NCAA President Charlie Baker has announced the NCAA x Meta NIL Empower Program, a collaboration that will help women maximize their NIL endeavors. Baker made the announcement virtually at the NIL Summit. Participants will have the opportunity to form direct relationships with Meta experts and connect with other student-athletes and industry professionals while receiving exclusive access to various NCAA events. Corporate partner Invesco QQQ will assist the NCAA in building a financial literacy and career development session. Baker: "This is a great opportunity for women college athletes to enhance their personal brand, directly engage with college sports fans and make connections for their future. We are thrilled to support student-athletes, not only as they learn more about how to capitalize on their NIL, but also how they can stay safe online and limit harassment." 100 female student-athletes will be selected for one of two three-month programs. More from NCAA President Charlie Baker’s remarks at the NIL Summit, where he called for a federal solution on Title IX’s application to the House settlement. "This is a really hard question for schools to answer on their own for a whole bunch of reasons. The biggest one most schools have said to us is…the rules around equity when it comes to Title IX and around men's and women's sports ought to be relatively consistent from school to school and conference to conference. That's going to require a national standard. If we create a national standard at the NCAA, the problem with that would be if anybody doesn't like it one way or the other…it would be challengeable in court.” CBS’ John Talty observes that both a 50/50 revenue-share split among male and female student-athletes and a market-based split come with potential legal challenges. “If, for instance, a school splits the $22M evenly amongst men and women athletes, it could prompt football players to sue if they aren't receiving enough compensation relative to the revenue they generate for the schools. Expect a conference-level push for uniformity among members if there isn't a federal answer. It's not difficult to envision the potential issues if one Big Ten school is spending 80% of that $22M on football while another is only doing 50%.” (link)

“NCAA Division I has never been more fractured, fragile and frustrated,” according to Yahoo’s Ross Dellenger, who cites NCAA President Charlie Baker’s meeting with Power 4 commissioners. “Not in the room: the other 28 Division I commissioners who milled about on the first floor of the [Ritz-Carlton] resort wondering the whereabouts of the other four.” One commissioner told Dellenger: “I didn’t even know they were meeting.” Another whispered: “Of course, they are cutting us out of it.” While the industry prepares for a new post-House governance framework, one FCS commissioner says the model, though not complete, can be summed up in five words: “Let the big dogs eat.” Dellenger: “The fighting over back pay aside, in meetings this week, commissioners of the Other 28 expressed agreement in granting the major conferences rule-making powers, such as the creation of their own power conference-only committees.” Still, leaders in the Other 28 worry their access to NCAA championships will continue to shrink until it’s gone, and Dellenger explains: “The chief worry is over the NCAA men’s basketball tournament, which is the association and Other 28’s primary source of revenue and the one event that truly binds all Division I institutions. While football cash keeps afloat the power leagues, March Madness is the financial lifeblood for the Other 28 as well as their national relevance.” Another concern involves roster limits in football, as Dellenger observes: “No decisions were made, but [Baker and the P4 commissioners] inched closer to a football roster limit that will likely be more than than 85 but less than the traditional 120 players that teams now carry. Not in that meeting, of course, were the Other 28.” (link)

On-field sponsorships could net athletic departments $2M to $6M annually, according to On3’s Pete Nakos, who adds that “major Power 4 college football programs could see sponsorship deals north of $8M to $10M annually.” Learfield President/CEO Cole Gahagan: “If we use stadium naming rights as a proxy for this next horizon of opportunities for our schools, what the data tells us is that in the majority of cases, those are local or regional brands that want to be a part of these big-time sponsorships. If you zoom out and look at the total landscape of naming rights in college sports, typically those are regional, if not local brands, to Ames, Iowa, or Lubbock, Texas, or Gainesville, Florida, or Eugene, Oregon. If we go off of precedent and the data that we have, my guess, is the bulk of these on-field sponsorships will be local or regional brands.” ADs and multimedia rights holders are also discussing the potential of selling on-field sponsorships on a game-by-game basis, and SMU AD Rick Hart explains: “What I’m learning and talking to people about to learn more is it something that you just go sell to a sponsor for the season? Or is there a way to dynamically price that inventory so that on a game-by-game basis, depending on the network and the reach, it varies from game-to-game relative to the value of that inventory?” (link)

Oklahoma AD Joe Castiglione continues to campaign for a proposed $1B entertainment district in Norman and tells The Oklahoman’s Colton Sulley: “We're undeterred. We're very excited and passionate about it because we believe it's good for the city of Norman and Cleveland County. It often gets discussed without connecting the two pieces. It's the synergy of both, the new arena and the entertainment district.” The Norman City Council has approved a special election for residents to vote on the tax increment financing (TIF) districts for the proposed district, but Sulley notes the results of the vote aren’t legally binding and voters could request a referendum petition challenging the decision. Castiglione: “We know there's been a necessary process in place. We followed it to the tee every step of the way. We’ve provided forums, we've been part of one on one conversations, we're going anywhere and everywhere where people want to talk about it and try to make sure that they have all the available information necessary so they can make great decisions. … Ultimately, it's something that needs to happen in Norman, now. Because it really creates another high level of improvement in a transformative way that goes right with our move to the SEC, which we've called it many times a transformative opportunity.” (link)

Penn State AD Pat Kraft is open to selling the naming rights to Beaver Stadium but says as things stand now, fans won’t see on-field ads in any of PSU’s NCAA-allowable three venues this season. “When you ask where it’s at. It’s not that it’s nowhere, I think the option is on the table. Everything is up there, right? [But] we just don’t slap logos anywhere. It’s not done that way. It’s a thoughtful process. And how is that helping us in a revenue area — but no, let me just tell you as I sit here on June 24, you won’t see any of that this year, but I’m not going to take it off the table. I don’t think anybody can take anything like that off the table in the world we’re living in.” As far as what the Nittany Lions could bring in for naming rights to Beaver Stadium, StateCollege.com’s Ben Jones points out that “for in-state comparison, in 2003, Citizens Bank inked a 20-year deal with the Philadelphia Phillies worth $93M for the naming rights to the Phillies’ home stadium, while Acrisure signed a 15-year deal worth a reported $150M for the naming rights to the Pittsburgh Steelers’ stadium in 2022.” (link)

Northwestern has broken ground on the Ryan Field redevelopment. The Inside Zone’s Matt Fortuna reports the “new stadium will be one of the most accessible stadiums in college football and achieve LEED Gold-Certified standards for sustainability. Waiola Development Partners has dropped its bid for the Aloha Stadium redevelopment project, leaving only Aloha Halawa District Partners (AHDP) in the running for the right to construct a 25,000-seat stadium as part of a mixed-use district that would include housing and retail, according to SBJ’s Bret McCormick. The AHDP group includes The Cordish Company (one of the equity partners), Populous (one of the designers), and AECOM Hunt (as the builder). McCormick notes the “New Aloha Stadium Entertainment District (NASED) master developer was supposed to be selected this fall, with a contract hopefully agreed by next summer. The state’s RFP, posted late last year, was arranged to handle a scenario in which only one group submitted a bid, but it clearly diminishes the state’s bargaining power in an overall effort that has struggled during the last four years to accrue momentum due to political setbacks and the complexities of a project in Hawaii.” (link)

The DI Council this week will vote on a legislative proposal that would expand the role of football support staff to allow all staff members to provide technical and tactical instruction to student-athletes during practice and games. On3’s Pete Nakos: “In the college football world, the expectation is the vote will pass. But some are holding their breath after the council initially rejected the move in the spring of 2023. The move would remove the current rules that allow just 11 coaches (head coach and 10 assistants) to instruct athletes.” The proposal would keep the number of off-campus recruiters to 11, including head coaches. FCS would be able to have 12 ACs recruit off-campus, while FBS HCs could designate any 10 staffers as countable coaches who can recruit off campus. (link)

The Big East is set to announce new six-year media rights deals with Fox, NBC and TNT that will begin with the 2025-26 season and run through 2030-31. According to SBJ’s Ben Portnoy and Austin Karp, “financial terms were still being finalized at presstime, but sources noted the conference will see a significant rights fee uptick. … Fox will continue as the lead ‘A’ network in the new deal, as it had when it initially signed on with the Big East prior to the 2013-14 school year. Sources tell SBJ the rankings for selections of games have already been decided among the conference’s new media partners. CBS, which had long been a Big East partner, will not return with the conference, as the sides were not able to carve out a smaller fourth package of rights, per sources.” (link)

Texas will rebrand Longhorn Network as a free streaming platform that houses original content, live coaches shows, historic footage, play-by-play radio audio and live football statcasts, among other features. Longhorns AD Chris Del Conte: “About 40% of people get their content through streaming. Having that available and having shoulder programming around all of our games, the ability to show coaches shows, replays, everything that’s within the new, exciting move to the SEC, putting that on a streaming platform was just something we really felt passionate about.” SBJ’s Ben Portnoy notes Endeavor Streaming “presented a baseline operating platform in which a new-look LHN could run. Learfield Studios, meanwhile, will help staff the venture with four full-time employees that will work in conjunction with Texas’ in-house creative team to develop branded content for Longhorn fans. Learfield will also handle advertising and sponsorship sales.” Learfield President/CEO Cole Gahagan: “Longhorn Network certainly stands on its own in terms of its brand equity and its history. But the framework of what we're building there – a constant flow of unique content to fans, that often includes student-athletes and is branded with the participation of brand partners – that's the multimedia rights model of the future.” The service launches on July 1. As Arizona continues to address its financial situation, Wildcats AD Desireé Reed-Francois tells The Mercury News’ Jon Wilner the department is starting with the basics. “What do we know, what don’t we know, and how do we create a competitive advantage. … It’s going to take time to build something special. This is a championship brand, and we want to continue that tradition. The students deserve it and the state deserves it.” Wilner notes the situation becomes even more complicated with revenue sharing, which means an “athletic department already bleeding tens of millions each year must add tens of millions to the budget.” Reed-Francois: “We’re running a big business. We have to figure out the House settlement and set a plan for moving forward. We’re going from the Pac-12 to the Big 12. We have to hire coaches. We have to elevate our revenue streams. We have to build a culture of accountability and compete at the highest levels.” (link)

VCU AD Ed McLaughlin talks about his appointment to the DI Council, telling the Richmond Times-Dispatch’s Zach Joachim: “Our business could look drastically different in 18 months. I’m excited to be making sure the schools like VCU, the basketball-centric schools, have a strong voice. … [Atlantic 10] Commissioner [Bernadette] McGlade did a really good job of selling me on it. Obviously, any way I can position VCU and the Atlantic 10 better in our interests is something I jumped at doing.” McLaughlin has proposed the idea of transfer fees similar to those imposed in European soccer as a way to reduce tampering and says: “We’ve experienced it here at VCU on our men’s and women’s side of basketball, some significant tampering stuff. The stories that you’ve heard before of the scoundrels in this business, now it’s all legal for them to be scoundrels. They’re certainly not getting punished for it.” McLaughlin on women’s hoops: “I don’t know if there’s ever been a time in the history of our country that’s more exciting to be involved in women’s basketball, and the growth that the sport has had, crushing any attendance and rating numbers that it’s ever had. It is a great jumping off point for the sport right now in its evolution.” (link)

UTSA AD Lisa Campos says the Roadrunners will be adding NIL-focused staff members and engaging more deeply with collectives, donors and student-athletes. “For us to have been forced to be hands off [before NIL rules changed in April] was really, really difficult. I’m glad that the NCAA saw the practical use of this and said, ‘It doesn’t make sense that universities aren’t able to be involved.’ ... To be able to work more closely with the collectives, being able to help promote what they’re doing, that has just been a huge relief for us.” Campos says the Roadrunners’ NIL infrastructure “will look something similar to what other schools are doing. We’re very lean, so we’ll be exploring adding staff who would be dedicated to NIL, but those are the conversations we’re having with the collectives about how we want to go forward.” UTSA will not adopt a strategy similar to Texas’ program through which donors can receive loyalty points for contributing to collectives due to a belief that doing so could run afoul of NCAA rules. “My job is to protect our student-athletes, and that’s how my focus is going to be, is that we don’t want to get in trouble with the NCAA. We don’t want to get in trouble with Texas law. However we can protect our student-athletes while still being competitive in the NIL space, we’re going to continue to operate in that way. ... We always had our pulse on NIL. Whatever we could do, we were doing that. A lot of times behind the scenes, but it will and continues to be a priority for us.” (link)

Former James Madison AD Jeff Bourne and his wife Mary Lou, former Technology Innovation and Economic Development Director at JMU, sat down with AthleticDirectorU’s Tai M. Brown at the 2024 NACDA Convention to discuss the experience of raising a family within the college athletics ecosystem and the ways in which they influenced JMU’s culture of innovation and competitive excellence. The Bournes also discuss how the politics of a university setting impacts the pace of change, reflect on the ways in which Jeff set up the department for success at the FBS level and the challenge of cutting 10 sports in 2006. Jeff on starting and raising a family as a college sports administrator and how it influenced his career trajectory: “I realized at Virginia Tech and Georgia Tech the inordinate amount of time that you spend at your job and it was driving back all those evenings from Atlanta to our neighborhood way up north of town that I said, ‘What am I doing? I spend all my time driving, I really should be home with my family.’ So we, together, looked at opportunities that we thought where can we find the best fit between work, family and personal life so that there's some continuity, and one of the reasons I stayed in Harrisonburg [was that] I knew I could grow up [as an administrator] and I’d be able to see my kids…where when I was in Atlanta once I left it’s gonna be sometimes midnight before I got home and I was leaving at 6 AM. For us I think it was all about finding the right fit and that was a very instrumental part of sort of professional path for us and it worked well I know for me professionally and I've had tremendous support from Mary Lou. Schools looking for new revenue streams will not be turning to sports gambling companies, according to Front Office Sports’ Amanda Christovich, who submits: “Their relationships have soured due to backlash, new industry regulations, and changed strategic goals for betting operators. These types of deals are no longer an option.” American Gaming Association SVP of Strategic Communications Joe Maloney tells Christivoch a 2023 decision to prohibit sponsorship deals with NCAA athletic departments was “noncontroversial” among AGA members. “You go to market and you begin to determine what are the partnerships from an advertising and marketing that make sense, pursuant to industry profitability, but also industry brand health and reputation. We observed partnerships happening and the response to those, and it became clear over time that from an AGA membership standpoint, it made sense to move forward with these changes.” Those regulations are not the only reasons athletic departments won’t ink partnerships with gambling companies, according to UNLV sport management professor David Vinturella, who notes state legislators have also complicated any future pacts and adds: “I think sports betting operators are getting leery of the value they’re getting in return.” Vinturella does believe there is an alternative, noting that schools could partner with resorts and hotels that have casinos or sportsbooks on their properties. Christovich points out the “advertisements themselves don’t promote gambling, but they provide an indirect avenue for schools to profit from the money in the gambling industry, and for sportsbooks to win over new customers. On the value of these deals, Vinturella says: ‘Extremely lucrative.’” (link)

Under Armour has agreed to pay $434M to settle a yearslong lawsuit which claimed that Co-Founder/CEO Kevin Plank misled investors about the company’s health. Federal authorities launched a probe in 2017 examining whether the company shifted sales from quarter to quarter to mask declining demand. UA had a stretch of 26 straight quarters with at least 20% YoY revenue growth before it ended abruptly at the end of 2016. According to UA, the agreement is not an admission or finding of wrongdoing. If approved by the U.S. District Court for the District of Maryland, it would resolve all claims brought on behalf of shareholders. The company has also agreed to continue separating the CEO and chair positions for a period of at least three years. (link)
