Missouri Board of Curators member Bob Blitz says the Tigers’ AD search is “moving along. We had an incredible turnout, incredible applications. … So, the pool was a very broad pool. The candidates, from my perspective, are great candidates. There were a lot of them who could be an SEC athletic director. … The choice is difficult. And we're slowly narrowing it down.” As for the length of the search, Blitz disagrees that it’s taken a long time. “When somebody looks at something and he says it depends on perspective. What I'm trying to find out is: There are certain general characteristics that make a good athletic director, and those are very important. … What fits Missouri? Does somebody want to live in Columbia, Missouri? Do they want to make it their home here? Are they gonna get along with the administration? Are they going to get along with the board? So, we're trying to do a thorough job, come up from a great list of candidates to get the best athletic director possible for this university. And my guess is we're getting close.” Meanwhile, MU President Mun Choi believes the Tigers will receive the full $3M buyout from former AD Desireé Reed-Francois. Arizona had pledged to pay $1.5M with the expectation that she would try to reduce the remaining balance. Choi: “We do have a contract, and we do expect the contract terms to be honored.” (link)

Northern Iowa’s AD search is in its final stages, according to CollegeAD, which reports UNI officials held in-person meetings this week with Wisconsin-Milwaukee AD Amanda Braun, South Dakota State Deputy AD Slade Larscheid and Wisconsin-Green Bay AD Josh Moon. A final decision could reportedly come this week or early next week. (link)

New South Dakota AD Jon Schemmel has agreed to a five-year contract through June 21, 2029, per College AD. The deal is worth $300K per year with the opportunity for Schemmel to earn an additional $20K in incentives. If USD lets Schemmel go without cause, it would owe him his remaining base salary over the term of the contract; however, if terminated before the end of the third year of the agreement, Schemmel would be owed 75% of his remaining base pay. If USD ends the agreement without cause after the third year, the Coyotes would owe Schemmel $1. Should Schemmel depart within the first year, he would owe 25% of his remaining base pay. That figure drops to 20% in the second and third years, after which point no buyout would be owed. (link)

The DI Council has introduced a proposal from the Board of Directors Infractions Process Committee that would more clearly define exemplary cooperation in the infractions process and establish the impact on prescribed penalties, including removing a postseason ban from the table for the majority of schools found to have demonstrated exemplary cooperation. The following actions could result in schools/individuals receiving credit for exemplary cooperation: volunteering all pertinent school and personal information that are in the party's possession or should be reasonably expected to further the infractions process; identifying individuals to be interviewed of whom the enforcement staff might otherwise be unaware; expending substantial resources (financial, dedication of personnel, unfettered access to information) to expedite the gathering of information; taking sufficient action to address violations through self-imposed penalties or meaningful corrective measures; and recognizing and bringing to the attention of the enforcement staff violations related to the investigation about which the enforcement staff might otherwise be unaware. If a Committee on Infractions hearing panel determines that a school or party has demonstrated exemplary cooperation, the panel will reduce the case by one classification level (for example, Level I-standard becomes Level I-mitigated). For all cases in which a party earns exemplary cooperation – with the exception of those who are considered a repeat violator – the panel would not prescribe a postseason competition ban for that case. The College Basketball Players Association, led by former Minnesota regent Michael Hsu, has filed an unfair labor practice charge against Notre Dame in which it alleges athletes are misclassified as student-athletes rather than employees. Sportico’s Michael McCann and Daniel Libit point out that “the fact that an advocacy group and not Fighting Irish players filed the charge is not disqualifying, since there is no standing requirement to file an unfair labor practice charge. Federal law authorizes ‘any person’ to file a charge if it alleges that ‘any person has engaged in or is engaging in any unfair labor practice affecting commerce.’” Hsu explains the timing of the charge stems from concerns about the possible election of Donald Trump: “The clock is ticking because of the political calendar. I don’t know if they’ll get any work done on this in 2024. I am sure Notre Dame will hire all the best law firms—maybe even better than USC’s—but my hope is to at least get something in process.” McCann and Libit note that Notre Dame’s football independence could “carry sizable legal significance” and explain the NLRB panel in the 2015 Northwestern case cited membership in the Big Ten with public institutions governed by various state labor laws. They also observe that it’s unclear whether Notre Dame players would testify in favor of employee recognition. “This is one of the unique features of the charge being filed by an advocacy group instead of the players: We don’t know what the players think.” (link)

Notre Dame responds to the complaint: “As Notre Dame's Statement of Principles for Intercollegiate Athletics asserts, Athletics is ‘an integrated participant in and contributor to the University's education mission,’ and our ‘coaches share with members of the faculty and other University personnel the obligation to educate, train, and otherwise assist in the formation of the students entrusted to them, including by facilitating to the fullest possible extent student's pursuit of their academic interests.’ Clearly, Notre Dame's athletic programs are part of—not separate from—our broader educational mission. This is why, over the course of the last 16 years, our student-athletes have achieved a top score for graduation success rates 14 times. We will vigorously defend our approach to ensuring that being a ‘student-athlete’ describes precisely the educational and developmental experience our students receive at Notre Dame.” (link)

After Virginia Governor Glenn Youngkin signed the state’s NIL bill into law yesterday, the Sun Belt sent a letter to its members emphasizing that it expects its members to adhere to NCAA rules. James Madison Assoc. AD for Governance and Compliance Stephen LaPorta: “Direct compensation of the student athlete is still a violation of NCAA rules. That has not been enjoined by any federal legislation, so while Virginia state law says it’s permissive, the NCAA would say otherwise. That is something we did receive today from the conference office.” LaPorta also points out that folding the Dukes-focused Montpelier Collective into JMU would make it part of the department’s Title IV compliance equation. Liberty AD Ian McCaw was unaware Virginia’s new NIL law would allow his school to sign NIL deals with its players when he spoke to ESPN less than 24 hours before the bill was signed, according to ESPN’s Dan Murphy. McCaw: "There are things we can do in terms of assisting with contract review and negotiations and financial management. I hadn't heard you can actually buy their rights. That would be news to me." McCaw says the Flames will continue adhering to NCAA rules. (link)

The Mercury News’ Jon Wilner examined a “decade’s worth of financial documents” and found that Utah has reported an operating surplus for all but the COVID year of 2020-21. The Utes posted a $31M loss that year but have otherwise finished in the black, a streak that continued in FY23 with a record $126.3M in revenue and $124.5M in expenses for a surplus of $1.8M. Utah was one of five athletic departments in the Pac-12 to report a surplus, along with Oregon, Washington, Arizona and Cal (USC’s data was unavailable). Wilner does point out the Utes received $10.2M of financial support from the university as revenue and $6.1M of direct transfers and student fees from campus last year. “The total campus support of $16.3M was about $5M more than in previous years and slightly above the conference’s average of $13.7M. …. When the campus support was removed from the revenue total, Utah showed an operating loss of $14.5M. That looks bleak, if not dire, until you compare the figure to others across the conference: Only Oregon and Washington were in better position. The Ducks reported an operating surplus of $3.8M with zero direct support from campus while the Huskies showed an $8.7M loss when their support ($10.3M) was removed from the revenue total.” The Utes’ football program generated $92.5M (73%) of the department’s FY23 revenue. Former Iowa State QB Hunter Dekkers has enrolled at Iowa Western Community College. He tells ESPN’s Adam Rittenberg the NCAA denied his final years of eligibility due to a single $15 bet placed on Iowa State football in 2021 and “decided that going to JUCO was the best route in order to continue to play football and try to get to the next level.” Dekkers adds: “I've dedicated and worked my whole life for this sport and my dream. I can't let one mistake define my whole entire career. That's not who I am. I can't quit because something gets hard. … In this situation, it would have been really easy to just quit and never play again, and just walk away. But for myself, I just couldn't do it. I've worked too hard for everything and I will continue to work every single day for my dreams." (link)

The NCAA Playing Rules Oversight Panel on Thursday approved substitution rules changes for men's soccer, effective for the 2024 season. The NCAA Men's and Women's Soccer Rules Committee members recommended that no reentry be allowed in either half once a player leaves the game via substitution in men's soccer. Teams will have six moments at which they can make substitutions in a game, and substitutions can occur during any stoppage of play. Teams will be awarded an additional moment to make substitutions in overtime. Substitution rules remain the same in all other levels of men's and women's soccer. In all three levels of men's and women's soccer, the committee recommended that the clock be stopped on all substitutions made by the team leading the game or if the score is tied in the last 15 minutes of the second half and in overtime periods. The panel approved expanding video review to allow referees to initiate reviews for penalty kick situations, potential straight red cards, potential offside violations on goal-scoring opportunities and denial of obvious goal-scoring opportunities. The FDA has approved a rapid concussion blood test developed by a team led by Pittsburgh Steelers team neurosurgeon Dr. David Okonkwo. According to the test's manufacturer, it can rule out concussions with a 95.6% accuracy when assessed within 24 hours of the injury. Okonkwo: “The nature of the studies performed to gain FDA clearance for these tests were done in patients brought to level one trauma centers. We have every reason to believe there is significant overlap with the injuries to athletes who sustain a concussion, but we need to do studies specifically in that patient population to confirm that use.” (link)

Sony Pictures Entertainment and Apollo Global Management are in discussions about teaming up for a joint bid to acquire Paramount despite Paramount’s continued merger talks with Skydance. The New York Times’ Benjamin Mullin and Lauren Hirsch report the two companies have yet to submit an official bid due to the exclusivity of Paramount’s negotiations with Skydance. Meanwhile, sources say the potential deal with Skydance has generated “significant investor pushback.” (link)

Virginia Governor Glenn Youngkin has signed the state’s NIL bill into law. Effective July 1, the bill allows colleges and universities to directly pay student-athletes for their NIL. Virginia AD Carla Williams is in favor of the bill and says: "If this law gets us closer to a federal or a national solution for college athletics then it will be more than worthwhile. Until then, we have an obligation to ensure we maintain an elite athletics program at UVA." The law states explicitly that student-athletes are not employees and does not permit pay-for-play. Williams says this was "maybe a distinction without a difference, but there's a distinction there.” Virginia Tech AD Whit Babcock also weighs in: "There is a better model and a better compromise. This is absolutely a step in the right direction for the commonwealth of Virginia and the country in my opinion." Babcock also acknowledges that whether schools will have to provide male and female student-athletes an equal number of endorsement dollars is “still an open question, and it's a huge question.” (link)

A Stanford track student-athlete this week gave testimony to the NLRB stating that some student-athletes should be considered employees due to the amount of control their programs have over them. Ohio State AD Gene Smith reflects on his tenure in Columbus and explains he was influenced by author/consultant Peter Drucker’s thoughts about “management by roaming around. And early in my career at Ohio State I used to roam around more. I’d drop in on coaches, I’d see their practices and spend time with them. But it's more about some of these other platforms like meetings and things of that nature where I connect with them, or different events or going to their contests. But I want to know our coaches. I want to know them as people and what they're all about. I want to know their character, so I try my best to get to know them. That’s [also true for] a lot of the staff. It’s just not the coaches, it’s other people as well. You’ve got to make the effort to get out to meet them and spend time with them. I appreciate and understand what they do, and they may report to somebody else structurally, but behaviorally we have to have a relationship.” When it comes to the difficult decision of letting coaches go, Smith says the process is collaborative, and once it’s in his mind that it’s time for a change, he brings in others to share their perspective and “help me see what I don’t see. … We talk about it. You know, should we give this individual another year? What haven't we done to help this individual be successful? What do we know about the student-athletes and how do they feel? So, you go through a process to make sure that you're ready to make that move, and that’s not easy.” Lots more. (link)

The Missouri Board of Curators has approved a $250M project to renovate Memorial Stadium’s north concourse. The upgrades, which will be designed by DLR Group, are expected to include additional premium seating, concessions, retail space, a recruiting room and multiple open-air observation decks. In all, the project could add up to 51 new suites, including 28 cabanas featuring large social spaces in covered settings. New premium spaces will also include loge seating options and mezzanine club luxury outdoor seats. Of the $250M price tag, half is expected to come from fundraising, including a $50M contribution from an anonymous donor earlier this year. Another $50M will come from unspecified internal sources, and $75M will come from debt. (link, link)

Charlotte receives the green light from the North Carolina Board of Governors to proceed with the $60M Phase 1 expansion of Jerry Richardson Stadium. The project includes seven luxury suites, club seats, loge boxes, ledge seats and additional general seating. Additionally, the club level will serve as a dedicated team dining area, meeting facility, and conference space, enabling year-round utilization. With this initial phase, the stadium's capacity will increase to 18,170, with plans for further expansion to 21,000 already in motion for Phase 2. (link)

UTSA has launched two ESPN+ broadcast control rooms inside the Roadrunner Athletics Center of Excellence. The $5M project allows UTSA to produce top-quality live productions that meet the standards set forth by the [AAC] and ESPN.” Roadrunners AD Lisa Campos: “We have invested significant resources in building these control rooms that put us on the cutting edge of college athletics live broadcasting. We talk all the time about how athletics really is the front porch of the university. These broadcasts on ESPN+ help expand the visibility of the UTSA brand and tell the stories of our student-athletes. That reach also helps increase enrollment and enhances the value of the UTSA degree.” (link)

The Mercury News’ Jon Wilner puts Arizona’s budget deficit into context, noting that “eight of the other 10 schools that made their financial data available experienced far steeper budget shortfalls when direct campus support was removed from the revenue total.” The “complicating factor” in Arizona’s case is the $31.6M bridge loan from campus. “Remove the loan, the direct transfers to athletics and the student fees allocated to athletics, and Arizona booked $99.3M in organically generated revenue against operating expenses of $142.8M – for a shortfall of $43.5M. That’s approximately $5M more than the deficits incurred by UCLA, which produces a massive shortfall on an annual basis.” Without campus support, Wilner notes Colorado experienced a $38.5M shortfall, while Stanford and Cal faced deficits of $33.3M and $31.1M, respectively. Further, Arizona’s deficit was not the largest in the Pac-12, as Wilner notes Arizona State “reported an operating shortfall of $27.1M, but the amount included $16.6M in direct campus support. Remove that figure, and ASU’s athletic department booked $98M in revenue and $141.7M in expenses. That’s a $43.7M hole — or $200K more than Arizona.” (link)

North Dakota State establishes the Graduating Champions program to begin distributing Alston awards. This program is expected to award more than $1.5M in the first year. Bison AD Matt Larsen: "Graduating Champions will provide long-lasting financial support for our student-athletes. Our student-athletes have traditionally excelled in the classroom earning a four-year average, cumulative GPA of 3.4. This success was a primary motivating factor for our donors to not only support and reward the academic success of our student-athletes, but also incentivize both retention and graduation at NDSU.” (link)

A one-and-done rule in women’s college basketball would ruin the sport, according to Connecticut HC Geno Auriemma: "If you want to kill it, then let the kids leave after freshman year. On the men's side, it's become transactional. Everybody's a free agent. Everybody's a mercenary. It's not the kids' fault. ... To me, what helped the women's game grow is the people in Iowa got to grow up with Caitlin Clark. The people of Connecticut got to grow up with all of my great players. There's something to be said for that." The WNBA’s CBA, which states players are eligible to be drafted upon graduating from college, being within three months of doing so or in the calendar year that they turn 22, runs through 2027 but has an opt-out clause that could be exercised by November 1, 2024, and terminate the deal following the 2025 season. Auriemma: "I don't know that our game can continue to move forward if all of a sudden our guys are gone. So I like the rule, and the players decided the rule. So if they change the rule, God bless 'em, but I think it'll ruin the game." (link)
