Memphis and Tulane are the Pac-12’s next two expansion targets, according to JohnCanzano.com’s namesake, who reports: “Both schools have had back-channel discussions with conference representatives. The two schools are committed to investing in athletics and fit the vision of the new-world Pac-12’s mission. They also add media value.” Canzano doesn’t expect any announcements in the next 48-72 hours and is told by one Power 4 AD: “Media value is the only value that matters. It’s why the Mountain West will fall apart in the end…there is no value left.” Canzano: “On that note, Air Force is exploring a move out of the Mountain West. This week, the military academy became a top target of the American, which already has Army and Navy as members. Is it also on the Pac-12’s wish list, too? Maybe. One industry source told me he didn’t believe the Pac-12 would pursue Air Force as a primary option. Said the individual: ‘I don’t know if the Pac-12 needs them if you’re not going to go after Army and Navy as well.’” Meanwhile, the Mountain West sounds “prepared to litigate if they can’t find footing,” Canzano notes after speaking to one campus leader. “Gloria Nevarez, the Mountain West commissioner, has a law degree from the UC Berkeley School of Law. Nevarez’s statement last week included: ‘All members will be held to the conference bylaws and policies should they elect to depart.’” Also from Canzano: UTSA will get consideration due to market size, USF is a longshot candidate and consideration of Gonzaga is TBD. The reconstituted Pac-12 is not expected to "get much more than the current Mountain West deal,” sources tell CBS’ Dennis Dodd, who notes the “old Pac-12 broke apart basically because Utah President Taylor Randall convinced his peers that the league was worth $50M per school. They were brutally wrong. Will the new Pac-12 make the same mistake as the old Pac-12 in overvaluing itself?” Colorado State AD John Weber tells Dodd: "Yes, it has been vetted. We're confident in our decision. We're confident in our future. We're confident in our opportunity. One thing I've learned in business is every time there is change, there is opportunity associated with that change." As for who might pay the Pac-12 more than the Mountain West, Dodd notes: “A wild card might be Turner, which theoretically has a bunch of money to spend after losing the NBA. Turner's parent company, Warner Bros. Discovery, got the NHL fairly cheaply but spent lavishly recently ($650M) on the French Open. Pac-12 Commissioner Teresa Gould notes: "I feel confident in the team and the expertise I have around me. It's a little premature to start talking about or placing numbers on a media value. Our priority is member strategy." Gould also says geography will not be a limiting factor when it comes to further expansion, as “our presidents and ADs are open to lots of different membership iterations.” (link)

Tennessee AD Danny White tells On3’s Andy Staples the Vols will add a 10% “talent fee” to ticket prices to help offset the cost of paying players directly. White estimates the actual cost of revenue-sharing with new roster limits will be closer to $30M, and UT anticipates the surcharge will cover $10M of that. Staples: “White said the best comparison is restaurants charging large groups an automatic fixed gratuity atop the price of the meal. Tennessee might be the first school to add such a fee, but expect plenty of copycats. As college sports’ economic model evolves, schools will need to find a way to fund player compensation without forcing donors to choose between players and the capital projects and administrative costs they’ve traditionally helped fund.” White also tells Staples the Vols couldn’t wait for the House settlement to unfold before making plans to raise money for student-athletes. “You’re trying to solve a problem when you don’t know a lot of the details. We’re doing different scenarios all the time, but we can’t just put a 10% fee in the laps of our fans with a month before the season starts. We have to be prepared. There are financial realities. In any scenario, it’s going to become more expensive to compete at the level we want to compete at.” (link)

Meanwhile, Georgia Governor Brian Kemp has signed an executive order prohibiting the NCAA or any conference or organization from enforcing or taking “adverse action” against Georgia schools for facilitating or offering NIL compensation to athletes. The EO states that until the House settlement is approved and in place, “legislative and executive actions across the country create a patchwork of inconsistent rules regulating intercollegiate athletics.” Georgia AD Josh Brooks and Georgia Tech AD J Batt issued a joint statement released by Georgia Tech which reads: “We extend our sincere gratitude to Governor Brian Kemp for his leadership today. In the absence of nationwide name, image and likeness regulation, this executive order helps our institutions with the necessary tools to fully support our student-athletes in their pursuit of NIL opportunities, remain competitive with our peers and secure the long-term success of our athletics programs.” (link, link)

House case plaintiffs’ attorney Jeffrey Kessler reiterates to On3’s Pete Nakos that parties involved in the settlement continue to work on “clarification” of the language. “The discussions have been productive. … We’ll be able to agree on some clarifying language that will immediately move forward and be a benefit to the athletes. That’s what we believe is going to happen. And we’ll know in the next week or so. … We’ll submit it when it’s ready. We told the court we would report within three weeks, and so it’ll be before the time we told the courts. When it’ll exactly be, I don’t know, but when it’s ready, it’ll be submitted.” (link)

North Carolina AD Bubba Cunningham joins the Ovies + Giglio podcast and discusses the future of Football HC Mack Brown, saying: “When you hire someone his age, you worry about recruiting. Then when you watch him work, you realize that recruiting energizes the guy. And so the season does the same thing, so the conversation with Mack is as long as you're happy doing what you're doing, you’re energized doing what you're doing, we’re having success, you can coach you as long as you want and he's been great to work with.” Cunningham also notes that he has ongoing conversations with coaches, not just at the end of the season when they’re generally tired. On former Tar Heels Women’s Soccer HC Anson Dorrance: “He didn’t come to the conclusion he was tired at the end of the season. He came to the conclusion he didn’t have the energy to start the next season.” Asked whether he’s still participating in a college football think tank spearheaded by TurnkeyZRG CEO Len Perna, Cunningham says he’s been thinking for several years that the industry is headed toward some sort of collective bargaining, and “to me, the simplest one that we have that we haven't utilized is the CFP. The CFP has 11 games…and it has one contract and one group of students that play. Every other television contract has multiple sports, multiple kids, multiple tentacles that are harder to separate, so it's always seemed to me that that football nexus is the most logical one to create some kind of a collectively bargained situation, so anybody that wants to talk about how we make it better and how we provide more resources to those that generate it given this environment I'm happy to talk to them.” More from Cunningham. The Mercury News’ Jon Wilner notes the Pac-12’s plan to add Boise State, Colorado State, Fresno State and San Diego State is over a year old. In the spring of 2023, former Commissioner George Kliavkoff was presented with a “backup option in the event Oregon and Washington left for the Big Ten and the Four Corners schools bolted to the Big 12. … Invite the top football schools from the Mountain West, pair them with [Washington State] and [Oregon State], then convince Cal and Stanford to stay put. By remaining in the Pac-12, the Bears and Cardinal would have had a vastly easier path into the College Football Playoff than in the ACC (or anywhere else). Also, arrangements would have been made for them to receive disproportionately large shares of conference revenues. Their presence, in theory, would have allowed the restructured conference to secure a media rights deal that paid each of the Bay Area schools more than they will receive for the first seven years of their term in the ACC ($11M each, approximately). With the Cardinal and Bears as anchors, plus WSU, OSU and the four Mountain West programs, the eight-team conference could have then grabbed SMU and at least one more school in valuable media markets in the Central Time Zone. But Kliavkoff never considered it…nor did he request a fully formed proposal.” Wilner also notes UNLV’s tie to Nevada wasn’t the only reason the Rebels weren’t considered for expansion. “The desire to maintain maximum optionality and explore schools in the eastern half of the country was also a factor.” (link)

Freshly minted Missouri State AD Patrick Ransdell sees the potential at MSU but cautions that progress will take time. "Everyone wants to go really fast. And so do I, but I want to do things the right way and not do things that we'd have to adjust in year two or year three. We need to sit down, figure out the next five years and put the plans in place. I don't want to rush. I want to be deliberate and move quickly but I just don't want to rush." Ransdell will be involved with the university’s overall strategic plan for 2025-30 and says the athletics piece will include facility upgrades, staffing, budget increases and integrating a culture of success and teamwork. "At some point, we're going to want to take a look at doing a capital campaign. We also need to adjust the Bears Fund. Our annual fund needs to get more robust and a lot of that is going to lean back on staffing. The more you do this, the more people you need out asking for money and hitting the road. A lot of those revenue-producing positions, you can show a good return on investment and from a business perspective, that makes a lot of sense…. From a revenue standpoint, we're going to start moving quickly. We're going to fundraise. We'll need to adjust what 2025 football season tickets look like. There are going to be a lot of adjustments moving forward and I hope everybody would expect and understand that when you go from one level to another, it's going to mean some different things." San Diego State’s move to the Pac-12 comes with additional basketball benefits, according to The San Diego Union-Tribune’s Mark Zeigler, who notes that “as things stand now, only one of the six Pac-12 members – Colorado State at 5,025 feet – has elevation that is considered problematic. The other five Mountain West altitude schools, so far, have been left behind.” Aztecs AD John David Wicker adds: “Football drives the bus as you think about revenue generation, TV, all that stuff. But our men’s basketball program has been as successful as almost anybody in the country over the past 10, 15 years. It was important to make sure they were in a place where they can continually succeed. I think basketball will trade up a little bit.” Asked whether he’ll lobby Gonzaga Men’s Basketball HC Mark Few to join the Pac-12, SDSU HC Brian Dutcher says: “Mark Few is very smart. He’s going to do what’s in the best interest of Gonzaga University. If he looks at this situation and he likes the other pieces we’re adding and he feels that it’s the best situation for Gonzaga to be in, then they’ll make the move. But I know this. Two of the best programs on the West Coast are San Diego State and Gonzaga. If we get in the same league together, it’s going to be a hard league.” Zeigler notes it already is: “The average annual ranking in the Kenpom metric over the last five seasons for a Mountain West team is 120. For the six comprising the new Pac-12: 87.” (link)

Sports Illustrated’s Kevin Sweeney examines how the Pac-12’s addition of Boise State, Colorado State, Fresno State and San Diego State will impact men’s basketball and observes: “Washington State and Oregon State have long been college hoops also-rans. In the last 15 years, the schools have combined for three NCAA Tournament appearances and seven 20-loss seasons. And life seems likely to only get harder for them basketball-wise as the belt tightens financially and the schools’ two relatively successful football teams fight to keep up in the arms race. Meanwhile, Fresno State was among the least-funded basketball programs in the Mountain West and is paying new coach Vance Walberg a paltry $600K annually. San Diego State, Boise State and Colorado State all have excellent coaches and good institutional support, but building teams consistently competing for at-large bids likely just got harder, not easier.” The Mountain West, Sweeney continues, will likely look to add teams from Conference USA or the FCS. As such, he notes that “UNLV, Utah State, New Mexico and Nevada are all very good programs, but their margins for error just got even slimmer without the league’s March standard-bearer in San Diego State. … The best-case scenario for West Coast college basketball? The Pac-12 ends up circling back to the Mountain West, adds a few more of the league’s more consistent programs and ends up settling as a basketball league not much worse than the Mountain West.” (link)

Arkansas AD Hunter Yurachek notes that Ole Miss has 5K members in its collective compared to Arkansas’ 1K and says: “If we're going to catch up, I’ll make it so easy for you – if we could get 10,000 households across the state of Arkansas to give $100 a month…we would be in the NIL game from a football perspective. It’s that simple, but we can't say the Tysons, the Waltons…’Hey, they'll take care of it.’ Because they're not. They’re not. They are so incredibly generous and they've done so much for our program, but if we're really going to get a handle on this NIL and remain competitive, we need to rally people across the state and we’ve really got to take some pride in the Razorbacks.” Kennyhertz Perry attorney Mit Winter reacts: “Arkansas’ AD asking donors for NIL money to increase the football payroll. At the same time the NCAA’s attorney is telling a federal judge that ‘pay for play’ is prohibited. Explains why Judge Wilken didn’t buy it.” (link)

UConn police arrested Robert Cole Parmalee on Friday and the Oregon resident is being charged with breach of peace, electronic stalking and harassment and held on a $100K bond. His charges include the stalking and harassment of Huskies Women’s Basketball student-athlete Paige Bueckers. Virginia Tech worked with Learfield Amplify to install mesh chairbacks on 32K Lane Stadium seats, generating a $2.3M increase in season-ticket revenue, and Hokies Executive Assoc. AD for External Affairs and Advancement Brad Wurthman tells SBJ’s Bret McCormick: “This is a way we felt like we could provide an improved fan experience without having to dig out a whole side of our stadium.” McCormick notes that season-ticket prices for fans with chairbacks increased between $325 and $540 for the season while the total expense of deploying the chairbacks was around $1M as part of a seven-year contract with Learfield. Fox’s Kansas State-Arizona football broadcast averaged 2.58M viewers on Friday night, up 15% versus the season average for the departing WWE Friday Night SmackDown, according to Sportico’s Anthony Crupi, who adds: “Fox’s inaugural Friday night college football production served up 330K more viewers than SmackDown averaged in its 49-episode fifth season on the broadcast network, and was up 46% versus the Sept. 6 finale (1.77M viewers). … Fox made short work of the rest of the broadcast field on an otherwise sleepy late-summer Friday evening, beating out its next-closest network competitor, CBS’ Let’s Make a Deal, by 140% in the [18-49] demo.” Crupi also notes that “if the new package continues to put up numbers, Fox will look to leverage its TGIF audiences to help further build its Big East basketball deliveries in the spring, which in turn will give way to its Friday night UFL slate. In effect, Fox will now have a live-sports mechanism in place from September through May of each year.” (link)

More from U.S. Senator Richard Blumenthal (D-CT) on the SAFE Bet Act he recently co-sponsored: "The blunt, simple truth is, this industry targets losers. It does it methodically and scientifically, using algorithms to track who's betting, what they're betting on, whether they're winning or losing, what kind of promotions, credits, ads, bonuses to drive at them and make them more likely to lose." The bill would prohibit the use of AI to track users' gambling preferences, ban prop bets on college and amateur sports and create a national self-exclusion list, through which bettors with gambling addictions could voluntarily bar themselves placing wagers. Blumenthal: "It's fine to gamble, but the industry should be barred from exploiting and abusing people." (link)
