Louisiana Tech yesterday officially introduced incoming AD Ryan Ivey, who talked about his experience operating at athletic departments without the resources some bigger and wealthier universities enjoy. “Just throwing money at a problem has not been a luxury I have had and I know it won’t be one I have here either. I have learned to work in and with margins and have had success along the way. It doesn't mean we always got it right, but we took calculated risks that led to broad-based success. I recognize that this is a unique and challenging time in college athletics, especially for institutions like ours. We’re constantly striving to maintain and enhance our position within the college athletics ecosystem. I fully come into this position with eyes wide open knowing that we have some inherent, built-in challenges. However, I will not stand by and just accept that we can’t have success. We have the ability, opportunity, and responsibility to dream big, bold dreams and we must not settle for anything less. Now is the time to raise the bar for Louisiana Tech athletics.” Ivey went on to remark that if Tech continues to wait for the “right time,” it may be too late. “Our enterprise is not perfect. We’ve got challenges and we’ve got problems. You could almost say college athletics has gotten itself drunk and high at the same time. We don’t know which way is up or down most of the time. According to one College Football Playoff model that has been “circulated to several college athletic administrators,” the SEC and Big Ten would hold exclusive rights to the two first-round byes in a 14-team format, per Yahoo’s Ross Dellenger, who reports the version “has not been finalized and is only being socialized before more exploratory work on the format.” Dellenger also reports the seeding and structure of the 14-team field is expected to operate similarly to the 12-team structure “where the CFP Selection Committee’s rankings would equate to seeds Nos. 1-14. Pairings of the six first-round games would be made in the normal method, including the No. 8 seed playing 9 and 7 vs. 10, presumably at the home field of the better seed. Notre Dame, as an independent, would be guaranteed one of the three at-large spots if it finished in the top 14 of the CFP’s rankings. However, administrators caution that the model could change.” Commissioners are expected to meet virtually to dive deeper into the format over the next week. (link)

Sports Illustrated’s Pat Forde charges the Big Ten and SEC each with one count of “next-level gluttony” and one count of “next-level cowardice” for seeking to secure automatic first-round byes in the 14-team format. Forde asserts that the “two most powerful conferences in America are scared to compete” and that “the richest of the rich want the biggest tax breaks.” He then asks: “When does the appeasement game end with these two gluttons? When do they stop asking for more? When do they stop bullying the rest of college athletics into acquiescence? … At some point, the rest of the leagues—and the NCAA—may surrender to fatigue and simply wave the Big Ten and SEC out the door, on their way to set up their own AFC/NFC fiefdom. It might be what they want but are reluctant to outright declare. Don’t think those two aren’t discussing it. This was strangely tucked into the 19th paragraph of this ESPN.com story Wednesday night: ‘One high-ranking official involved in the discussions told ESPN on Wednesday that the presidents and chancellors in both the SEC and Big Ten are having conversations about whether to continue their NCAA membership.’” (link)

Washington State President Kirk Schulz during yesterday’s introduction of new Pac-12 Commissioner Teresa Gould also spoke about the situation in Pullman: “We’re not likely to have the same revenue package coming in to support Cougar Athletics over the years that we enjoyed in the heyday of larger media packages in the Pac-12. We’re going to have to make some adjustments in our budgets and what we pay and things like that. But we don’t feel like we have to do those overnight.” He also commented on the possibility of a breakaway from the NCAA: “It’s easy to throw hand grenades at the NCAA…but at the end of the day we need an organization that puts on championships and handles enforcement.” (link); Also from Schulz: "At the end of the day, what's important for Washington State and our football program is access to the (College Football) Playoff. The latest version of the NCAA Division I Women’s Basketball Committee’s top 16 has been revealed. No. 1 seeds include South Carolina, Ohio State, Stanford and UCLA. No 2 seeds are Virginia Tech, Texas, Iowa and USC. No. 3 seeds are LSU, UConn, NC State and Oregon State. No. 4 seeds are Colorado, Indiana, Gonzaga and Oklahoma. (link)

Recruiting was the biggest driver of increased spending among athletic departments in FY23, according to Sportico’s Daniel Libit and Lev Akabas, who note that “cumulative recruiting line-item growth (24%) outpaced that of total athletic department expenditures (13%) from 2021-22 to 2022-23. … At least seven public Power 5 schools reported seven-figure spikes in their recruiting budgets from 2021-22 to 2022-23, while a number of smaller Group of 5 programs reported their recruiting costs at least doubling from FY22 to FY23.” Football recruiting costs grew at an even faster rate, seeing a 32% increase YoY. The deregulation of the transfer market over the last few years is the biggest impetus for the uptick, according to athletic department officials who spoke to Sportico. LSU Assoc. AD/Chief Brand Officer Cody Worsham: “There is a lot more last-minute travel. You are doing a private charter or buying an expensive ticket, rather than (scheduling) a planned-out trip. You are not looking at price, you are looking at immediacy.” Meanwhile, Oklahoma Assoc. AD for Strategic Communications Mike Houck says the Sooners’ $900K increase in recruiting spending was due to trying to match the expenditures of soon-to-be SEC foes. “As we looked at comparative data related to SEC football program recruiting expenditures, we found that we would need to invest more to compete with the top programs in this area.” More. The Centennial Authority in Raleigh has chosen Gensler Sports and Raleigh-based LS3P as the new PNC Arena design team. Authority Chairman Philip Isley: “It sounds like we’ve made the right choice and everybody is ready to hit the ground running. From there, I think all good things are going to continue to happen in the building.” The authority, which will hold a full board meeting next week to approve the selection, also considered Perkins & Will/HH Architects and Generator Studios/City Collective. Indiana is unlikely to move on from Men’s Basketball HC Mike Woodson after this season, according to Field of 68’s Mike Miller and Jeff Goodman, who notes Woodson has the support of Hoosiers great/IU Board of Trustees Chair Quinn Buckner. Buckner “spearheaded his hire and has plenty of juice in the decision-making process.” That said, Miller and Goodman point out that a “buyout wouldn’t be a determining factor” if IU does choose to move on. “According to an amendment obtained by The Field of 68, Woodson is owed $12.6M if he’s terminated this spring. But it wouldn’t be due all at once. Indiana could pay Woodson $1M per year, all the way until 2036.” Meanwhile, the duo point out it’s worth monitoring that if “Woodson has had enough of the fan base calling for his ouster,” Woodson, who is 65, may decide he wants to enjoy retirement. It’s also worth keeping an eye on whether “there is a mass roster exodus.” (link)

Former Washington RB Emeka Megwa has filed a civil lawsuit against UW and nine former members of its coaching, sports medicine, training and physical therapy staff, alleging that the school's mismanagement of his recovery from an ACL surgery resulted in a second ACL tear in the same leg. (link)

ESPN play-by-play announcer Dave Pasch tells The Athletic’s Richard Deitsch he’s been on the mic for two college basketball games in his three-decade career that ended in fans storming the court, including LSU’s upset over Kentucky last month. For that game specifically, Pasch says he and analyst Jay Williams asked an LSU staffer if fans would storm the court if they won. “He was like, ‘Nope, we don’t storm the court here. We’ve beaten Kentucky before.’ Well, they won on this crazy, last-second shot and, of course, they stormed the floor.” Deitsch notes that in the game’s final sequence, Williams can clearly be heard saying: “Didn’t we talk today about if LSU has the right protocol in place for a court storm?” Thinking about the issue more broadly, Deitsch wonders how broadcasts should handle court-storming and ESPN’s Dan Shulman says: “I think for the most part, people in television hope that when these do happen, it is all good fun, and no one gets hurt. There’s no question it’s a good visual on TV, which is enjoyed by a lot of viewers. But to me, the risk outweighs the reward.” As far as whether networks should show it, longtime CBS News and CBS Sports director Bob Fishman believes that “you can’t ignore it. It’s not like a streaker running across the field at a football game, which you don’t show. I think that you have to show it because it’s part of the story and especially now since players have been injured.” Fishman adds he would broadcast it via a wide shot, “then I would make sure that my cameras on the court were recording everything and that stuff was being fed into a tape machine. I would never put that on the air.” (link)

Fairleigh Dickinson details how last year’s NCAA Men’s Basketball Tournament run has impacted the university, noting that applications were up 27% over the previous year’s cycle while admits increased 35%. Additionally, the December 2023 Open House attendance was up 33% over 2022, and the October 2023 Open House attendance jumped 48% YoY. FDU athletics has also undergone its first full rebrand in nearly 20 years. That rebrand includes a change in the school’s athletic identity from Fairleigh Dickinson to FDU. The Knights also announce that 2023-24 set the single-season revenue high for MBB ticket sales in program history. On top of that, from March 2023 through October 2023, FDU’s online merchandise sales increased 327% from the same period in 2022. (link)

Puck’s Julia Alexander wonders whether a future exists for ESPN+ in its current form, noting the app “carries a handful of sports, including MLB baseball, hockey, soccer, and exclusive UFC matches—but crucially, not every Monday Night Football game.” Alexander adds that ESPN+ “wouldn’t necessarily be made obsolete by the Spulu bundle, which will presumably be four or five times more expensive. But the current version of ESPN+ will likely become a lower tier of the new ESPN stand-alone streaming app that Disney CEO Bob Iger has announced for 2025. This new, much ballyhooed service is expected to have all of the same content as the cable network, presumably at a price point somewhere in between the basic bundle and Spulu. If that sounds confusing, you’re not wrong. Consolidation is coming.” (link)

The NFL has revealed it tested optical technology to track first downs in multiple games this season, including the Super Bowl, and that the owners will be presented with information about how the tests went as the NFL considers the possibility of using the tracking instead of chains. The testing featured technology developed by Hawk-Eye, the computer vision system that assists with video replays in tennis, to precisely determine the position of the ball and players during replay reviews. According to NFL Network's Tom Pelissero, the technology is not ready to be rolled out for the 2024 season. (link, link)

Clarification… In recapping Wednesday’s conversation between Tulane Sports Law Director Gabe Feldman and Altius Sports Partners CEO Casey Schwab, we noted the two remarked that “schools can negotiate NIL with prospective student-athletes before they enroll.” In fact, Schwab said U.S. District Court Judge Clifton Corker’s ruling only allows third parties to negotiate NIL with prospective student-athletes, not schools but is “going to lead to practical outcomes on campuses and how coaches work with collectives that there’s going to be a distinction without a difference between collectives talking to recruits and making offers and coaches are now just that much closer to it and we’re getting closer to it and we’re getting really close to pay-for-NIL, if not pay-for-play.” (link)

The Pac-12 held an introductory press conference for Commissioner Teresa Gould, who covered several topics about the league’s future, including what options the league has in regards to the College Football Playoff moving forward. “There are a lot of different options on the table. To be clear, we're very much in the infancy stages of what happens beyond 2026. We're not discussing one model. We're looking at many. ... We’re committed to making sure that whatever plan we move forward with has adaptability.” Gould also noted her contract is for two years, which “lines up with the grace period to rebuild a conference and schedules for other sports.” She said of the Pac-12’s branding: “We're the Pac-12 conference and we're going to be the Pac-12 conference. That brand means something on the West Coast and to our fanbases. We'll continue to own the name, logo and intellectual property.” Additionally, Gould revealed the league “will continue to operate the Pac-12 Networks studio and facility" and called it a "valuable and unique asset." The network will be used "to produce content and showcase the Oregon State and Washington State athletes and teams” during the 2024-25 season. While the conference is “hopeful for a resolution in the near future,” Gould says there is no update on a football TV deal for 2024. (link)

Kennyhertz Perry attorney Mit Winter notes Dartmouth has asked the NLRB to reopen the men’s basketball proceeding to allow additional evidence of testimony to be introduced. The school argues the employment finding was based on an incomplete record and misapplication of the law. From the filing: “Based on extant law, Dartmouth’s presentation of evidence at the hearing focused on matters relevant to the common-law test and Dartmouth had no reason to anticipate that factors never before considered in determining employee status would be outcome determinative in the Regional Director’s analysis.” More from the filing. Dartmouth Executive Assoc. AD for Administration Taurian Houston this week sent an email to the 15 members of the men’s basketball team on behalf of the school “ostensibly to inform players on certain topics ahead of the team’s union election next week, but which contains positions that are legally debatable,” according to Sportico’s Michael McCann, who adds: “Under labor law, Dartmouth has the right to express accurate information and share opinions with the players before they vote. However, the school can’t threaten the players or engage in other conduct that could be deemed an unfair labor practice.” In part of the memo, Dartmouth warns that if the players unionize, “all members of the team become part of the collective bargaining unit, leaving any individual student disagreeing with that outcome without any right to remove himself from the Union.” It also states that the union would exclusively represent the players with the school and coaches on “all matters” related to employment. McCann: “These points are intended to suggest that players would lose individual autonomy by unionizing. In a section devoted to Ivy League play, the memo notes that if the union and Dartmouth agree to rules that “do not align with the Ivy League and NCAA’s rules,” then Dartmouth could be deemed ineligible. Additionally, the email states that employment activities could put international student-athletes “at risk of noncompliance with F-1 visa requirements.” McCann: “Like the first two points, the third is vulnerable to counter-arguments.” More from McCann, including rebuttals to Dartmouth’s arguments. TCU AD Jeremiah Donati talks with the Fort Worth Star-Telegram’s Steven Johnson about several topics, including the ramifications of the House case, about which he observes: “Right now there’s a tremendous amount of uncertainty around it. The numbers in damages, there are a lot of implications with it. It’s a little daunting thinking about adding that type of massive expense to your budget. It seems like that’s going to be the cost of doing business going forward and the cost of staying in the game. We made a commitment to do that here at TCU, to stay in the game. To compete at the highest level, that’s a board mandate. We’ll be prepared for whatever is coming.” Donati has also “changed his tune” about bringing NIL in-house and explains why he is now in favor of it: “I would prefer to control it, for it to be on the ground level. … We’ve got tremendous fundraisers here, I prefer they’re the ones that are running it. I’d like to give them university credit for supporting it, I’d like to give them priority points, we could get a little more creative with it if we had total control of it.” More from Donati. (link)

The North Carolina System Board of Governors has formally approved a policy change that will grant it authority over conference realignment moves among system schools. The change requires state universities to now seek approval from the system president before switching conferences. As part of the approval process, campus chancellors must provide to the president “advance notice” of the move, as well as a “financial plan” associated with it. If the president approves the plan, he or she must notify the UNC Board of Governors, which could then bring the proposal to a vote. If the board rejected it, the school would have to submit a new financial plan, restarting the approval process. (link)

Former Utah AD Chris Hill talks with The Mercury News’ Jon Wilner about the current landscape and asserts that the “NCAA needs to admit that everything they’ve done is wrong and stop trying to fix it all with Band-Aids. Start with the things that have to happen. We know players are going to get paid. We know they have to go to school. We know football is where the real money is. We know the transfer portal is a challenge but kids have to have freedom. They have to find solutions. … They should say, ‘Let’s look at the whole package. What are the outcomes that are legal?’ They can’t take one little thing and try to fix it. They have to make major changes. They need to pay the players, and everything else will come from that.” (link)

Washington State has instituted mandatory pay cuts across the football coaching staff, according to FootballScoop’s John Brice, who reports: “On Dec. 14, 2023, Washington State officials submitted mandatorily amended contracts that imposed sliced salaries between 5 and 10%.” Brice also notes the coaches received individualized but standard written correspondence that contained at least part of the following language: "In accordance with section 3.1 of your Employment Agreement, this serves as thirty (30) days' written notice of the University's intent to impose a X.X [percentages vary] reduction in your base salary. Effective January 15, 2024, your base salary will be (redacted amount). This was a difficult decision that was not taken lightly, but necessary given the financial challenges facing our department.” (link)

ESPN bracketologist Joe Lunardi goes long on why he advocates for increasing the size of the NCAA Men’s Basketball Tournament to 80 teams. Here’s the core of his argument: “Like it or not, the men's basketball championship must expand to save itself. [...] The new tournament must be profitable enough for both ‘haves’ and ‘have nots’ to play in the same sandbox. It must be concise enough to maintain the existing and extremely popular tournament calendar. It has to be flexible enough to allow for changes in future realignment and/or media acquisitions. And it needs to be simple enough for the casual fan to participate in via their bracket contests. [...] My recommended compromise, at least until the next round of major media negotiations in 2032, is to expand the NCAA field to 80 teams. We know the format of the current First Four works. So why not have additional play-in games so 12 teams can be added to the mix? Even if eight of these new slots end up going to what I've often called "middling" majors, that still leaves four new spots for truly deserving mid-majors. Everybody wins.” Dayton AD Neil Sullivan also notes the contemporary challenge of metrics-based comparisons: “College basketball has reached its practical point of limitations to evaluate teams. It's not possible to credibly evaluate teams that do not play each other, that do not have common opponents and that do not have a reasonably equal chance to 'statistically prove' their strength through competition. A team cannot pass the test if it cannot even take the test.” Lots more, including an interesting twist of using historical venues - like Hinkle Fieldhouse, Cameron Indoor, Phog Allen, Pauley Pavilion, etc. - for the added First Four games. The Wisconsin State Building Commission has formally approved construction of Wisconsin’s new $285M Football Indoor Practice Facility, which is scheduled to begin construction in 2025. Badgers AD Chris McIntosh: "This is another exciting step in the process. We are grateful for the support of the State Building Commission, but also from so many different stakeholders. The Iowa Board of Regents has approved Northern Iowa’s request to begin planning a training facility for the Panthers’ volleyball and men’s and women’s basketball programs. UNI President Mark Nook: “Several UNI alums and donors have recently stepped forward expressing interest in providing financial support for a court sports training facility. The enthusiasm for this initiative and the approval of the Regents has brought us to a point where we can proceed with conceptual planning for a court sports training facility. With those commitments in hands, we are excited to move forward.” The Panthers will now begin to evaluate potential designs that could be scaled to the size and scope that fundraising efforts permit, as the facility will be solely financed by private gifts.
