American International AD Jessica Chapin will step down after four-plus years in the chair to accept the same position at her alma mater, Brandeis (DIII). The move comes on the heels of President Hubert Benitez’s departure to become the president at Saint Peter’s (DI). (link)

NCAA President Charlie Baker announces the association will be contacting officials across the country in states that still allow prop bets on student-athletes to try and convince them to “join Ohio, Vermont, Maryland and many others and remove college prop bets from all betting markets. The NCAA is drawing the line on sports betting to protect student-athletes and to protect the integrity of the game – issues across the country these last several days show there is more work to be done.” (link); Sportico’s Michael McCann and Eben Novy-Williams play devil’s advocate and note that some “worry that banning bet types that are widely available via black market sites will only serve to push consumers to those sites and away from regulated, legal sportsbooks.” Legally speaking, they point out that “consumers who like placing prop bets could assert they should have a ‘right’ as law-abiding adults to bet on what they wish. Sports betting operators could also urge against Baker’s plan on grounds that it is better to legalize and regulate than to render illegal and invite a black market to fill the vacuum and take bets. This has been the argument used against those dozen states that don’t allow wagering on local college teams.” Congress could also play a role, as McCann and Novy-Williams explain that Murphy v. NCAA didn’t prohibit lawmakers from passing a federal law. Rather, it forbade the federal government taking away the autonomy of states to legalize sports betting when there is no accompanying federal standard. If a federal law is passed, “states might argue Congress lacks the authority to preempt state betting laws. For its part, Congress would rebut by insisting sports betting impacts interstate commerce and thus falls within the purview of federal law.” (link)

NCAA EVP for Regulatory Affairs Stan Wilcox joins the On the Fly podcast to discuss the governance process overall and reiterates that while the NCAA is in charge of interpreting and enforcing the rules, it is the schools themselves who set the policies. Wilcox notes there are over 180 NCAA committees and “these rules are not created in a vacuum, and these rules are just not thought up willy-nilly. These are very strategically thought out proposals and rules as people are thinking about how this may impact the wellbeing of student-athletes.” Legal proceedings brought by state attorneys general are particularly difficult for the NCAA, Wilcox explains, because it “puts us in a position where we then maybe think, ‘Okay, this might be an issue that the entire membership needs to talk about because maybe the membership feels a certain way about a particular rule the same way that this school may feel about it as they decide to go the legal route to get a remedy.’” Through the NCAA legislative process, Wilcox points out changing a rule could be a yearlong endeavor, “whereas going through the legal process, some schools have found, particularly those who have gotten favorable outcomes, have found that that might be quicker to address the issue.” These rulings, Wllcox continues, are “somewhat detrimental for the association because now you’re putting the rulemaking, to some degree, into the hands of the legal system. And that might help, it might be good for that one institution, but that may not be good for the vast majority of institutions who all agree that this is how the rules should be and this is how it should operate.” Lots more from Wilcox. Football Rules Considerations:

+ Members of the Football Rules Committee will be monitoring the NFL’s implementation of a new kickoff rule this season. Adopted from the XFL, the new modification requires all players on the kicking team to line up at the receiving team’s 40-yard line while the receiving team lines nine players up on its own 35. Two players will line up downfield as returners, and the kicker will still kick off from his own 35. The kickoff team defenders wouldn’t be permitted to move until the ball lands on the ground in the “landing zone” inside the receiving team’s 20-yard line. If the ball lands short of the landing zone or goes out of bounds, the ball would be moved to the receiving team’s 40-yard line. The ball will be moved to the receiving team’s 30-yard line on touchbacks. Georgia (DI) HC Kirby Smart, who is a member of the committee: “I think the NFL is the model. They know what they want. They know what they’re trying to do. And they’re going to get it right, and then hopefully we can look into it ourselves, if the kickoff is not part of our game.” The number of touchbacks in college football has increased from 41.2% in 2020 to 49.6% in 2023. Smart points out the increasing number of touchbacks takes away significant development opportunities for young players who cut their teeth on special teams. “If a guy last year started on all the (special teams) units, (he) will probably start at a position this year. So you need those plays to be a part of it. But you need them to be safe.” (link)

+ NFL owners unanimously voted to institute a 15-yard penalty for what’s known as a “hip-drop tackle,” which occurs when a defender grabs or wraps his arms around a runner and “unweights himself by swiveling and dropping his hips and/or lower body” while landing on and trapping a runner’s leg at or below the knee. In addition to being penalized, players will also be subject to a potential fine for doing it. Despite it being a player safety issue, the NFLPA opposes the new penalty, explaining in a statement that it “cannot support a rule change that causes confusion for us as players, for coaches, for officials and especially, for fans.” Atlanta Falcons CEO/NFL Competition Committee Chair Rich McKay insists that “we have an obligation from a health and safety standpoint to protect players when there’s unreasonable risk of injury. There’s pure data: it’s an unreasonable risk of injury.” (link)
