The DIII Presidents Council has passed emergency legislation to remove the year of residence requirement for transferring student-athletes. The membership will have an opportunity to discuss this change at the 2025 NCAA Convention before ratifying the change. Juniata President Jim Troha will continue to serve as chair for another year, with Albertus Magnus President Marc Camille to serve as vice chair. The Presidents Council also approved the budget for FY25 and FY26, which include an additional $3.5M for championship expansion, per diem and officiating increases and a joint Men’s Basketball championship; $3.5M for offsetting livestreaming costs for campuses, creating a new national platform for championship live streams, bracket flexibility, and more; and $438,500 for enrichment fund initiatives. Troha: “Today the council approved the division's two-year budget that provides championship enhancements, additional professional development for athletics trainers, mental health support and branding enhancements. We believe these enhancements will assist institutions and conferences as they continue to address budget constraints.” Also of note, the group discussed permitting betting on professional sports and will reexamine the topic at its next meeting in October. More NCAA News & Notes:

+ The NCAA will offer member post-eligibility injury insurance coverage for student-athletes beginning August 1, 2024, the Board of Governors announced last week. The coverage will be for two years after student-athletes complete their college athletics experience and will cover injuries that occur while playing for their school. The policy's annual premium is projected to be $26M, and it will have a $90K excess limit per injury, with no deductible. There will also be limited coverage for mental health care related to the documented injury. The policy, which will be available to schools in all three divisions, is secondary to other insurance policies. NCAA President Charlie Baker: "Student-athletes deserve the coverage offered in this plan, no matter their division. Thanks to the many voices who have supported this idea since the Division I Transformation Committee formalized it in their final recommendations earlier this year. It's another occasion where the NCAA can show its unwavering commitment to and support for student-athletes." (link)

+ Former TCU (DI) baseball student-athlete Riley Cornelio has filed a new class-action antitrust lawsuit against the NCAA seeking damages for Power 5 student-athletes who were on partial scholarships. The suit also seeks to enjoin NCAA rules limiting the number of scholarships by sport. Cornelio is represented by Garrett Broshuis, the plaintiffs’ attorney in Fontenot v. NCAA. From the suit: “If permitted, NCAA schools would offer more scholarship money to their college baseball players. Certainly the better resourced schools would. The NCAA schools compete for talented baseball players for their baseball teams, and the 11.7 scholarship bylaw is an artificial cap on the amount of scholarship money that schools can provide. As the opening quote makes clear, the rule is harming thousands of baseball players every year. With the cost of attending college at a record high, the harm is substantial. At some schools with high-level baseball teams, like the University of Miami (DI) and Texas Christian University (DI), the total cost of attendance now exceeds $70,000 each year. A talented player on a partial scholarship might be expected to pay $40,000 or more per year to attend one of these schools. Absent the bylaw, those same players would pay nothing because they would be on a full scholarship. Over the course of four years, that means the bylaw is harming many baseball players to the tune of six figures.” (link) Full complaint. (link)

+ U.S. District Court Judge Claudia Wilken has denied the request from House plaintiffs' lawyers to move up the date of the hearing on motion for preliminary approval, per USA Today’s Steve Berkowitz. The hearing is set for September 5. (link)

The U.S. Department of Education says FAFSA for 2025-26 will be fully available by December 1. The department will begin testing the new form with a limited number of students and institutions on October 1. The phased approach is aimed at ensuring complete functionality when the form fully launches. Secretary of Education Miguel Cardona: “Following a challenging 2024-25 FAFSA cycle, the Department listened carefully to the input of students, families, and higher education institutions, made substantial changes to leadership and operations at Federal Student Aid, and is taking a new approach this year that will significantly improve the FAFSA experience. Thanks to the partnership of our stakeholders, we’ve developed a better implementation process for 2025-26. I look forward to continuing to work with our partners to ensure this school year’s FAFSA implementation better serves our nation’s students.” (link)

That might mean that EP readers help us design the championship trophy or player swag bags. It might mean we have a special EP community seating section. Maybe through their networking they can connect us to a great local brand or Northern Ohio celebrity to be involved. […] We have to help make an engaging broadcast, help sell tickets, and make sure the event is a positive and memorable experience for everybody involved.
