On NIL, institutions are now allowed to “contract with third-party service providers to provide student-athletes the same support an institution is permitted to provide, the proposal does not permit institutions to contract with third parties to do what institutions are not permitted to do.” The committee will now allow student-athletes to participate in collegiate all-star contests, effective immediately, and compete in outside competition during the nonchampionship segment. Changes to awards, benefits and expenses bylaws will now eliminate the awards legislation, limits on complimentary admissions a school can provide to student-athletes for contests and more and allow institutions to cover student-athletes' unitemized incidental expenses for NCAA championships, meals and snacks to student-athletes at any time “on an occasional basis,” allow student-athletes to accept free or discounted equipment or supplies and more. The following five membership proposals have been referred to committees: providing Football AQs for all participating conferences, allowing teams in their championship segment to countable athletically related activities on Election Day provided student-athletes are given a day off within 15 days before or after Election Day, requiring a medical exam of student-athletes within one prior to participation, allowing Wrestling student-athletes to compete in four competition dates without using a season of competition and permitting the DII ITA Indoor Tournament to count as a date of competition. The Council also approved changes to awards, benefits and expenses rules to “provide more autonomy to schools and simplify their application.
