Oregon State AD Scott Barnes explains that rebuilding the Pac-12 became a “priority” over the past several weeks. “No. 1, we had great interest in the upside of then understanding the interest of the Mountain West group that we’ve put together. Other options sort of dissipated. We are super excited about the trajectory…we’ve got a bit of a white canvas to work with.” Barnes goes on to note that whenever conference realignment occurs there is a domino effect but differentiates between the Pac-12’s expansion and previous expansions among the Power 4. “When one conference is dismantled, it creates issues. I would say the difference is, we didn’t have a home. We had to find a home, and others had a home. That’s a pretty stark difference. I hate the fact that schools are being left behind, because we’ve dealt with that for the last year.” Barnes says he would like the league to be considered for an automatic berth to the College Football Playoff, and “we’ve got to put our group together and prove it.” As for further expansion, he believes nine schools is an ideal number for football purposes. That allows the Pac-12 to play an eight-game conference schedule, with room for four non-conference games. When would the league like to finalize its 2026-27 membership? “As quickly as possible. But there’s always an opportunity to revisit membership, right? That can be a fluid thing, depending on opportunities. My hope is to button it down as soon as possible so we can begin to create our future.” (link)

Washington State AD Anne McCoy joins SWX Local Sports and explains that “quiet, confidential conversations were extremely important” ahead of yesterday’s expansion announcement. McCoy goes on to note that having a feeling of certainty makes it easier to plan and says that when it comes to adding more schools there is a feeling of “urgency to evaluate options but not necessarily a sense of urgency to immediately make decisions. I think we’ve tried to be both aggressive and patient…as we've been going through how everything is going to look or what the options would be going forward. I think it's going to be very similar, really working diligently, non-stop to explore the options but then deciding what is the right time to make that decision on who those additional schools will be.” McCoy also notes there is no final number of teams in mind right now. (link)

Boise State AD Jeramiah Dickey on the decision to leave for the Pac-12: “Movement creates opportunity. I said it when I got here, ‘It’s always what’s next.’ We are not going to sit back and let things happen.” Meanwhile, one Mountain West source tells SBJ’s Ben Portnoy: “Some ADs see [a conference change] as a career boost, and presidents like seeing their names in the paper. But I fear we’re [college athletics leaders] not making good business decisions.” (link)

The Mercury News’ Jon Wilner posits that just two more Mountain West schools are likely to get the call to join the Pac-12 while the six “that don’t get called up could be left for the dustbin of major college football. We are simply being honest, folks. When the Pac-12 fractured in the summer of 2023, Washington State and Oregon State had the option to restock using Mountain West schools. Where is the Mountain West going to turn? Why would anyone leave the Sun Belt, Mid-American or Conference USA for the depleted Mountain West? Answer: They wouldn’t. Because whatever combination of schools remains following the Pac-12’s second raid, which is likely to come in the spring, will have zero media value. And media value – the amount networks pay conferences for the rights to broadcast football games – is the lifeblood of major college sports.” (link)

The Pac-12’s addition of Colorado State, Boise State, San Diego State and Fresno State has less to do with trying to secure a media rights deal than it does about the College Football Playoff, according to The Athletic’s Stewart Mandel, who writes: “The new Pac-12 may be a shadow of its former self, but Oregon State and Washington State made a bet that the Pac-12 shield held enough cachet to live past 2026.” One source tells Mandel: “Revenue was secondary. More important was shooting their best shot.” Mandel notes that “simply by being in a conference — any conference — Washington State and Oregon State have a more viable path to the Playoff than they do in their current state as independents that have to finish high enough to earn an at-large berth. And that, frankly, is far more important than a few extra million dollars per year in television revenue. … Having already wiped the MWC from relevance, the goal should be to surpass the American Athletic Conference as the perceived strongest conference outside the Power 4. The committee has awarded its New Year’s Six berth to the AAC’s champion in seven of the past nine seasons — but five of those were Cincinnati, Houston and UCF, all of which are now members of the Big 12. Were that to happen, it could have ramifications beyond just the No. 12 seed in the 2026 bracket. Washington State, Oregon State, Boise State, etc., would have an opportunity to play themselves ‘up’ to the Big 12, whose commissioner, Brett Yormark, seems to be in a never-ending quest to add more members.” (link)

Front Office Sports’ Amanda Christovich reports that Sacramento's local politicians and business leaders are planning to launch a campaign to help get Sacramento State into the Pac-12 or Mountain West. “The school would have to go through the FCS to FBS transition process, like JMU did recently. Leaders plan to pump up Sacramento State's stadium plans, new university prez, local market, and student body. Campaign could launch as early as this week. Obviously we would have to see if the Mountain West or Pac-12 have interest. In order to jump from FCS to FBS, you have to have an invitation to join an FBS conference.” (link); Extra Points publisher Matt Brown subsequently notes: “FWIW, I'm hearing Sacramento State is expected to release a statement today indicating they desire to remain in the Big Sky.” (link)

Former Fox Sports President Bob Thompson offers “some one-time free advice” to the Pac-12 when it comes to media rights: “1. Not everything is going to be on linear. What you have with CW is a one-off. Plan to play on every platform...streaming, linear, OTA, cable. It will not only likely increase your revenues, but it is also the smart way to move forward in this new TV world. 2. Gauge interest and ferret out the pretenders as quickly as possible and concentrate on the contenders. 3. Think outside the box. Create new content opportunities. Play different days of the week. Don't just do what everyone else does. 4. Manage your expectations and you are less likely to be disappointed. 5. Don't try and relaunch the Pac 12 Networks as a linear offering. 6. You have a first mover opportunity. It won't last forever. Move now.” (link)

U.S. Senator Richard Blumenthal (D-CT) and Representative Paul Tonko (D-NY) have introduced the Supporting Affordability and Fairness with Every Bet Act (SAFE Bet Act), which would enact sweeping new federal regulations on gambling companies, including a requirement to set limits on how much sports bettors wager and how often they can place bets. The bill would also establish a nationwide ban on sports betting, requiring the 38 states who have already legalized it to go through a new application process with the U.S. Justice Department. The U.S. Attorney General would then approve or reject applications, with approvals only lasting for a three-year period. Blumenthal: "State regulation is faint-hearted and half-baked. That's why we need a national standard. Not to ban gambling but simply to take back control over an industry that is out of bounds." American Gaming Association SVP of Government Relations Chris Cylke is unsurprisingly opposed to the SAFE Bet Act: “Introducing heavy-handed federal prohibitions is a slap in the face to state legislatures and gaming regulators who have dedicated countless time and resources to developing thoughtful frameworks unique to their jurisdictions.” (link)

The Missouri Board of Curators yesterday approved a motion to proceed with $250M in upgrades to the north concourse of Memorial Stadium. A groundbreaking ceremony is scheduled for November 30 and construction is expected to be completed in time for the 2026 season. Tigers AD Laird Veatch says MU remains committed to raising $125M to support the project and is “over halfway” to that goal, adding: “I would say we have a lot of really good conversations going with several of our donors that will put us in a position to further that along. But we do have a lot of work to do, and we need them to say ‘yes’ and support us, but we're confident we have the capacity and passion to do it.” (link)

Wells Fargo analyst Steven Cahall predicts that Disney will license Fox content for the DTC ESPN Flagship and says, in fact, that Disney had already approached Fox about it. “Fox’s decision to sublicense content where it’s not part of the ultimate distribution is very different in the eyes of the regulators than ESPN simply licensing-in this content. It’s a much easier push for Disney to put that together. Cahall also predicts that Disney and Fox will move toward this relationship by offering skinnier bundles to distributors, noting they are naturally aligned since they rely so heavily on sports for their affiliate fees. Cahall adds: “Warner Bros. and Paramount don’t have that same flexibility because they have so much affiliate fee revenue tied up in non-sports networks. If they lose their non-sports network carriage, the drop through is far, far greater. They don’t have the ability to price up sports and offset it.” Meanwhile, Puck’s John Ourand notes that “as up-and-coming leagues engage with media companies in the next few years, they should be prepared to have the mediacos bring up the idea of buying a piece of the action,” as was related to him by Premier Lacrosse League Founder Paul Rabil, who explained: “Your media partner is your most important partner. More media companies will look to have vested interest in pro leagues and teams—the lease versus buy—which is what they’re often hearing as the leases get more and more expensive. … Your network partner makes your league better if they’re invested and they’re promoting it. They don’t want to be in a place where they generate all this value then the term comes up and the property is asking for three or four or five times the amount.” Ourand adds: “Networks, of course, can’t buy leagues like the NFL or NBA. But there’s a blueprint for emerging leagues, from Endeavor’s 2016 purchase of UFC to Liberty’s 2017 purchase of F1.” (link)

As Disney and DirecTV’s distribution dispute threatens to carry over into a third week, The New York Times’ Benjamin Mullin observes that “DirecTV has significantly less negotiating leverage than its competitors in traditional TV” because “satellite companies don’t have the same hook to retain customers when the channels go dark: internet access.” Additionally, “basic satellite TV technology does not allow viewers to watch content on demand. Instead it offers a large menu of shows and movies, with the option to record with a DVR. But satellite TV still resembles a traditional broadcaster and is out-of-step with the current era of streaming video.” MoffettNathanson Co-Founder Craig Moffett tells Mullin: “Satellite started to lose ground to cable even before cord-cutting. Then subscription-video-on-demand models like Netflix really started to take off. Once they did, everybody was at a disadvantage. But satellite is particularly disadvantaged.” In fact, Mullin points out that satellite TV viewership declined 15.3% YoY to roughly 13M U.S. households. By comparison, cable TV subscriptions fell 11.2% YoY to about 33M U.S. households. All that said, Mullin submits that “the dust-up between Disney and DirecTV may soon be over. Entertainment companies usually reach a deal with their traditional TV customers within a few weeks, partly because long-term outages aren’t good for either side. Deals with satellite TV companies are still highly profitable for companies like Disney, and DirecTV needs ESPN to keep its customers happy.” (link)

Pac-12 Particulars…
+ Pac-12 Commissioner Teresa Gould: “We will continue to pursue bold cutting-edge opportunities for growth and progress, to best serve our member institutions and student-athletes. I am thankful to our board for their efforts to welcome Boise State University, Colorado State University, California State University, Fresno, and San Diego State University to the conference. An exciting new era for the Pac-12 Conference begins today.” The Mercury News’ Jon Wilner points out that with the exit fees and penalties combined, the additions will cost the Pac-12 roughly $110M of its $250M war chest and writes of the schools’ decision to leave the Mountain West: “In the end, the Pac-12’s brand, depleted as it might be, ruled the day. The schools concluded there was more value available — more brand awareness, more sponsorship opportunities, more intellectual property wealth — by competing under the Pac-12 banner than in the Mountain West. … Pac-12 Enterprises also played a role. The production arm of what was the Pac-12 Networks has a broadcast studio and cutting-edge technology that could enhance the media rights component of the rebuilt conference.” Also from Wilner: “The move comes 11 days after the Pac-12 and Mountain West failed to agree to extend their football scheduling partnership into the 2025 season. The former felt the cost ($14M) was too high; the latter would not accept a lower fee. (The Mountain West “overplayed” its hand, according to a source).” (link)
+ Who’s next? Yahoo’s Ross Dellenger points out that if the “Pac-12’s next preferred expansion targets were in the Mountain West beyond the four already named, they’d likely have taken them this week. They didn’t — a sign that they first may look for easterly candidates. That includes a host of programs, many of them now members of the [AAC], for years the premier Group of 5 league in college athletics. The AAC has the most attractive members from a TV market, brand value and on-field success perspective, including Memphis, Tulane, UTSA, North Texas, Rice and even one in Florida (USF). The Texas schools would make strong travel partners with one another. Same goes with Tulane and Rice, two high academic institutions that are in close proximity (though Rice is a hard sell).” Meanwhile, Dellenger reports AAC Commissioner Tim Pernetti is “interested in pursuing Mountain West programs, such as Air Force” and notes the Pac-12 may also look to Texas State. Why not UNLV? “According to those with knowledge of the discussions, separating the two — the University of Nevada and UNLV — is a hurdle. It doesn’t mean it cannot be done. And, perhaps at a later date, they could eventually move together to the Pac-12. Or the hurdle is crossed and UNLV moves alone?” As for the Mountain West, potential new programs include Tarleton State, New Mexico State and UTEP. More from Dellenger. (link)
+ Wilner backs UTSA on the list of potential expansion candidates: “The Roadrunners make loads of sense on a plethora of fronts. They would provide the Pac-12 with the San Antonio media market (No. 31), a football-crazed state, Central Time Zone kickoff options and the resource-heavy University of Texas system. But clawing them away from the American, which has a super-sharp commissioner, Tim Pernetti, could be difficult.” (link)
+ While it’s too early to have a clear idea of the value of a new media rights deal, The Mercury News’ Jon Wilner points out that “we know one of the measuring sticks for a new deal: $11M per school per year. That’s the approximate amount Cal and Stanford are set to earn from the ACC’s media rights contract for the next seven years, based on their partial-share membership. … Any media rights deal in the same range as the Bay Area schools would qualify as a major psychological victory for Washington State and Oregon State one year after they were cast adrift following the departure of 10 schools from the Pac-12.” As far as whether there will be interest among media companies, former Fox Sports President Bob Thompson weighed in today with the following: “Pac-12 jumps to first in line on the collegiate TV deal front. For a number of reasons their games will be of value to outlets.” Wilner points to ESPN, Fox, The CW and Turner as potential suitors alongside streamers Amazon and Apple. After some back-of-the-napkin math, Wilner concludes: “An average of $10M per school per year seemingly approaches the ceiling for the rebuilt Pac-12 unless 1) the demand side of the marketplace changes substantially or 2) the conference adds two schools that further enhance value.” (link); Also from Thompson: “Streamers will kick the tires. CW probably wants to stay in the game. Question on the minds of TV folks will be is this MWC+ or Pac 12 light?” (link)
+ More from Dellenger: “Mountain West officials are expected, as is protocol in league agreements, to freeze conference revenue distribution to those programs giving notice that they are exiting the conference. That revenue would be used toward their exit fees.” (link)

The Athletic’s Scott Dochterman talks to Big Ten leaders about the lingering uncertainty surrounding roster caps and revenue distribution. Iowa AD Beth Goetz, on marketability vs Title IX adherence: “It would be wonderful if that was a directive that would be provided, either from the settlement and or from the Office of Civil Rights. I think the likelihood that we’ll have clear direction there is probably not good. So you’re going to kind of lean on which legal arguments you think apply in different cases. The legal case is built on the fact that there’s a market value for a particular group of students. So if you were to follow Title IX, you’ve got, perhaps, some legal issues there. And if you follow market, you probably have some legal issues there. There’s not a clear path forward in that sense.” (link)

Extra Points publisher Matt Brown gets more commentary from the office of South Dakota's Attorney General about the complaint filed against the NCAA and the proposed House settlement. Asked about the goal of filing the complaint, a spokesperson for AG Marty Jackley told Brown: “The NCAA did not address our concerns about the South Dakota schools paying a disproportionate share of the settlement cost or working to make the settlement amount more equal for female student-athletes. We certainly remain open to resolving this as long as both the disproportionate share and unfair treatment of female athletes are adequately addressed.” The complaint did have the support of many groups including “the Board of Regents, the university Presidents, the Attorney General’s Office, and the Governor,” and the timing of the filing had nothing to do with last week’s settlement hearing. Further, a spokesperson stated the complaint will continue to move forward “unless the NCAA takes substantial steps to address our concerns,” regardless of the outcome of the settlement conversations. What about the latest private equity vs. private credit talk? Sportico’s Eben Novy-Williams writes: “I’m beginning to wonder whether more traditional private equity might be a more successful approach. [...] Establishing a way to sell equity, particularly in different classes of shares, would also enable other opportunities for schools. I believe they’ll soon explore the possibility of giving equity to boosters, a way to shift their donor relationships from philanthropic to entrepreneurial. It doesn’t seem crazy that at some point coaches—or eventually, athletes—could earn vesting equity as part of their pay packages.” On the new Clemson Ventures initiative, Tigers AD Graham Neff indicates, per Novy-Williams, “the department would consider outside capital only if it is revenue-generating in nature—via new opportunities or facilities.” Neff: “That’s not the means to the end—that’s not the tail wagging the dog. But admittedly yes, those are very interrelated discussions.” North Carolina AD Bubba Cunningham also weighs in: “I do think that building something together, where you share in the upside going out, is something that’s likely to happen in the future.” More. Florida A&M Interim AD Michael Smith reports the Rattlers are projected to have a positive fund balance for 2023-24. Smith: “For six years, we’ve brought in a balanced budget. So, we’re very excited about the opportunity to do that. There was a lot of coordination between multiple stakeholders within the enterprise. So, it was not something we did alone. We did it with all of you. And we appreciate the support.” For FY25, FAMU is projecting an $11.3M budget, with gate receipts, NCAA and conference revenue down from $5.33M in FY24 to $4.79M and game guarantees up nearly $600K to $2.02M. Kansas partners with Deloitte and its US College Athletics practice to work on best positioning the Jayhawks for the future. The partnership will explore KU’s revenue generation opportunities, revenue sharing and commercial NIL roadmap, financial planning, brand valuation and more. AD Travis Goff: “In an incredible time of transformation in collegiate athletics, we see a unique opportunity to chart a path forward as a national leader. Effective leadership requires humility and a willingness to bring in outside perspective and vantage points. That approach has served us well to date and it is even more imperative at this time to work with a strategic firm like Deloitte.” (link)
