Baylor President Linda Livingstone sits down with Fox Sports/Connect's Bryan Fischer at the 2024 NCAA Convention to discuss the latest from the Board of Governors, which she chairs, President Charlie Baker's student-athlete compensation proposal, NCAA legal matters and more. Livingstone says of the process leading up to the release of Project DI that Baker did a lot of work with his staff thinking through the options and the feedback the NCAA was receiving from within its membership and from Congress. “He and I had some high-level conversations about it. He ran preliminary thinking about it by the Board of Governors and buy the Division I Board, so we provided some input and perspectives and you saw some adaptations of it happened through that and then again because it is really intended to be something that generates conversation, and discussion is not intended to be a final, finished product. I think that makes it easier to roll it out too because it doesn't have to be perfect and it can begin the conversation and that’s certainly happening.” Livingstone notes NCAA leaders heard from Congress that the association needs to fix as many of its own issues as possible, which she notes has led to several progress on several fronts; however, “there’s some things we can’t do on our own around employment, around special status for student-athletes, around state preemption and some other things. So, we're willing to do these things, we can, we have done them independent of what Congress does. So, now can you help us in areas that only Congress can?” Livingstone says the NCAA is “cautiously optimistic” that Congress will address the issue but acknowledges it likely needs to be in the spring or summer before focus turns to the general election. “There’s clearly individuals from both parties in both houses that are interested. NCAA VP of Enforcement Jon Duncan joined Fox Sports/Connect’s Bryan Fischer from the 2024 NCAA Convention to offer his perspective on the current state of enforcement, particularly as it relates to NIL infractions, tampering and the trends in NIL cases. Duncan also outlines topics NCAA enforcement does not handle, what discussions are like internally and externally in infractions cases and lots more. Duncan notes over half of infractions cases are NIL or NIL-adjacent, when excluding Level III violations, and the duration of average cases falling by more than two months. On the removal of a rebuttal for head coach responsibilities, Duncan notes that has saved time in the process and will hopefully create more accountability: “The thought was to continue to drive home for head coaches that there is accountability for the people who report to you directly or indirectly and so set the tone, promote an atmosphere for compliance, monitor your direct and indirect reports because it means something to you and this is just another step in that same direction.” The enforcement staff is almost full, with just one departure in the 2023 calendar year. New Lubbock Christian AD Andrew Sorrells joins the LCU Coaches Show to talk about his priorities for year one, his development to becoming an AD at 27 years old and more. Stepping into the chair, Sorrells credits his student-athlete experience at Texas Tech (DI) and serving as the GM for the TTU-aligned Air Raiders TBT team with learning about the industry at a high level, discipline and having to do a bit of everything, adding: “You get all sides of it, but then you also realize, there's a lot that goes into it. That's the same deal as an athletic director. There's a lot that goes into it and you don't know until you get in that position, but to oversee all these sports, it is a lot. It's a big responsibility, but it's also good to know that it's on my watch, that I'm comfortable that if things are going wrong, it's on me.” In his first year, Sorrells plans to spend a lot of time listening and working to develop resources. “I think there's a lot of people willing to step up and support our values for LCU. And so I would say year one, for sure and probably every year, resources are going to be a main focus because one that impacts winning, two it enhances the student athlete experience and three it's just what we have to do to stay competitive.” (link)

With in-person and mobile sports gambling now live across North Carolina, 10 UNC System athletic departments, including Elizabeth City State, Fayetteville State, UNC-Pembroke and Winston-Salem State, will split 20% of the yearly tax revenue, in addition to a $300K annual guarantee. Further, the state legislature will provide $1M this fiscal year and $700K next year for each institution as revenue ramps up, with UNC-Pembroke AD Dick Christy telling WUNC’s Mitchell Northam these funds will largely go to backfill lost revenue. Looking ahead, Christy states this revenue will be critical given the limitations on athletic fees and the changing nature of higher education: “It’s game-changing for us. It's not exaggeration to say we were really running out of options on how to sustainably fund athletics in the state of North Carolina. […] Without some legislative change to allow for other resources to support athletics, I mean, it's been a number of schools that have been forced into a position where they've tried to reduce their number of sport offerings. That's not because we don't love athletics; that's because there's just not a sustainable way to fund it under the existing funding model. So, this was just a huge, huge example of leadership and hand holding across the aisle, and the UNC System working with the legislature. We’re so appreciative that they saw the need, executed the economic impact study and said, ‘Okay, yeah, this makes sense and this is where we need to invest right now.’” (link)

Montevallo inks a 10-year naming rights partnership with Central State Bank to rename the McChesney Student Activity Center, starting February 1. CSB CEO Mitt Schroeder, who serves on the UM Foundation Board: “The University of Montevallo's contribution to Shelby County and surrounding areas have been felt for generations in the past and will be felt for generations to come. After rumors of his departure, Fort Valley State Football HC Shawn Gibbs will remain with the Wildcats and has signed a contract extension. AD Renae Myles Payne: “Our discussions regarding the extension began following our historic victory in the Florida Beach Bowl. Despite enticing offers from other institutions seeking his expertise, Coach Gibbs has chosen to stay with us, reaffirming his commitment to our Wildcats. … He has proven time and again that he is the ideal fit for our institution and we are confident that he will continue to “Elevate the G.R.O.W.L” in 2024.” (link)
