The College Football Playoff has agreed to a six-year, $1.3B per year extension with ESPN that will run through 2031-32, per The Athletic's Andrew Marchand, Nicole Auerbach, Stewart Mandel and Chris Vannini. Up from the $608M per year deal under the four-team playoff, the quartet note: “The full contract’s completion is still contingent on CFP leaders finalizing details of the expanded format in the wake of the implosion of the Pac-12. The CFP’s management committee and board of managers have meetings scheduled for next week and continue to work through the complicated process of settling their outstanding issues. The ESPN deal will not be ratified until the commissioners and presidents vote on the structure and financials of the expanded CFP. [...] Over the course of the contract, ESPN will have the ability to sublicense games, meaning another network or digital player could air Playoff games, but it would be at Disney-owned ESPN’s discretion.” (link); More Marchand: “One thing to note: The jump from $608M to $1.3M is not apples and apples, because we don't know yet how much ESPN will pay for the eight in total first round games over the next two years before extension. Yahoo’s Ross Dellenger gets a feel for how the Power 4 leagues are working together since the announcement of the SEC-Big Ten joint advisory group, and ACC Commissioner Jim Phillips tells him: “I trust Greg and Tony and what they’ve said. I’m not paranoid about this, that it’s a sinister movement.” Big 12 Commissioner Brett Yormark adds: “If Tony and Greg want to go into a deeper think tank with their key stakeholders about the future of collegiate athletics, there’s no pride of authorship here as long as that communication continues at the rate it’s been. I really don’t think about this as an opportunity for them to move in a different direction.” AAC Commissioner Mike Aresco is similarly optimistic that a breakaway is not in the works: “They’d create a lot of controversy. I think they would invite tons of congressional scrutiny.” Meanwhile, the Power 5 leagues continue to push for expanding the NCAA Men’s Basketball Tournament. Yormark tells Dellenger: “I want to see the best teams competing for a national championship, no different than (the Big Ten and SEC) want to see in football. I’m not sure that is currently happening.” What exactly that expansion looks like remains to be seen, and Phillips remarks: “We talked with President Baker specifically about the basketball tournament and that we do expect and want a holistic review of the tournament. As it relates to value and contribution, I think we all believe that’s important and should be considered.” More. (link)

The legal teams for the NCAA and attorneys general of Tennessee and Virginia were back in the courtroom today arguing over a preliminary injunction that would suspend the NCAA from implementing its NIL rules, and the Knoxville News-Sentinel’s Tyler Whetstone reports the states reiterated their argument that prohibiting student-athletes from having an NIL offer in hand before deciding which school to attend suppresses their value because they are not able to compare bids, and once they've signed with a school the athlete has lost nearly all of his leverage. [U.S. District Court Judge Clifton] Corker was, per Whetstone, “unimpressed with that argument when he ruled against the states’ request for a temporary restraining order Feb. 6, though he seemed more open to it Tuesday, suggesting that he thought students don't incur harm when they're not able to negotiate as defying common sense.” Corker did not immediately issue a decision. The 10 outbound Pac-12 schools will likely still play in bowl games with Pac-12 tie-ins for the next two seasons, according to Action Network’s Brett McMurphy. Exactly how it would work remains to be seen, but McMurphy notes that “one possibility would be allowing the bowls to pick a bowl-eligible team based on the bowl’s selection order without regard to the win-loss records, sources said. That could allow a Pac-12 bowl to select a 7-5 current or former Pac-12 team over a 10-2 team. Current bowl contracts with conferences don’t allow bowls to skip over teams in the selection process with at least two fewer wins.” Moving forward, a source tells McMurphy “there has to be some realignment of the bowls (in 2024 and 2025); something has to happen,” a source said. “At some level, there has to be some degree of cooperation by the displaced bowls and the Pac-12. A shared agreement has to happen.” (link)

The Atlantic Sun has suspended an official for the rest of the regular and postseason following his involvement in an in-game dispute with Jacksonville Men’s Basketball HC Jordan Mincy. The official ejected Mincy just minutes into Jacksonville's game vs. North Alabama and reportedly used an "offensive slur," Mincy told the Florida Times-Union, though he did not specify exactly what was said. He did explain, however, that “it’s why I reacted the way I did. But JU and [Dolphins AD] Alex [Ricker-Gilbert] had my back and the ASUN has dealt with it. We're going to move on." The league has yet to announce the name of the official who was suspended. (link)

SBJ’s Brett McCormick breaks down some of the challenges associated with Army West Point’s renovation of Michie Stadium, starting with the complexities of raising money for capital improvements. Black Knights AD Mike Buddie notes that at “most places I’ve been, there is some formula that if you have 25% in hand and 80% pledged, you can go ahead and start.” At West Point, McCormick points out that “100% of the money for a facility project had to be raised by donors and the athletic department before it could commence. Not one penny of government money would go to the Michie Stadium project.” There has also traditionally been a cultural roadblock to fundraising at Army, where the thinking had been “if the government thinks we’re raising a ton of money, they’re not going to give us money,” Buddie adds. Further complicating the renovation is the fact that West Point is an active military installation, meaning the upgrades have to be made to resist progressive collapse, a blast-resistant type of construction required for any army base project. Further, every worker would have to pass a background check, which could be problematic for some contractors and subcontractors. McCormick also points out that “government reviews throughout the project were more rigorous than they would be with a typical municipality, and the bureaucracy involved can also slow down projects.” More. The use of helmet communication and tablet tech during bowl season generated “nothing but terrific feedback,” according to NCAA National Coordinator of Officials Steve Shaw, and The Athletic’s Chris Vannini notes the “NCAA Football Rules Committee meets at the end of February and could come out of that meeting with proposals to allow permissive use of both pieces of tech, meaning whoever wants to use them could use them.” Vannini also reports that Riddell, which makes the helmets for 87% of college players, has indicated it has and will assist in the process of approving devices. Per a statement from the company: “Riddell’s assistance will include, among other things, a preliminary evaluation of a coach-to-player communication device sample to review the form factor and installation possibilities. If the device can be placed in a helmet without compromising protective performance or impeding the existing technologies embodied in the headgear, it will be up to the provider to then deliver additional units to Riddell. The provider will also be responsible for paying associated fees related to the additional testing necessary to readying and certifying the helmet for on-field use.” The next step will involve codifying specific rules, such as a shut-off time on the helmet devices, the number of devices allowed and the type of images permitted on tablets. Former Northwestern Football HC Pat Fitzgerald is seeking a December trial for his wrongful termination suit against the school, “primarily because Fitzgerald wants to avoid sitting out a third season before coaching again and the date the judge had proposed is April 2025,” according to ESPN’s Adam Rittenberg. Fitzgerald’s attorney, Dan Webb, remarked following a virtual hearing today: "I'm told by experts that if he misses that third season, then it's going to have a severe impact on his ability to ever get a chance to get any kind of comparable coaching job. It's just the way football coaching [hiring] works. Football coaching decisions are made by teams in December, so in December of 2024 and January 2025, there will be decisions made on who's going to coach in the 2025 season.” Northwestern attorney Reid Schar contends a December trial is untenable due to the large number of discovery documents and adds: "Ultimately, the plaintiff chose to bring this case. The plaintiff…ultimately could not resolve it ahead of bringing this. He has chosen to pursue this litigation. And so, we have to pick a schedule that's actually achievable, not one that's defined by what he might want to do with the rest of his life but one that's actually achievable and fair to both parties, not just what he wants." Texas Tech student-athletes have earned $14M in NIL compensation since its inception, according to Red Raiders AD Kirby Hocutt, who says: “Think about how that impacts young people and their families. So we’ve been a leader and we’re going to continue to remain aggressive and active in this space to be able to maximize opportunities for our student athletes to benefit from their name, image and likeness, as well as provide them the very best experience that we can.” Hocutt believes NIL has been a net positive but acknowledges that some standards would improve the landscape. “Nationally, right now, there’s still not NCAA legislation related to NIL. Close to 40 state laws regulate NIL for college athletes. Some type of limited liability protection for college sports is needed and that can only come from Congress. … We need a national association to be able to set rules and to enforce those rules. Now, anytime you look up, it seems like there’s an attorney general from various states that are looking for temporary injunction orders to do certain things that maybe are against interpretation of NCAA rule. That’s not a good thing.” (link)

Florida Victorious will launch a state-wide billboard campaign on Thursday to engage the 500K living Florida alumni and promote the collective as part of an effort to grow its subscriber base. (link); Meanwhile, tickets to see Thursday night’s Iowa-Michigan matchup, during which Iowa student-athlete Caitlin Clark is expected to break the WBB scoring record, are averaging $387, making it the second-most expensive women's basketball game of all-time − college or WNBA – according to TickPick. Over the past week the average ticket purchased has been $521, and as of Tuesday afternoon, the get-in price is $426. Courtside tickets are going for $13,669. Clark’s final home game at Iowa has an average purchase price of $517. The get-in price for that game on TickPick is $557. (link)

+ The U.S. Education Department is relaxing several requirements so colleges and universities dealing with delayed student financial aid information can better focus on processing aid applications and delivering aid packages to students. Specifically, the ED says it will reduce the proportion of financial aid forms it reviews for potential inaccuracy, suspend all new reviews of colleges’ compliance with financial aid rules and offer institutions flexibility in their applications to renew their eligibility to access federal financial aid programs. Education Secretary Miguel Cardona: “We are determined to drive a constant drumbeat of action to fulfill the transformational potential of the better FAFSA. The steps we’re announcing today build on the Better FAFSA College Support Strategy by making it easier for colleges and universities to get financial aid packages to students and families as quickly as possible. We will strive to leave no stone unturned to make this FAFSA process easier and simpler for colleges, universities and students.” (link)

Dartmouth Men’s Basketball student-athletes Romeo Myrthil & Cade Haskins say they’ve heard from peers around the nation on potential unionization efforts. Haskins: “You kind of want to keep it on the low key, especially in the beginning phases. But everyone’s really curious and kind of seeing the opportunity for real change in the future with what we’ve started doing.” Myrthil: “We want to try to expand it to an Ivy League Players Association, because that’s the one we’re most invested in. Headlining attorney Tom Mars, who is representing the Tennessee-focused Spyre Sports Group, remarks to Arkansas Business: “The NCAA has probably made itself the most vulnerable court defendant in American history. The NCAA as an institution has managed to make itself the most hated organization on the planet, maybe short of Al Qaeda. It’s no wonder people don’t like the NCAA.” Sportico’s Michael McCann agrees, noting: “That's no exaggeration. The NCAA has a lot of money, is unpopular with many groups and both conservative and liberal judges think amateurism runs afoul of federal laws.” (link, link)

The ACC spent just over $1M lobbying Congress in 2023, almost triple what the league paid out the previous year, according to Sportico’s Daniel Libit, who also reports the SEC spent $790K lobbying, more than 2x its 2022 spend. Meanwhile, the Big 12 paid $170K, up from $100K in 2022, while the Big Ten’s $220K was slightly less than it spent the year before, and the Pac-12 “was on pace to match its 2022 spending before terminating its relationship with lobbying firm Cassidy & Associates in the fall, following an exodus of conference members to the Big Ten and Big 12. The Pac-12—and its subsidiary, Pac-12 Enterprises—finished last year having expended $210K on lobbying.” In total, the P5 leagues spent over $2.39M to lobby lawmakers, while the NCAA reported spending $540K, including $360K on its outside lobbyist, Brownstein Hyatt. The rest is attributed to its in-house government relations director, Dawn Booth. The conferences used the same lobbying firms they’ve used for the last several years, as international law firm DLA Piper, which represents the ACC, reported being paid $1.01M on a four-person lobbyist team that included former U.S. Sen. Saxby Chambliss (R-NC). The other conference’s firms were Akin Gump (SEC), FGS Global, formerly the Glover Park Group (Big Ten); and Kit Bond Strategies (Big 12). Libit also reports the MAC paid $14,427 to Active Policy Solutions and the Missouri Valley Conference spent $10K with Washington Navigators. (link)

UCSD AD Earl Edwards talks with AthleticDirectorU’s Tai M. Brown at the 2023 Women Leaders Convention about his experience guiding the Tritons from DIII to DII to DI over the course of two decades. Edwards and Brown also discuss repositioning the value of athletics in order to cultivate buy-in from campus stakeholders during the various transitions, the longtail impact of the DI transition on the talent level, and the diversity and academic profile of the student-athlete population. Edwards says the increasingly diverse student body is a natural outgrowth from moving to DI because DIII has no scholarships and DII has limited scholarships. “We’re Division I now. We max out in 10 of our sports when it comes to scholarships, and that obviously provides access and opportunity to athletes that wouldn't have had that opportunity in the past. … One thing that I like to say about collegiate athletics is that it’s more than games and competition because that’s what everybody looks at, games and competition. But we're really a laboratory for personal development, so when I look at the 500 to 600 athletes that we have, we're teaching them a lot of soft skills that are going to make them better citizens as they move forward, whether it's time management, setting goals, being committed, working with a large group, how to deal with failure – all those things are things that we learn in sports and that's what I think Athletics really does for the students and for the campus.” Full interview on ADU. Washington Football HC Jedd Fisch tells The Athletic’s Ari Wasserman that while he loved Arizona, “when I made the decision to take the [UW] job, I knew how many people I could help. I knew how many people I could take (to Washington). Selfishly, I could have stayed in Arizona. I would have been compensated really well. I think my contract would have been signed somewhere between February and May of the coming year. Hopefully, with the financial situation, it all would have been taken care of. But my assistant coach pool would still have been $3.5M less than what it is now. And some of the things I could have done for all our support staff would not have been able to get done.” Fisch also addresses criticism he’s received for having a three-minute player meeting to tell the team he was leaving. “The team meeting was not my choice. The team meeting was absolutely dictated to me from administration and really from the NCAA. If you’re going to call a player meeting and let them know you’re leaving to go to another Division I program, then you can’t talk about the why. You can’t talk about really any part other than I’m going to take the University of Washington job because otherwise you’d be considered recruiting and tampering and trying to get people to jump in the portal. + Florida Baseball HC Kevin O’Sullivan has agreed to a contract extension through October 2033 that will pay him an average of $1.84M per season. If O’Sullivan is let go without cause, UF would owe him 90% of his remaining compensation. If O’Sullivan leaves without cause, he would owe the Gators $250K per contract year remaining unless his annual total compensation is not in the top five for D1 HCs, in which case the total buyout is reduced to $500K. The new deal puts him second in the league in terms of compensation, behind only Vanderbilt HC Tim Corbin ($2.447M). (link)

Youngstown State will begin a $2M seating renovation project at the Beeghly Center following the basketball season. The wooden bleachers on the upper tier of both sides of the court and the existing in the bottom tier will be removed and replaced with new and improved seatbacks. Penguins AD Ron Strollo says the new seats will be wider and have additional depth for increased legroom. The project will also reduce capacity from 6,300 to between 4,800 and 5,100. Strollo also notes several more upgrades are planned in the coming years, including new signage in the building, other aesthetic updates, a booster room, locker room renovations and new video display boards. “Everything’s going to be a two or three-year (project). It depends on fundraising. But the most important piece is the seating.” YSU has reportedly secured $3M in commitments from donors. (link)

Following the announcement of the ESPN-Fox-Warner Bros. Discovery super sports streamer, Puck’s John Ourand reports NFL attorneys began “scouring its contracts with ESPN and Fox to see if the media companies were within their legal rights to launch such a service. Alas, the initial review suggested that the league could not do anything to keep its games off the new streamer. (After all, it’s hard to imagine that the generously compensated business affairs teams and outside counsels at ESPN, Fox, and WBD would allow something like this to slip through the cracks.) But the NFL is still looking for potential loopholes.” Ultimately, Ourand believes “this will likely register as just a blip in [Disney-NFL] relationship. But it is significant to note that the lawyers are involved.” (link)

Elevate is nearing an acquisition of Fenway Sports Group’s brand consulting unit, according to SBJ’s Terry Lefton, who notes the “addition of brand consulting expands Elevate’s capabilities, allowing it to compete more fully with the likes of Wasserman, 160over90, Excel and other marketing agencies with broad service offerings. It also leaves FSG as a more sales and management-focused agency.” Lefton also reports the consulting unit has fewer than 10 employees and between $2-2.5M in annual consulting revenues, with around 10 clients, including Moderna, Wasabi Technologies and Santander, which used the group largely to activate against FSG-owned properties. Arena Group expects to continue publishing Sports Illustrated despite having its license revoked by SI’s owner Authentic Brands Group, according to a filing with the SEC, which states Arena “expects to enter into a letter agreement with ABG,” which will allow it to continue operating the Sports Illustrated business until or unless “ABG provides written notice of its desire to transfer the license to another party.” Sportico’s Daniel Libit, Brendan Coffey and Eben Novy-Williams report that “as part of this arrangement, Arena said it expects Authentic Brands to drop the $45M penalty that was triggered when Arena failed to make its $3.75M quarterly payment at the end of 2023. In response, ABG revoked Arena’s license and announced it would be laying off a third of its staff, putting the future of the storied sports publication in doubt. Arena now says it believes that ABG will forgo the licensing fees it would have to pay since the start of the year.” A spokesperson for ABG did not respond to a request for comment. (link)
