The Pac-12 held an introductory press conference for Commissioner Teresa Gould, who covered several topics about the league’s future, including what options the league has in regards to the College Football Playoff moving forward. “There are a lot of different options on the table. To be clear, we're very much in the infancy stages of what happens beyond 2026. We're not discussing one model. We're looking at many. ... We’re committed to making sure that whatever plan we move forward with has adaptability.” Gould also noted her contract is for two years, which “lines up with the grace period to rebuild a conference and schedules for other sports.” She said of the Pac-12’s branding: “We're the Pac-12 conference and we're going to be the Pac-12 conference. That brand means something on the West Coast and to our fanbases. We'll continue to own the name, logo and intellectual property.” Additionally, Gould revealed the league “will continue to operate the Pac-12 Networks studio and facility" and called it a "valuable and unique asset." The network will be used "to produce content and showcase the Oregon State and Washington State athletes and teams” during the 2024-25 season. While the conference is “hopeful for a resolution in the near future,” Gould says there is no update on a football TV deal for 2024. (link)

Kennyhertz Perry attorney Mit Winter notes Dartmouth has asked the NLRB to reopen the men’s basketball proceeding to allow additional evidence of testimony to be introduced. The school argues the employment finding was based on an incomplete record and misapplication of the law. From the filing: “Based on extant law, Dartmouth’s presentation of evidence at the hearing focused on matters relevant to the common-law test and Dartmouth had no reason to anticipate that factors never before considered in determining employee status would be outcome determinative in the Regional Director’s analysis.” More from the filing. Dartmouth Executive Assoc. AD for Administration Taurian Houston this week sent an email to the 15 members of the men’s basketball team on behalf of the school “ostensibly to inform players on certain topics ahead of the team’s union election next week, but which contains positions that are legally debatable,” according to Sportico’s Michael McCann, who adds: “Under labor law, Dartmouth has the right to express accurate information and share opinions with the players before they vote. However, the school can’t threaten the players or engage in other conduct that could be deemed an unfair labor practice.” In part of the memo, Dartmouth warns that if the players unionize, “all members of the team become part of the collective bargaining unit, leaving any individual student disagreeing with that outcome without any right to remove himself from the Union.” It also states that the union would exclusively represent the players with the school and coaches on “all matters” related to employment. McCann: “These points are intended to suggest that players would lose individual autonomy by unionizing. In a section devoted to Ivy League play, the memo notes that if the union and Dartmouth agree to rules that “do not align with the Ivy League and NCAA’s rules,” then Dartmouth could be deemed ineligible. Additionally, the email states that employment activities could put international student-athletes “at risk of noncompliance with F-1 visa requirements.” McCann: “Like the first two points, the third is vulnerable to counter-arguments.” More from McCann, including rebuttals to Dartmouth’s arguments. TCU AD Jeremiah Donati talks with the Fort Worth Star-Telegram’s Steven Johnson about several topics, including the ramifications of the House case, about which he observes: “Right now there’s a tremendous amount of uncertainty around it. The numbers in damages, there are a lot of implications with it. It’s a little daunting thinking about adding that type of massive expense to your budget. It seems like that’s going to be the cost of doing business going forward and the cost of staying in the game. We made a commitment to do that here at TCU, to stay in the game. To compete at the highest level, that’s a board mandate. We’ll be prepared for whatever is coming.” Donati has also “changed his tune” about bringing NIL in-house and explains why he is now in favor of it: “I would prefer to control it, for it to be on the ground level. … We’ve got tremendous fundraisers here, I prefer they’re the ones that are running it. I’d like to give them university credit for supporting it, I’d like to give them priority points, we could get a little more creative with it if we had total control of it.” More from Donati. (link)

The North Carolina System Board of Governors has formally approved a policy change that will grant it authority over conference realignment moves among system schools. The change requires state universities to now seek approval from the system president before switching conferences. As part of the approval process, campus chancellors must provide to the president “advance notice” of the move, as well as a “financial plan” associated with it. If the president approves the plan, he or she must notify the UNC Board of Governors, which could then bring the proposal to a vote. If the board rejected it, the school would have to submit a new financial plan, restarting the approval process. (link)

Former Utah AD Chris Hill talks with The Mercury News’ Jon Wilner about the current landscape and asserts that the “NCAA needs to admit that everything they’ve done is wrong and stop trying to fix it all with Band-Aids. Start with the things that have to happen. We know players are going to get paid. We know they have to go to school. We know football is where the real money is. We know the transfer portal is a challenge but kids have to have freedom. They have to find solutions. … They should say, ‘Let’s look at the whole package. What are the outcomes that are legal?’ They can’t take one little thing and try to fix it. They have to make major changes. They need to pay the players, and everything else will come from that.” (link)

Washington State has instituted mandatory pay cuts across the football coaching staff, according to FootballScoop’s John Brice, who reports: “On Dec. 14, 2023, Washington State officials submitted mandatorily amended contracts that imposed sliced salaries between 5 and 10%.” Brice also notes the coaches received individualized but standard written correspondence that contained at least part of the following language: "In accordance with section 3.1 of your Employment Agreement, this serves as thirty (30) days' written notice of the University's intent to impose a X.X [percentages vary] reduction in your base salary. Effective January 15, 2024, your base salary will be (redacted amount). This was a difficult decision that was not taken lightly, but necessary given the financial challenges facing our department.” (link)

ESPN bracketologist Joe Lunardi goes long on why he advocates for increasing the size of the NCAA Men’s Basketball Tournament to 80 teams. Here’s the core of his argument: “Like it or not, the men's basketball championship must expand to save itself. [...] The new tournament must be profitable enough for both ‘haves’ and ‘have nots’ to play in the same sandbox. It must be concise enough to maintain the existing and extremely popular tournament calendar. It has to be flexible enough to allow for changes in future realignment and/or media acquisitions. And it needs to be simple enough for the casual fan to participate in via their bracket contests. [...] My recommended compromise, at least until the next round of major media negotiations in 2032, is to expand the NCAA field to 80 teams. We know the format of the current First Four works. So why not have additional play-in games so 12 teams can be added to the mix? Even if eight of these new slots end up going to what I've often called "middling" majors, that still leaves four new spots for truly deserving mid-majors. Everybody wins.” Dayton AD Neil Sullivan also notes the contemporary challenge of metrics-based comparisons: “College basketball has reached its practical point of limitations to evaluate teams. It's not possible to credibly evaluate teams that do not play each other, that do not have common opponents and that do not have a reasonably equal chance to 'statistically prove' their strength through competition. A team cannot pass the test if it cannot even take the test.” Lots more, including an interesting twist of using historical venues - like Hinkle Fieldhouse, Cameron Indoor, Phog Allen, Pauley Pavilion, etc. - for the added First Four games. The Wisconsin State Building Commission has formally approved construction of Wisconsin’s new $285M Football Indoor Practice Facility, which is scheduled to begin construction in 2025. Badgers AD Chris McIntosh: "This is another exciting step in the process. We are grateful for the support of the State Building Commission, but also from so many different stakeholders. The Iowa Board of Regents has approved Northern Iowa’s request to begin planning a training facility for the Panthers’ volleyball and men’s and women’s basketball programs. UNI President Mark Nook: “Several UNI alums and donors have recently stepped forward expressing interest in providing financial support for a court sports training facility. The enthusiasm for this initiative and the approval of the Regents has brought us to a point where we can proceed with conceptual planning for a court sports training facility. With those commitments in hands, we are excited to move forward.” The Panthers will now begin to evaluate potential designs that could be scaled to the size and scope that fundraising efforts permit, as the facility will be solely financed by private gifts. The College Football Playoff is gaining “momentum” for a 14-team format starting in 2026, according to ESPN’s Pete Thamel and Heather Dinich, who add: “There is an effort to come to an agreement in the coming weeks, sources said, but nothing is certain, and there are potential roadblocks and expected pushback. … There's three major issues going forward – access through automatic qualification, division of money and how the group will be governed.” One source tells them: “The balance in the room is how to recognize contributions of the Big Ten and SEC while also being fair and collaborative to the collective room." Meanwhile, perhaps the most important piece of Thamel’s and Dinich’s reporting includes this nugget: One “high-ranking official” says “presidents and chancellors in both the SEC and Big Ten are having conversations about whether to continue their NCAA membership. It's a move that would impact and could possibly derail the TV agreement.” Per the source: "Those conversations are happening," and some feel “pretty strongly about pulling away. I'd say very strongly." As far as revenue distribution for the expanded CFP, Thamel and Dinich report discussions have “centered around the SEC and Big Ten earning somewhere between 25% and 30% of the CFP revenue. The ACC and Big 12 would be next, and they'd earn somewhere between 15% and 20%. That leaves a smaller chunk -- somewhere around 6% to 10% for the other leagues and nearly 1% for Notre Dame.” (link)

Yahoo’s Ross Dellenger reports that in a 14-team College Football Playoff format being “socialized among major conference administrators,” the Big Ten and SEC would each receive three AQs, the ACC and Big 12 would receive two each and the Group of 5’s best team would take the final slot. Dellenger explains the final three at-large spots would be awarded to the highest-ranked teams outside of the automatic qualifiers and adds: “The 3-3-2-2-1 format is seen as a compromise to the Big Ten and SEC’s initial proposal of four automatic berths for those leagues – a model that, in a 14-team playoff, would leave just one at-large spot.” (link)

Sports Illustrated’s Pat Forde notes the 3-3-2-2-1 model “follows an attempted overreach proposed by Big Ten Commissioner Tony Petitti for the two richest conferences to get four bids each. That was not well received.” One administrator tells Forde that “there was pushback on four. That was egregious. Four ain’t happening.” Additionally, Forde notes that one “power-conference administrator expressed reservations about further marginalizing the Group of 5 leagues” and tells Forde: “They’re our feeder system. They feed us players, they feed us coaches, they feed us games, they feed us ADs.” But, Forde writes, once the coaches and athletic directors “move up to the power-conference level and experience all the advantages, they develop amnesia about where they came from.” Another administrator tells Forde: “I still believe in the concept of the greater good, the health of the entire enterprise. That’s not where we are going at the moment and perhaps has not been for a while. And while I believe that concept is the right way to operate, that approach in the long run is good even for the top dogs. A Darwinian approach is not going to enhance the enterprise.” (link)

The Fort Worth Star-Telegram’s Mac Engel calls Texas Tech AD Kirby Hocutt a “survivor who mastered the art of keeping the people who help keep him in place secure in their belief that he knows what he is doing. He has done that much right, at least. He also knows how some of this looks. And how some of this can look is that people in his position have been fired for far less than what has transpired during some of his time on the Plains.” Hocutt, meanwhile, tells Engel: “They know who I am as a man. They know who I am as a leader. They know my core values and how I operate. One of our guiding principles, and we only have four for our department, is that success is built through quality relationships. Healthy relationships. We have done that. When I was at Miami, the president (Donna Shalala) told me, ‘Kirby, there are going to be issues every day that we have to address. Never walk past an issue and not correct it, or address it.’ Any time a situation that has been brought to me, we’ve addressed it.” Hocutt goes on to remark that “there are things that have happened here that I can’t talk about publicly, but the leadership here knows what kind of program I run, and fortunately they believe in it as I do.” (link)

Georgia AD Josh Brooks says he wants to “grow the pipeline” for the next generation of coaches and administrators, which is why he is looking to graduating students from underrepresented backgrounds to fill internships and assistant jobs to get their foot in the door and hiring former Bulldog athletes for roles in development and the business office. He tells the Athens Banner-Herald’s Marc Weiszer: “Every search for me is an open search. I want the best candidate for the University of Georgia, but I think when you truly have an open search, that’s when you get great candidates like Caryl Smith-Gilbert and Keidane McAlpine.” The SEC overall is prioritizing expanding its pipeline and being intentional about growing diversity within the leadership ranks, and Weiszer notes Southern Company Chairman/President/CEO Chris Womack spoke to coaches, ADs and others at the league’s spring meeting last year “to help us to think about how we build and grow diversity within our staff and leadership ranks,” according to Commissioner Greg Sankey. The conference also began an “opportunity forum,” a program for emerging leaders from underrepresented groups to meet with chancellors, presidents, ADs and search firms. Auburn AD John Cohen said his takeaway from listening to Womack was that “doing specific things is more important than ideology itself. You have to do more than talk. That really resonated with me.” (link)

Tulane Sports Law Director Gabe Feldman and Altius Sports Partners CEO Casey Schwab parse the ramifications of U.S. District Court Judge Clifton Corker’s NIL ruling and agree that the fundamental principles of NIL remain in place. Specifically, they note Corker’s ruling does mean schools can negotiate NIL with prospective student-athletes before they enroll. It does not legalize pay-for-play. Feldman: “In terms of the line that the NCAA is still trying to draw – the line is still there. NIL is okay. Paying just to attend the school or play at the school is not okay. Now, is it easy to make it look like the pay to attend the school is an NIL deal? Yes, but at least for now there are still restrictions that it has to be, at least in theory, for NIL.” Schwab adds: “You mentioned that quid pro quo is still required…and schools are still prohibited from directly compensating athletes for NIL.” That, Schwab continues, is “likely the next domino to fall,” as he believes schools will eventually be able to pay for NIL, “which is right on the doorstep or the backdoor or the window maybe of pay-for-play.” Schwab also points out the recruitment process as it relates to NIL is becoming formalized. “The entire process of negotiating and having two offers, financial offers, from two different schools and comparing them and leveraging them is becoming more formalized. And the more formalized that becomes, the more this looks like pro sports.” Schwab also points out one contradictory component of the Tennessee and Virginia AGs’ lawsuit is that it seeks to prohibit the NCAA from prohibiting actions that Tennessee’s state law itself prohibits. LSU is working with the city of Baton Rouge and East Baton Rouge Parish officials to bring a new entertainment and sports arena to the area. The new arena, which would replace the Pete Maravich Assembly Center as the Tigers’ new men’s and women’s hoops home, is expected to cost more than $300M. An LSU spokesperson notes plans are currently in the exploratory phase, and Tigers WBB HC Kim Mulkey remarks: "It sounds like the new way to go is it's not just going to be a basketball arena. It's going to be an entertainment type of arena. Selfishly, I just want it to be a basketball arena. But I would imagine financial decisions go into that – funds and how you pay for it. I don't know details. I know what I read in that article, and that's a positive that it's being discussed. I love that, but I'm also a realist. I may be on the beach retired or dead before they put a shovel in the ground. So until I see a shovel in the ground and I see how far down the road it is, I don't know that I'll get to coach in it, but I do know that it's a good thing. … I want to practice in the facility every day,. I want to be in there every day, and if you make it an entertainment deal, I think it's pretty obvious you're not going to be in there every day.” (link, link)

On3’s Pete Nakos takes a look at how NIL and the transfer portal are helping football student-athletes make what Senior Bowl Executive Director Jim Nagy calls “better football decisions.” Nagy observes that a “lot of guys used to leave early, even knowing they probably weren’t going to get drafted. They felt like they needed to bet on themselves and take a shot or a difficult family circumstance. Now they don’t have to do that. … If you’re a Power 5 quarterback at some of these bigger programs, you’re going to make more money. I mean, most of those guys are making seven figures. You’re going to make more money doing that than coming out and being a fifth or sixth-round draft pick.” However, Nagy continues, there were several players who, “based on feedback and grades we got from the NFL…made bad decisions this year by going back and chasing NIL money. They would have made exponentially more if they had come out in this year’s draft and been a Day 3 pick and got a signing bonus.” Sources indicate to Nakos that some agents are steering student-athletes back to college in order to continue taking a percentage of their NIL deals, and one individual with experience working with collectives and in an NFL front office says: “Most agents are trying to convince guys to either stay in college because they think they can negotiate a good package for him, or convince him to turn pro because that’s where the real money is. Most agents, unfortunately, make decisions for players with their own bottom line in mind.” More from Nakos. (link)

Paramount CEO Bob Bakish during the company’s Q4 earnings call gave the ESPN/Fox/Warner Bros. Discovery super streamer the “virtual side-eye,” according to Sportico’s Anthony Crupi. Bakish remarked: “Look, there’s still a lot we don’t know about this service—things like price, packaging, consumer appetite. To the consumer point, for a true sports fan, this product has only a subset of sports. It’s missing half the NFL, a lot of college, has virtually no soccer or golf, you know, etc. It’s hard to believe that’s ideal, especially at the price points that have been speculated.” Bakish argues that Paramount serves “true sports fans” through its partnerships with linear, satellite and MVPDs: “That provides the full complement of sports, really year-round. Bottom line, we very much like where we are with respect to sports execution and see the Paramount strategy creating substantial value therein.” (link)
