The Pac-12 has begun the process of separating from Commissioner George Kliavkoff, according to The Mercury News’ Jon Wilner, who notes: “Few details are available at this point, including whatever severance package might be in line for Kliavkoff. … Kliavkoff’s contract is believed to have at least two years remaining with an expected salary of approximately $3.5M annually, based on data from the Pac-12’s tax filings for the 2022 fiscal year.” Also of note: “Teresa Gould, the Pac-12’s deputy commissioner, is well respected by the schools and considered a likely option — not only as an interim commissioner through the spring but perhaps to manage a scaled-down version of the conference for the 2024-25 school year and beyond.” (link)

The College Football Playoff Board of Managers is expected to vote on a 5+7 model on February 20, ESPN’s Heather Dinich reports. Washington State President Kirk Schulz, who represents the Pac-12 on the board, tells Dinich: "I believe there's a sense of, 'We're hearing you guys out like you asked for, the legal stuff has been largely settled in the Pac-12 Conference. It's time to move forward.’” Dinich also notes Schulz spoke favorably of the 5+7 model but cautioned against making any assumptions. Mississippi State President/Board Chair Mark Keenum tells Dinich he anticipates the matter will be resolved one way or another: "I think it's a forgone conclusion from people in your profession, and where I sit and all across the college football landscape that there's an anticipation we'll have the 5+7. … I hope we as a board can come to a resolution on this issue, for sure." Meanwhile, Schulz tells Yahoo’s Ross Dellenger he will formally present a proposal to CFP leaders next week requesting the Pac-12 be treated as a power conference in both revenue and voting rights for the extended future. Schulz: “We’ve been an Autonomy Five school and have resourced ourselves at that level for 25-30 years. Just because we were left standing in musical chairs, we just don’t feel that we should be relegated by no fault of our own.” Schulz also says he views the revenue distribution discussion as separate from the 5+7 format discussion: "We've got to be a good colleague in the college football world. … We have to be really careful about saying, 'If you don't give us exactly what we've asked for, we're going to hold up some other things.'” More from Dinich (link) and Dellenger. The Pac-12’s FY23 financial statement is expected to show campus distributions of about $36M when it’s released this spring, according to The Mercury News’ Jon Wilner’s estimates, although he notes distributions to campuses aren’t identical because of “various withholdings that change from year to year.” The figures can also vary based on which document is made public between the NCAA agreed-upon-procedures report; the NCAA statements of revenue and expenses; or the Equity in Athletics Disclosure Act filing. For instance, Cal’s FY23 statement of revenue shows media rights accounted for $25.5M, NCAA distributions for $2.7M and conference distributions for $6M, bringing the total to $34.2M. Utah’s includes the same categories but with different amounts for a total of $38.1M. Instead of a statement of revenue, Washington State uses the NCAA agreed-upon-procedures report, which includes $25.5M in media rights revenue, $1.6M in NCAA distributions and $8.8M in conference distributions for a total of $35.9M. Altogether, those totals average out to $36.1M. (link)

The Pac-12 has countersued the Holiday Bowl over a $3.4M payment the league says it was owed for the game in December 2022. The countersuit comes roughly eight months after the Holiday Bowl first sued the Pac-12 seeking reimbursement from the league after the game in 2021 was canceled due to COVID issues among UCLA players. From the Pac-12’s suit: “Holiday Bowl has breached the Agreement by failing and refusing to make any payment to Cross-Complainant in connection with the 2020 Holiday Bowl Game. Holiday Bowl’s breach is not justified or excused. As a result of Holiday Bowl’s breach of the Agreement, Cross-Complainant has been damaged in an amount to be determined.” (link)

Former Fox Sports President Bob Thompson comments on the reported six-year, $7.8B College Football Playoff media rights extension with ESPN: “Seems light to me. Let's say the four first-round games next season are worth $15M each or $60M. Add that to year 11 of the current deal (on the reported $685M/yr average deal) and you are at around $895M in year 11 and $935M in year 12. Discount the $1.3B average on the new 6-year deal back to year 1 and you are at $1.16B. So, an increase of only 25% coming from last year of a stale 12-year deal to year 1 of a new deal? Maybe no other bidders.” (link); Crakes Media Principal Patrick Crakes also weighs in: “ESPN's strategic investment in college sports & the small amount of game inventory (11 total) made them the only potential partner who could fully monetize Expanded CFP on an obvious rational basis...Particularly in the context of the emerging low growth media economy which is forcing sports media rights investors to be highly deliberate in strategic capital allocation, as we've seen now for over two years.” Crakes adds: “Optionality via sub-licensing discretion is crucial as it enables, at ESPN's discretion, larger content negotiations with potential distribution partners. Securing it was strategic & suggests ESPN always had best offer on the table for ECFP. Not surprising.” (link, link)

Texas AD Chris Del Conte introduced several initiatives to upgrade DKR-Memorial Stadium during a campus town hall yesterday. He also announced the Longhorns will begin construction on the new football practice facility, originally announced in April 2023, this summer: “The project will start this June and we really needed to address our football practice facility. We have a bubble that was built in the early 2000’s, but our student athletes have to leave the stadium and walk a little under 800 yards. That’s not conducive to time management. When the social work building became available, I met with President [Jay] Hartzell and asked if we could participate in this new venture to have that area, so we’ll have a brand new indoor and outdoor field.” At DKR-Memorial Stadium itself, Del Conte explained: “We’re going to address the scoreboard. It was time to get that done and, to be honest, it’s kind of a mess, so we’ll have the new scoreboard ready to go this summer and it is going to be backlit with a whole new metal structure that when you see it and (teams) from the Southeastern Conference walk in, they’re going to know they’re in DKR-Memorial Stadium. We just finished part of our brand-new recruiting lounge, we just opened that up now.” UT also plans to install a new grass playing surface in the stadium by 2026, and is looking into constructing a 5K-seat “mini-Moody” for volleyball. Aside from facilities, Del Conte announced that Texas will play Texas A&M annually in football, and his hope “is to move it back to Thursday” of Thanksgiving week. (link, link, link)

UNLV AD Erick Harper talks with SBJ’s Ben Portnoy about his role on the Las Vegas Super Bowl Host Committee: “There was something every single night, every single afternoon, that you could attend, or a luncheon that you could go to. … It was just non-stop.” While UNLV wasn’t involved in an official capacity, the Rebels’ 73K-sq-ft Fertitta Football Complex received some exposure as the 49ers’ HQ. Harper: “One of the players said it reminded him of Oregon. And then one player from another school I won’t name within our conference said they need to get their stuff together at that place because it’s pretty, pretty special.” (link)

Stephen F. Austin signs a 10-year extension of its partnership with Pilgrim's Pride, solidifying Pilgrim's as the naming rights partner of the Lumberjack baseball stadium, which will now be known as Pilgrim's Park. Lumberjacks AD Ryan Ivey: "As the world in intercollegiate athletics continues to evolve around us, it is critical for us to have longstanding and steadfast partners like Pilgrim's to assist in navigating the challenges ahead. Pilgrim's, and all of our partners, are critical for the long-term sustainability and success of our student-athletes.” The agreement was facilitated by LEARFIELD’s Lumberjack Sports Properties. Campfire Film & TV is paying LSU $1M for the exclusive rights to produce The Money Game, an NIL-focused documentary series following Tiger student-athletes during the 2023-24 school year, per Sportico’s Daniel Libit, who adds: “That seven-figure remuneration, according to a copy of the deal obtained by Sportico, is separate from the ‘talent fee’ Campfire will negotiate with all participating Tigers athletes, who would be paid in the ‘form of NIL compensation.’ In a break from historical precedent, LSU employees, such as football coach Brian Kelly, will explicitly not be compensated by the production company for their participation in the series.” Given NCAA constraints, the contract, Libit continues, “includes a creatively worded exhibit titled ‘minimum athlete access requirements.’ It states that LSU will ‘mutually agree’ with Campfire on what athletes will be ‘key participants’; that the school will ‘permit’ the production company to formally interview those athletes at least once; and that LSU ‘will assist (Campfire) to cause Student Athletes to provide customary publicity/promotional services for the Series.’” Co-produced by Axios Entertainment and Shaquille O’Neal’s Jersey Legends, the docuseries will air on Amazon Prime. Nebraska could begin selling beer at baseball games as soon as mid-April, according to Huskers Executive Assoc. AD/CFO Doug Ewald. The athletic department is working through several details, including whether it would share revenue with the Lincoln Saltdogs, an independent professional team, and use their equipment or offer cans. Sponsorship agreements must be established as well. Ewald: “For us, it’s proving to our fans and proving to the Board of Regents that we can do this. We can be good stewards and do it in an orderly fashion and at the end of the day make a buck or two doing it as well.” (link)

The Big Ten and Big Ten Network have signed a multiyear renewal with TIAA as the league’s official retirement planning service sponsor. As part of the agreement, TIAA will become the naming-rights sponsor for the Big Ten men’s and women’s basketball tournaments and remain the presenting sponsor for Big Ten Basketball Media Days. Financial details have yet to be made available, and SBJ’s Ben Portnoy reports no outside agencies were involved. (link)

The Mercury News' Jon Wilner reports the Pac-12 "has formally begun the process of separating from commissioner George Kliavkoff." (link); From the league: “The Pac-12 Conference Board has given the departing 10 schools notice of a proposed leadership transition with an invitation to provide comment. We expect to provide more information following a decision in the coming days.” More in D1.ticker tomorrow morning. (link)

The College Football Playoff has agreed to a six-year, $1.3B per year extension with ESPN that will run through 2031-32, per The Athletic's Andrew Marchand, Nicole Auerbach, Stewart Mandel and Chris Vannini. Up from the $608M per year deal under the four-team playoff, the quartet note: “The full contract’s completion is still contingent on CFP leaders finalizing details of the expanded format in the wake of the implosion of the Pac-12. The CFP’s management committee and board of managers have meetings scheduled for next week and continue to work through the complicated process of settling their outstanding issues. The ESPN deal will not be ratified until the commissioners and presidents vote on the structure and financials of the expanded CFP. [...] Over the course of the contract, ESPN will have the ability to sublicense games, meaning another network or digital player could air Playoff games, but it would be at Disney-owned ESPN’s discretion.” (link); More Marchand: “One thing to note: The jump from $608M to $1.3M is not apples and apples, because we don't know yet how much ESPN will pay for the eight in total first round games over the next two years before extension. So the jump, because of more playoff inventory, will be less.” (link)

Yahoo’s Ross Dellenger gets a feel for how the Power 4 leagues are working together since the announcement of the SEC-Big Ten joint advisory group, and ACC Commissioner Jim Phillips tells him: “I trust Greg and Tony and what they’ve said. I’m not paranoid about this, that it’s a sinister movement.” Big 12 Commissioner Brett Yormark adds: “If Tony and Greg want to go into a deeper think tank with their key stakeholders about the future of collegiate athletics, there’s no pride of authorship here as long as that communication continues at the rate it’s been. I really don’t think about this as an opportunity for them to move in a different direction.” AAC Commissioner Mike Aresco is similarly optimistic that a breakaway is not in the works: “They’d create a lot of controversy. I think they would invite tons of congressional scrutiny.” Meanwhile, the Power 5 leagues continue to push for expanding the NCAA Men’s Basketball Tournament. Yormark tells Dellenger: “I want to see the best teams competing for a national championship, no different than (the Big Ten and SEC) want to see in football. I’m not sure that is currently happening.” What exactly that expansion looks like remains to be seen, and Phillips remarks: “We talked with President Baker specifically about the basketball tournament and that we do expect and want a holistic review of the tournament. As it relates to value and contribution, I think we all believe that’s important and should be considered.” More. (link)

The legal teams for the NCAA and attorneys general of Tennessee and Virginia were back in the courtroom today arguing over a preliminary injunction that would suspend the NCAA from implementing its NIL rules, and the Knoxville News-Sentinel’s Tyler Whetstone reports the states reiterated their argument that prohibiting student-athletes from having an NIL offer in hand before deciding which school to attend suppresses their value because they are not able to compare bids, and once they've signed with a school the athlete has lost nearly all of his leverage. [U.S. District Court Judge Clifton] Corker was, per Whetstone, “unimpressed with that argument when he ruled against the states’ request for a temporary restraining order Feb. 6, though he seemed more open to it Tuesday, suggesting that he thought students don't incur harm when they're not able to negotiate as defying common sense.” Corker did not immediately issue a decision. More from today’s arguments. (link)

The 10 outbound Pac-12 schools will likely still play in bowl games with Pac-12 tie-ins for the next two seasons, according to Action Network’s Brett McMurphy. Exactly how it would work remains to be seen, but McMurphy notes that “one possibility would be allowing the bowls to pick a bowl-eligible team based on the bowl’s selection order without regard to the win-loss records, sources said. That could allow a Pac-12 bowl to select a 7-5 current or former Pac-12 team over a 10-2 team. Current bowl contracts with conferences don’t allow bowls to skip over teams in the selection process with at least two fewer wins.” Moving forward, a source tells McMurphy “there has to be some realignment of the bowls (in 2024 and 2025); something has to happen,” a source said. “At some level, there has to be some degree of cooperation by the displaced bowls and the Pac-12. A shared agreement has to happen.” (link)

The Atlantic Sun has suspended an official for the rest of the regular and postseason following his involvement in an in-game dispute with Jacksonville Men’s Basketball HC Jordan Mincy. The official ejected Mincy just minutes into Jacksonville's game vs. North Alabama and reportedly used an "offensive slur," Mincy told the Florida Times-Union, though he did not specify exactly what was said. He did explain, however, that “it’s why I reacted the way I did. But JU and [Dolphins AD] Alex [Ricker-Gilbert] had my back and the ASUN has dealt with it. We're going to move on." The league has yet to announce the name of the official who was suspended. (link)

SBJ’s Brett McCormick breaks down some of the challenges associated with Army West Point’s renovation of Michie Stadium, starting with the complexities of raising money for capital improvements. Black Knights AD Mike Buddie notes that at “most places I’ve been, there is some formula that if you have 25% in hand and 80% pledged, you can go ahead and start.” At West Point, McCormick points out that “100% of the money for a facility project had to be raised by donors and the athletic department before it could commence. Not one penny of government money would go to the Michie Stadium project.” There has also traditionally been a cultural roadblock to fundraising at Army, where the thinking had been “if the government thinks we’re raising a ton of money, they’re not going to give us money,” Buddie adds. Further complicating the renovation is the fact that West Point is an active military installation, meaning the upgrades have to be made to resist progressive collapse, a blast-resistant type of construction required for any army base project. Further, every worker would have to pass a background check, which could be problematic for some contractors and subcontractors. McCormick also points out that “government reviews throughout the project were more rigorous than they would be with a typical municipality, and the bureaucracy involved can also slow down projects.” More. The use of helmet communication and tablet tech during bowl season generated “nothing but terrific feedback,” according to NCAA National Coordinator of Officials Steve Shaw, and The Athletic’s Chris Vannini notes the “NCAA Football Rules Committee meets at the end of February and could come out of that meeting with proposals to allow permissive use of both pieces of tech, meaning whoever wants to use them could use them.” Vannini also reports that Riddell, which makes the helmets for 87% of college players, has indicated it has and will assist in the process of approving devices. Per a statement from the company: “Riddell’s assistance will include, among other things, a preliminary evaluation of a coach-to-player communication device sample to review the form factor and installation possibilities. If the device can be placed in a helmet without compromising protective performance or impeding the existing technologies embodied in the headgear, it will be up to the provider to then deliver additional units to Riddell. The provider will also be responsible for paying associated fees related to the additional testing necessary to readying and certifying the helmet for on-field use.” The next step will involve codifying specific rules, such as a shut-off time on the helmet devices, the number of devices allowed and the type of images permitted on tablets. Former Northwestern Football HC Pat Fitzgerald is seeking a December trial for his wrongful termination suit against the school, “primarily because Fitzgerald wants to avoid sitting out a third season before coaching again and the date the judge had proposed is April 2025,” according to ESPN’s Adam Rittenberg. Fitzgerald’s attorney, Dan Webb, remarked following a virtual hearing today: "I'm told by experts that if he misses that third season, then it's going to have a severe impact on his ability to ever get a chance to get any kind of comparable coaching job. It's just the way football coaching [hiring] works. Football coaching decisions are made by teams in December, so in December of 2024 and January 2025, there will be decisions made on who's going to coach in the 2025 season.” Northwestern attorney Reid Schar contends a December trial is untenable due to the large number of discovery documents and adds: "Ultimately, the plaintiff chose to bring this case. The plaintiff…ultimately could not resolve it ahead of bringing this. He has chosen to pursue this litigation. And so, we have to pick a schedule that's actually achievable, not one that's defined by what he might want to do with the rest of his life but one that's actually achievable and fair to both parties, not just what he wants." Another hearing is set for April 2. (link)

Texas Tech student-athletes have earned $14M in NIL compensation since its inception, according to Red Raiders AD Kirby Hocutt, who says: “Think about how that impacts young people and their families. So we’ve been a leader and we’re going to continue to remain aggressive and active in this space to be able to maximize opportunities for our student athletes to benefit from their name, image and likeness, as well as provide them the very best experience that we can.” Hocutt believes NIL has been a net positive but acknowledges that some standards would improve the landscape. “Nationally, right now, there’s still not NCAA legislation related to NIL. Close to 40 state laws regulate NIL for college athletes. Some type of limited liability protection for college sports is needed and that can only come from Congress. … We need a national association to be able to set rules and to enforce those rules. Now, anytime you look up, it seems like there’s an attorney general from various states that are looking for temporary injunction orders to do certain things that maybe are against interpretation of NCAA rule. That’s not a good thing.” (link)

+ The U.S. Education Department is relaxing several requirements so colleges and universities dealing with delayed student financial aid information can better focus on processing aid applications and delivering aid packages to students. Specifically, the ED says it will reduce the proportion of financial aid forms it reviews for potential inaccuracy, suspend all new reviews of colleges’ compliance with financial aid rules and offer institutions flexibility in their applications to renew their eligibility to access federal financial aid programs. Education Secretary Miguel Cardona: “We are determined to drive a constant drumbeat of action to fulfill the transformational potential of the better FAFSA. The steps we’re announcing today build on the Better FAFSA College Support Strategy by making it easier for colleges and universities to get financial aid packages to students and families as quickly as possible. We will strive to leave no stone unturned to make this FAFSA process easier and simpler for colleges, universities and students.” (link)
