The College Football Playoff is gaining “momentum” for a 14-team format starting in 2026, according to ESPN’s Pete Thamel and Heather Dinich, who add: “There is an effort to come to an agreement in the coming weeks, sources said, but nothing is certain, and there are potential roadblocks and expected pushback. … There's three major issues going forward – access through automatic qualification, division of money and how the group will be governed.” One source tells them: “The balance in the room is how to recognize contributions of the Big Ten and SEC while also being fair and collaborative to the collective room." Meanwhile, perhaps the most important piece of Thamel’s and Dinich’s reporting includes this nugget: One “high-ranking official” says “presidents and chancellors in both the SEC and Big Ten are having conversations about whether to continue their NCAA membership. It's a move that would impact and could possibly derail the TV agreement.” Per the source: "Those conversations are happening," and some feel “pretty strongly about pulling away. I'd say very strongly." As far as revenue distribution for the expanded CFP, Thamel and Dinich report discussions have “centered around the SEC and Big Ten earning somewhere between 25% and 30% of the CFP revenue. The ACC and Big 12 would be next, and they'd earn somewhere between 15% and 20%. That leaves a smaller chunk -- somewhere around 6% to 10% for the other leagues and nearly 1% for Notre Dame.” (link)

Yahoo’s Ross Dellenger reports that in a 14-team College Football Playoff format being “socialized among major conference administrators,” the Big Ten and SEC would each receive three AQs, the ACC and Big 12 would receive two each and the Group of 5’s best team would take the final slot. Dellenger explains the final three at-large spots would be awarded to the highest-ranked teams outside of the automatic qualifiers and adds: “The 3-3-2-2-1 format is seen as a compromise to the Big Ten and SEC’s initial proposal of four automatic berths for those leagues – a model that, in a 14-team playoff, would leave just one at-large spot.” (link)

Sports Illustrated’s Pat Forde notes the 3-3-2-2-1 model “follows an attempted overreach proposed by Big Ten Commissioner Tony Petitti for the two richest conferences to get four bids each. That was not well received.” One administrator tells Forde that “there was pushback on four. That was egregious. Four ain’t happening.” Additionally, Forde notes that one “power-conference administrator expressed reservations about further marginalizing the Group of 5 leagues” and tells Forde: “They’re our feeder system. They feed us players, they feed us coaches, they feed us games, they feed us ADs.” But, Forde writes, once the coaches and athletic directors “move up to the power-conference level and experience all the advantages, they develop amnesia about where they came from.” Another administrator tells Forde: “I still believe in the concept of the greater good, the health of the entire enterprise. That’s not where we are going at the moment and perhaps has not been for a while. And while I believe that concept is the right way to operate, that approach in the long run is good even for the top dogs. A Darwinian approach is not going to enhance the enterprise.” (link)

The Fort Worth Star-Telegram’s Mac Engel calls Texas Tech AD Kirby Hocutt a “survivor who mastered the art of keeping the people who help keep him in place secure in their belief that he knows what he is doing. He has done that much right, at least. He also knows how some of this looks. And how some of this can look is that people in his position have been fired for far less than what has transpired during some of his time on the Plains.” Hocutt, meanwhile, tells Engel: “They know who I am as a man. They know who I am as a leader. They know my core values and how I operate. One of our guiding principles, and we only have four for our department, is that success is built through quality relationships. Healthy relationships. We have done that. When I was at Miami, the president (Donna Shalala) told me, ‘Kirby, there are going to be issues every day that we have to address. Never walk past an issue and not correct it, or address it.’ Any time a situation that has been brought to me, we’ve addressed it.” Hocutt goes on to remark that “there are things that have happened here that I can’t talk about publicly, but the leadership here knows what kind of program I run, and fortunately they believe in it as I do.” (link)

Georgia AD Josh Brooks says he wants to “grow the pipeline” for the next generation of coaches and administrators, which is why he is looking to graduating students from underrepresented backgrounds to fill internships and assistant jobs to get their foot in the door and hiring former Bulldog athletes for roles in development and the business office. He tells the Athens Banner-Herald’s Marc Weiszer: “Every search for me is an open search. I want the best candidate for the University of Georgia, but I think when you truly have an open search, that’s when you get great candidates like Caryl Smith-Gilbert and Keidane McAlpine.” The SEC overall is prioritizing expanding its pipeline and being intentional about growing diversity within the leadership ranks, and Weiszer notes Southern Company Chairman/President/CEO Chris Womack spoke to coaches, ADs and others at the league’s spring meeting last year “to help us to think about how we build and grow diversity within our staff and leadership ranks,” according to Commissioner Greg Sankey. The conference also began an “opportunity forum,” a program for emerging leaders from underrepresented groups to meet with chancellors, presidents, ADs and search firms. Auburn AD John Cohen said his takeaway from listening to Womack was that “doing specific things is more important than ideology itself. You have to do more than talk. Tulane Sports Law Director Gabe Feldman and Altius Sports Partners CEO Casey Schwab parse the ramifications of U.S. District Court Judge Clifton Corker’s NIL ruling and agree that the fundamental principles of NIL remain in place. Specifically, they note Corker’s ruling does mean schools can negotiate NIL with prospective student-athletes before they enroll. It does not legalize pay-for-play. Feldman: “In terms of the line that the NCAA is still trying to draw – the line is still there. NIL is okay. Paying just to attend the school or play at the school is not okay. Now, is it easy to make it look like the pay to attend the school is an NIL deal? Yes, but at least for now there are still restrictions that it has to be, at least in theory, for NIL.” Schwab adds: “You mentioned that quid pro quo is still required…and schools are still prohibited from directly compensating athletes for NIL.” That, Schwab continues, is “likely the next domino to fall,” as he believes schools will eventually be able to pay for NIL, “which is right on the doorstep or the backdoor or the window maybe of pay-for-play.” Schwab also points out the recruitment process as it relates to NIL is becoming formalized. “The entire process of negotiating and having two offers, financial offers, from two different schools and comparing them and leveraging them is becoming more formalized. And the more formalized that becomes, the more this looks like pro sports.” Schwab also points out one contradictory component of the Tennessee and Virginia AGs’ lawsuit is that it seeks to prohibit the NCAA from prohibiting actions that Tennessee’s state law itself prohibits. LSU is working with the city of Baton Rouge and East Baton Rouge Parish officials to bring a new entertainment and sports arena to the area. The new arena, which would replace the Pete Maravich Assembly Center as the Tigers’ new men’s and women’s hoops home, is expected to cost more than $300M. An LSU spokesperson notes plans are currently in the exploratory phase, and Tigers WBB HC Kim Mulkey remarks: "It sounds like the new way to go is it's not just going to be a basketball arena. It's going to be an entertainment type of arena. Selfishly, I just want it to be a basketball arena. But I would imagine financial decisions go into that – funds and how you pay for it. I don't know details. I know what I read in that article, and that's a positive that it's being discussed. I love that, but I'm also a realist. I may be on the beach retired or dead before they put a shovel in the ground. So until I see a shovel in the ground and I see how far down the road it is, I don't know that I'll get to coach in it, but I do know that it's a good thing. … I want to practice in the facility every day,. I want to be in there every day, and if you make it an entertainment deal, I think it's pretty obvious you're not going to be in there every day.” (link, link)

On3’s Pete Nakos takes a look at how NIL and the transfer portal are helping football student-athletes make what Senior Bowl Executive Director Jim Nagy calls “better football decisions.” Nagy observes that a “lot of guys used to leave early, even knowing they probably weren’t going to get drafted. They felt like they needed to bet on themselves and take a shot or a difficult family circumstance. Now they don’t have to do that. … If you’re a Power 5 quarterback at some of these bigger programs, you’re going to make more money. I mean, most of those guys are making seven figures. You’re going to make more money doing that than coming out and being a fifth or sixth-round draft pick.” However, Nagy continues, there were several players who, “based on feedback and grades we got from the NFL…made bad decisions this year by going back and chasing NIL money. They would have made exponentially more if they had come out in this year’s draft and been a Day 3 pick and got a signing bonus.” Sources indicate to Nakos that some agents are steering student-athletes back to college in order to continue taking a percentage of their NIL deals, and one individual with experience working with collectives and in an NFL front office says: “Most agents are trying to convince guys to either stay in college because they think they can negotiate a good package for him, or convince him to turn pro because that’s where the real money is. Most agents, unfortunately, make decisions for players with their own bottom line in mind.” More from Nakos. (link)

Paramount CEO Bob Bakish during the company’s Q4 earnings call gave the ESPN/Fox/Warner Bros. Discovery super streamer the “virtual side-eye,” according to Sportico’s Anthony Crupi. Bakish remarked: “Look, there’s still a lot we don’t know about this service—things like price, packaging, consumer appetite. To the consumer point, for a true sports fan, this product has only a subset of sports. It’s missing half the NFL, a lot of college, has virtually no soccer or golf, you know, etc. It’s hard to believe that’s ideal, especially at the price points that have been speculated.” Bakish argues that Paramount serves “true sports fans” through its partnerships with linear, satellite and MVPDs: “That provides the full complement of sports, really year-round. Bottom line, we very much like where we are with respect to sports execution and see the Paramount strategy creating substantial value therein.” (link)

Yahoo’s Ross Dellenger observes the ”expanded College Football Playoff puts at risk the Army-Navy game’s future as a standalone event and its relevance in the CFP’s selection of the 12-team field — issues that concern the game’s stakeholders enough for one to have penned a letter to CFP leaders earlier this month.” There are two sticking points in particular that concern the game’s stakeholders. First, Bowl Season officials and their TV partner, ESPN, are exploring moving up the start of bowl games to the second weekend of December to free up television windows for the four first-round CFP games scheduled for the third weekend of December. Second, CFP leaders are examining how to consider the game, which kicks off six days after CFP selections are made, since the new format allows an AQ spot for the highest ranked Group of 5 champion. Army West Point AD Mike Buddie: “It’s tricky. I don’t envy the decision-makers. I’m a realist. I understand there’s a lot of money and a lot of games to be played, but I still think Army-Navy transcends the sport of college football and has for decades.” Navy AD Chet Gladchuk adds: “There is still some uncertainty with all of that right now, but our hope is they will be respectful to the fact that that is America’s Game. It’s special nationally and special to our troops all over the world.” Gladchuk also asserts: “We aren’t moving the game. … If the Army-Navy game is critical to the selection process, let us play the game in the spirit it represents. Someone will have to be on hold, but most of us through the course of the season only have five days to prepare for an opponent anyway.” (link)

Knight Commission CEO Amy Privette Perko has released a statement regarding the College Football Playoff’s new media rights deal, which is reported to be worth $1.3B per year. “The Knight Commission reaffirms its 2020 recommendation that the sport of FBS football should be governed by a new entity, separate from the NCAA and funded by CFP revenue. This change would benefit the sport of FBS football, providing a single leadership structure to couple authority of revenue administration with authority over rules administration. The new structure should also include meaningful football athlete representation and independent directors to provide unbiased and expert input. … A separate FBS football-centric structure would also allow the NCAA to better support and concentrate on the sports for which it conducts championships.” Perko goes on to share three minimum changes the commission should make “to recognize the CFP monies for what they are – FBS football’s exclusive and unrestricted revenue distribution plan.” First, The CFP should annually reimburse the NCAA for all national costs related to FBS football, such as catastrophic health insurance, rules enforcement, and legal costs. Second, the FBS should no longer be counted in the NCAA’s revenue distribution formula since the NCAA does not operate the FBS football championship and receives no revenue from the sport. Finally, “FBS conferences and institutions receiving CFP revenues should adopt the principles included in the Knight Commission’s C.A.R.E. Model framework.” Full statement. (link)

Alabama AD Greg Byrne joins The Next Round to discuss several topics, including the challenges of NIL and the possibility of student-athletes becoming employees and says the current model is “unsustainable. And we are passionate about having broad-based programming here at the University of Alabama, having the Olympic sports, supporting the Olympic movement – that's not just the University of Alabama – and it's something that we need to create a model soon. … We need to make sure we do everything we can to put them all together that allows intercollegiate athletics at our level to be sustainable for the long haul because everything has regulations in some manner. And we need regulation; you don't need over regulation, but we need regulation in this.” Asked about student-athletes becoming employees, Byrne talks about the importance of allowing student-athletes to grow, develop and make mistakes during this period of their lives, and “I don’t think it’s just as simple as saying, ‘Make them employees. I don’t think that at all. But what I do think is to create a model for college athletics that we all know what the rules are, that we all can follow those rules and having some guardrails in what's taking place from an NIL standpoint, it's going to be very important for that.” More. TCU AD Jeremiah Donati to local media today: “I'm not involved in the negotiations of the CFP extension, but it feels as though there's two conferences trying to stack the deck versus everyone else. That's potentially going to create competitive inequity that I don't think is good for college football. I don't think fans want that. That's really disheartening. Hopefully it doesn't work out that way, but it seems like that's the direction we're going in.” (link)

The Conference Commissioners Association (CCA) is proposing a change to the football NLI signing calendar which would include a three- or seven-day window beginning the last Wednesday in June, a second three- or seven-day window that opens the Wednesday following the last regular season contest, and a third window that runs from the first Wednesday in February through April 1. Also up for discussion is what to do with recruiting in December, with options ranging from instituting a dead period to extending the contact period through the weekend before Christmas. Sportico’s Michael McCann offers his thoughts on how the process of student-athletes becoming employees at public schools will play out: “College athletes are likely to become employees at private colleges before do those at public colleges because the key federal law--the NLRA--governs private, but not public. But if conferences and the NCAA (both of which are private entities) are deemed joint employers under NLRA, then potentially all NCAA college athletes--including those at public universities--become employees. If a public university is deemed an employer of athletes, it may need the state to authorize payment, but its athletes would have a legal claim against the school if they're not paid, and their damages would accrue interest.” (link)

On3’s Pete Nakos attempts to unpack what schools and collectives can and cannot do following U.S. District Court Judge Clifton Corker’s ruling in favor of the attorneys general from Tennessee and Virginia last week, and Altius Sports Partners President Andrew Donovan says: “If we put that [NCAA] aside, it’s coming into the space of your general liability and your Title IX pieces. … Previously you had this circumstance in which a collective could go make an offer, an institution could impermissibly make an offer on behalf of the collective. The prospect could accept it. Certain parts of that aren’t being fulfilled, and the prospect might be pissed off once they become an athlete, and it’s not fulfilled. But generally, by and large, they’re not really saying it. What I find so interesting about this order is that now you take all of those circumstances, those fact patterns, and it’s done in the light of day. No longer is a prospect or their family necessarily concerned about my son or daughter’s eligibility. And now I can put you on blast because you didn’t follow through with what you said you promised.” For schools looking to take advantage of the situation, Donovan says: “I can tell you that we have several schools amongst our partners that are hot to trot on this and are saying, ‘Alright, how do we do this? We need to do this. We need to take advantage of the moment.’ No different than when July 1 [2021] came around. Those who were prepared, they got out of the gates quickly and they got advantages. And I think you’re going to see the same type of thing happen here.” (link)

The AP’s Ralph Russo catches up with several NIL stakeholders to find out what U.S. District Court Judge Clifton Corker’s NIL ruling means moving forward, and Athletes.org Founder Jim Cavale notes: “I mean, people were already inducing recruits before this ruling. That was already happening. The only difference now is when they’re doing it, if somebody says, ‘Hey, is this within the rules?’ They can say, ‘Yes, it is.’” Attorney Michael Caspino, who has reviewed NIL contracts for dozens of athletes from collectives, adds: “Everybody was doing workarounds,” but now schools and collectives don’t have to worry about discussing NIL money directly with recruits. “That’s out the window. We can have as much direct negotiation and contact with anybody we’d like.” SANIL CEO Jason Belzer points out one potential ramification is that “now collectives have to potentially put things in writing. And what I can tell you is that the vast majority of collectives, the vast majority, do not have all of the money in the bank that they need to fund their rosters when they sign a kid, much less offer an athlete something.” Buffalo Center for the Advancement of Sport Director Helen Drew worries more chaos may breed more bad actors. “I have personally seen and I expect to see ‘deals’ where students will be taken advantage of because they aren’t sophisticated consumers and they don’t have protections built in, I do have some significant concerns for the collegiate athletes as this unfolds.” (link)

UTSA will invest $57M into facilities and capital projects over the next five years, including a new volleyball and basketball training facility that will provide student-athletes with 24-hour access. The Roadrunners will also focus on existing facility enhancements for baseball and softball, including player development centers for both sports, a nutrition performance center for all student-athletes and a covered football pavilion. According to Roadrunners AD Lisa Campos, the $57M will come via institutional support, fundraising efforts and “newly identified financial opportunities.” Campos adds: “To remain competitive, we will need to continue to enhance our existing facilities as well as build new ones. Moving forward, additional university funding for the Department of Athletics beyond those allocated for operating expenses, will be directed to capital projects. Along with our partnerships with the City of San Antonio and Bexar County, the university’s additional commitment will now focus directly on real estate monetization and the sale of university land to provide the capital we need to remain competitive.” (link)

Oklahoma is ready to unveil the $43M, 4,200-seat Love Field when the Sooners softball team takes on Miami (OH) this weekend. Populous Assoc. Principal/Senior Architect Chris Herring: “It's been a process to get here, but I actually love the timing of when this is opening. There's been this groundswell and push for women's sports. They’re growing and it's becoming more preeminent. This is going to be one of, if not the best, softball [facilities] in the country. For girls to be able to come here and watch games with their mom or dad and see they can come be a part of the facility that's just as good as the men have it -- better in a lot of cases, probably -- that's something really special that's happening with the timing of this opening.” (link)

UTRGV has acquired H-E-B Park, which will serve as the primary venue for the upcoming Vaqueros football program. UTRGV will also play one home game per season at Sams Memorial Stadium in Brownsville. Vaqueros AD Chasse Conque: "We have seen a tremendous outpouring of interest in and support for our football program. We will be playing in one of the top facilities in NCAA Division I FCS, and we look forward to using the next year and a half to create an unforgettable game day experience for our fans."
