Portland State AD John Johnson announces his resignation, effective at the end of April. It’s official in Columbia, as Missouri announces Memphis AD Laird Veatch will take over as the Tigers’ next AD. SEC Commissioner Greg Sankey weighs in on the hire: "Laird Veatch's energy and leadership skills will serve him well in his new position as director of athletics at Missouri. His previous experience at Missouri provides him with insight into the Mizzou campus, and he will also benefit from his experience in the SEC as a senior member of the Florida staff. Former Notre Dame AD Jack Swarbrick sits down for an on-campus conversation about the state of college sports, including the expanded College Football Playoff and says: “A lot of our fans weren't happy with the fact that [Notre Dame] can’t have a bye, even if we’re ranked in the top four. The reason for that was that everybody else plays 13 games to qualify for the playoffs, we only play 12. So the way to address that for me … was to say okay, we’ll treat championship week, when you all are playing the conference championship game, as our bye week. So we are getting a bye.” Swarbrick also says he was in favor of the 12-team format two years ago and that waiting to implement it is what led to the demise of the Pac-12. “We already have two power conferences. That’s the reality.” On building a culture, Swarbrick says: “You have to be clear that that's your expectation. You’re always maxed out at whatever goal you set for yourself. And I always told our coaches, look, we love conference championships, hope we win a lot of them, but that’s not our goal. Our goal is national championships for Notre Dame. You’re not always gonna get there, but if you don't send an expectation, if you don't begin the year by saying, ‘What do you have to do to win a national championship?’ You are never getting there.” (link)

Florida Attorney General Ashley Moody is asking other states to support Florida State’s lawsuit against the ACC. In a letter to the attorneys general of California, Georgia, Kentucky, Pennsylvania, South Carolina and Virginia, Moody writes: “Positions such as the waiver of sovereign immunity position being advanced by the ACC are detrimental to all of our states. … It is because of the potential breadth and impact of the trial court’s claimed waiver of sovereign immunity that I write to each of you. The potential impact of the ACC Lawsuit could subject FSU to a loss of more than a half of a billion dollars. Any waiver of sovereign immunity, especially one of such a magnitude by a state entity, should require an especially clear waiver of its sovereign immunity. … If the history of college football realignment has taught us anything at this point, it is that there will be some future realignment down the road. The universities that have ratified such an expansive view of the waiver of sovereign immunity in the ACC Lawsuit may find that the sword that they now wield will be turned on them.” Therefore, Moody writes: “If you see the same risks as I do in the ACC Lawsuit, I ask that you or your staff engage with your universities. FSU is appealing the trial court’s decision in the ACC Lawsuit. Florida is considering taking action in that appeal.” (link)

CBS’ Dennis Dodd wonders what is happening to the educational component of college sports in the transfer portal era, and one Power 4 AD says: "Quite frankly, they don't care. They care, but [athlete] mobility and money is more important than graduation right now." Complicating matters is the fact that large portions of credits don’t always transfer. Former QB JT Daniels says 60-70% of his credits didn't transfer during his four-school, six-year college career. Arkansas professor Josh Lens: "I don't think the NCAA has the appetite for trying to get in a university's academic decisions and business. They want to leave that alone. That's just one more reason when the portal opens there is going to be so much movement." Ohio professor David Ridpath points out that Colorado relaxed its transfer rules upon Football HC Deion Sanders’ arrival: "At Colorado, they made a decision collectively that, 'OK, we're going to try to couch this as a benefit to all students.’ But Colorado has tried to make itself out to be a public Ivy. Yet, here they are altering their transfer standards to get in transfer players Deion Sanders wants. It's not a horrible thing, but it's just another sleight of hand. Just be honest about it." Daniels on the overall landscape: "Typically, we don't enforce policies that force loyalty. We want loyalty to be organic and natural. … When you limit the ability to exercise your freedoms of transferring, there needs to be a very valid reason to do so. And to just blatantly enforce loyalty, I think it's hard to argue that case." (link)

In an update on the NCAA’s proposal to permit all staff members to provide coaching instruction in practices and games, Yahoo’s Ross Dellenger notes the association will still prohibit satellite offices, recruiting-only coaches and outside consultants from coaching. “While the proposal only applies to football, the DI Council will decide if it expands to other sports. We are on the brink of unlimited coaching staffs in football & potentially other sports, it appears.” (link)

The America East releases a statement explaining it is aware of racist language directed toward an Albany men’s lacrosse student-athlete during its game against Merrimack on April 21. The league says it has communicated with the administrations at both universities and is confident the matter is being taken seriously. “America East strongly condemns racism in any form and is steadfast in its commitment to ensuring equality and fostering safe and inclusive environments for all of its constituents, especially its student-athletes.” Full statement. Athlete Ally has released an open letter to the NCAA Board of Governors voicing support for transgender inclusion. Champion Women and Concerned Women for America launched an email campaign last week asking the NCAA to adopt a policy that would bar transgender women from competing in the women's category across NCAA sports and championships. From the letter: "By barring transgender athletes, you would be severely limiting the capacity of your member institutions to protect and support their athletes. Moreover, you would be actively disparaging transgender athletes – the same athletes you chose to protect when you agreed to serve on the Board of Governors." The letter includes signatures from over 400 current and former NCAA athletes, professional athletes and Olympic and Paralympic athletes. Former U.S. Women’s Soccer National Team captain Megan Rapinoe: “To my fellow cis women athletes: the time is now to say loud and clear that bans against trans athletes framed as 'protecting women's sports' do not speak for us, and do nothing to protect us.” (link)

Wisconsin has released new renderings of its $285M indoor football practice facility. The project consists of three main elements: the indoor practice facility where the Shell now stands with new offices for coaches overlooking the field; a training facility to replace the McClain Center that features the football locker room, weight room, team meeting spaces and a dining hall; and the triangle addition with an elevated plaza. A move-out from the McClain Center and into temporary facilities is slated for after the 2025 season, with demolition planned for early 2026. The preliminary target for completion is September 1, 2027. Have a look. (link)

Lawmakers in the Tennessee state legislature this week approved two bills that could help fund FedExForum renovations in Memphis by reallocating how the city and county divide revenue from a hotel/motel tax. The Commercial Appeal’s Jonah Dylan reports the first 35.75% of money received via the tax would go to Memphis Tourism, Shelby County would receive up to $11.4M to cover costs at FedExForum, including debt on the arena and future renovations, and Memphis Tourism will receive the final 61.25%. The bill, if signed into law by Governor Bill Lee, would only take effect if Shelby County votes to approve it. (link)

Rice set a record by collecting $276K from 1,021 donors during this year’s 24-Hour Challenge. Undergraduate alumni were responsible for 45% of the record-setting donations, while 21% came from friends of the program. Donations from Rice faculty and staff accounted for 15%, which included 100% participation from the athletics department staff. (link)

The Virginia Athletics Foundation is launching the Sabre Society, which provides donors with “unique stewardship opportunities that become more exclusive based on giving level. These new and enhanced experiences include team travel considerations, invites to unique events, and special behind-the-scenes access.” Commitments to the Sabre Society are above and beyond annual gifts tied to season ticket and parking benefits (except in- and out-of-state scholarship club donors) and can be made to directly impact the AD’s Excellence Fund, facility projects and capital improvements, sport-specific operations, endowments, NIL and the Annual Fund Scholarship Club. Membership levels start with a commitment of $25K payable over a five-year period. (link)

The new entity created last year via a merger between U.S. Integrity and Odds On Compliance has a new name: Integrity Compliance 360. Prior to the merger, the companies created ProhiBet, software which can alert organizations when a player, coach or team employee tries to wager with a sportsbook via encrypted personalized data. SBJ’s Ethan Joyce notes the SEC, Big 12, AAC and Mountain West were among the early users of ProhiBet. IC360 CEO Matt Holt says the company now has around 100 clients using ProhiBet. (link)

The DI Board of Directors affirmed last week’s DI Council decision to allow schools to provide student-athletes with access to additional assistance with NIL activities and more flexibility to transfer, effective immediately. Specifically, schools can identify NIL opportunities and facilitate deals between student-athletes and third parties as long as student-athletes disclose their NIL arrangement. Student-athletes are not obligated to accept assistance from the school and must maintain authority over the terms in their NIL agreements. Also effective immediately, student-athletes who meet certain academic eligibility requirements will be immediately eligible at their next school, regardless of whether they transferred previously. To be eligible for an immediate transfer, undergraduate student-athletes must have left their previous school while academically eligible and in good standing (not subject to disciplinary suspension or dismissal) and meet progress-toward-degree requirements at their new school before competing. For graduate transfer student-athletes to be eligible, they must earn a degree from their previous school, leave while academically eligible and be enrolled as a full-time postgraduate student while satisfying minimum academic standards. Meanwhile, the Board of Directors Finance Committee will seek membership feedback on the targeted distribution amount, structure and source of funding for the women's basketball fund. Based on initial feedback, the committee is targeting an initial payout in FY26 based on performance in the 2025 NCAA Tournament. The board also moved the Pac-12 from an autonomy FBS conference to a non autonomy FBS conference, effective August 2. (link); Additionally, the finance committee supported the seeding of 16 teams in the FCS playoffs. The request must be approved by the Board of Governors later this week. (link)

Wisconsin Chancellor Jennifer Mnookin discussed the state of college sports with the UW Athletic Board and said: "I think some of the challenges are that, across the country, NIL is not necessarily operating in the way that it was initially envisioned. The relationship between name, image and likeness – narrowly perceived – and some of the NIL deals that you read about is not always totally linked. I think that's a meaningful challenge. … While I am a very strong advocate of athletes' ability to receive compensation for name, image and likeness, I do think that parts of how NIL is operating in the broader landscape are messier than that. And the combination of the way that's playing out and the transfer portal is a challenge." For UW, Mnookin emphasizes the importance of staying true to the university’s values and adds: "We have to be looking ahead. There's a lot of uncertainty right now in many dimensions of the structures surrounding college athletics. Goodness knows I don't have all the answers; neither do any of you. If you think you do, whatever you think will probably turn out to be partly wrong, right? So being able to be both thoughtful about opportunities and to have the ability to change and chart new directions but also to have some of the values that I was just describing feels like it's going to be important in years to come." New York State Gaming Commission Chairman Brian O’Dwyer last week sent a letter to NCAA President Charlie Baker in which he endorsed a nationwide ban on prop bets on college athletes. O’Dwyer: “With the commencement of legal sports wagering in our state, the New York State Gaming Commission made a policy determination to prohibit individual athletic-based proposition betting within any collegiate event, as we shared the same desire to insulate student-athletes from potential harassment regarding their performance. We are pleased that many states have followed our lead and have since adopted such a similar restriction. As regulators of the largest sports betting market in the United States, we continue to believe the prohibition of college proposition betting on student-athletes is appropriate. New York State appreciates your efforts to help implement this important protective measure nationwide.” (link)

Ahead of its move to the ACC, SMU has selected Anthony James Partners to build out a new SMPTE 2110 broadcast production facility. Slated for completion in the fall, the facility features four control rooms (two full linear control rooms, and two full digital control rooms) centered around a SMPTE 2110-compliant core and 1080p HDR base resolution, capable of up to 8K. The facility includes several editing suites, an independent shading and engineering room, small cut-in studio, technical operations center, and production staff offices. (link)

Executives throughout the sports industry reflect on outgoing CBS Sports Chair Sean McManus’ 28-year tenure, including NCAA SVP of Basketball Dan Gavitt, who tells SBJ’s Mollie Cahillane: “He’s a very trusted confidant on top of being just a great partner. I’ve learned quite a bit from just watching how he operates as an executive who develops and maintains relationships at the highest level in the business. His leadership has certainly been transformational for the NCAA Division I men’s basketball championship over 27 years.” Gavitt adds that CBS’ partnership with Turner to broadcast March Madness “may have been the most impactful media development in the history of the men’s basketball championship. To have two rival sports media companies partner, share resources around production, talent, sales, programming, and put on this incredible American iconic event was very unique, borne out to be highly successful, but there was some risk involved with that.” Meanwhile, McManus tells Cahillane he still believes in the importance of broadcast and linear television: “Most of the top-tier events in sports are going to remain on broadcast or linear cable. I’ll include ESPN in that. … Sports will remain and become increasingly more important — it’s really what’s holding the traditional pay-TV bundle together, and I think it’s going to be even more valuable a year from now and five years from now.” (link)

ESPN and Warner Bros. Discovery appear to be in “good positions to claim two of the NBA’s rights packages,” according to Puck’s John Ourand, who notes even though a contract has yet to be signed, the league can now determine whether it wants to offer third and fourth packages, “which would certainly include meaningful playoff games.” For those packages, Ourand notes NBA Commissioner Adam Silver is “enamored by these big streaming companies” for their international reach, among other reasons. “Instead of selling rights packages country by country, the NBA could use Amazon Prime or Netflix to go international in an instant. In particular, Netflix presents a wild card.” Ourand cites Moffett Nathanson Senior Research Analyst Michael Nathanson, who explained last week: “Netflix seems poised to further invest into the world of sports. We aren’t overly concerned about the potential of high sports rights costs weighing on margins, as long as Netflix stays away from acquiring a major sports package. We also believe that, despite its higher upfront costs, sports could actually be a better use of money for Netflix than some of its current original programming thanks to the dependability of the eyeballs sports delivers.” (link)

Netflix brass said on a recent earnings call that it’s “not anti-sports but pro profitable growth,” per CNBC’s Alex Sherman. (link); Meanwhile, Netflix will no longer provide its quarterly reporting of subscriber totals, “a move that could blunt its growing sports ambitions,” according to Front Office Sports’ Eric Fisher, who observes: “Much of the sports industry, and the advertising that helps support it, relies on clear and publicly available audience metrics for media content. Nearly every other major streaming entity—including ones controlled by Disney, Comcast, and Warner Bros. Discovery—regularly reports its streaming subscriber figures. On television, Nielsen audience totals have been a benchmark for decades. Even Amazon, another entity that historically had been more opaque about its streaming metrics, has worked with Nielsen for the past two years to help give a clearer view of its audience for Thursday Night Football.” Guggenheim analyst Michael Morris adds: “Eliminating regular reporting of membership data raises questions around management’s confidence to further grow the base, though it is not implausible that the change is intended to reduce quarterly sentiment volatility around relatively small changes in true economic drivers.” (link)

Nike is walking back its strategy of selling products directly to customers, according to the Wall Street Journal’s Inti Pacheco, who notes in an in-depth chronicle of CEO John Donahoe’s tenure that “Nike veterans said cutting off wholesale clients was one of the biggest mistakes the company has ever made. After digital sales hit the 30% of the total mark early in the pandemic, they dropped back, and haven’t reached that level since—let alone the 50% target Donahoe had foreseen.” Pacheco notes that “as part of its accelerated focus on digital sales, Nike hired about 3,500 people to join what the company calls its global technology group, which includes consumer insights and data analytics. Executives at the time said they were investing in ‘demand sensing,’ ‘insight gathering’ and a new inventory system. Former Nike employees with knowledge of the consumer insights strategy said executives misinterpreted the data in ways that overestimated demand for retro franchises.” Now, as Nike increasingly returns to retail chains, Donahoe says: “I don’t see it as a reversal of the strategy. I see it as an adjustment.” Looking toward the future, current and former Nike executives believe the future of the company is in its app ecosystem and the data it can harness to help design and sell products. Inside the company, leaders have long tried to draw comparisons to Apple when talking about Nike’s innovation and design culture. Lots more. (link)
