The DII Presidents Council and Management Council approved a number of recommendations this week. In their final meeting, the Presidents Council approved the new triennial budget recommendations for championships, which includes $1.3M for enhancements and expanded postseason fields for Field Hockey, Men’s Lacrosse, Women’s Lacrosse, Women’s Golf and Women’s Track & Field, allocated a $4.4M FY23 budget surplus that will see around $13,500 distributed to each member and sponsored a 2025 NCAA Convention proposal to eliminate certain qualifiers for two-year college transfers. Effective next month, the new 14-member DII Executive Board will take over, with Texas-Permian Basin President Sandra Woodley serving as vice chair. Management Council approved removing cannabinoids from the drug testing list at championships, changes to sports gambling reinstatement guidelines, add a second student-athlete representative to the Championships Committee and Legislation Committee and a mental health hardship waiver pilot program through 2024-25. In his first address at the NCAA Convention, President Charlie Baker outlined goals for growing the college sports fanbase, addressed sports wagering issues and student-athlete wellbeing, and expanded on his recent player compensation proposal, among other talking points. Baker noted there was “overwhelming interest” in his suggested framework for a new subdivision and explained: “I worked in government for a long time and in government you set the table, right? You file a bill. You don’t expect to get it back the same way you file it, you don’t think it’s written on a stone tablet. It’s a place to start.” While that iterative process could begin at any point upon the Board of Directors’ request, Baker noted “the big issue that hangs out there is this whole question about employment. And there’s no doubt in my mind, a lot of these schools would do a lot more for their student-athletes if it was done under some framework that looked more like a contractual relationship and less like an employment one.” On the sports betting front, Baker announced the NCAA is partnering with Signify, which works with the NBA and WNBA players’ associations, to identify threats. “Basically tracks ugly, nasty stuff, that’s being directed at people who are participating in their tournaments and we’d use it the same way. And it can shut it down or basically block it. And in some cases even track back to where it came from.” Baker also revealed the NCAA has retained Kraft Analytics Group to help build a database of college sports fans that he hopes will reach 25M in a few years. “I want it to be flexible and sophisticated enough that we’ll know what teams you like, what sports you like, where you live and if there’s a game of interest going on anywhere near you, we’re going to let you know. More from Baker on the NCAA’s partnership with Kraft Analytics Group (KAGR): “With their help, we're going to build one of the largest college sports fan databases in the country, and possibly the largest women's sports fan database in the world. We should be able to provide timely, useful actionable information to college sports fans about the team, conferences and championships and sports they're interested in on a personalized basis.” KAGR CEO Jessica Gelman adds: “I think, for what they're looking for, and the complexity of what they're trying to do, we really uniquely have the skill set and the prior experience to support this focus on the fan. We like to think of ourselves as the ‘hub of the fan experience’ in helping to connect fans with the things that they care about. And I might argue that I'm not sure if there's anything that people care about more than the colleges that they went to, that they support, or that are in their community.” (link)

The NCAA Board of Governors approved an updated version of the Mental Health Best Practices document that all member schools will be required to follow, effective August 1. The new iteration includes “emerging information about the intersection of mental health and sports betting, social media, corruption in sport, suicide contagion, and name, image and likeness. The document also details specific considerations for student-athletes of color, LGBTQ student-athletes, international student-athletes and student-athletes with disabilities.” The board also received an overview of the 2022-23 Campus Sexual Violence attestation process and final reporting of member schools' completion. Schools that fail to meet the NCAA policy are prohibited from hosting any NCAA championship competitions for the next applicable academic year (2024-25). The schools that failed to attest will be publicly listed on the NCAA's Campus Sexual Violence Attestation Form webpage by Feb. 15. (link)
