Washington officially announces Washington State AD Pat Chun as its next AD, effective today. President Ana Mari Cauce: “Pat has a track record of success and a wealth of experience — from 15 years in the Big Ten and service on national groups guiding the future of college sports, to securing community support and a commitment to the well-being of student-athletes. He knows our state, is highly respected in national athletics circles and has an eye for talent. More from Nebraska AD Troy Dannen, who said in his introductory press conference that “there will be a line item in our budget for student-athletes at some point in time.” What form that takes remains to be seen, but it “will be coming. And it is not optional. … That’s what NIL will transition into, and we better be supporting it to the max today. Because as we transition, we will be supporting it to the max tomorrow. We’ve always focused on coach recruitment and retention and how important that is. People. It’s time to focus on student-athlete recruitment and retention. It’s a different model. Two years removed from the men’s basketball team’s Elite Eight run, Saint Peter’s AD Katie Arcuri tells SBJ’s Ben Portnoy: “We would have liked to see more out of it. That's not disrespect to anybody that has been involved. I just think you realize what you could have capitalized on the second time around. And then you also realize we're still Saint Peter's. We went back to Saint Peter’s, and we still grind every day like we did two years ago. We're no different. We’re a small staff. We have limited resources, limited budgets. Nothing has changed in that regard.” Saint Peter’s isn’t the only Cinderella who returned to such realities, and Arcuri says: “The folks on campus that do support athletics and are committed do understand when you talk about athletics being the front porch of an institution, you can't just say that. You’ve got to back it up. ... We are really lucky that we are able to do a lot with a little. We even compare ourselves to the other MAAC institutions. We're not supported the same way that they are.” Still, the Peacocks made it back to this year’s Big Dance, and Arcuri explains: “It's really just being true to who we are and being truthful and honest upfront that if you come to Saint Peter’s and Jersey City, you're going to grind, whether you're the athletic director or the equipment manager. The NCAA and USOPC have partnered to release a second video highlighting the connection between college sports and the U.S. Olympic team. The 30-second spot is set to run during March Madness and future NCAA championship broadcasts. USOPC Chief of Sport and Athlete Services Rocky Harris: “Team USA will feature more than 850 athletes representing over 50 sports in the Olympic and Paralympic Games in Paris this summer, and the majority of these athletes will also be proudly representing their colleges back home. Monday’s Iowa-West Virginia women’s basketball game averaged 4.9M viewers on ESPN, “marking easily the largest audience on record for the women’s tournament prior to the Final Four,” according to Sports Media Watch’s Jon Lewis. The previous record, if you can even believe this, was set two days earlier when Iowa’s win over Holy Cross averaged 3.23M viewers. Before that, the most-viewed pre-Final Four WBB tourney game was last year’s Elite Eight matchup between Iowa and Louisville. If you can even believe that. The Hawkeyes’ victory over WVU peaked at 6.4M viewers and delivered, per Lewis, the “third-largest audience for any women’s tournament game in the past 20 years — since the 2004 UConn-Tennessee national championship (5.58M) — behind their national championship loss to LSU last year (9.92M) and their national semifinal win over South Carolina two days earlier (5.60M).” Overall, ESPN averaged 2.25M viewers for its five games Monday, up 180% from 804K for three games last year. The full eight-game slate averaged 1.6M viewers across ESPN and ESPN2, and the full 16-game second round averaged 1.4M, up 121% YoY. The NCAA Men’s Basketball Tournament’s record-breaking – or, at least record-hovering – viewership is evidence that March Madness “is not just healthy, but thriving against industry trends,” according to Yahoo’s Dan Wetzel, who also notes the first two rounds reportedly sold 97% of available tickets. “Seemingly nothing can kill this cocktail, whose chief ingredients are inclusion (small schools from non-traditional leagues) and exclusivity (it’s not simple for anyone to qualify), which means despite outsized budgetary disparity, things get settled on a level playing field (or court) with no safety net (one and done). It’s the right size, the right mix, the right blend. Year after year after year.” Therefore, Wetzel submits that college basketball officials could “consider it a blessing that you can serve as a steward for this magical event, a uniquely American creation that has captured America’s attention for generations,” or “continue to push for expansion, including floating out the need for ‘reviews’ on issues such as ‘giving away highly competitive opportunities for automatic qualifiers [from smaller leagues].’ You know, like Oakland and Yale.” (link)

The NCAA is reportedly considering removing restrictions that prohibit CHL hockey players from playing in the NCAA, and College Hockey News’ Mike McMahon notes that “if the NCAA changes its stance on CHL players through a vote by the coaches (unlikely) or if it's forced through the courts, the change will be that CHL players are ALL eligible as soon as they can enroll. Not ‘after their CHL careers are done.’ The CHL, in planning for this, wants to keep players through their 19-year-old season. There won't be any working agreement between the CHL and NCAA. From an NCAA perspective, if a change happens, those players will just be eligible the same way USHL players are eligible. It will be up to the CHL to figure out how to keep players.” (link)

St. Bonaventure President Jeff Gingerich in a video message acknowledges that he was among those upset by the Bonnies’ decision to decline an invitation to the NIT and tells fans: “You should have been informed of the team's decision about the NIT on Sunday evening, not three days later. The fans of most of the other 16 teams on that ESPN graphic could not have cared less, but they aren't Bonnies. I know you feel a lifelong sense of pride and ownership in this institution that few other alumni bases do, and that passion was not honored. You deserve better and it won't happen again.” (link)

Members of the Football Rules Committee will be monitoring the NFL’s implementation of a new kickoff rule this season. Adopted from the XFL, the new modification requires all players on the kicking team to line up at the receiving team’s 40-yard line while the receiving team lines nine players up on its own 35. Two players will line up downfield as returners, and the kicker will still kick off from his own 35. The kickoff team defenders wouldn’t be permitted to move until the ball lands on the ground in the “landing zone” inside the receiving team’s 20-yard line. If the ball lands short of the landing zone or goes out of bounds, the ball would be moved to the receiving team’s 40-yard line. The ball will be moved to the receiving team’s 30-yard line on touchbacks. Georgia HC Kirby Smart, who is a member of the committee: “I think the NFL is the model. They know what they want. They know what they’re trying to do. And they’re going to get it right, and then hopefully we can look into it ourselves, if the kickoff is not part of our game.” The number of touchbacks in college football has increased from 41.2% in 2020 to 49.6% in 2023. Smart points out the increasing number of touchbacks takes away significant development opportunities for young players who cut their teeth on special teams. “If a guy last year started on all the (special teams) units, (he) will probably start at a position this year. So you need those plays to be a part of it. But you need them to be safe.” (link)

The first Big 12 Pro Day kicks off today at the Dallas Cowboys’ Ford Center in Frisco, Texas, and The Athletic’s Max Olson notes the setup “will look just like the one used in Indianapolis, with testing and position drills beginning Thursday with quarterbacks, receivers, tight ends, running backs and defensive backs. NoBull is providing the apparel. Zebra is bringing its player-tracking technology. NFL Network will be on-site to televise the event. For Big 12 players who weren’t invited to Indy, it’ll be as authentic of a combine experience as possible.” Commissioner Brett Yormark, who first pitched the idea during his job interview, says: “How do we execute at a high level and differentiate ourselves from other conferences? I do think this is a big one, and hopefully our coaches can leverage it. I think that’s a critically important part of this whole thing.” Big 12 VP for Football Scott Draper adds: “The NFL has brought their resources, their expertise and their support in getting the clubs to understand this is new and different, and providing guidance on the club side so the GMs and scouting groups are comfortable that what we’re doing is what they would be getting on campus – but it’s better and more organized.” The event is open to all players who were on Big 12 rosters last season, and 26 of those who are taking part also participated in the NFL Combine. “Chaos has reigned” in the week since Authentic Brands Group transferred control of Sports Illustrated from The Arena Group to Minute Media, according to Front Office Sports’ A.J. Perez, who reports: “Three sources with direct knowledge tell Front Office Sports that [Arena Group CEO Manoj] Bhargava demanded Minute Media pay at least $50M for SI Fan Nation and threatened to destroy SI’s archives in a meeting with Minute. They also say that Arena tried to take over its social media accounts. And according to an email reviewed by FOS, Arena turned off email and Google Workspace access for SI employees last week over what it claimed was ‘potential unauthorized extraction of data and IP.’” Additionally, Perez reports that “Bhargava’s ‘henchmen tried to sabotage’ the transition. Arena had hoped that the site essentially would go dark for multiple days as March Madness kicked into gear in an effort to tank SI.com’s Google ranking, two sources told FOS.” Doing so, according to one source, would have the “dual effect of damaging the brand—a middle finger to both Authentic and Minute Media—and making Arena look like a more attractive partner for the Fan Nation publishers.” Lots more. Nebraska officially introduced new AD Troy Dannen, who in his remarks explained that what he did the most due diligence on, and what he was particularly impressed by, was the alignment. “Alignment is about the willingness of everybody to get stuff out of the way to allow the whole to succeed. Alignment is not about decisions, and it's not about necessarily the people all being this, that, in the order that they are. Alignment comes from the governor, it comes from the board, it comes from the president, it comes from the chancellor, it comes from our faculty, it comes from the student-athletes, it comes from the coaches. Alignment is up and down, is everybody willing to move mountains to put people in a position to succeed? That’s alignment. And the alignment here is as good as anything I've ever seen at any place. This is 17 years for me as an athletic director. I know the places I've been, I know the places I've been around. Trust me, the alignment is here to allow success.” Dannen also explained that he wanted his buyout to be the same amount he would be paid out because he wanted to show that much commitment to Nebraska. He went on to remark that “I think the world is going to revolve around the Big Ten and the SEC. I think we saw that with the CFP revenue distribution model that came out." Florida State AD Michael Alford has returned to the office after undergoing neck surgery for cervical spinal stenosis last month. While he declined to comment on any legal matters, Alford tells the Tallahassee Democrat’s Jim Henry: “We are not waiting for things to happen and then find out what our opportunities are. I have a timeline of media contracts (from professional to college sports). … How do we position ourselves in that framework to take advantage of opportunities as they present themselves? We are always looking ahead.” (link)

Oregon State and Washington State are nearing a TV deal for their 2024 home football games. According to JohnCanzano.com’s namesake, The CW is “believed to be the primary broadcast partner and was in extended talks with the Pac-12 as recently as a week ago.” While neither school has commented, sources tell Wilner they were focused on linking up with a linear partner. One insider says: “The goal was a broader reach with exposure than what we previously had on the Pac-12 Networks.” The CW does not have an in-house production arm, and Canzano is told that if a deal is made, the Pac-12 Network would produce the Beavers and Cougars’ 13 home football games. NCAA EVP for Regulatory Affairs Stan Wilcox joins the On the Fly podcast to discuss the governance process overall and reiterates that while the NCAA is in charge of interpreting and enforcing the rules, it is the schools themselves who set the policies. Wilcox notes there are over 180 NCAA committees and “these rules are not created in a vacuum, and these rules are just not thought up willy-nilly. These are very strategically thought out proposals and rules as people are thinking about how this may impact the wellbeing of student-athletes.” Legal proceedings brought by state attorneys general are particularly difficult for the NCAA, Wilcox explains, because it “puts us in a position where we then maybe think, ‘Okay, this might be an issue that the entire membership needs to talk about because maybe the membership feels a certain way about a particular rule the same way that this school may feel about it as they decide to go the legal route to get a remedy.’” Through the NCAA legislative process, Wilcox points out changing a rule could be a yearlong endeavor, “whereas going through the legal process, some schools have found, particularly those who have gotten favorable outcomes, have found that that might be quicker to address the issue.” These rulings, Wllcox continues, are “somewhat detrimental for the association because now you’re putting the rulemaking, to some degree, into the hands of the legal system. And that might help, it might be good for that one institution, but that may not be good for the vast majority of institutions who all agree that this is how the rules should be and this is how it should operate.” Lots more from Wilcox. The Utah women’s basketball team, along with members of the band and cheerleading team, were walking from their hotel in Coeur d'Alene, Idaho, to a restaurant for dinner when a “white truck got near the team, revved its engines to make its presence known, and then yelled the N-word toward the team before speeding off,” according to KSL’s Josh Furlong. Utes Deputy AD/COO/SWA Charmelle Green: “We all just were in shock, and we looked at each other like, did we just hear that? ... Everybody was in shock – our cheerleaders, our students that were in that area that heard it clearly were just frozen.” The team carried on with its dinner only to be confronted again, as Furlong reports: “This time, though, two trucks were present, revving their engines and making a lot of noise in an intimidating way, while yelling the N-word again to those present.” Complicating the matter was the fact that the team’s police escort was composed of officers in Washington who had no jurisdiction in Idaho, and Green says: “We were actually rather taken aback by our accommodations because when we were planning to host we were having similar issues in which we were seeking hotels either in Provo or Park City or Ogden, and the NCAA said no to that, so the fact that we were sent to a place that wasn't even the state that the university who's hosting resides was incredibly problematic.” The Utes worked with the NCAA and Gonzaga, the host school, to move to a hotel in Spokane. A total of 292,456 fans came through the turnstiles to watch first- and second-round NCAA Women’s Basketball Tournament games this year, an increase of 60,779 fans over 2023. Iowa City topped all hosting sites with sellout crowds totaling 28,764 fans for the first and second rounds. Driven by 236K viewers for the Arizona-Auburn matchup on March 21, First Four games averaged 184K viewers, up 24% from last year. The most-watched NCAA Women’s Basketball Tournament game from the first round was Iowa v. Holy Cross, which drew 3.23M viewers to ABC. The game’s viewership was higher than several men’s first-round games, including Purdue v. Grambling St (TBS) - 2.9M; Wagner v. UNC (CBS) - 2.87M; Connecticut v. Stetson (CBS) - 2.56M; and Houston v. Longwood (TNT) - 1.06M. It was also the most-viewed first-round game on record for the WBB tourney, according to ESPN, which also reports that a 1.5B minutes were consumed during the WBB tourney’s first round overall, a new all-time high and up 70% YoY. ESPN’s Myron Medcalf takes a behind-the-scenes look at the world of men’s basketball officiating and notes that “there is only one way to know whether an official can go from the simulated experience of a camp to the real thing, which might include a nose-to-nose encounter with an angered coach or a confrontation with a heated player.” NCAA National Coordinator of Men’s Basketball Officiating Chris Rastatter: "You're not going to throw 'em into Duke vs. North Carolina in their first year. I'll see a particular matchup, and I'll see a young referee that I think has some NCAA tournament potential, and I'll go, 'Oh, here's a good matchup for that ref. We'll see how they handle it.' But you don't know. When the bright lights come on, you see who handled it. Almost everybody does." As officials progress in their careers and become more well-known, Medcalf points out it can be difficult for them to maintain their privacy, which is why Rastatter advises them to stay off social media and never announce their locations or schedules. The legalization and expansion of gambling has underscored the importance of that advice. Rastatter: "We always talk about gambling and just having awareness, because you could be having a casual conversation with somebody and all they're trying to do is get some information out of you. We are on alert. I don't tell people where I'm going, who I'm reffing. I don't talk about players, the game, I don't talk about any of that." Western Basketball Officiating Consortium Director of Officials John Higgins says the increase in betting has also led to increased scrutiny of officials by watchdog groups like U.S. Integrity. The Colorado-focused Buffs4Life and 5430 Foundation are consolidating to form the 5430 Alliance, which will support all CU student-athletes. Buffs AD Rick George: “NIL is a critical component of our athletics programs as we support our student-athletes and compete for national championships. 5430 Alliance ushers in a new chapter of NIL at Colorado and allows all our fans and alumni to support our student-athletes through one avenue. We encourage every supporter of the Buffs community to pledge their support to 5430 Alliance.” Blueprint Sports will manage the collective’s daily operations, and CEO Rob Sine tells On3’s Pete Nakos the 5430 Alliance will have one of the biggest staffs under the Blueprint umbrella. “Rick George, the AD, bringing Deion in, basketball, both men and women, having the success and moving to a new conference, there’s a lot of opportunity here for us, but I’d be remiss to say football isn’t a huge opportunity. Probably one of the biggest in the country, because the polarizing brand of coach and the players on the team right now. … Football really has to double its NIL budget from last year to this year.” Sine also notes the “going rate is somewhere $6M to $10M, but a program like this needs to be $8M and above.” (link)

Georgia Tech has officially broken ground on the Thomas A. Fanning Student-Athlete Performance Center. The 100K-sq-ft facility will serve as a hub for Yellow Jackets student-athletes, with areas dedicated to strength and conditioning, sports medicine (including mental health services) and nutrition, as well as expanded and enhanced meeting and office space exclusive to the football program. The Fanning Center will also be equipped with the university’s first-ever sports science lab, which will use pro-model motion tracking to capture student-athletes’ performance data that will feed into an in-house data analytics office for performance tracking and analysis. Dartmouth has received a $150M gift from the estate of alumnus Glenn Britt and his wife, Barbara, to expand the university’s financial aid funding. The gift will allow Dartmouth to nearly double the family income threshold for students to receive free tuition, from $65K to $125K, among the highest of any institution in the country. President Sian Leah Beilock: “We are proud of the racial, ethnic, and geographic diversity reflected in Dartmouth’s student body, but we want to do even more to attract a wider range of students from middle-income families. By elevating the family contribution threshold to $125K, we will not only be saying to them that a Dartmouth education is within reach; we will also be adding to the diversity of backgrounds and viewpoints of our students, an educational plus for everyone on campus.” (link)
