U.S. Senator Tuberville (R-AL) pressed U.S. Army Under Secretary Camarillo to look further into the possibility of the military helping to fund college athletics as part of an approach to bolstering recruitment for the armed forces, Sportico’s Novy-Williams and Libit report. The idea, which was conceived of by then-Orchestra Macrosystems CEO Maloney, made headlines last summer, and Tuberville remarked: “I think we’re missing the boat here if we don’t look at that. It’s not ROTC. It’s a 21st century pathway to service. It’s a strategy and a tactic guaranteed to produce a well-educated, physically capable, coachable and aspiring fighting force every year.” (link)

For the second year in a row, college athletics received C grades in the categories of racial, gender and overall diversity hiring in the TIDES Report. The score for gender hiring increased slightly YoY from 73.8 to 74.1, but the point score for racial hiring dropped from 74.4 to 73.3. Overall diversity hiring scores declined from 75.8 to 73.7. TIDES Director Lapchick: “Excluding HBCU institutions, the representation of women and people of color in key decision-making roles within collegiate athletics has been scarce. … College sport continues to fall short in closing the disparities in leadership in relation to their professional sport-counterparts.” The NCAA national office received a B- for race in both senior leadership and professional positions, an A- for gender in senior leadership and an A+ in professional administration positions. The NCAA issued a memo regarding the waiver process for undergraduate student-athletes who are two-time transfers, noting reasons for granting a waiver include student-athlete mental and/or physical health; exigent circumstances outside a player’s control and diagnosed education-impacting disabilities. The Kansas Board of Regents approved a $49.34M budget for the second phase of renovations to Allen Fieldhouse, up from the previous figure of $20M. According to the board’s agenda, the increased cost is attributable to the “additional scope of work,” the uptick in the cost of the mechanical and electrical equipment, and that construction inflation has “dramatically” changed the anticipated cost. The project is expected to be finished in September 2024. (link)

BuzzU Founder and former Western Michigan football student-athlete Novoselsky joins Connect's Garcia Cichosz to discuss his quest to provide all student-athletes a quantifiable marketability rating as they navigate the NIL landscape and the company's recently-announced partnership with the MAC. His enterprise software, touted as the largest third-party database of NIL data currently in the industry's ecosystem, creates a "Buzz Score" based on local marketability and derived from social media and search engine analytics as well as on-field performance metrics. Novoselsky: "The future is now. ... we're almost two years into NIL and I think the first 24 months was a lot of hyper-inflated numbers and smoke and mirrors that get a lot of clicks. I don't believe that's NIL for the masses. That's the top 1% of the 1%. When you start to talk about the entire landscape, the other 99%, you need data and analytics into why these local campaigns should be happening. ... these hyper-local campaigns where local marketability matters." More, only on Connect. (link)

Microsoft Co-Founder Gates in a blog post this week wrote that the “development of AI is as fundamental as the creation of the microprocessor, the personal computer, the Internet, and the mobile phone. Entire industries will reorient around it. Businesses will distinguish themselves by how well they use it. … The rise of AI will free people up to do things that software never will—teaching, caring for patients, and supporting the elderly, for example.” Gates did acknowledge the nascent technology’s shortcomings, however, noting that “we should keep in mind that we’re only at the beginning of what AI can accomplish. Whatever limitations it has today will be gone before we know it.” (link)

The Mercury News’ Wilner reports Pac-12 presidents received a "positive update" during today’s board meeting as media rights negotiations continue. The next meeting is scheduled for April, though Wilner notes: “Key point: The situation could be resolved prior to that point, or after. Scheduled meetings are not the only avenue for voting/approvals. The only thing I know for certain – and have been told by multiple sources for weeks – is the negotiations with Apple & Amazon take *much longer* than with ESPN because they don't have contractual templates for CFB deals. So every step goes back to the lawyers for review.” (link); CBS headliner Dodd also reports: “Multiple sources continue to tell CBS Sports that Fox is not involved in the @pac12 at this time.” (link)

Houston AD Pezman joins Playfly’s On The Fly podcast to talk about transitioning to the Big 12 and the accoutrements that come with it. On the facilities front, Pezman says it was important to “do something dramatic to have a catalyst to start moving ourselves forward, so we moved football back on to campus.” Pezman cites the construction of TDECU Stadium as having a “galvanizing” effect on the alumni base by demonstrating the Cougars were committed to playing high-level sports. “We always were, but we were never able to manifest that in a physical way to prove that we were doing that, and by building facilities that helped put a tentpole in the ground…and quickly over the next five years, we built almost $300M in construction.” Pezman also says the Cougars are anticipating selling 5K new season tickets this year, noting that 1K deposits have already been made, while the waitlist for premium seating has gone from roughly 80 to over 650. On3’s Prisbell talks with a “veteran TV source” who says expanding March Madness would add “marginal” value to the property, adding that it’s a “terrible idea. If you think regular-season men’s basketball has limited media value now, expanding the tournament might just wipe it out completely. Why bother to watch the regular season if everyone is going to make the tournament?” Furthermore, with the current media rights deal going through 2032, Prisbell reports the “belief within the industry is that the NCAA “would not be able to shop around any additional inventory to other interested media entities outside the CBS/Warner Bros. Discovery umbrella.” However, acknowledging that expansion could potentially bring the NCAA and CBS/WBD back to the negotiating table early, Navigate SVP for Analytics and Innovation Balvanz tells Prisbell: “If it is reset to market rates with the expectation that the additional games have similar TV viewership as the rest of the tournament, then the value essentially doubles from $1B per year to $2B per year. But there’s no guarantee.” (link)

NCAA correspondent Katz sits down with WAC Commissioner Thornton and incoming WCC Commissioner Jackson about a number of topics, including the ever-present possibility of further realignment, and Thornton remarks: “Here in the WAC, we’re trying to be proactive as possible. We’re trying to always communicate with our membership to make sure this is a place where they’re happy. … We want this to be an attractive place for the membership that we have, that this is a place that they want to call home, and it’s not just a stopgap. And also if there’s opportunities for future membership that they want to look at us as a place where they can elevate their programs as well.” Thornton also notes that the “more you can collaborate with other conferences, you can continue to keep your membership happy.” Full interview. The Athletic’s Shea explores what would happen to “lower-tier sports and leagues in the event that RSNs like Bally’s cease to exist. Specifically, Shea mentions the WNBA, American Hockey League and various college sports that have traditionally relied on RSNs to get in front of viewers, and Octagon SVP of Global Media Rights Consulting Cohen observes that as it applies to college sports, LEARFIELD “would be a natural player in expanding their existing reach by grabbing some of these rights that will need a new home. The challenge is they’re carrying a heavy debt load.” Therefore, Cohen believes that if RSNs disappear, colleges and smaller professional league broadcasts are “definitely going to be some sort of combination between local over-the-air networks and digital streaming platforms.” Lots more. College World Series President/Board Chair Diesing talks about Creighton’s ask for $25.1M from state lawmakers to modernize Omaha’s baseball infrastructure. “What we're finding out is other conferences like the Southeastern Conference, for example, their tournament, they have two quality practice fields, just the size of the stadium right next to the stadium. We have none. It's very important just on a proactive basis to have a practice facility close by the stadium, basically in the same configuration of the stadium, same size of the stadium. … We can't rest on our laurels because we know everybody would like to have the College World Series, and we don't want to lose it.” (link)
