NCAA Managing Director of DI Jenn Fraser sits down with Connect/Fox Sports’ Bryan Fischer from the 2024 NACDA Convention to talk about the House settlement, what’s on the agenda this summer for committee meetings, what’s next for NIL and the transfer portal and more. As the House settlement works its way through the legal system, Fraser says the NCAA is taking an “inventory of rules. While we work on this long-form term sheet we've got to know what the rules are that are included in this. We've got an amazing team that's working on building that inventory of rules. We've got some work to do on some of the elements of the settlement like the transition to roster size that really can't be accomplished in one legislative action. We're going to need some conversations and some discussion about that. And then lastly, it really provides us an opportunity to think about how we want to be organized and make decisions into the future. … This is an exceptional opportunity to really lean into those conversations and start to figure out how Division I is organized in its decision making, where we need national rules, where it's not appropriate to have national rules, where Division I has to be the same 1-356 and where we can have different rules for different pockets.” More on Collegiate Sports Connect. Mississippi Valley State AD Hakim McClellan talks about his decision to step down: “It was just time. It wasn’t anything else than that. It was time to make a move for the family and the overall scope of things. It’s definitely difficult because this is my home. I came here in 2005, I met my wife here. This will always be home. I love this institution with all my heart. We have accomplished a lot in this time. The DI Council yesterday approved a rule change adopted by the FBS and FCS Oversight Committees to permit any staff member to provide technical and tactical instruction to student-athletes. FBS teams remain limited to up to 11 staff members and FCS teams remain limited to 13 staff members who may participate in off-campus recruiting activities. Both subdivisions must include the HC as a countable off-campus recruiter. The council also voted to remove cannabinoids from the banned drug class for championships and postseason participation in football; approved a change by the Men's and Women's Basketball Oversight Committees and the DI Student-Athlete Experience Committee that removes school restrictions on official visits; will allow student-athletes to compete in more than one foreign tour with the same school (basketball programs are still limited to one foreign tour every four years); approved a change that allows women's basketball programs to compete against another Division I program in one game during a foreign tour; and greenlit several changes to the FBS and FCS recruiting calendars. The DI Council has introduced proposals to change transfer windows in basketball and football from 45 to 30 days, as data from the first two years of transfer windows indicate the majority of transfers enter the portal during the first four weeks. A vote is expected to occur in October. (link)

Elevate provides insights into the value of jersey patches for football and men’s basketball programs by assessing impression-based exposure across all forms of media, tangible association with each institution and brand value. Of the top 50 men’s basketball teams with the highest projected revenue potential for jersey patch sales, the highest jersey patch valuation is $2.2M, while the highest jersey patch valuation for a college football team is $6M. The average jersey patch valuation for MBB is $590K; the average jersey patch valuation for College Football is $2.2M. In men’s hoops, the conferences represented in the top 50 break down as follows: SEC (28%), Big Ten (24%), Big 12 (18%), ACC (18%), Big East (12%). The top 10 in projected revenue potential are, in alphabetical order, Alabama, Auburn, Connecticut, Duke, Indiana, Kansas, Kentucky, Michigan State, North Carolina and Tennessee. Notre Dame has retained the law firm of Ropes & Gray LLP to conduct an independent review of “potential issues with the culture of our men’s swimming and diving team,” per Fighting Irish AD Pete Bevacqua, who adds in an email to staffers: “I believe it is important that you are aware of this matter and the steps being taken to ensure a fair and complete review. We are working closely with outside counsel, University officials and Head Coach Chris Lindauer and his staff to take the proper actions as thoroughly and expeditiously as possible. We take seriously our obligation to foster a community of student-athletes who not only compete and perform at the highest level academically and athletically, but whose conduct is exemplary in all aspects of student life.” According to Sports Illustrated’s Pat Forde, the school was made aware of potential issues within the last few weeks. Forde adds: “The timing here is notable given the program's unprecedented success at Olympic Trials. Freestyler Chris Guiliano became Notre Dame's first Olympic swimmer by qualifying in the 50, 100 and 200-meter freestyle, and coach Chris Lindauer was named to the American Olympic team staff.” (link, link)

Boston Celtics GM Brad Stevens comments on how the NIL deals some college basketball players are receiving has affected the NBA Draft: “I do think that as you get later on in the second round – and I don't think this is going to change anytime soon – the advancement of NIL and how out of control that's gotten has really impacted the late 40s and 50s and post-draft and all that type of stuff. There’s a lot of people who went back that probably would be in that mix, but they just got huge paydays. More than [two-way deals]. … I think that will be where the draft might be most impacted consistently over the next few years.” (link)

Penn State AD Pat Kraft says he’s on board to host a wrestling dual at Beaver Stadium, as suggested by four-time national champion Carter Starocci. “We look at everything, we try to get as creative as possible. I would love it. My man Carter, I love him. Obviously everyone knows I think he’s the best. And I appreciate him saying that. I think there’s some things you have to work through right? Scheduling, whether it’s between football and wrestling, what game are you gonna have, you can’t tear the field up. I think it would be ultra successful. I think it’d be awesome. I want to do it. It’s just a matter of working through a lot of logistical things. And it’s a little more difficult than just throwing the event in Beaver right? We’ve got to work through logistics with that. Relocating to Ruston, Louisiana, for incoming Louisiana Tech coaches and administrators just got a lot easier thanks to the athletic department’s new partnership with D1.relocation, the nation’s only full-service relocation company that solely focuses on collegiate athletics to alleviate many of the challenges athletic professionals face transitioning to their new institution. D1.relocation COO Daniel Feig: “We've been working on this partnership since last year. We were set to finalize our partnership with La Tech last winter when they had a transition in leadership and we put the deal on pause. Thankfully, we already had a pre-existing relationship with new Director of Athletics Ryan Ivey and were able to continue our dialog once he arrived. In fact, Ryan himself was our first new Bulldog to help relocate as he and his lovely family moved to Ruston earlier this summer! We're excited to work with Ryan and his team to simplify the relocation process and ease the transition for all of their incoming hires, so they can focus on their new jobs and not get bogged down with all of the logistics of their move." The Jacksonville City Council has passed a proposal through which the city and the Jaguars will each pay $625M for renovations to Everbank Stadium. As a result, the stadium’s capacity will be reduced to 43,500 in 2026 and the team will play in an alternate venue in 2027, meaning the annual Georgia-Florida football game will likely be played elsewhere during those two seasons. The three-game Tennessee-Texas A&M championship marked the second-best Men’s College World Series final on record in terms of viewership, behind only LSU-Florida last year, according to SBJ’s Austin Karp, who reports the “three games across ABC, ESPN and ESPNU this year averaged 2.82M viewers, just 2% below the record-setting three games for the Tigers and Gators last year. Among the three games in 2024, two now rank among the four most-watched college baseball games ever across ESPN platforms. That includes 2.92M on ABC/ESPNU for Game 2, which is the best Game 2 audience for a CWS final on record.” Also: “ESPNU had ump cam alt-casts for each of the three games in the final. The alt-cast for Game 2 was the best of the three with 263K on ESPNU. For a comparison, that’s just below what the ‘Bird & Taurasi’ alt-cast drew on ESPN2 around the South Carolina-N.C. Tennessee AD Danny White reached his bonus cap of $300K with the Vols’ winning the Men’s College World Series. White entered the final game of the MCWS with $266,805 in bonuses already earned and finished the game having tallied $533,610 in bonuses per the terms of his contract, according to the Knoxville News Sentinel’s Adam Sparks, who adds: “That included $72,765 for a team national championship, or 3% of his annual base salary. And it also included $194,040, or 8% of his base salary, for UT finishing in the top 10 of the Learfield Directors’ Cup standings.” Full breakdown of White’s bonuses this year. (link)

James Madison AD Matt Roan insists the Dukes’ “everything school” philosophy will continue despite the upheaval within the industry. “Things are going to change. There’s no doubt about that. It’s not lost on me as we talk about this notion of the ‘everything school,’ you’re not an everything school if you’re focused on the top three [of football, men’s basketball and women’s basketball]. We want to focus on giving all 18 sports that we currently sponsor every resource it needs to be successful so we are living up to that standard.” Roan goes on to note that “NIL and Title IX implications of NIL and revenue sharing, the big ticket items are what we are discussing in those rooms. It’s reassuring that we are led by a forward-looking visionary commissioner, and it’s great that we are in the position at JMU to lead in some of those talks. Extra Points’ Matt Brown adds to Yahoo’s Ross Dellenger’s reporting that several non-Power 4 commissioners are being isolated from discussions about a new governance model: “I had spoken to a few conference commissioners from low-major type leagues that were strongly considering skipping the Florida commissioners meeting entirely, in large part out of deep frustration over how they feel they’ve been treated during the House settlement negotiations. If those folks already thought the NCAA was a P4 world (until it’s time to pay a massive legal bill, anyway), well, those governance meetings weren’t likely to change any minds.” While not every league is facing the 10% budget cuts that Big Sky Commissioner Tom Wistrcill spoke of, Brown notes the “consensus from conference officials I’ve spoken to in June is that every conference is going to do everything they can to keep budget cuts away from directly impacting the general college athlete experience. That means stuff like staff professional development budgets, SAAC off-site meetings and back office staff are likely to face cuts first. Then, leagues could potentially revisit how they spend money on championship events and travel.” One AD tells Brown: “Nobody is going to drop any sports because of this, unless they already wanted to drop them and are just looking for an excuse.” Another non-P4 AD, when asked whether his school will opt into revenue-sharing, responded: “F*** no. C’mon, you’ve FOIA’d my budget. We don’t earn $21M in revenue. Sportico’s Michael McCann examines Houston Christian’s motion to intervene in the House settlement and believes U.S. District Court Judge Claudia Wilken is likely to contemplate whether “most schools impacted by the settlement were not only denied a seat at the table but also saw their interests traded away to plaintiffs’ lawyers to secure a deal. … HCU, which says 95% of its students are on financial aid, contends the defendants don’t represent its interests at the bargaining table. The school also grumbles that colleges were presented with the settlement ‘as a fait accompli, without any regard to the adverse impact to these institutions.’” In its motion, HCU argues the settlement would force university leadership to violate their fiduciary obligations under the law by causing the “diversion of funds away from the basic academic mission of HCU and other similarly situated institutions at the expense of the core educational functions of educating students and conducting research.” The NCAA, McCann continues, could counter by pointing out that all DI schools “who vote on NCAA rules are responsible for amateurism rules that led to the lawsuits. HCU was part of the NCAA when the allegedly illegal conduct transpired.” If Wilken does approve the settlement, McCann notes numerous stakeholders could claim standing to appeal. “Last Friday, the U.S. Court of Appeals for the Eleventh Circuit reversed and vacated a settlement agreement involving Johnson & Johnson sunscreen products that a U.S. district court judge had approved…[illustrating] how settlements lack finality until they pass multiple checkpoints.” (link)

UCF has received a $10M commitment from alumnus Kenneth Dixon, $5M of which will support the enhancement of the Kenneth G. Dixon Athletics Village, the portion of campus dedicated to athletic competition as well as the health and well-being, academic services and professional development of Knights’ student-athletes. The gift will also support key initiatives aimed at maintaining competitive excellence as UCF grows in the Big 12. (link)

Badger Extra’s Colten Bartholomew examines Wisconsin’s NIL infrastructure, which is led by Director of NIL Strategy Brian Mason with support from Altius Sports Partners NIL Marketing Manager Paige Sadoff and NIL Partner Services Manager Tyler Britz. Mason notes the athletic department staff can’t act as agents for student-athletes, “but we are trying to help our athletes that are interested in being in the space to connect with brands where they align in a natural way. I would say that is the No. 1 development we’ve seen in the NIL space over the last three years is that businesses and brands really, for the most part, are looking for athletes that align with them and in a specific way.” To that end, Britz and Sadoff will be involved in curating lists of athletes for businesses that are interested, and Badgers AD Chris McIntosh says: “I think we're at a good point right now, especially given the partnerships we have through Altius and Badger Sports Properties. I don’t think it's a headcount issue. We've got the right people in place now.” Bartholomew posits that collectives will continue to be important moving forward, and McIntosh adds: “The times we're living in present day, the collective carries a lot of value to it. This is a way to just kind of supplement the overall NIL offering that we provide, but the Varsity Collective remains very important to us.” (link)

JohnCanzano.com’s eponymous publisher is told that $65M of the $255M war chest Washington State and Oregon State received via their Pac-12 settlement “has been earmarked to help with the Pac-12 rebuild to eight members. That leaves approximately $190M (or $95M each) for OSU and WSU to subsidize their athletic department programs in the next few years. It’s why the two schools keep publicly insisting they’ll continue to fund and operate like they’re ‘Power 5’ members. They have the resources to help do that for at least two or three years. It drives me nuts when people write ‘Oregon State and Washington State should just give up and join the Mountain West.’ That would be a dumb move. It would not only mean accepting relegation, but also, giving settlement money back.” Canzano points out that “if they simply disband the Pac-12, some of the settlement money would revert to schools that left for other conferences.” (link)

Parity is slowly declining in men’s golf, according to Perfect Putt’s Jared Doerfler, who points out this year’s men's golf national championship featured four mid-major schools, the lowest number in the last five championships and down from 10 in 2021. While spending isn’t the only reason high-majors are pulling away, it is a factor, as Doerfler notes the eight teams that advanced to match play in this year’s championship all have “state-of-the-art practice facilities, and seven have invested over $5M in them.” Because golf programs are historically a relatively small line item on athletic department budgets, most golf facilities are paid for via donors, and Doerfler notes: “So why are donors investing millions into golf as a non-revenue-generating sport? I’m not sure anyone has an answer other than alumni wanting to see their schools compete for conference and national championships. The bottom line is fairly clear: To compete in college golf, millions of dollars will be required. Some schools have a head start, and some are better positioned with climate. But it isn’t too late to start investing — it will only get more competitive.” (link)

The U.S. Department of Education is committed to ensuring this year’s FAFSA forms are ready promptly by October 1, asserting in a statement last week that “we have heard from students, families, institutions, states, and those that support them that it is important for the 2025-26 FAFSA form to launch on October 1. The Department has made significant progress to address and resolve all major known issues with the 2024-25 form and will continue to make improvements to the form to enable a better user experience.” Some administrators remain skeptical, including Saint Louis VP for Enrollment Management Rob Reddy, who says: “Between [Federal Student Aid COO Richard Cordray’s] departure and the instability and uncertainty that comes with an election year…all of this leads me to believe there will be a delay. If I don’t prepare for that eventuality, I’d be derelict in my job.” Inside Higher Ed’s Liam Knox notes there are reasons for optimism, however, citing the appointment of College Board President Jeremy Singer to oversee the next rollout and the elimination of a 90-day window for feedback. NASFAA Director of Policy Analysis Jill Desjean: “I’d say this increases the likelihood they’ll meet the Oct. 1 launch date, but it comes at the cost of not making changes for next year. Given the magnitude of the changes from this year, I think people would have appreciated the time to comment.” (link)
