SBJ’s Ben Portnoy adds to yesterday’s House settlement reporting: “As expected, the House settlement long-form remains on track to be filed Friday, attorney Jeffrey Kessler told @SBJ. Next steps would include Judge Wilken setting a hearing (likely September) to possibly grant preliminary approval. Final approval hearing could be early 2025.” (link)

The Athletic’s Seth Emerson writes on nuances of coming roster caps: “There could still be some wiggle room for teams. The roster limits for teams (football, baseball and otherwise) may apply only when the season begins, letting teams carry more players in the preseason and offseason, if they choose.” Emerson also gets this from an anonymous “power conference” administrator: “I think it will differ school by school — ultimately, everyone faces the same financial challenge with revenue vs. 20 million in revenue share, plus increased scholarships. From what I’ve heard, schools are going to be hesitant to immediately go up to new scholarship limits until the revenue share shakes out. Football might be an outlier (because of pressure from coaches and donors), but a lot of schools will not go up to scholarship limits right off the bat.” (link)

Speaking of revenue sharing, Iowa AD Beth Goetz shares what that could look like in Iowa City: “We are committed to competing at the highest level. A lot of work to do in the meantime, a lot of things to think through, but we’re committed to doing that and making sure our football program and all our teams continue to be successful.” Asked if the Hawkeyes will fully fund it, Goetz emphasized that the goal is to “make sure you have the resources available to compete. … In some ways, you’re sort of rebuilding this whole plane while you’re trying to fly it. … We want to understand where should we put our resources that it’s really going to help up win. And that’s when we’ll make a decision about what those numbers look like, where we put them and what adjustments we might have to make.” At present, Goetz notes there are no discussions about cutting sports. Despite an anticipated $4M drop in philanthropy and $2.3M dip in general income, Iowa projects $150.5M in revenue this year, in part, because “Ticket revenue for football is budgeted to increase due to a favorable home schedule and price adjustments,” per the school’s budget report to regents. Women’s Basketball, which brought in $1.3M last year in revenue, is expected to haul in $1.7M this year. The Hawkeyes project a $13.4M increase this year in athletic conference revenue to a record $75.2M, which is a 22% uptick over last year’s $61.8M distribution and more than 2.5 times the $30.7M conference distribution UI Athletics got a decade ago in 2015. The $50M COVID loan from the university still looms, with $6M repaid so far and $2.5M expected to be paid this year, leaving 83% of the loan still due, excluding interest. Meanwhile, Iowa State’s FY25 budget is projected to reach $114.2M, which is slightly above last year’s $111.5M budget but below FY24 actual income of nearly $117M. Arkansas-Pine Bluff announces the addition of women’s golf, which will hold its inaugural fall 2024-25 season. This marks the program's return to campus after a gap of 20+ years. AD Chris Robinson: “I am pleased to announce the inclusion of women's golf in the roster of women's sports for the 2024-25 academic year. We are excited to offer this opportunity for women to compete in collegiate level golf and are looking forward to establishing a strong and competitive program. Golf is a lifelong sport, and we have observed a growing number of girls and women engaging in regular play each year. New Mexico’s Lobo Club finished FY24 with a $9.7M haul, topping the previous record of $9.3M, set last year, and marking the fifth straight year of growth. That is good news for UNM, as the Lobos’ NIL collective, 505 Sports Venture Fund, has also grown. Last year 505SVF guaranteed contracts of $1.3M to Lobo athletes, but that number is $3.5M for the upcoming season. The Albuquerque Journal’s Geoff Grammer notes “A big step in that process has been the formation of the Lobo Alliance under Lobo Club Executive Director Jalen Dominguez. The major gift giving society allows for one-time donations of at least $50,000 that can, with donor confidence, go to either the Lobo Club, NIL or both.” (link)

Extra Points guest author Rodger Sherman digs into what the NCAA’s support of Beach Volleyball means for the Olympic sport and Team USA, whose two women’s pairs are former college teammates. Prior to sponsoring the sport in 2016, LSU HC Russell Brock notes: “The first three or four seasons, we had a lot of athletes that were dual-surface players or even indoor players where we saw potential and said ‘hey, we think you’d make a great beach player.’ Now, the majority of players in our sport have played exclusively beach volleyball.” USC Beach HC Dain Blanton adds: “You knew that this pipeline would be absolutely incredible for the United States. You knew that before you could blink an eye, you’d look out at the field and see that every single one of the athletes on the women’s side would be graduates from prominent beach volleyball programs.” (link)

Packer and Durham Co-Host Mark Packer believes the ACC does need an equivalent of the SEC Network’s Paul Finebaum and throws his hat in the ring. “In fact, I’ve actually said ‘Hey, you know what, I’d be more than happy to do that for you.’ Gone nowhere. That’s for other people to determine. That’s for ESPN and everybody else to figure out. I have been adamant behind the scenes saying I’m really interested in doing that. Quite frankly, I think I’m the only person on [ACC Network] who’s done a show every day… But that’s up for ESPN and the ACC Network suits and executives to figure out and it’s way above my pay grade.” (link)

Houston Christian’s motion to intervene in the proposed House settlement has been denied by U.S. District Court Judge Claudia Wilken. Wilken writing: “Plaintiffs contend, and HCU does not dispute, that HCU’s membership in the NCAA and participation in Division I sports is voluntary. HCU also does not dispute that it is impacted by the NCAA’s decisions about how much money NCAA member schools should spend on Division I sports or Division I student-athletes, whether in connection with the settlement agreement in this action or otherwise, only because it chooses to be subject to them. Because HCU’s membership in the NCAA and participation in Division I sports is optional, and because HCU is subject to the NCAA’s decisions and rules only because it chooses to be, the Court cannot conclude that HCU lacks “other means,” besides intervention, to protect its claimed interest in deciding for itself how to allocate its funds. HCU has not shown that it cannot avoid the NCAA’s determinations about how much money NCAA member schools should spend on Division I sports or payments to student-athletes by, for example, simply ceasing to participate in Division I sports. […] HCU’s arguments in support of its motion for intervention are essentially objections to the settlement agreement, which are premature because the settlement agreement has not yet been filed. But even if they were not premature, the Court would not consider them because HCU, as a non-class member, lacks standing to object to the settlement agreement. Accordingly, HCU may not re-package the arguments it made in support of the present motion to intervene as objections to the settlement agreement once the settlement agreement is filed for the Court’s approval.” (link); In response, Houston Christian attorney James Bryant tells Sportico’s Daniel Libit: “Obviously, we respect the judge and know she spent a lot of time trying to apply the law correctly. As the Summer Olympics get ready for launch in Paris, The Athletic’s Nicole Auerbach catches up with NCAA President Charlie Baker & other key voices to sort through how the potential House settlement will impact the Olympic talent infrastructure here in the States: “Part of the challenge for everyone at this point in time is that people want to see the picture of what it’s going to look like next. Will (Division) I schools redirect a lot of resources that might have gone from one place to another? Yes. I think that’s a good thing. But I don’t think anybody has a clear handle on exactly how it’s all going to play out.” Georgia Swim & Dive HC Jack Bauerle: “We are the feeder system for the Olympic Games. Something’s going to have to give, because if we lose that, we will be in big trouble internationally. Those other countries already had their systems in place. … I don’t see how our dominance in swimming could be continued at that level unless something happens. [...] The biggest fear is for down the road. We have enjoyed so much success — you can go back Olympics after Olympics after Olympics. We’ve been the golden child. We’ve brought back the most medals, the most golds. And all of a sudden, we’re in a place where this could now be put in jeopardy, and that’s a scary thing.” (link)

Power conference commissioners have finalized roster limits for Football (105), Men’s and Women’s Basketball (15), Baseball (34), Softball (25) and Volleyball (18) starting in 2025-26, pending approval of the House settlement, per Yahoo’s Ross Dellenger, who adds: “The details around roster sizes of other sports — many of which will see increases in scholarship slots — are expected in the document. No sport will see a reduction in scholarship spots, according to plaintiff attorneys. As part of the agreement, roster limits must be set at or more than current scholarship restriction for each sport. Another key change to the scholarship structure: All sports will be considered ‘equivalency sports,’ meaning partial scholarships can be distributed to players.” Dellenger goes on to note that the added scholarship costs for power conference schools are expected to total between $3-7M, with as much as $2.5M to count towards the revenue sharing cap, and “Some administrators are in the process of ‘tiering’ their sports by decreasing investment on certain programs and increasing investment in others. This includes staff and salary cuts as well as the reduction in scholarships from Olympic sports, especially those that generate little to no revenue.” (link)

Big Ten Commissioner Tony Petitti sits down with JohnCanzano.com’s namesake to cover a wide range of topics from changes to the College Football Playoff to media rights and more. On media rights, Petitti: “I want to make sure as distribution changes that the Big Ten is positioned to be healthy and thought of at the very front of the line. It doesn’t mean others can’t be right there with us. What can we do to make sure that the matchups, the reach, the engagement, the history, etc. are all happening? As distribution changes, I’m less about predicting that than controlling what we can control.” As the league now spans the entire nation, Petitti believes the changes put student-athletes in a better position: “But overall, student-athletes are in a better position today. You’re around them a lot. I think you’d agree. They want to play the best. They want to test themselves against the best. They want to see these iconic places. I talked to some of the players at Rutgers about getting the chance to play in the Los Angeles Coliseum, and for some of our (Big Ten) athletes to go to the Rose Bowl, and for kids from the West Coast to go play in the ‘white-out’ game (at Penn State). I think that means something. We’ve got to get it right in the other sports, but I think this new model is positioned to be better for student-athletes.” More. (link)

Conference USA Commissioner Judy MacLeod chimes in on the potential for a separate Group of 5 postseason football event: “I mean, we’ve talked about that on numerous occasions. Most of us have multiple bowl partnerships with ESPN, so there might be something within the system. But right now, it’s really important we focus on the CFP and be great members of the CFP and then see what happens down the road. Our focus is on staying connected as nine FBS conferences now.” And more on the topic from American boss Tim Pernetti: “Everybody jumps to judgment that it’s going to happen,” he said. “I actually think these things are going to happen, but it starts with having a conversation about it and being real that the industry is not what it was 25 years ago. Talking about it is where it starts. There’s two things you can do with change: either resist it, pretend it’s not happening, or you can embrace it and start to learn how that change could impact what you’re doing.” (link)

Ohio State AD Ross Bjork notes a key caveat of the potential House settlement: “Something overshadowed is this money goes up. Right now, we’re talking $21.5 million, but the second year, it goes up to $24 million and then it goes up, like, $1 million a year. We keep using a $22 million number, but we should really be talking $24-25 million.” More from Bjork: “The question is, can it be some uniform standard across the country without getting ourselves into another legal entanglement?” Yahoo’s Ross Dellenger also got this from Buckeyes Football HC Ryan Day on potential regulations: “If it’s a third party, that’d be great because (NCAA) enforcement has had a lot of challenges across the board. At the Big Ten’s football media days, UCLA AD Martin Jarmond points to nutrition as a key point of investment for the Bruins as a byproduct of entering the league: “We’re going to spend more than $4M to feed our student-athletes. Olympic sport student-athletes’ breakfast and lunch everyday, five days a week. We’ve never been able to do that at UCLA. Some of those strategic investments that we’ve been able to do by joining the Big Ten.” On the travel front: “You gotta remember and people forget this, if you’re an elite athlete, you’ve been traveling since you were 13, 14 years old all over the country. Seven-on-seven, they’re everywhere. You travel all over. From my perspective, that’s not that much different. [...] We’re certainly investing in sleep. We’ve met with our sleep doctors at UCLA who have helped us understand biorhythms, time zones and how that may impact people differently. So, we’ve done a lot of preparation for that. That said, we’re going to travel, we’re going to learn things, we’re going to adjust and adapt.” (link)

Kentucky Football HC Mark Stoops chimes in with some pretty interesting personal perspectives on the state of the industry: “I have 100 free agents every six months. You don't think there's pressure of raising money to keep them and to pay them what they deserve and to help them? And I've done this for two, three years completely alone. I get no help. None. [...] Listen, I don't need it to be, 'Woe is me,' or 'We feel sorry for you.’ But my job has changed with Name, Image & Likeness and the transfer portal. These issues, they consume me. I can't coach the way I want to coach because all I do is raise money or try to raise money. I have to go meet somebody for a drink or meet somebody for a meeting or dinner or do something to raise money three-fourths of my life. It's just reality. [...] You go through all the frustration, and even panic. How do I raise the money? I feel very isolated on how to do it. The undisclosed sum is expected to benefit the football program, general athletic scholarships and event support. + The Florida State Board of Education ratifies on Wednesday bylaw changes to allow NIL opportunities for Florida High School Athletic Association (FHSAA) student-athletes without forfeiting their prep-playing ability. Commissioner of Education Manny Diaz: “Students will be able to now utilize their hard-earned money for college tuition, housing and food once they graduate.” As part of the new by-laws, per On3’s Jeremy Crabtree, “student-athletes and their parents/guardians must negotiate any NIL activities independent of their school, school district or the FHSAA. Student-athletes will be prohibited from monetizing their NIL with the use of their school’s uniform, equipment, logo, name, proprietary patents, products and/or copyrights associated with an FHSAA member school and/or school district, either in public, print or social media platforms. Student-athletes are also encouraged to seek legal counsel and tax advice when considering NIL activities.” The by-laws also include a provision that notes a student-athlete “could impact their amateur status by hiring a registered agent to manage his/her athletic career – other than for the purpose of advising on NIL-related matters.” (link)

In the first year of his deal, Taylor will earn a base salary of $1M with raises of $30K per year. He will also receive a one-time payment of $1M and is eligible for bonuses that include $125K for winning a NCAA Championship and $10K for each individual national champion while also allowing Taylor to reallocate his performance incentives to a bonus fund for his assistants.
