Nebraska officially introduced new AD Troy Dannen, who in his remarks explained that what he did the most due diligence on, and what he was particularly impressed by, was the alignment. “Alignment is about the willingness of everybody to get stuff out of the way to allow the whole to succeed. Alignment is not about decisions, and it's not about necessarily the people all being this, that, in the order that they are. Alignment comes from the governor, it comes from the board, it comes from the president, it comes from the chancellor, it comes from our faculty, it comes from the student-athletes, it comes from the coaches. Alignment is up and down, is everybody willing to move mountains to put people in a position to succeed? That’s alignment. And the alignment here is as good as anything I've ever seen at any place. This is 17 years for me as an athletic director. I know the places I've been, I know the places I've been around. Trust me, the alignment is here to allow success.” Dannen also explained that he wanted his buyout to be the same amount he would be paid out because he wanted to show that much commitment to Nebraska. He went on to remark that “I think the world is going to revolve around the Big Ten and the SEC. I think we saw that with the CFP revenue distribution model that came out." Florida State AD Michael Alford has returned to the office after undergoing neck surgery for cervical spinal stenosis last month. While he declined to comment on any legal matters, Alford tells the Tallahassee Democrat’s Jim Henry: “We are not waiting for things to happen and then find out what our opportunities are. I have a timeline of media contracts (from professional to college sports). … How do we position ourselves in that framework to take advantage of opportunities as they present themselves? We are always looking ahead.” (link)

Oregon State and Washington State are nearing a TV deal for their 2024 home football games. According to JohnCanzano.com’s namesake, The CW is “believed to be the primary broadcast partner and was in extended talks with the Pac-12 as recently as a week ago.” While neither school has commented, sources tell Wilner they were focused on linking up with a linear partner. One insider says: “The goal was a broader reach with exposure than what we previously had on the Pac-12 Networks.” The CW does not have an in-house production arm, and Canzano is told that if a deal is made, the Pac-12 Network would produce the Beavers and Cougars’ 13 home football games. NCAA EVP for Regulatory Affairs Stan Wilcox joins the On the Fly podcast to discuss the governance process overall and reiterates that while the NCAA is in charge of interpreting and enforcing the rules, it is the schools themselves who set the policies. Wilcox notes there are over 180 NCAA committees and “these rules are not created in a vacuum, and these rules are just not thought up willy-nilly. These are very strategically thought out proposals and rules as people are thinking about how this may impact the wellbeing of student-athletes.” Legal proceedings brought by state attorneys general are particularly difficult for the NCAA, Wilcox explains, because it “puts us in a position where we then maybe think, ‘Okay, this might be an issue that the entire membership needs to talk about because maybe the membership feels a certain way about a particular rule the same way that this school may feel about it as they decide to go the legal route to get a remedy.’” Through the NCAA legislative process, Wilcox points out changing a rule could be a yearlong endeavor, “whereas going through the legal process, some schools have found, particularly those who have gotten favorable outcomes, have found that that might be quicker to address the issue.” These rulings, Wllcox continues, are “somewhat detrimental for the association because now you’re putting the rulemaking, to some degree, into the hands of the legal system. And that might help, it might be good for that one institution, but that may not be good for the vast majority of institutions who all agree that this is how the rules should be and this is how it should operate.” Lots more from Wilcox. The Utah women’s basketball team, along with members of the band and cheerleading team, were walking from their hotel in Coeur d'Alene, Idaho, to a restaurant for dinner when a “white truck got near the team, revved its engines to make its presence known, and then yelled the N-word toward the team before speeding off,” according to KSL’s Josh Furlong. Utes Deputy AD/COO/SWA Charmelle Green: “We all just were in shock, and we looked at each other like, did we just hear that? ... Everybody was in shock – our cheerleaders, our students that were in that area that heard it clearly were just frozen.” The team carried on with its dinner only to be confronted again, as Furlong reports: “This time, though, two trucks were present, revving their engines and making a lot of noise in an intimidating way, while yelling the N-word again to those present.” Complicating the matter was the fact that the team’s police escort was composed of officers in Washington who had no jurisdiction in Idaho, and Green says: “We were actually rather taken aback by our accommodations because when we were planning to host we were having similar issues in which we were seeking hotels either in Provo or Park City or Ogden, and the NCAA said no to that, so the fact that we were sent to a place that wasn't even the state that the university who's hosting resides was incredibly problematic.” The Utes worked with the NCAA and Gonzaga, the host school, to move to a hotel in Spokane. A total of 292,456 fans came through the turnstiles to watch first- and second-round NCAA Women’s Basketball Tournament games this year, an increase of 60,779 fans over 2023. Iowa City topped all hosting sites with sellout crowds totaling 28,764 fans for the first and second rounds. Driven by 236K viewers for the Arizona-Auburn matchup on March 21, First Four games averaged 184K viewers, up 24% from last year. The most-watched NCAA Women’s Basketball Tournament game from the first round was Iowa v. Holy Cross, which drew 3.23M viewers to ABC. The game’s viewership was higher than several men’s first-round games, including Purdue v. Grambling St (TBS) - 2.9M; Wagner v. UNC (CBS) - 2.87M; Connecticut v. Stetson (CBS) - 2.56M; and Houston v. Longwood (TNT) - 1.06M. It was also the most-viewed first-round game on record for the WBB tourney, according to ESPN, which also reports that a 1.5B minutes were consumed during the WBB tourney’s first round overall, a new all-time high and up 70% YoY. ESPN’s Myron Medcalf takes a behind-the-scenes look at the world of men’s basketball officiating and notes that “there is only one way to know whether an official can go from the simulated experience of a camp to the real thing, which might include a nose-to-nose encounter with an angered coach or a confrontation with a heated player.” NCAA National Coordinator of Men’s Basketball Officiating Chris Rastatter: "You're not going to throw 'em into Duke vs. North Carolina in their first year. I'll see a particular matchup, and I'll see a young referee that I think has some NCAA tournament potential, and I'll go, 'Oh, here's a good matchup for that ref. We'll see how they handle it.' But you don't know. When the bright lights come on, you see who handled it. Almost everybody does." As officials progress in their careers and become more well-known, Medcalf points out it can be difficult for them to maintain their privacy, which is why Rastatter advises them to stay off social media and never announce their locations or schedules. The legalization and expansion of gambling has underscored the importance of that advice. Rastatter: "We always talk about gambling and just having awareness, because you could be having a casual conversation with somebody and all they're trying to do is get some information out of you. We are on alert. I don't tell people where I'm going, who I'm reffing. I don't talk about players, the game, I don't talk about any of that." Western Basketball Officiating Consortium Director of Officials John Higgins says the increase in betting has also led to increased scrutiny of officials by watchdog groups like U.S. Integrity. The Colorado-focused Buffs4Life and 5430 Foundation are consolidating to form the 5430 Alliance, which will support all CU student-athletes. Buffs AD Rick George: “NIL is a critical component of our athletics programs as we support our student-athletes and compete for national championships. 5430 Alliance ushers in a new chapter of NIL at Colorado and allows all our fans and alumni to support our student-athletes through one avenue. We encourage every supporter of the Buffs community to pledge their support to 5430 Alliance.” Blueprint Sports will manage the collective’s daily operations, and CEO Rob Sine tells On3’s Pete Nakos the 5430 Alliance will have one of the biggest staffs under the Blueprint umbrella. “Rick George, the AD, bringing Deion in, basketball, both men and women, having the success and moving to a new conference, there’s a lot of opportunity here for us, but I’d be remiss to say football isn’t a huge opportunity. Probably one of the biggest in the country, because the polarizing brand of coach and the players on the team right now. … Football really has to double its NIL budget from last year to this year.” Sine also notes the “going rate is somewhere $6M to $10M, but a program like this needs to be $8M and above.” (link)

Georgia Tech has officially broken ground on the Thomas A. Fanning Student-Athlete Performance Center. The 100K-sq-ft facility will serve as a hub for Yellow Jackets student-athletes, with areas dedicated to strength and conditioning, sports medicine (including mental health services) and nutrition, as well as expanded and enhanced meeting and office space exclusive to the football program. The Fanning Center will also be equipped with the university’s first-ever sports science lab, which will use pro-model motion tracking to capture student-athletes’ performance data that will feed into an in-house data analytics office for performance tracking and analysis. Dartmouth has received a $150M gift from the estate of alumnus Glenn Britt and his wife, Barbara, to expand the university’s financial aid funding. The gift will allow Dartmouth to nearly double the family income threshold for students to receive free tuition, from $65K to $125K, among the highest of any institution in the country. President Sian Leah Beilock: “We are proud of the racial, ethnic, and geographic diversity reflected in Dartmouth’s student body, but we want to do even more to attract a wider range of students from middle-income families. By elevating the family contribution threshold to $125K, we will not only be saying to them that a Dartmouth education is within reach; we will also be adding to the diversity of backgrounds and viewpoints of our students, an educational plus for everyone on campus.” (link)

With the Pac-12 now at 10 NCAA Men’s Basketball Tournament units worth ~$20M and counting, Commissioner Teresa Gould tells The Athletic’s Nicole Auerbach: “Those ongoing NCAA units from past years and future years stay with the conference. The most important thing during this two-year grace period is, financially, that we’re able to support these programs at a high level so they can stay nationally competitive. … As we are working on different conference affiliation scenarios for the future, we have to keep these programs competitive and relevant – and that takes resources. Conferences don’t look the way they normally look because the lion’s share of the conference distribution historically has been from a media rights deal.” Regarding what Washington State and Oregon State are looking for in their next conference affiliation, Gould explains: “What we’re trying to do to find a sustainable, viable home for those programs, and whether that’s a rebuild, whether that’s a merger, or lots of different scenarios that could pan out, it’s important that we as an entity have assets. The accumulation of units beyond the next two years, the next three, four, five, six — the more units we have, the more assets we have to bring to the table for our future strategy.” (link)

Sportico’s Eben Novy-Williams and Michael McCann break down the exit agreement between Washington State and Oregon State and the 10 outbound Pac-12 schools. All told, the outgoing members are forfeiting $65M, with $5M apiece withheld from FY24 revenue distributions and an additional $1.5M going directly from each school to the “Pac-2.” McCann and Novy-Williams explain that “legally speaking, the settlement is structured to avert potential conflicts that could re-trigger litigation. By calling for the 10 departing schools to preserve their votes on conference matters impacting the remainder of the 2023-24 academic year while clarifying that Oregon State and Washington State—and not the exiting schools—will decide conference matters that concern future revenue and decisions, the settlement ensures the departing schools still have a voice on the present but not on the future. The settlement also calls for the departing schools to not attempt to dissolve the conference. Failure to adhere to that provision could trigger potential consequences of injunctive relief issued against the departing schools and liquidated damages pegged to (among other things) unrealized future revenues for the conference.” Further details have yet to be disclosed, as the agreement contains nearly four pages of redacted details regarding the full nature of the conference’s future revenue. The ACC will reconsider its men’s basketball schedule, including the possibility of moving back from 20 games to 18. The evaluation is part of a larger overall look at the state of the sport, according to ACC Commissioner Jim Phillips, who tells The Athletic’s Nicole Auerbach: “Over the last three Selection Sundays, we’ve had 15 teams – five each year – which I just think is not reflective of the caliber of play. We’ve had three different teams in the last two Final Fours in Duke, Carolina and Miami, the most of any conference. That speaks to how worthy our teams are. I was very disappointed about Pitt and Wake Forest not getting in. I felt that they had done enough. … None of us feel as if the number of selections has reflected the level of play and how our teams have actually performed.” Phillips also believes the selection committee needs to tweak the NET and reconsider how it utilizes advanced metrics. “There is absolutely a place for metrics. But at the end of the day, you can’t forget about actually watching these teams. … We went from 18 to 20 games (in 2019-20) alongside the advent of the NET – that came in around the same time. Except for one year, all of our other seasons have trended way below where we’ve been in the past. With games 19 and 20, half your league loses twice. You end up having another 14 losses for your teams.” (link)

Outgoing Notre Dame AD Jack Swarbrick sits down with CBS’ Dennis Dodd to discuss the future of college sports and says he’s glad to see former Alabama Football HC Nick Saban leading the call for NIL reform despite his coaching career being over. “I think it's great he's doing it in such an intentional way. He's just not, you know, talking to Stephen A. Smith about how the world should be different." Swarbrick also says he wouldn’t rule out a new model in which a select number of schools operate in a semiprofessional manner while the others adhere to the traditional collegiate model: “I never cease to be amazed at how much money drives decision making. At some point, you've got to think some number of universities are going to say, ‘We have to go back to a model that recognizes the athletes' rights but is integrated into the university.’” Swarbrick goes on to tell Dodd he was surprised by the initial pushback on expanding the College Football Playoff. “Frankly, we lost a lot because of that. I just think if we'd gotten this resolved more quickly and implemented sooner, I think a number of things might be different. I'm not sure realignment would look the same. Hindsight is 20-20." What’s next on the realignment front? “My crystal ball is cloudier than it's ever been. That's saying something. I don't see a lot of momentum towards further realignment right now. There are some schools that, if they made a move, might change that. But frankly, we're probably first among that, but we're not likely to. I don't see the catalyst right now. The Big Ten and SEC have the assets they need to position themselves for their next media negotiation. I understand the ACC has disgruntled members, but I'm not sure there are better options for them. The ACC's legal position is a very strong one." Full interview. (link)

Opendorse CEO Blake Lawrence joins the Front Office Sports Today podcast and argues that collective bargaining will benefit schools and conferences far more than student-athletes. “Right now, student-athletes are benefiting from a capitalistic environment where they can earn their value…and anything related to collective bargaining is really going to be put in place by schools or conferences to limit and restrict trade. So, athletes will not be able to move from one school to the next or into the transfer portal, which is a chaotic environment for coaches and recruiting and different media relationships, but for athletes it’s all-empowering. If an athlete could enter the free agency market in the professional ranks every year, most of them would. They would test those markets and get their market value. So, in a strange way, the movement to collective bargaining is not necessarily to benefit athletes.” Lawrence believes if student-athletes can participate in the revenue pool without having to unionize, then they will “earn a much larger share of the pool of dollars that are available to them. … I think collective bargaining will exist. I think it will be brought on by conferences and schools who say, ‘Okay, we'll let you share in this revenue, but we are going to restrict where you can go. Up until that point athletes are able to go wherever they want, and the first conference to figure out they can share revenue with athletes through NIL or other additional setups will have an advantage in the recruiting environment, and that'll mostly be what triggers the entire whirlwind of collective bargaining to be put on the table by the schools and colleges themselves.” On NIL writ large, Lawrence notes there’s “lunch money and living money,” with the latter coming mostly via collectives, which he says account for 80% of all NIL dollars. Idaho State will begin a $500K renovation of the Jared Allen Strength and Conditioning Center in May. With the help of an anonymous donor, the project will include the installation of PLAE Achieve flooring. Bengals AD Pauline Thiros: “The strength center is a place where student-athletes commit themselves to doing the work no one sees. … This improvement is a message to our student-athletes that we care about them, and we support them. It is an important recruiting tool, and a place the students love to spend time. We are infinitely grateful for the gift that made this happen." (link)

In total, there are 296 players in their fourth, fifth or sixth seasons in this year’s NCAA Men’s Basketball Tournament. According to Stats Perform, that is the highest since it began tracking such data in 2008. (link)

NFL owners unanimously voted to institute a 15-yard penalty for what’s known as a “hip-drop tackle,” which occurs when a defender grabs or wraps his arms around a runner and “unweights himself by swiveling and dropping his hips and/or lower body” while landing on and trapping a runner’s leg at or below the knee. In addition to being penalized, players will also be subject to a potential fine for doing it. Despite it being a player safety issue, the NFLPA opposes the new penalty, explaining in a statement that it “cannot support a rule change that causes confusion for us as players, for coaches, for officials and especially, for fans.” Atlanta Falcons CEO/NFL Competition Committee Chair Rich McKay insists that “we have an obligation from a health and safety standpoint to protect players when there’s unreasonable risk of injury. There’s pure data: it’s an unreasonable risk of injury.” (link)
