NCAA President Charlie Baker announces the association will be contacting officials across the country in states that still allow prop bets on student-athletes to try and convince them to “join Ohio, Vermont, Maryland and many others and remove college prop bets from all betting markets. The NCAA is drawing the line on sports betting to protect student-athletes and to protect the integrity of the game – issues across the country these last several days show there is more work to be done.” (link); Sportico’s Michael McCann and Eben Novy-Williams play devil’s advocate and note that some “worry that banning bet types that are widely available via black market sites will only serve to push consumers to those sites and away from regulated, legal sportsbooks.” Legally speaking, they point out that “consumers who like placing prop bets could assert they should have a ‘right’ as law-abiding adults to bet on what they wish. Sports betting operators could also urge against Baker’s plan on grounds that it is better to legalize and regulate than to render illegal and invite a black market to fill the vacuum and take bets. This has been the argument used against those dozen states that don’t allow wagering on local college teams.” Congress could also play a role, as McCann and Novy-Williams explain that Murphy v. NCAA didn’t prohibit lawmakers from passing a federal law. Rather, it forbade the federal government taking away the autonomy of states to legalize sports betting when there is no accompanying federal standard. If a federal law is passed, “states might argue Congress lacks the authority to preempt state betting laws. For its part, Congress would rebut by insisting sports betting impacts interstate commerce and thus falls within the purview of federal law.” (link)

Ironic timing: Seven major sportsbooks – FanDuel, DraftKings, BetMGM, Penn Entertainment, Fanatics Betting & Gaming, Hard Rock Digital and bet365 – announce the formation of the Responsible Online Gaming Association (ROGA) to promote responsible gaming and share information about problem gamblers. ROGA Executive Director Jennifer Shatley: “I’m incredibly excited to move this forward and to really do some impactful things and to really expand the knowledge through the research and to create these evidence-based best practices and to really empower players with information.” The new group, whose members account for 85% of the legal online betting market in the U.S., will create an independent clearinghouse through which they can share key information related to the protection of consumers. Caesars, which is noticeably absent from the consortium, says in a statement: “While we applaud all efforts to ensure online gaming is both operated and marketed in a responsible manner, we are confident in our [own] Responsible Gaming approach.” (link)

A proposal to allow football head coaches to designate any 10 staff members as “countable” coaches who are eligible to recruit off-campus is now in a six-week socialization period as members of the Football Oversight Committee receive feedback from their conferences. AFCA Executive Director Craig Bohl says AFCA endorses the proposal 100%: “This is probably the most common sense approach that we could make. For years, we’ve had analysts and quality control coaches who have had a desire to coach. So much has changed with the landscape with players now being compensated. To be concerned that you’re going to have an assistant quarterbacks coach out there coaching is counter productive. It’s been a compliance nightmare.” West Virginia HC Neal Brown agrees and tells Yahoo’s Ross Dellenger: “It really takes all the gray area out of what each role can do and not do. There is a little gray area in some leagues, and some compliance departments look at it differently than others. I think it’s really good for the profession. Our job as coaches is to grow and develop those on your staff.” Dellenger notes the DI Council rejected a similar idea last year over concerns it would spark a proliferation of coaching staffs. “Coaches push back on such a notion. Auburn coach Hugh Freeze, one of the loudest supporters of the change, believes that most teams at the major conference level will employ a second assistant at each position group and a separate coach for special teams. The policy change would likely produce more coaches designated with NFL-like titles, such as assistant offensive line coach or assistant quarterbacks coach.” Freeze: “You can have too many. I don’t want 40 coaches.” (link)

Coastal Carolina Chair of Athletics Joe Moglia believes now may be the right time for Power 5 football spinoff and asserts the NCAA “failed to act proactively on NIL, and even since [President Charlie] Baker took over, it’s struggled to justify its authority or purpose. Rather than working to shape the NIL era, support athletes and enable the Power Five schools to act independently, the NCAA sought to hold back the rising tide with sandcastles. … Now, rather than taking a proactive role in shaping the era of college sports, Baker is once again asking Congress to fix the mess by giving the NCAA an antitrust exemption. It’s a desperate attempt that only makes the organization appear even weaker and less effective than it already is. And he’s laying it on thick, claiming that if college athletes were paid, it would endanger the existence of sports at ‘95% of colleges,’ because they don’t make money on sports. This position is ridiculous for two reasons. First, even if athletes are categorized as employees, it doesn’t mean they’d all necessarily earn huge salaries.” Second, Moglia asserts that “Baker vastly overstates the percentage of schools who would struggle to pay student athletes. And just because some schools might struggle to pay student athletes doesn’t mean it’s not right to do it!” He concludes: “Since the NCAA can’t seem to put together a winning strategy, what are the power conferences waiting on? There’s no time like the present to spin off and start doing things right by establishing a new model for the business of college sports.” (link)

Media-buying consortium GroupM, which last year controlled an estimated $64B in global media spend, plans to double its investment in women’s sports in 2024 and is working toward “developing a marketplace exclusively dedicated to transacting against an often-overlooked segment.” According to Sportico’s Anthony Crupi, “GroupM clients that already have committed to up their women’s sports spend during the spring/summer ad sell-off include Adidas, Unilever, Google, Discover, Mars, Nationwide and Universal Pictures.” GroupM Executive Director of Sports and Live Investment Martin Blich declined to outline specific dollar targets but tells Crupi: “It’s extremely important now to get in front of this. There’s a lot of white space in the women’s sports marketplace, we’ve seen a lot of growth over the last few years now, and even though the ground floor has probably already been occupied, we really wanted to expand that. And not just among the clients that are already doing it so well, but also for those who have yet to get involved in this growth market.” Ally Financial Chief Marketing and PR Officer Amanda Brimmer, who last year led Ally’s commitment to invest 90% of the company’s sports spend in women’s sports says creating a “dedicated marketplace for women’s sports beginning at this year’s upfront marks a significant step forward in driving real impact in the business of women’s sports. She adds that the effort to reevaluate the manner in which women’s sports media is bought and sold has been a key factor in “driving systemic change” across the industry. (link, link)

Iowa women's basketball star Caitlin Clark has been offered $5M to play in the Big3 league, according to Founder Ice Cube, who says: “We intended the offer to remain private while Caitlin Clark plays for the championship. But I won't deny what's now already out there: BIG3 made a historic offer to Caitlin Clark. Why wouldn't we? Caitlin is a generational athlete who can achieve tremendous success in the BIG3. The skeptics laughed when we made Nancy Lieberman the first female coach of a men's pro team, and she won the championship in her first year. Then Lisa Leslie won it all in year two. With our offer, Caitlin Clark can make history and break down even more barriers for women athletes." Ice Cube also tells ESPN’s Pat McAfee he believes it’s definitely doable for Clark to participate in the Big3 and WNBA: "It's up to the player. We've always wanted to work with the WNBA. We've wanted to work with the NBA but unfortunately that hasn't been able to happen but maybe this will open the door for that." (link)

The NFL announces a Christmas Day doubleheader despite it falling on a Wednesday this year. Additionally, Amazon will stream a wild card playoff game, and the Eagles’ season debut on Friday of the league’s opening weekend will stream from Brazil on Peacock. NFL EVP for Media Distribution Hans Schroeder says the league decided to play on Christmas after last year’s tripleheader posted strong viewership. “The fans clearly spoke. There’s a big demand.” After the NFL previously ruled out Wednesday Christmas games, Schroeder didn’t fully eliminate the possibility of doing the same on a Tuesday in the future but noted: “We found a path to Wednesday this year. Tuesday might be a bridge too far.” The Athletic’s Chris Vannini reacts to the news: “The idea that the College Football Playoff should move CFP 1st round games off Saturday as a favor to the NFL remains nonsense when the NFL continues to encroach on everyone else's turf, now taking Christmas from the NBA.” (link, link)

After its men’s basketball team upset Kentucky in the first round of the NCAA Men’s Basketball Tournament, Oakland’s Instagram following increased from 9,700 to 16K and eventually to 25K. Golden Grizzlies Assoc. AD for External Operations John Ciszewski says the school has also enjoyed its best month of sales ever during an eight-day period, from Selection Sunday to the following Sunday. The Detroit News’ Tony Paul notes the “growth is expected to continue. Enrollment bumps are pretty standard for schools whose basketball teams make some unexpected noise in the NCAA Tournament. Take Saint Peter's in New Jersey. The school was a No. 2 seed when it beat No. 15 Kentucky two years ago. In 2023-24, it had its largest enrollment in 25 years, and a 7% increase over the previous year.” MBB HC Greg Kampe: “This is unbelievable for our university, the amount of publicity. And because our kids are such great kids, it's positive publicity." (link)

Washington officially announces Washington State AD Pat Chun as its next AD, effective today. President Ana Mari Cauce: “Pat has a track record of success and a wealth of experience — from 15 years in the Big Ten and service on national groups guiding the future of college sports, to securing community support and a commitment to the well-being of student-athletes. He knows our state, is highly respected in national athletics circles and has an eye for talent. I’m so happy he’ll be joining us to lead UW Athletics into the future.” (link); ESPN’s Pete Thamel reports UW and Chun have agreed to a six-year deal. (link)

More from Nebraska AD Troy Dannen, who said in his introductory press conference that “there will be a line item in our budget for student-athletes at some point in time.” What form that takes remains to be seen, but it “will be coming. And it is not optional. … That’s what NIL will transition into, and we better be supporting it to the max today. Because as we transition, we will be supporting it to the max tomorrow. We’ve always focused on coach recruitment and retention and how important that is. People. It’s time to focus on student-athlete recruitment and retention. It’s a different model. Some people don’t like it and those who don’t want to embrace it, that’s fine. We will embrace it. Because that is the price of success.” (link); Dannen also said he sought out former Big 12 Commissioner/Northern Iowa Interim AD Bob Bowlsby’s opinion before he took the job: "He was like, 'Are you crazy? Take that job.' And that's what I wanted here. Just my mentor affirming what my own mind told me.” Regarding the $450M Memorial Stadium renovation, Dannen said he doesn’t know all the details yet, but if it helps the Huskers win, he’s up for it. Two years removed from the men’s basketball team’s Elite Eight run, Saint Peter’s AD Katie Arcuri tells SBJ’s Ben Portnoy: “We would have liked to see more out of it. That's not disrespect to anybody that has been involved. I just think you realize what you could have capitalized on the second time around. And then you also realize we're still Saint Peter's. We went back to Saint Peter’s, and we still grind every day like we did two years ago. We're no different. We’re a small staff. We have limited resources, limited budgets. Nothing has changed in that regard.” Saint Peter’s isn’t the only Cinderella who returned to such realities, and Arcuri says: “The folks on campus that do support athletics and are committed do understand when you talk about athletics being the front porch of an institution, you can't just say that. You’ve got to back it up. ... We are really lucky that we are able to do a lot with a little. We even compare ourselves to the other MAAC institutions. We're not supported the same way that they are.” Still, the Peacocks made it back to this year’s Big Dance, and Arcuri explains: “It's really just being true to who we are and being truthful and honest upfront that if you come to Saint Peter’s and Jersey City, you're going to grind, whether you're the athletic director or the equipment manager. We all are in this together, and I think everybody realizes that and that's just what you do on a daily basis.” (link)

Monday’s Iowa-West Virginia women’s basketball game averaged 4.9M viewers on ESPN, “marking easily the largest audience on record for the women’s tournament prior to the Final Four,” according to Sports Media Watch’s Jon Lewis. The previous record, if you can even believe this, was set two days earlier when Iowa’s win over Holy Cross averaged 3.23M viewers. Before that, the most-viewed pre-Final Four WBB tourney game was last year’s Elite Eight matchup between Iowa and Louisville. If you can even believe that. The Hawkeyes’ victory over WVU peaked at 6.4M viewers and delivered, per Lewis, the “third-largest audience for any women’s tournament game in the past 20 years — since the 2004 UConn-Tennessee national championship (5.58M) — behind their national championship loss to LSU last year (9.92M) and their national semifinal win over South Carolina two days earlier (5.60M).” Overall, ESPN averaged 2.25M viewers for its five games Monday, up 180% from 804K for three games last year. The full eight-game slate averaged 1.6M viewers across ESPN and ESPN2, and the full 16-game second round averaged 1.4M, up 121% YoY. (link); The Athletic’s Stewart Mandel: “This monster number beat every men's second-round game on cable. Which tells me, if Iowa makes the Final Four (ESPN/ABC), it will outdraw the men's FF (TBS).” (link)

The NCAA Men’s Basketball Tournament’s record-breaking – or, at least record-hovering – viewership is evidence that March Madness “is not just healthy, but thriving against industry trends,” according to Yahoo’s Dan Wetzel, who also notes the first two rounds reportedly sold 97% of available tickets. “Seemingly nothing can kill this cocktail, whose chief ingredients are inclusion (small schools from non-traditional leagues) and exclusivity (it’s not simple for anyone to qualify), which means despite outsized budgetary disparity, things get settled on a level playing field (or court) with no safety net (one and done). It’s the right size, the right mix, the right blend. Year after year after year.” Therefore, Wetzel submits that college basketball officials could “consider it a blessing that you can serve as a steward for this magical event, a uniquely American creation that has captured America’s attention for generations,” or “continue to push for expansion, including floating out the need for ‘reviews’ on issues such as ‘giving away highly competitive opportunities for automatic qualifiers [from smaller leagues].’ You know, like Oakland and Yale.” (link)

The NCAA is reportedly considering removing restrictions that prohibit CHL hockey players from playing in the NCAA, and College Hockey News’ Mike McMahon notes that “if the NCAA changes its stance on CHL players through a vote by the coaches (unlikely) or if it's forced through the courts, the change will be that CHL players are ALL eligible as soon as they can enroll. Not ‘after their CHL careers are done.’ The CHL, in planning for this, wants to keep players through their 19-year-old season. There won't be any working agreement between the CHL and NCAA. From an NCAA perspective, if a change happens, those players will just be eligible the same way USHL players are eligible. It will be up to the CHL to figure out how to keep players.” (link)

St. Bonaventure President Jeff Gingerich in a video message acknowledges that he was among those upset by the Bonnies’ decision to decline an invitation to the NIT and tells fans: “You should have been informed of the team's decision about the NIT on Sunday evening, not three days later. The fans of most of the other 16 teams on that ESPN graphic could not have cared less, but they aren't Bonnies. I know you feel a lifelong sense of pride and ownership in this institution that few other alumni bases do, and that passion was not honored. You deserve better and it won't happen again.” (link)

Members of the Football Rules Committee will be monitoring the NFL’s implementation of a new kickoff rule this season. Adopted from the XFL, the new modification requires all players on the kicking team to line up at the receiving team’s 40-yard line while the receiving team lines nine players up on its own 35. Two players will line up downfield as returners, and the kicker will still kick off from his own 35. The kickoff team defenders wouldn’t be permitted to move until the ball lands on the ground in the “landing zone” inside the receiving team’s 20-yard line. If the ball lands short of the landing zone or goes out of bounds, the ball would be moved to the receiving team’s 40-yard line. The ball will be moved to the receiving team’s 30-yard line on touchbacks. Georgia HC Kirby Smart, who is a member of the committee: “I think the NFL is the model. They know what they want. They know what they’re trying to do. And they’re going to get it right, and then hopefully we can look into it ourselves, if the kickoff is not part of our game.” The number of touchbacks in college football has increased from 41.2% in 2020 to 49.6% in 2023. Smart points out the increasing number of touchbacks takes away significant development opportunities for young players who cut their teeth on special teams. “If a guy last year started on all the (special teams) units, (he) will probably start at a position this year. So you need those plays to be a part of it. But you need them to be safe.” (link)

The first Big 12 Pro Day kicks off today at the Dallas Cowboys’ Ford Center in Frisco, Texas, and The Athletic’s Max Olson notes the setup “will look just like the one used in Indianapolis, with testing and position drills beginning Thursday with quarterbacks, receivers, tight ends, running backs and defensive backs. NoBull is providing the apparel. Zebra is bringing its player-tracking technology. NFL Network will be on-site to televise the event. For Big 12 players who weren’t invited to Indy, it’ll be as authentic of a combine experience as possible.” Commissioner Brett Yormark, who first pitched the idea during his job interview, says: “How do we execute at a high level and differentiate ourselves from other conferences? I do think this is a big one, and hopefully our coaches can leverage it. I think that’s a critically important part of this whole thing.” Big 12 VP for Football Scott Draper adds: “The NFL has brought their resources, their expertise and their support in getting the clubs to understand this is new and different, and providing guidance on the club side so the GMs and scouting groups are comfortable that what we’re doing is what they would be getting on campus – but it’s better and more organized.” The event is open to all players who were on Big 12 rosters last season, and 26 of those who are taking part also participated in the NFL Combine. “Chaos has reigned” in the week since Authentic Brands Group transferred control of Sports Illustrated from The Arena Group to Minute Media, according to Front Office Sports’ A.J. Perez, who reports: “Three sources with direct knowledge tell Front Office Sports that [Arena Group CEO Manoj] Bhargava demanded Minute Media pay at least $50M for SI Fan Nation and threatened to destroy SI’s archives in a meeting with Minute. They also say that Arena tried to take over its social media accounts. And according to an email reviewed by FOS, Arena turned off email and Google Workspace access for SI employees last week over what it claimed was ‘potential unauthorized extraction of data and IP.’” Additionally, Perez reports that “Bhargava’s ‘henchmen tried to sabotage’ the transition. Arena had hoped that the site essentially would go dark for multiple days as March Madness kicked into gear in an effort to tank SI.com’s Google ranking, two sources told FOS.” Doing so, according to one source, would have the “dual effect of damaging the brand—a middle finger to both Authentic and Minute Media—and making Arena look like a more attractive partner for the Fan Nation publishers.” Lots more.
