital players like Amazon have shown that they have really no interest in these one-off events. It has to be sort of a longer term thing like Thursday Night Football. Early reports, as we said, showed a lot of tepid interest. I don't know what they have to do in order to drum up more interest. It might be as simple as doing a sweetheart deal with ESPN for the next two years…but it’s item No. 1 and he’s coming in at the tightest the sports marketplace has been since I’ve been covering this.” (link)

U.S. Senators Chris Murphy (D-CT) and Bernie Sanders (I-VT) are reintroducing their bill that would amend the National Labor Relations Act to define any college athlete as an employee of their college if they receive direct compensation from their college, USA Today's Steve Berkowitz reports. The bill would also allow student-athletes to collectively bargain. Congressman Jamaal Bowman (D-NY) has introduced companion legislation in the House of Representatives. (link); The reintroduction includes endorsements from the MLBPA, NFLPA, NBPA, NHLPA, and MLSPA in support of college athletes becoming employees and being allowed to unionize, according to Front Office Sports’ Amanda Christovich. A joint statement from the unions reads: “Collective bargaining has immeasurably benefitted the workers we represent and professional sports as a whole. The same result is achievable at the collegiate level, and we applaud Sen. Murphy for his continued efforts in support of organizing and collective bargaining.” Christovich: “While these labor unions are now taking a position on NCAA athlete employment, they have so far had no involvement in organizing or advocating for the cause.” (link)

The DI overall single-cohort GSR rose from 90% to 91% in 2023. The figure reflects graduation numbers among student-athletes who entered college in 2016. Per the NCAA: “Since 2002, significant gains have been demonstrated within all student-athlete sport subgroups, with notable increases in baseball, football, wrestling, and men's and women's basketball. Baseball student-athlete graduation rates have increased from 66% to 91%. Football Bowl Subdivision rates have increased from 63% to 84%, while Football Championship Subdivision rates have increased from 62% to 80%. Men's basketball rates have increased from 56% to 86%, and women's basketball rates have increased from 80% to 93%. This year, all women's sports recorded a rate of 92% or better, with field hockey, gymnastics and lacrosse all earning a 98% GSR.” The overall GSR for men was 87%, compared to 95% for women. Meanwhile, the federal graduation rate (FGR) for student-athletes was 69% for all student-athletes, equal to the FGR for the student body. The FGRs for male and female student-athletes were 63% and 75%, respectively, compared to student body FGRs of 66% and 72%, respectively. (link); Full report. (link)

Texas and Oklahoma have agreed to extend their contract with the Cotton Bowl through 2036, and ESPN’s Dave Wilson reports Dallas has agreed to $140M in renovations for the stadium. Concourse rendering inside. (link); Improvements to Cotton Bowl will include widening concourses and adding escalators, increasing fans' comfort level while entering and exiting the stadium, renovations to concessions and restrooms, and increasing the number of hospitality areas and premium environments. A former FIU Softball HC committed recruiting violations by impermissibly contacting three recruits during the COVID-19 dead period, according to a decision released by the Committee on Infractions panel, which found the coach violated head coach responsibility rules due to her personal involvement. The panel also concluded the coach violated ethical conduct rules by instructing a student-athlete to provide false and misleading information and by being untruthful during the investigation. The COI panel classified the case as Level I-aggravated for the head coach and, in addition to penalties agreed to by the school in June, has prescribed a three-year show-cause order for the head coach.
