NCAA SVP of Basketball Dan Gavitt yesterday presented DI conference commissioners at least two models of an expanded NCAA Men’s Basketball Tournament field, one with an additional four teams and another with an additional eight teams, according to Yahoo’s Ross Dellenger, who reports: “The models would expand the 68-team field to 72 or 76 teams, with additional at-large selections as well as at least one additional First Four site. Any expansion would begin, at earliest, in the 2025-26 season. If the men’s event expands, the women’s tournament is likely to undergo a similar expansion.” As far as the format, Dellenger explains that “any new expansion to the field is expected to result in at least one additional First Four site, perhaps in a Western time zone. … Officials are planning to retain the current 64-team bracket. With play-in game winners needing a spot in that structure, space has to be made. More 10-12 seeds, originally in the 64-team bracket, could find themselves having to win play-in games on that Tuesday or Wednesday to advance to the first round on Thursday or Friday.” (link); Meanwhile, CBS’ Matt Norlander adds: “Paraphrasing sources who were in the room and reached out to clarify the framing here: Dan Gavitt said that ‘no expansion is still a very real possibility.’ Money is a big issue in the post-House case settlement, and it's unlikely an expanded NCAAT brings a wave of more money.” (link)

Outgoing Ohio State AD Gene Smith joins the Eleven Warriors podcast to discuss his upcoming retirement, how OSU is preparing for sharing revenue, the future of the Buckeyes’ 36 sports and lots more. Smith also talks about the advice he’ll give to incoming AD Ross Bjork: “I think probably the biggest thing is to pause and don't press. Take your time. You feel like you’ve got to sprint sometimes when you're driven and you're kind of a slightly Type A personality. You want to roll. You’ve got to take your time a little bit. He’s doing that. This transition is allowing him to do that actually.” Smith on the future of OSU’s 36 athletic programs: “We’re kind of committed to maintaining those 36. We may change our expectations with them based on how much you invest in them. So, that will change to some degree, but I think the idea of keeping those sports is important for a number of different reasons. One is Title IX. … Our women enrollment at Ohio State is higher than our male enrollment, so we’ve got to make sure our proportionality numbers align. I think the reality is every sport that we've had we’ve funded at the highest level to compete for championships. That will change, and we’ve been very transparent with our coaches and support staff about that. So there’ll be a new model and we’re not the only ones.” More from Smith. (link)

College Football Realignment publisher Bill Farley observes that a “near-perfect experiment for comparing public and private financing played out at [Florida State] and USF. Both wanted $200M+ for football stadiums. FSU issued traditional public bonds, while USF bucked its consultant's recommendation and negotiated with a local bank for a private loan.” Farley explains that between 2018-21, USF retained a consultant to complete a feasibility study for a new football stadium. The consultant's financial plan called for $150M in 30-year public financing at 4%. In 2022, USF invited eight banks to "Negotiate Direct Purchase of $100-$200M in Taxable Revenue Bonds." In 2023, the “private bonds came in at 6.48% over 20 years for a $19.7M per year in debt payments (versus the consultant's projected debt payment of $8.8M. USF steps up and pledges ‘direct’ and ‘additional direct’ revenue of nearly $50M to underwrite the stadium debt and expenses.” Meanwhile, Florida State issued $309M of traditional public debt over 30 years with a rate of approximately 4.5%. Farley: Why did USF choose private financing? “My only guess, a personal relationship and trust with the local bank that issued the private bonds.” More from Farley. (link, link); James Moore & Co. Partner Katie Moore subsequently points out there is a “massive difference in borrowing ability between FSU & USF…it’s an apples-to-rockets comparison. 2018-2021 was before 3 years of inflation & interest rate increases. Do you think USF really wanted to spend $10.9M more per year?” (link)

When Learfield announced plans to expand its Compass platform, what was not mentioned was that “Opendorse…was already supposed to serve this very purpose through next summer,” Sportico’s Daniel Libit observes. “And that the two companies, which had been civil if uneasy collaborators in the newly fluid college sports marketplace, would become more directly competitive.” Libit goes on to point out that the “latest Compass announcement significantly narrowed the three-year ‘strategic relationship’ unveiled in April 2022, in which Learfield agreed that it would provide its scores of school partners free access to Opendorse’s platform and ‘turnkey solutions.’ … But evidently, the key didn’t turn so well, prompting a strategic recalibration of the relationship and contrasting assessments about how big a role technology plays in successful NIL dealmaking.” Opendorse CEO Blake Lawrence says his company spent a “tremendous amount of time” training Learfield’s sales staff on how to leverage its platform over the past two years. Libit notes that roughly 55 of Learfield’s 160 schools already had separate, preexisting software agreements with Opendorse. “For the other hundred or so athletic departments, Lawrence said, things didn’t go so smoothly.” Lawrence: “The last-mile logistics of how you contact and contract an athlete is not the challenge – that is the wrong problem to solve. Instead, it’s, ‘How do you equip the largest sales team in college athletics?’ – Learfield’s – ’with the training to sell NIL to local and regional sponsors?’” Lawrence also notes he’s increasingly convinced that technology is not a panacea, as “software doesn’t replace the sales component of NIL.” More. More than 2,000 student-athletes participated in more than 500 Learfield NIL sponsorships during the 2023-24 season, representing 100% YoY increases in both categories. Of those, 57% were male student-athletes and 43% were female. The median deal was worth $3K, up 50% YoY, and the cash + trade value earned totaled $13.6M, a 70% increase over the previous year. (link); Learfield EVP for NIL Growth and Development Solly Fulp: “Real information and dealmaking insights are more important than ever. With the lack of information, people feel like they're behind everyone, or there's a fear of doing it. When they see how this is unlocked and the benefits that come along with this – it's achievable. That's what we're hopefully providing here. … We’re three years into [NIL being legalized], and student-athletes are getting much better at understanding the value of their name, image and likeness and how their storytelling and content creation is very valuable for brands. So you've got this convergence of schools, brands and student-athletes. We [Learfield] sit in the middle of that.” (link)

JohnCanzano.com’s eponymous publisher reports that a high-ranking USC official informed him in June 2022 that plans to leave the league were set in motion a year earlier as the Trojans and UCLA were unhappy with the way revenue was being distributed. From the source: “No one ever had a conversation with us about how we felt about the revenue share. Nobody asked, ‘Are you OK with it? Would we like to see something different next contract?’ Not one conversation with LA schools, that was a mistake. We could’ve ended up leaving for the Big Ten regardless, but you have to have the conversation when we have a higher cost of living in LA, higher tax, and 60-70% of the Pac-12’s TV market.” Canzano: “I have some theories on why Commissioners Larry Scott and George Kliavkoff weren’t more tuned into the discontent in Southern California. Their leadership styles were on opposite ends of the spectrum, but they ended up in the same place – in the dark. For that, both deserve blame. Keeping USC engaged and in the fold should have been priority No. 1 for the Pac-12.” As for who was ultimately responsible for the Pac-12’s demise, Canzano acknowledges USC’s central role but notes UCLA could have still said no to joining the Big Ten, thereby leaving the LA media market in play for the Pac-12. “Oregon and Washington? Those schools have blood on their hands, sure. But so does Fox and the Big Ten. Once the LA schools were gone, the Ducks and Huskies became flight risks.” (link)

Toledo produces an average of over $81M in annual advertising value, according to a study conducted by Collegiate Consulting. The study, which looked at data from 2021 through 2023, found the overall economic impact of Toledo Athletics on the Toledo area in FY23 was $79.34M. This figure includes factors such as athletic events, sports camps, special events, athletic employees, and the impact of student-athletes who remain in the Toledo area after graduation, among many others. Toledo also hosts more than 300,000 visitors to campus each year. Rockets AD Bryan Blair: “Our department has a profound impact on the vitality of our University and the Toledo community, and this study does a great job of attaching facts and figures to that sentiment. The achievements of our student-athletes help shine a positive light on the University of Toledo, as well as contribute to the national notoriety and economic prosperity of our community. The best part about this study is we are just getting started and have so much more potential.” Highlights from the study note the football team has appeared on national TV 19 times the past two years with a total viewership of 10M, while the men's basketball team (16) and the women's basketball team (5) has made a combined 21 national TV appearances over the past two years. The Washington Post’s Andrew Van Dam breaks down which states make the most money from sports betting and notes the “states with the biggest sports-betting haul, adjusted for population, tend to be clustered in the Northeast or the Rust Belt.” In terms of overall revenue, New York tops the list, accounting for more than a third of total state gambling-tax revenue in the U.S., but “when you look beyond taxes to the total sum wagered on sports, adjusted for population, the Empire State betting ranks well behind Nevada and New Jersey and roughly ties with Illinois, Colorado and Arizona,” according to Legal Sports Report’s Eric Ramsey. New York’s 51% tax rate on gross revenue for betting companies likely accounts for New York not being the “pound-for-pound” leader in sports wagering revenue. Van Dam goes on to note that “men are twice as likely to have bet as their female friends and three times more likely to bet online.” Meanwhile, “White and Hispanic people are much more likely to have bet on sports than their Black friends, but that wouldn’t explain why the Great Plains and American West don’t gamble as much. Finally, Republicans are nine percentage points more likely to have bet than Democrats, which doesn’t exactly explain why our nation’s bluest region is also its bettingest.” More from Van Dam, including how state lotteries factor in. Colorado State AD John Weber tells The Coloradoan he never imagined he would one day be leading the athletic department. “I told someone the other day this was not on my bingo card in terms of career opportunities, but I’m unbelievably grateful and honored and humbled at the opportunity to do this. It’s a fantastic opportunity.” Post-House settlement and into the future, Weber emphasizes the need for CSU to find ways to take “strategic advantage” of the changes. “We’ve got to have an innovator's mindset on this change and be able to take advantage of that change. Whether it’s logos going on fields, patches going on jerseys, whatever that is – we need to be a leader in that, and we need to make sure that we’re taking full advantage of those opportunities. We’ve got to find every opportunity that we can going forward. If I look around campus, like the building that we’re sitting in (McGraw Athletic Center) that’s right next to an unnamed Moby Arena, and we’ve got unnamed soccer and softball complexes out there, I think there’s a lot of opportunity for us to engage across local, regional and national levels for sponsorship at Colorado State.” The Rams have seven home football games this fall for the first time in program history, including rival Colorado for the first time since 1996, and Weber says the renewal rate on season tickets is over 90%. Weber also explains CSU is using this summer to analyze strengths and weaknesses. “I use the term ‘stop, start and keep.’ What do we need to start doing, what should we stop doing and what should we keep doing. I talk through that with all of our coaches, all of our administrators just to make sure we have a really good view on optimizing what we really need to be focusing on.” More from Weber. (link)

With La Salle reinstating its baseball program after a three-year absence, Explorers AD Ashwin Puri talks about the resources needed to rebuild: “There’s some low-hanging fruit. We need some new infrastructure in the form of a scoreboard that needs to be upgraded. We need to look at our seating and fan amenities, but I think that’s going to take some time. We need to look at the pitching and batting cages, especially during the wintertime. Making sure the field is operational and the turf is in great shape, and making sure the kids can work out, practice, and play [on it] year-round. … We’ve got a lot of ideas, but we’ve got to sort of refine those to determine the path to fundraise for them. So the time in which it’s done is a function of our supporters stepping up and buying into the vision. We are putting that [vision] together now, and we’re going to be out very publicly with an aggressive fundraising strategy in the near future.” (link)

Long Island AD Elliott Charles talks about the importance of growing the Sharks’ brand. “One of the main challenges is figuring out how to tell our story. Telling the story is part of keeping that brand identity. Bringing every single sports program to its best potential and really focusing on who we are as LIU and the Sharks is the number one challenge.” Charles also discusses the evolving challenges associated with leading an athletic department and observes: “As we look at what it’s taking to recruit students in and be successful, coaches and us as administrators and everyone have to rethink the whole thing right now. I don’t know that it’s as much of a sales approach as it truly is about meeting people where they are and really becoming a better investigator of what people are looking for out of higher education and out of intercollegiate athletics.” So far, Charles says he’s been focused on “really being intentional about what looking like a calming force is and really coaching the coaches and being there to serve them and ask them what they need. Just getting organized and then taking a step back to really look at our big facilities and capital plan opportunities.” (link)

Kennyhertz Perry attorney Mit Winter breaks down who's in the three classes as part of the House settlement and who will be receiving back damages payments. The three classes consist of: “1. Scholarship P5 (plus Notre Dame) football and men's basketball players who played between June 15, 2016 and Sept 2023. 2. Scholarship P5 (plus Notre Dame) women's basketball players who played between June 15, 2016 and Sept 2023. 3. All DI athletes not in the other two classes who played prior to July 1, 2021, and who received NIL compensation between July 1, 2021 and September 2023. The reason the three classes are divided up in this way is because of broadcast revenue. … The broadcast NIL payments not made to the first two classes account for the vast majority of the $2.8B in back damages. And football accounts for the vast majority of those broadcast NIL payments. Which is the reason football players will receive around 75% of the $2.8B.” Winter adds that “football players are not receiving 75% of the $2.8B because 75% of the class members are football players. They are receiving that percentage because their NILs were used in TV broadcasts that accounted for the vast majority of the revenue accounted for in the $2.8B. As discussed in articles this week, this is why these percentages can be a good starting point for schools in determining how to make and value NIL payments to athletes in the future. They are based on the market value of the NILs of the athletes in those sports.” (link)

A potential naming rights deal between the Big 12 and Allstate is "not done," but something is expected “by early next year or maybe by the end of the fall football season," according to Yahoo Sports' Ross Dellenger, who believes “naming rights has way more support within the league than the private equity route.” Sports Illustrated’s Pat Forde adds that it looks like Big 12 Commissioner Brett Yormark is "getting out in front and maybe the ACC and Jim Phillips not quite being on that cutting edge and being in more of a reactionary position.” Forde notes he is in favor of selling the conferences naming rights if it will keep programs from cutting sports; however, he wonders whether Allstate's other sponsorships across college sports would change with sponsoring a conference name. Meanwhile, The Athletic’s Chris Vannini worries that many of the people making these decisions won’t be there “when the bill comes due” and notes: “You’ve got a lot of people in college sports now who aren’t necessarily thinking about the long term. And if you’re the ACC, if you’re the Big 12, you have to do whatever you can to compete with the Big Ten and the SEC. ... Try to keep it as close as you can, but it may be a futile effort.” (link)

South Carolina professor/Bill Sutton & Associates Principal Bill Sutton shares his thoughts on the future of student-athlete employment. Sutton believes more student-athletes “will want to share in the revenue that is being produced regardless of their sport (all athletes contribute to the brand equity of athletics at the university), thus the size of the purse will need to increase.” Further, he believes the need to generate more revenue will be most easily met by adding more games, which will make it more difficult for athletes to earn income outside of their “jobs.” And, ultimately, Sutton predicts college athletes will become full-time employees and students. As such, he suggests the following system be part of the contractual obligations for employment: “Upon the completion of his or her employment eligibility at the collegiate level (4-5 years) or at the culmination of a career as a professional athlete, the ‘Employee’ is guaranteed the following educational benefit: Any employee who has satisfactorily completed his or her agreed-upon athletic employment is eligible to attend any educational institution that has served as an employer in a similar arrangement to receive a tuition-free enrollment in an undergraduate degree program of his or her choosing. This reciprocity between participating employers better serves the employees who have satisfied their terms of employment and may prefer an institution that is closer to their preferred location or may offer a course of study that is unique and not readily available elsewhere.” More from Sutton. Teamworks VP for Business Development, Collegiate Kevin Barefoot joins AthleticDirectorU’s Steph Garcia Cichosz at the 2024 NACDA Convention and provides insight into a collaboration with the NCAA on a suite of NIL tools, including the creation of an NIL “data warehouse” that will aim to increase transparency via an anonymous data dashboard. Barefoot also talks about the development of a service-provider registry akin to Yelp and Rate My Professor, the creation of various educational tools, and the launch of Teamworks Wallet, a digital banking solution that will provide an efficient process for student-athletes navigating NIL and benefits-related payments. Barefoot explains that one reason it’s important for student-athletes to adopt these products is because “we are automating as many of the disclosures as possible. In calendar year ‘23, of all of the disclosures that came through INFLCR, which is the most-used NIL platform in Division I, only about 14 or 15% were manual disclosure. So we're automating a lot of disclosures to make it easy on the student-athletes. They’re not going to fill out any forms they don't have to.” Barefoot also points out that “in terms of their access to the tools and making sure that they get value out of it, we’re integrating it into the tools that they're already using. The last thing that athletes want to do is download another app and remember another login and have to go to a place to get things that they need.” More on ADU. (link)

Deion Sanders Jr. approached several Colorado football players and staffers in a new video produced by Sanders Jr.'s Well Off Media company to ask about reports of compulsory attendance at a Lil Wayne concert in the spring. Asked how many people he had to punish for not going to the concert, which included an opening performance by Buffs QB Shedeur Sanders, Director of Football Sports Performance Maurice Sims remarked: “Bro, what is up with that? People are making up weird stuff. … It was not mandatory to go to the concert. Guys just wanted to be good teammates. Did they even know that [Shedeur Sanders] was performing? I didn't know." Buffs WR LaJohntay Wester said he neither attended the concert nor had been told he was required to go, and CU defensive back Shilo Sanders added: Dad didn't even know we were going to perform. But I wouldn't even say nothing about it. Bro, they didn't even know we were going to perform. They messed up the lights. They couldn't even see who was on stage. … How'd we decide in five minutes but Dad already predetermined it?” (link)

The first three months of 2024 were the worst the pay-TV business has ever seen, according to analysts at MoffettNathanson, who estimate the industry lost a record 2.37M subscribers – a decline of 6.9%. Worse, digital TV-subscription services like YouTube TV are also starting to wobble,” according to Business Insider’s Peter Kafka. MoffettNathanson estimated that Google's pay-TV service lost 150K subscribers in the first quarter, and Kafka notes: “The most obvious rationale for the loss: People who were using YouTube TV to watch the NFL – the most powerful draw on TV – canceled the service once the season ended. If that's true, then the glass-half-full perspective is that those subscribers will return this fall when the season starts up again. But the glass-more-than-half-empty take is that the churn problem that bedevils most pure-play streaming services, like Disney+ and Max, is also a problem for the digital pay-TV services that give you a bundle of channels. Of course, the fact that all these digital TV services are easy to add and drop is a good thing for you, the person who pays for TV. And it has been a selling point for those services. But it's also one reason the TV industry is increasingly trying to get consumers to sign up for long-term contracts — just like the old-timey cable-TV days.” (link)
