The Washington Post’s Jesse Dougherty catches up with U.S. Congresswoman Lori Trahan (D-MA) and U.S. Senator Ted Cruz (R-TX) to hear their latest views on whether it’s possible for Congress to compromise on college sports legislation. Trahan says: “More people are waking up to the fact that amateurism is dead and the only way to implement rules on athletes who are already being treated like employees is to either negotiate with them directly or get Congress to legislate that the laws we previously passed don’t actually apply to athletes. I haven’t seen an appetite for the latter of those two options.” Cruz notes in a statement that “there is a misconception that the House [v. NCAA] settlement reduces the urgency for Congress to act to protect college sports. Nothing could be further from the truth. Without congressional action, there is a very high risk that college sports as we know them will be destroyed, and that student-athletes will experience irreparable harm, including loss of benefits and scholarship guarantees.” In the meantime, Dougherty notes the NCAA and other industry leaders will continue lobbying. ACC Commissioner Jim Phillips, a “mainstay” in D.C., according to Dougherty, says: “Momentum on Capitol Hill continues to grow following the settlement. We’ve seen some interaction there. The settlement has only served to further reinforce why Congress needs to act. We need them to help codify the provisions of the settlement into law, securing them in perpetuity so this isn’t a moment in time.” House plaintiffs’ attorney Steve Berman, who regularly visited Capitol Hill to counter the asks of NCAA leaders, now says: “If the NCAA asks us, we will go to the Hill and say we think [the settlement] is a great solution for college athletes and that the NCAA should be given antitrust immunity for pay for play and for NIL. That’s all we’re willing to do. We’re not going to advocate about the employment issue or unionization, any of that. We’re not involved in that.” Lots more from Dougherty. (link)

The Athletic’s Jim Trotter observes that “seemingly little attention” has been paid to how the House settlement will impact “mid-majors or lower-level DI schools, which some administrators and executives believe could be left with three choices when addressing the loss of revenue stemming from the $2.8B settlement: 1) find a way to replace the monies; 2) make cuts to programs to offset lost monies; or 3) drop down a division. The latter is already being discussed among some athletic directors who are fearful of what the new world order could bring, according to a small-school AD who has been privy to private conversations.” One “small-conference” commissioner tells Trotter: “There’s a major financial difference in operating a Big West Conference or West Coast Conference athletic department versus a high-level Division II department. The differences are in scholarships, scholarship equivalencies, what you’re paying your coaches, facility costs, administrative costs. There’s a massive difference. So, if you’re going to try to stay put in DI and have a go at it, where do you make up for the loss in revenue? People are tapped out. Donors? They’re fatigued, but you’re going to have to go back to them anyway.” The bigger existential threat, however, is the Johnson v. NCAA case, according to the commissioner, who contends that if student-athletes are able to unionize collectively bargain, “you’re going to see a lot of non-Power 5 athletic departments go away, including at the Division I level.” (link)

Speaking to members of the 1890 Initiative, Nebraska AD Troy Dannen remarked: "Let me tell you something about NIL: it is not going to last forever. Here's what I think is going to happen, and I'm pretty sure I'm right. There will be an antitrust settlement this year in the courts. Part of the antitrust settlement, 1890 (Nebraska's collective) is going to get banned. The collectives are going to go away. What's going to be replaced is athletic departments revenue sharing with our athletes. In the budget of our athletic department right now, we have a $20M placeholder in two years to share money with our athletes. It's in the budget right now. There's three schools in the country, I think, that have that in their budget right now: Georgia, Texas and us. We've got great advantages here. We don't have debt; we have great reserves, we have a fan base, facilities, we have great advantages to addressing what lies ahead. Let's talk about what happens in the next two years. NIL's not coming in-house, it's going to be replaced by something else. At Washington, our football program last year had an NIL budget of about $10M and went to the national championship game. Oregon's is $23M; Ohio State's is $23M. Ours here is not even $10M. We have the facilities, we have the coaches, we have the fans. In the next couple years, we'll be fighting an even fight. Right now we're not fighting an even fight.” (link)

Florida State in its legal battle with the ACC has “arguably committed enough words, effort and documents to provide a legal walk-through for any school that wants to follow its path,” according to CBS’ Dennis Dodd. Seminoles AD Michael Alford doesn’t disagree and tells Dodd: "I'd say there's a lot of people interested in the formula, the blueprint. [There have been] a lot of questions about how we got to this point. It's really looking at the analytical side of where this business is going, making sure we are positioning ourselves for the future." Alford goes on to say FSU is playing the long game: "We're not looking next year. We're forecasting where FSU is going to be five, 10, 15 years from now and how do we make sure we're doing our due diligence now to position ourselves. Where is college athletics going to be five,10 years from now and making sure this is a part of it. … I've got a budget and financial analysis going out to 2043. We hired JP Morgan to come in and look at revenue streams, forecast futures. I love going out and getting the analysts to help." (link)

Sticking with the Seminoles, the ACC has asked Florida’s First District Court of Appeals to overturn the Leon County Circuit Court’s ruling that the Florida State lawsuit against the conference should proceed in Tallahassee. In a 61-page petition for writ of certiorari, ACC attorneys argue: “In this high-profile lawsuit over the interpretation of college sports contracts, the trial court committed a judicial foul.” The Tampa Bay Times’ Matt Baker explains the judicial foul “centers on who sued whom first. The ACC’s case in its home court (North Carolina) was filed a day before FSU sued the conference in its home court (Leon County). Generally, the second suit is paused until the first one is resolved.” However, as reported previously, Leon County Judge John C. Cooper ruled that FSU’s suit should remain ongoing, citing concerns ranging from Florida’s public-records law to an improper rush to the courthouse by the ACC. (link)

Puck’s John Ourand reports that “it seems increasingly possible” ESPN’s deal to sublicense College Football Playoff games to Warner Bros. Discovery will draw regulatory scrutiny, largely due to Venu. “For what it’s worth, ESPN made clear from the outset that it wanted to sublicense some CFP games and would have taken calls from any broadcaster that showed interest. I’m told that Paramount and NBC, the two main players not in the Spulu deal, did not call. WBD also forked over a very handsome sum. Not only was it worth hundreds of millions of dollars per year, but it afforded ESPN control of production and all advertising revenue for at least the first two seasons. (WBD C.E.O. David Zaslav must be looking at the games as a way to maintain leverage over cable distributors in carriage fee negotiations.) This deal has the look and feel of business as usual to me. But with the Justice Department looking into Venu, not to mention Fubo’s pending lawsuit, it will likely receive a lot more attention in the coming months, even if there’s no there. (link)

The NCAA has extended its involvement with the Olympians & Paralympians Made Here campaign to include short videos of former Olympians, Paralympians and Olympic and Paralympic hopefuls sharing their collegiate experiences. Former Texas student-athlete Ryan Crouser, a four-time NCAA track and field champion, was the first to tell his story through the new creative campaign, and content will continue to be released on NCAA social channels leading up to this summer’s Olympics in Paris. Congratulations to Oklahoma softball on its fourth straight natty. Sooners HC Patty Gasso: “It's heavy. It's just I don't know how to explain how heavy. Heavy is a head that wears the crown is the one thing that really stuck out. I heard someone say that. That really has felt true. It's been exhausting. These players are exhausted, but they keep going. It's the love for each other. It's the love for the game. It's the love for the university. But they're elite athletes who have extreme passion. [...] This generation, they've taught me a lot about coaching. They taught me how to accept who they are and how it looks. I mean, I think that has a lot to do with a lot of things, that I just allowed them to be them. It's hard sometimes because some of it I'm like, ‘Oh, no.’ But it's important to them. They've taught me how to coach better.” (link)

In remarks yesterday to the Arizona Board of Regents, Big 12 Commissioner Brett Yormark emphasized the need to continue investing in college athletics, pointing out that it can drive both enrollment and philanthropy. “I would impress upon you to lean in, to be a resource in every way possible.” The Mercury News’ Jon Wilner notes that despite the financial positions of Arizona and Arizona State’s athletic departments, ABOR members did not push back. “In fact, Lyndel Manson, who chaired the committee responsible for Yormark’s presentation (Strategic Initiatives and Planning), showed a firm grasp of the issues and echoed a concern on many campuses: That sharing revenue with the athletes and paying for their scholarships could be considered ‘double-dipping.’” Yormark acknowledged that “a lot of people feel that way” and went on to observe: “There’s never been a better time than right now to be a student-athlete. They are being treated like employees but not classified as employees.” Still, Arizona AD Desiree Reed-Francois noted: “We have a responsibility to compete at the highest level. Revenue sharing is part [of that]. We’re going to participate, but there are a lot of details we’re working through.” (link)

UCLA AD Martin Jarmond talks about Arizona State’s recent reorganization of its athletics department within the university structure and says: “That’s something I’ve promoted as far as UCLA Athletics. I look at us as marketing and a brand for the institution. UCLA – those four letters – it's amazing, but it's also built on, partly, the athletic history and tradition and legacy. And in a business sense, you can look at the athletic program as driving interest around the world and driving revenue opportunities, engagement opportunities. Some of our largest supporters at the institution came to the institution via a basketball game or a football game or something like that. So, we're making the case now, especially going into the Big Ten. We're going to have better game times, we're going to be more visible nationally and internationally. It makes sense from my perspective to view us more as not only an athletics department, but a marketing vehicle for the university – and use us more. We want to do more for campus to help campus and our initiatives as we move forward.” Regarding the Bruins’ financial situation, Jarmond notes the Bruins do a good job on the expense side, particularly compared to other Big Ten schools. “We have a challenge on the revenue side. We’ve got to sell more tickets, we’ve got to get more donations. We've got to utilize the businesses and the network of UCLA better than we ever have, and that's what we're planning for and that's what we've got to do. But make no mistake, we need campus support – and campus has been supportive – but there’s got to be more engagement now. … We're looking at a potential expense line going up $32M starting in a year from now” via revenue sharing and annual payments to Cal. Alabama AD Greg Byrne shared details of the planned $58.6M renovation and expansion of Coleman Coliseum with trustees yesterday. The project will be funded by bonds and $20M in donations made to the Crimson Standard fundraising drive. A 48,800-square-foot expansion will be built onto the southeast corner of the arena and another 19K square feet of existing space will be renovated. Groundbreaking is expected to occur this fall with completion set for the beginning of the 2026-27 season. Upgrades include a new sports medicine space, team meeting rooms, locker rooms, lounges and coaching/staff offices. Byrne: “Each team will have a dedicated practice gym and weight room space, which is where the program spends the majority of their time. Coach [Nate] Oats and Coach [Kristy] Curry are extremely supportive of this plan as a positive and valuable next step for the respective teams and they’ve both expressed this is the highest priority at this time and the facility will meet an immediate need as we continued to work toward long-term priorities for our basketball programs.” (link)

In its official approval of allowing corporate logos on football fields for the regular season, the NCAA Playing Rules Oversight Panel noted that “corporate advertisements can be placed in three spots on the field: A single advertisement centered on the 50-yard line is allowed in addition to no more than two smaller flanking advertisements elsewhere on the field. This could be done on a game-by-game basis or for the whole season. One rationale for the rule change is to align regular-season games in home stadiums with those already existing advertisement allowances for games played in the postseason bowl games and neutral-site games. This move also provides an additional revenue opportunity for schools that has not been available during the regular season.” (link)

Corporate logos on football fields could be worth $3.8M to $4.2M a year “for top-level schools in the Power Four conferences,” according to estimates provided to USA Today’s Steve Berkowitz by Navigate. The firm estimates that these types of arrangements could be worth at least $300K to $700K annually for other Power 4 schools and at least $50K to $90K annually for Group of 5 schools. Navigate President Jeff Nelson adds that logo deals could lead to broader agreements that could generate greater revenue as well as “add more value to stadium naming rights.” Further, Nelson tells Berkowitz they could be a "tent pole" vehicle that schools use to build package deals that also involve hospitality, social or digital assets. "It's much harder to sell those (rights) if you don't have that visible asset. And it's not just the visibility, it's the excitement it generates for executives and people who truly matter at a brand. … We know from brand clients that there are a lot of CEOs who like to turn on the TV and see their logo behind home plate or on the courtside rotation. … And, remember, football – far and away – has the most value. It's easier to sell a seven-figure deal when (the logo) is prominently displayed on the SEC game of the week or Ohio State-Michigan." (link)

+ Connecticut has offered Men’s Basketball HC Dan Hurley a “lucrative new contract that would make him one of the highest-paid coaches in the country, featuring significant widespread benefits for him,” according to Fox Sports’ John Fanta, who notes Hurley informed his team he is in talks with the Los Angeles Lakers about their HC vacancy. Hurley's plan, according to Fanta, is to “have his mind made up on the decision weighing on him in the near future.” Fanta also reports Hurley will meet with Lakers owner Jeanie Buss and VP/GM Rob Pelinka today and that the Huskies HC is “truly 50-50” on whether to switch coasts. On Wednesday, Hurley remarked that “it's complicated, and it's taken more time (to get a deal done) than any of us would have liked. It's not something that's been a rush for me. You sacrifice a lot to do this job. The job beats your ass pretty good, and a lot suffers with your family. Any chance at a social life, it consumes everything you have." (link)

Under Armour has released some of Founder/CEO Kevin Plank’s compensation plan for 2025. According to Sportico’s Kurt Badenhausen, 80%+ of Plank’s compensation is tied to the company’s stock reaching $13 and over 90% of his compensation is payable in stock. Seton Hall has received a seven-figure gift from alumni Stephen and Stacey Waldis to establish the Steve and Stacey Waldis Endowment Fund for Baseball. The endowment will help fund coaches salaries, operational costs for the program, and the naming of the Seton Hall bullpen for Michael Cocco. The Waldises have also pledged a dollar-for-dollar challenge gift of up to $250K. (link)

Nebraska had “preliminary discussions” to hold a softball game at Memorial Stadium in the spring of 2025 according to KETV’s Lauren Michelson. A spokesperson from NU said those discussions have now “ceased.” (link)

The NCAA Playing Rules Oversight Panel on Thursday approved adding a one-game suspension to the ejection of men’s and women's basketball players, coaches or bench personnel who make physical contact or threaten referees. Panel members also approved expanding video replay review to include whether a player's foot last touching the court was inbounds on a made shot before time expired. If the player's foot is determined to be out of bounds, officials will put the exact time of the violation on the game clock. If the shot is made and time remains on the game clock, a video review will not occur. In women’s basketball, instances where an off-ball foul is called near the time a field goal or free-throw attempt is occurring, officials will have to immediately conduct a replay review to judge whether a basket should count. In men’s basketball, the panel supported experimental rule for the 2025 NIT that would allow a coach to appeal an out-of-bounds call for video replay review in the last two minutes of games, pending approval from the NIT Board. (link, link); In men’s and women’s ice hockey, the panel approved an adjustment to the rules for checking from behind and contact to the head to provide game officials additional options when adjudicating these penalties. The panel also approved several other recommendations made by the Men's and Women's Ice Hockey Rules Committee last month, including changes to high-sticking and the mandatory use of shootouts after a three-on-three OT period.
