NCAA VP of DIII Louise McCleary sits down with D3.ticker/Connect’s Anthony Grassi at the 2024 NCAA Convention to discuss the state of the division, the vote around the philosophy statement, priorities for additional funds from media deals and spending down reserves and lots more. As the division spends down its reserve and will receive more revenue from escalators in the CBS/Turner deal and the new ESPN media deal, priorities include a mental health app for all student-athletes, more streaming of NCAA championships and “how do we enhance production beyond our championships and semifinals on .com? How do we get our quarterfinals and first and second round without it being a burden for our host institutions or without necessarily having a paywall immediately?” and addressing athletic training and sports communication crises, noting the emphasis is on non-inflationary items that will allow the division to grow responsibility with an important budget planning process for FY25 and FY26. On the philosophy statement, McCleary notes the key is for it to reflect the needs of student-athletes today. “We need to have this conversation about primarily a four-year undergraduate experience and the financial aid. At the end of the day, it may allow for greater conversations. We've been having this conversation about athletics leadership and being able to provide some type of grant for 12 years, but it's never bubbled up either from two conferences or 20 institutions to actually come for a vote. So does adjusting our philosophy change? Will it come faster now? I don't know that answer, but I think our membership, at least the ones that completed the surveys and provided the feedback, said let's not take it from a you can't do this, but let's allow that debate and discussion knowing that at the end of the day every single one of our institutions and conferences get a vote and they will ultimately decide the direction of the division.” Lots more only on Connect. The NCAA aired a new PSA during the pregame for last night’s Super Bowl, utilizing commercial inventory that had previously been used to promote March Madness, per SBJ’s Ben Portnoy. This year, the association chose to tout its recent efforts, as NCAA SVP of Business Performance Brian Higgins tells Portnoy: “We thought with all the other things we were doing in the national office — to do more for our student-athletes and hopefully change some of the image of the NCAA — that it would be a better use of that 30-second spot to talk about the holistic student-athlete model and the mental health services that are going to be available for students.” (link)

At UW-Eau Claire, Black men who are student-athletes have a retention rate in the 90% range, while those of the same group who aren't athletes have a retention rate in the 70% range. NCAA President Charlie Baker and Ohio Governor Mike DeWine are calling on lawmakers in the state to ban prop bets involving the performance of collegiate athletes. DeWine says in a release: “One year into sports gambling in Ohio, we have seen a marketplace develop where a number of bad actors have engaged in unacceptable behavior by making threats against student-athletes in Ohio and across the country. By amending rules to focus bets on the team and away from individual athletes, I believe we can improve the marketplace in Ohio and better protect student-athletes from unnecessary and potentially harmful threats.” Baker adds: “Sports betting without appropriate controls poses real risks to the well-being of student-athletes and to the integrity of collegiate competition – risks which are heightened by individual prop bets.” If the request is approved by the Ohio Casino Control Commission, the following would also be prohibited: “Any full team proposition bet on a sporting event governed by the NCAA that, while not based solely on an individual, would on average depend 50% or more on the statistical performance of one or two athletes on the team to determine the outcome. For example, whether Team A will gain over 200 passing yards in a football game would predominantly rely on the quarterback’s yardage, likely over 50% dependence.” (link)

ESPN’s Outside the Lines zeroes in on the meteoric rise of sports gambling since 2018, during which time advertising spend on the industry has increased from $22.9M per year to $360M per year as the number of states to legalize sports betting has increased from four to 40. U.S. Congressman Paul Tonko (D-NY) would like to explore a prohibition on advertising aimed at more vulnerable populations, much like the limits that have been placed on the tobacco industry. “I think we need to take a closer look at this because it could be a public health crisis that grows in tremendous dimension.” American Gaming Association President/CEO Bill Miller disagrees that gambling poses a type of public health crisis. “I think that we are facing is a migration of the American sports bettor who had no legal opportunities to bet on sports into the safe regulated marketplace.” (link)

In a 60 Minutes piece on sports gambling last night, gambling addiction therapist Harry Levant says some of his patients are college students who have gambled away their federal student loan money. "I have patients who gamble in the shower. I have patients who gamble before they get out of bed in the morning. I have patients who gamble while they are driving. There are no guardrails.” Levant has partnered with Northeastern (DI) law professors Dick Daynard and Mark Gottlieb, who are preparing to take on the gambling industry in court. Daynard, one of the architects of the first major lawsuits against tobacco companies, says of the similarities between the gambling and tobacco industries: “We’re dealing with addictive products. We're dealing with an industry that will still defend itself sometimes on the basis that it's really the smoker who's making the choice. We have that exactly with a gambling industry.” The group in December filed lawsuits against DraftKings for deceptive advertising and is calling on Congress to control the way gambling products are promoted.
