GNAC Commissioner Dave Haglund will retire this June after a dozen years leading the league. Northwest Nazarene President/Immediate Past Chair of the GNAC CEO Board Joel Pearsall: “Dave has been a model for commissioners of athletic conferences across all NCAA divisions. Commissioner Haglund’s attention to detail, forward-looking focus, integrity, humility, and genuine care for the well-being of all GNAC student-athletes across the span of his service as GNAC commissioner has been unmatched – and this is why many of the GNAC athletic directors and presidents have opined that Dave is one of the best commissioners all of NCAA Division II. Every GNAC institution and its student-athletes owe a huge debt of gratitude to Dave for his exceptional service over the past 13 years.” (link)

Johnson C. Smith selects City of Selma Director of Parks and Recreation Denisha Hendricks as its next AD and Visiting Associate Professor of Sport Management, effective May 1. Hendricks previously served as AD at Chicago State (DI) and Kentucky State. (link)

The NCAA aired a new PSA during the pregame for last night’s Super Bowl, utilizing commercial inventory that had previously been used to promote March Madness, per SBJ’s Ben Portnoy. This year, the association chose to tout its recent efforts, as NCAA SVP of Business Performance Brian Higgins tells Portnoy: “We thought with all the other things we were doing in the national office — to do more for our student-athletes and hopefully change some of the image of the NCAA — that it would be a better use of that 30-second spot to talk about the holistic student-athlete model and the mental health services that are going to be available for students.” (link)

At UW-Eau Claire, Black men who are student-athletes have a retention rate in the 90% range, while those of the same group who aren't athletes have a retention rate in the 70% range. The shortened two-year bidding window for NCAA championships led to the Greater Raleigh Sports Alliance to present bids largely for sports it has hosted in the past, namely men’s basketball, College Cups, golf, gymnastics and the DII College World Series. The News & Observer’s Luke DeCock notes there have been talks about the GRSA presenting bids to host other events, including wrestling, a volleyball regional and the Frozen Four. GRSA Executive Director Scott Dupree: “I’m pretty confident we would sell out (wrestling) and make it a successful event. I just think it creates potential complications. We decided to focus on men’s basketball. I know we’ll look at wrestling again next time. … I can’t say it for certain, but I can say it with a good deal of confidence, a lot of these decisions would have been made differently in a four-year window. That would have given us, in a big-picture kind of way, a lot more flexibility, a lot more options. In a four-year window, our final bid package would look different. I couldn’t tell you exactly how, but different.” (link)

Utah Congressman Jordan Teuscher (R-South Jordan) has introduced HB202, which would establish guardrails around NIL by establishing current NCAA guidelines as state law, require student-athletes to disclose deals worth $600 or more to their schools and prohibit deals promoting adult entertainment, alcohol, tobacco and other industries. Teuscher says he “goes back and forth” over whether the deals should be made available for public records requests, adding: “I guess the bottom line for me is I’m not convinced that there’s really a public need for the public to know how much these athletes make. Like, why does it matter?” First Amendment attorney Jeff Hunt believes they should be public records because there is compelling interest for government compliance oversight. “If government is going to get into the business of reviewing NIL agreements to make sure that they comply with NCAA eligibility requirements and that they don’t run afoul of all these prohibited transactions in the bill, then there needs to be some oversight of that compliance function.” The public, he adds, currently has “oversight over all regulatory functions in the state of Utah.” (link)

NCAA President Charlie Baker and Ohio Governor Mike DeWine are calling on lawmakers in the state to ban prop bets involving the performance of collegiate athletes. DeWine says in a release: “One year into sports gambling in Ohio, we have seen a marketplace develop where a number of bad actors have engaged in unacceptable behavior by making threats against student-athletes in Ohio and across the country. By amending rules to focus bets on the team and away from individual athletes, I believe we can improve the marketplace in Ohio and better protect student-athletes from unnecessary and potentially harmful threats.” Baker adds: “Sports betting without appropriate controls poses real risks to the well-being of student-athletes and to the integrity of collegiate competition – risks which are heightened by individual prop bets.” If the request is approved by the Ohio Casino Control Commission, the following would also be prohibited: “Any full team proposition bet on a sporting event governed by the NCAA that, while not based solely on an individual, would on average depend 50% or more on the statistical performance of one or two athletes on the team to determine the outcome. For example, whether Team A will gain over 200 passing yards in a football game would predominantly rely on the quarterback’s yardage, likely over 50% dependence.” (link)

ESPN’s Outside the Lines zeroes in on the meteoric rise of sports gambling since 2018, during which time advertising spend on the industry has increased from $22.9M per year to $360M per year as the number of states to legalize sports betting has increased from four to 40. U.S. Congressman Paul Tonko (D-NY) would like to explore a prohibition on advertising aimed at more vulnerable populations, much like the limits that have been placed on the tobacco industry. “I think we need to take a closer look at this because it could be a public health crisis that grows in tremendous dimension.” American Gaming Association President/CEO Bill Miller disagrees that gambling poses a type of public health crisis. “I think that we are facing is a migration of the American sports bettor who had no legal opportunities to bet on sports into the safe regulated marketplace.” (link)

In a 60 Minutes piece on sports gambling, gambling addiction therapist Harry Levant says some of his patients are college students who have gambled away their federal student loan money. "I have patients who gamble in the shower. I have patients who gamble before they get out of bed in the morning. I have patients who gamble while they are driving. There are no guardrails.” Levant has partnered with Northeastern (DI) law professors Dick Daynard and Mark Gottlieb, who are preparing to take on the gambling industry in court. Daynard, one of the architects of the first major lawsuits against tobacco companies, says of the similarities between the gambling and tobacco industries: “We’re dealing with addictive products. We're dealing with an industry that will still defend itself sometimes on the basis that it's really the smoker who's making the choice. We have that exactly with a gambling industry.” The group in December filed lawsuits against DraftKings for deceptive advertising and is calling on Congress to control the way gambling products are promoted.
