The DI Council has voted to allow immediate eligibility for transfers who are academically eligible, in good standing with their previous institution and "meet progress-toward-degree requirements at new school." Further: "Academic requirements will replace previous year-in-residence requirement for student-athletes transferring more than once as undergraduates." The move must be ratified by the DI Board of Directors on Monday. (link); The council also adopted rules allowing schools to assist student-athletes with NIL opportunities, provided those student-athletes disclose NIL activities valuing $600+ to their schools. The decision is not final until the meetings conclude Thursday and must be ratified by DI Board next week. Specifically, schools can identify NIL opportunities and facilitate deals between student-athletes and third parties and provide a reasonable grace period to student-athletes who do not report NIL information within 30 days. Student-athletes are not obligated to accept assistance from the school and those who accept school help must retain their authority over terms of agreements. The existing rules against pay-for-play and schools compensating student-athletes for use of their NIL remain in place. (link)

La Salle will add women's rugby, women's acrobatics and tumbling, and women's triathlon, and will reinstate baseball to its list of varsity offerings beginning with the 2025-26 academic year. The Explorers will also “bolster [the] cheerleading and dance squads as well as add a band program to enhance the student experience on campus and the fan experience at athletic competitions.” Explorers AD Ashwin Puri: “With the addition of these four sports and enhancing the in-game experience, we believe we are creating sustainable solutions for long-term success. … Our initial review included an evaluation of the six sports that were ultimately eliminated in 2020 to see if there was an opportunity to reinstate any of them. It was clear from our analysis that baseball offered the best opportunity for reinstatement given our existing infrastructure and the strong alumni support for the program that continues to resonate." La Salle anticipates adding 225 new students via the growth of current rosters, starting the four sports, the enhancements to cheer and dance, and the addition of band. The school is also “implementing a multi-phased plan to improve facilities related to locker rooms and meeting spaces through fundraising. In phase one, the Athletics Department will reclaim unused space in McCarthy Stadium to support current programs. In phase two, attention will be turned to renovation of locker rooms and meeting spaces in TruMark Arena, first for the basketball programs and then for new and existing programs.” (link)

Tulane AD David Harris explains there is no timetable for the construction of a potential $50M+ football sports performance center: “We haven’t made a determination when we’re going to break ground on that. We obviously would like to do it as soon as possible, but we're still involved in conversations and so no definite decision has been made on that.” Asked whether the hire of Football HC Jon Sumrall is connected to the project, Harris says: “Many of these things, if not all of them, were in place, not only as Jon was being hired, but even as I was being hired that we certainly have come in and had conversations and talked about maybe making tweaks and adjustments and taking some things in a different direction. But in many ways there was significant momentum happening here on the facilities front, which I think was attractive to Jon and certainly attractive to me as well. We want to be a part of making sure these things come to fruition.” (link)

In order to close a $40M shortfall, Cleveland State says cuts will have to be made in every department across the university, including athletics. CSU spends roughly $15.5M on athletics each year, most of which comes via student fees, and a university spokesperson says the department “has been assessed for required budget savings.” The school also says it’s monitoring changes to the DI landscape and adds: “As one of the 14 public universities in Ohio, 13 of which have intercollegiate athletic programs, we firmly believe it is imperative that CSU remains part of those discussions and comes away with the best outcome for this university and its students and student-athletes. … Our DI student-athletes continue to find success on the courts and fields, and our athletes perform with excellence in the classroom as well, with an overall cumulative GPA of 3.46 and an 88% graduation rate as of spring 2023.” (link)

+ Miami (FL) paid Football HC Mario Cristobal $22.7M in 2022, including $7.7M in base pay and $14.9M in “other reportable compensation,” USA Today’s Brent Schrotenboer reports. According to USA Today Sports research, the sum is the “largest-ever, single-year amount for an athletics department employee on a tax form by a private university.” The university did not specify why Cristobal was paid that much except that it paid “gross-up payments” to Cristobal and others — payments that cover income taxes so that the recipient receives a set amount of pay. Hurricanes AD Dan Radakovich, however, confirms the $14.9M figure includes the $9M buyout Cristobal owed Oregon. Schrotenboer also notes the university will take a subsequent tax hit “in the form of a 21% excise tax on compensation above $1M that goes to any of a private non-profit university’s five highest-paid employees in a year.” (link)

The 55-page proposal submitted to USF by Manhattan Construction Company, H.J. Russell & Company and DuCon, LLC details the companies’ pitch for constructing the Bulls’ new $340M on-campus stadium. According to the Tampa Bay Times’ Matt Baker, the “Manhattan group had the lowest fee for overhead/profit among the bidders: 2.25%. It projected $488K in pre-construction fees and $16.1M in general conditions or indirect costs. The total construction budget ($324M) was the same in the proposals from Manhattan and two competitors (Austin Commercial L.P. and the M.A. Mortenson Company). USF previously authorized up to $22M for design.” The proposal broke up the projects into three groups: the operations center, the stadium itself and utilities. The firms’ express that their top priority is staying on budget, which means creating detailed estimates, having “honest, professional, and tough conversations when needed” and pausing if necessary to run the numbers. Manhattan’s bid listed 53 staffers, including 24 project managers and 15 superintendents. It also has at least two engineering interns from USF. Groundbreaking is slated for October. (link)

Football Scoop’s John Brice and Scott Roussel report Notre Dame is “preparing to break ground on a nine-figure, state-of-the-art all-encompassing football facility.” Plans for the new complex are “tentatively set to include an all-new cafeteria, nutrition center, coaches' offices, team meeting spaces, media space and an enhanced weight room, among other amenities.” An official announcement is expected ahead of this weekend’s Blue & Gold spring exhibition, and ground is slated to be officially broken at the end of the spring semester. Indiana taps Levy to be its official food and beverage partner. IU previously handled its F&B service in-house, and Levy “will now oversee every aspect of hospitality on game days and non-event days, including concessions and premium seating at Memorial Stadium, Simon Skjodt Assembly Hall and the rest of the campus’ athletic venues,” per SBJ’s Bret McCormick. Levy will also collaborate with the IU training and nutrition teams to create custom dining programs. (link)

Adidas raised its full-year guidance and reported a YoY profit increase in the first quarter. Operating profit for the year is now expected to reach around $745M, and the company now expects currency-neutral revenues to increase at a mid-to high-single-digit rate in full-year 2024, compared with a previous projection of growth near a mid-single-digit rate. Shares of Adidas jumped 8.2% following the news. (link)

The Toronto Raptors’ Jontay Porter has been banned from the NBA for violating the league’s gambling rules. An investigation by the league found that Porter disclosed confidential information to bettors, limited his own participation in one or more games for betting purposes and bet on NBA games. In one example, an individual with whom Porter associated and, per the NBA, knew to be an NBA bettor, placed an $80K parlay prop bet that Porter would underperform to win $1.1M. The bet was ultimately flagged and not paid out. NBA Commissioner Adam Silver: “While legal sports betting creates transparency that helps identify suspicious or abnormal activity, this matter also raises important issues about the sufficiency of the regulatory framework currently in place, including the types of bets offered on our games and players.” (link)

Former Fox Sports President Bob Thompson wonders why the Big Ten and SEC would have any interest in the super league setup being considered by College Sports Tomorrow, and Crakes Media Principal Patrick Crakes responds: “This version was designed by folks on the outside trying to figure out how they get inside…Also, no one has given thought to how this gets paid for in current and medium term media distribution environment either. It’s a super league with a bunch of non-super teams, which is a problem.” Thompson notes the right model “from an economic standpoint is probably one that pisses off a bunch of people. That brings in the politicians and the whole thing rolls right off the cliff, and nothing happens.” Crakes agrees: “Exactly. Economics of an 80 team league are not enough to properly compensate the 20 schools that drive all the value...Anyway, not one thing will happen until we sort out where all the future economics will come from as current distribution configuration can't support this.” After CBS’ Dennis Dodd points out realignment “is/was about consolidation,” Crakes adds: “The pressure on the declining pay TV system which still (and probably will in the future) covers 80% of the economics for Tier 1 sports means distributors can only support realignments & leagues that over-earn on strategic value to the general market sports fans that still subscribe to PayTV. Properties that meet that definition are getting harder to find. There isn’t any room for a Super League that isn’t filled with Super Teams from top to bottom.” (link, link, link)

Bipartisan legislation introduced by U.S. Congresswoman Valerie Foushee (D-NC) and U.S. Congressman Mike Flood (R-NE) would modify F-1 student visas and allow international student-athletes to enter into NIL endorsement contracts. Flood: “International students already can pursue part-time employment during college. This legislation seeks to ensure that international collegiate athletes also have the opportunity to receive compensation in name, image and likeness promotions.” Immigration attorneys Amy Maldonado and Ksenia Maiorova, who work with international student-athletes on obtaining different visas in order to capitalize on their NIL is encouraged by the bipartisanship, but say: “Based on our own experience with DHS and USCIS, the bill is very open-ended, and the failure to define NIL in the bill creates the opportunity for DHS to promulgate regulations that may ultimately be inconsistent with the NCAA definition and industry practices. We would also prefer the language of the bills state that employment is authorized incident to status to prevent severe agency delays in processing Employment Authorization Documents from affecting international student athletes.” (link)

The Richmond Times-Dispatch’s David Teel examines how Virginia’s NIL bill, which Governor Glenn Youngkin is expected to sign into law on Thursday and allows universities to coordinate student-athletes’ NIL efforts, will benefit student-athletes, schools and donors. “Bringing NIL in-house will allow schools to streamline monitoring and funding. Meanwhile, benefactors will no longer have to choose whether to give money to a collective for NIL or an athletic department for scholarships and facilities. That distinction is vital to boosters, whose seat locations and parking privileges often hinge on how much they donate to the athletic department. Once the law takes effect, money donors earmark for NIL can enhance their ticket and parking status.” Today’s reconvened legislative session will include a decision on whether the law takes effect July 1 or November 15. Teel notes the “latter date comes into play if Wednesday’s session requests a review of the bill by the General Assembly’s Athletics Review Commission.” Delegate Terry Austin (R-Botetourt), the bill’s sponsor, says: “It will be law regardless.” (link)

The NCAA threatened to suspend former Michigan Football HC Jim Harbaugh last fall if his attorney, Tom Mars, did not stop publicly criticizing the organization. In a letter obtained by CBS’ Dennis Dodd, Committee on Infractions Chair Dave Roberts cited NCAA bylaw 19.4.6-(i), which gives the COI authority to "sanction parties and/or their representative(s) for behaviors that inhibit the committee's ability to effectively manage the docket, ensure a professional and civil decorum in all proceedings or otherwise efficiently solve infractions cases." Mars did not respond to the letter but continued to criticize the NCAA. Mars also says neither he nor Harbaugh were contacted regarding the negotiated settlement announced yesterday but tells Dodd the NCAA at one point demanded all of Harbaugh's texts and emails for the last two-and-a-half years. Mars requested the NCAA limit the scope of the request but was told no. "At which point I said, 'OK, you're not getting any of them.’ It's an invasion not even the Justice Department is allowed to do." (link)

Following the departure of Buffalo Wrestling HC John Stutzman last month, several members of the team allege they have been neglected by the athletic department. Wrestlers detail for The Spectrum student newspaper stories of misdiagnosed injuries, moldy and water-damaged wrestling mats and a lack of transparency and communication from the administration. Graduate student Caleb Brooks, for example, says a trainer misdiagnosed a broken knee as tendonitis. “I know the difference between a bruise and a real injury. … I was telling the trainers that there was something wrong with my knee. I was not given an x-ray even though I asked for one.” Another wrestler credits Stutzman with getting Brooks the proper treatment. “If Stutz didn’t fight for him, and he went one more day [of practice], at any moment his kneecap could’ve snapped.” The wrestlers, who are calling for more details regarding Stutzman’s removal, allege Deputy AD/SWA D’Ann Keller spoke negatively about the wrestling team to alumni and fans during a basketball game and that the news of Stutzman’s dismissal was leaked weeks before the official announcement. Keller and Bulls AD Mark Alnutt deny the allegations and say the department has worked with the wrestling team to address their concerns. Alnutt also says he doesn’t know where the disconnect between the administration and the team is coming from: “We have 16 sports right here and we’re hearing this from one sport after a coaching change. So we’re going to continue operating how we operate.” (link)

Collectives for Connecticut and South Carolina are looking to use the momentum from the Huskies’ and Gamecocks’ men’s and women’s hoops national titles to boost their respective war chests. Garnet Trust Director of Operations Jeremy Smith: “Winning a national championship, I don't care what sport it is, it's extremely helpful from a fundraising perspective. Because everybody's super excited, and they know what it feels like and want it to continue.” Meanwhile, Bleeding Blue for Good President John Malfettone says the Huskies-focused collective has sent emails to season ticket holders reiterating the importance of NIL. Following last year’s title run, Bleeding Blue for Good sold basketballs signed by the entire 2023 title team for $500 per ball. Malfettone is hoping to streamline the logistics this year. “We had to unpack and repack 300 balls four times, because of the guys that were going to the NBA that had already left the area. ... We’ve got a clinic planned for May 5, which is before they all leave [this year]. We’re going right from the clinic to the warehouse with all of them, and we’re going to sign the balls.” (link)

CBS Sports’ Shehan Jeyarajah: “Typically, programs have a scouting department to identify talent and then reach out to prospective players for recruitment. Nearly 2.5M viewers tuned into Monday night’s WNBA Draft on ESPN, making it the “largest WNBA audience of any kind since 2000, when a Memorial Day Liberty-Comets game averaged 2.74 million on NBC,” according to Sports Media Watch’s Jon Lewis, who adds: “No other WNBA telecast, including the playoffs and finals, has managed even 1M viewers since 2008. The top telecast over that span was the deciding Game 5 of the 2017 WNBA Finals between the Sparks and Lynx at 913K. Viewership increased more-than-fourfold over last year’s draft, which averaged 572K on ESPN. The previous record for the draft was 601K in 2004, when Diana Taurasi was picked first overall.” For comparison’s sake, last year’s NBA Draft on ESPN and ABC drew 3.74M viewers. (link)

Fanatics CEO Michael Rubin during the SBJ World Congress of Sports said of growth opportunities: “When I think about how we're going to get from $6B to $15B (in merch sales), I think about not doing more of the same, but bringing in outside and doing new and different things to grow the category. The U.S. Department of Justice is preparing to file an antitrust lawsuit against Live Nation as soon as next month, according to the Wall Street Journal’s Dave Michaels and Anne Steele, who note the “specific claims the department would allege couldn’t be learned.” They also point out that the new DOJ lawsuit could “unravel a settlement agreement that Live Nation reached with the department in 2010 over the Ticketmaster merger. The settlement conditions were supposed to expire after a decade. But in 2019, antitrust enforcers got the deal extended through 2025 after finding that Live Nation violated the original pact by bullying venues into using its Ticketmaster subsidiary.” (link)
