Arizona AD Desireé Reed-Francois has reached an agreement to pay Missouri $2M for leaving the university earlier this year. Arizona paid MU $1.5M as part of the buyout, and Reed-Francois will owe the balance by the end of March 2031. She has two different options to pay the remainder: She can pay the school in installments over the next seven years, the first being a $50K payment on or before March 31, 2028. A $100K payment comes due in 2029, a $150K payment in 2030 and the final $200K in 2031. If Reed-Francois opts to pay $250K any time before March 31, 2028, the agreement will be considered settled. NCAA SVP for External Affairs Tim Buckley responds to a USA Today column expressing concern that the House settlement could endanger Olympic sports. Buckley acknowledges that “collegiate Olympic sports programs DO face long-term threats. But, they aren’t b/c of the proposed House vs. NCAA settlement. The settlement would do two things at once. 1) Offer the largest expansion of financial benefits for student-athletes in college sports history. 2) The settlement would allow every DI athletic program to continue to provide athletes with life-changing opportunities as they do now. It in no way calls for limiting investment in Olympic sports. The real threat to Olympic sports programs? Turning student-athletes into employees. Employment would not be optional. College Olympic programs would see massive impacts should student-athletes be forced to become employees. 95%+ of athletic depts operate w/ deficit & student-athlete leaders from all 3 divisions oppose employment. The NCAA is making changes to deliver more benefits to student-athletes. But only Congress can pass legislation affirming student-athletes are not employees.” (link)

Former Sun Belt/WAC/MAC Commissioner Karl Benson joins the Canzano & Wilner podcast to discuss what comes next in Pac-12 realignment, the next steps for the Mountain West and how the dominoes will fall around the rest of the country. Benson explains that a school being located near a big media market doesn’t mean it can deliver that market, and media companies have gotten better at divining the actual value teams can bring. As such, Benson says he’s been “led to believe” that Boise State, Colorado State, Fresno State and San Diego State had the “highest viewership over an eight- or 10-year period and some that got left out that maybe were surprised to get left out did not have that viewership history. The media companies, they've been smart for a long time, but they've thrown money at some bad product in the past and I think that in today’s corporate world those media companies are not going to overpay for product.” As far as litigation by the Mountain West is concerned, Benson believes there will be some “saber-rattling,” but “at the end of the day there’s probably some type of a settlement involved.” From a standpoint of rebuilding the MWC, Benson says the first thing to do is to look in the footprint. USF AD Michael Kelly tells On3’s Mike Singer that when it comes to conference affiliation it’s “all about being in the top tier. No one knows in five years if there’s even a P4 or if there’s one group of 50 or 80. I don’t get too caught up with the specifics of a conference, but I know we’re on the radar of the current P4, and we’re focused on making the American the strongest it can be as well. It’s important to be the man where you stand. Rest assured, we are in constant conversations and are always evaluating opportunities to determine what’s best for USF. … We are Power 4 in everything that we do now already. People may not realize that. When I started [in 2018], we had a $50M budget. I sit here before you with a $100M budget. That’s tremendous growth in six years, including a pandemic. That’s only the operating budget and doesn’t consider all we’ve done for facilities.” For this football season, Kelly says that winning upwards of 10 games and competing for an AAC championship would be “another proof of concept that we belong. Again, there’s money that we’re spending on our student-athletes and investments that we’re making that is superior to some of the P4. … If we have the ability to challenge for and/or win the American this year, that proves that we belong when you look at how we played at Alabama and how we hope to play against Miami (FL).” Kelly goes on to remark that “there’s few in G5 and even P4 that do NIL as we do. There might be some that have more resources, but we have adapted to modern times and are one of the few that have focused on building an NIL unit of several full-time people who are dedicated to not only what’s permissible now, but what’s going to be available if the settlement goes through. We want to serve all of our programs in a modern, elite way to make sure we’re at the very top of NIL.” (link)

UTSA Football HC Jeff Traylor explains the Roadrunners are committed to the AAC but have to “listen to people who want to talk to us. I just think it has to make sense for us, obviously geographically [the Pac-12, presumably] might not be as aligned as the AAC is, but financially what does that look like for us? We’re a program that’s only been playing ball for 13 years. … And if you have the ability to go somewhere that could expedite the growth of a 13-year program, you’ve got to listen to it.” Ultimately, Traylor notes it will be up to Roadrunners AD Lisa Campos and university leadership to make a decision on conference realignment. Also from Traylor: “We like our current conference better than the last one. … On paper, we’d love to be a part of a conference with the brand and potential resources of the Pac-12, but the money isn’t really adding up right now. If they’ll offer us more than just brand, history, and namesake, we’re in.” (link)

The “Sac-12,” a group of business leaders and local politicians advocating for Sacramento State to move to the FBS level, have announced more members and a five-point plan, per Front Office Sports’ Amanda Christovich. To get Sac State to the Pac-12, the five-point plan seeks to secure $50M in NIL commitments over the first 10 years in the league; secure funding and approvals to build a new football stadium with a capacity of at least 25K; secure the same for a 6,500-seat basketball arena; turn out at least 15K attendees per football home game for the rest of the season; and secure the $5.25M in fees needed to realign to the Pac-12. More from Oklahoma AD Joe Castiglione on OU’s new multi-use arena as part of the Rock Creek Entertainment District: “It's going to have an architectural feel-style that makes people feel like they're around the campus environment. It's transferring those elements that are the part that people enjoy being around the campus to this area and accentuating all the other opportunities that we would have in a classic, timeless style.” Castiglione also notes OU conducted studies on whether transportation to and from the site would be a limiting factor in how heavily fans used the space and found the “vast majority of the fans coming to basketball, including the students, are all driving. To drive to the arena on-campus or drive 15 minutes through town, depending on where one lives, it’s basically a wash.” He adds that when considering the project, Oklahoma had “examined what it would take to renovate the Lloyd Noble Center, but all the research proved that this was the best option for us, and [it] puts us 25 minutes closer to the biggest population center of our state. That will really help with the momentum of joining the SEC.” (link)

Missouri State AD Patrick Ransdell says discussions about renovating Plaster Stadium will begin soon with President Richard “Biff” Williams. "There's some ideas that have been started before I got here and I'm going to have my own opinion on certain things. It's going to be hard to build facilities that don't have a revenue component to it. You gotta pay for it somehow and there's only so much private money that you can go out there and get. Every time we do a project, we have to ask 'How can we generate revenue out of it?'" Ransdell would like to begin upgrades in the next 18 months and hopes to receive some state funding to support the project, which as of right now doesn’t have a price tag attached to it. Ransdell: "We're going to have to look at that and be as creative as we can very early on." One area of focus will be the weight room, as Ransdell notes: "Everything in that building is dated. That whole thing is going to have to be reimagined on some level. There are some cool aspects that we can get creative with and blow out some walls and kind of reimagine things. We have to figure that part out but we need to figure out the program stuff first; the stuff for our football program every day and then we're going to have to check on that." Ransdell on adding premium seating to the stadium: "The younger crowd loves those kinds of social spaces. Your older crowd likes more suites and club seating and things like that. We need a club, we need more suites and that's what people want to buy and that's the stuff that actually moves the needle rather than a traditional bleacher seat." More. (link)

“I need to find a certain amount of money over the next five years. Come back to me and tell me how we’re going to do it.” That’s the directive Ole Miss AD Keith Carter recently gave Rebels CRO Wesley Owen, leading Owen to take on a wide-ranging assessment of all areas for potential revenue generation. In his research, Owen looked into all aspects of the game day experience, from annual seat donation amounts and parking fees to season ticket costs and operational expenses and returned to Carter with a “menu” of options that would accomplish the AD’s goal without drastically impacting the bottom line for fans. Owen explains there were certain things Carter was not willing to do at that time the menu was presented “just because there becomes a financial impact to our fan base, and I think that there is probably a threshold where that gets reached. So, that's why we did the menu option so that he didn't have to say yes to everything, but there is still a way to get to his goal with selecting certain items on that.” Owen goes on to tell AthleticDirectorU’s Tai M. Brown that he’s worked with Carter for 16 years and it’s important to get to know your leader “and see what they want. Wake Forest reportedly paid Ole Miss a $1M buyout in lieu of making the return football trip to Oxford next season, prompting Rebels HC Lane Kiffin to criticize Wake’s handling of the situation so soon after they played (Ole Miss beat Wake Forest 40-6 in Winston-Salem on Saturday). Kiffin: “That’s rarely ever done. I’ve never really heard of doing it, and it really puts us at a big disadvantage. It is what it is. It obviously wasn’t appreciated very much, them putting us in that situation. Now we’ve got to go find somebody and most people are all scheduled up. And even when you find somebody, you’ve got to go pay them. It’s kind of an unwritten rule not to do that, actually.” Wake Forest is replacing Ole Miss on next year’s slate with Oregon State, and Demon Deacons AD John Currie explains: “We have a high degree of respect for Ole Miss and their fans, and we congratulate them on their victory last weekend in sold-out Allegacy Stadium. But given the ongoing financial pressures of the new era of college athletics and our priority on continuing to grow resources to benefit our student-athletes, it was the right business decision to secure this two-game home-and-home series with Oregon State, and cancel the planned game in Oxford next year.” (link)

The Federal Reserve voted to lower the benchmark federal-funds rate by 50 basis points to a range between 4.75% and 5%. The WSJ’s Nick Timiraos: “Quarterly projections released Wednesday showed a narrow majority of officials penciled in cuts that would lower rates by at least a quarter point each at meetings in November and December.” (link); U.S. Bank Managing Director/Sports Finance Group Head Steve Vogel tells Sportico’s Brendan Coffey that “rates coming down will benefit everybody.” Still, Vogel cautions being too optimistic about the market’s reaction: “It’s been long anticipated and in some ways it’s already built into the market. The leagues and team CFOs have been monitoring this, the market is anticipating this and some teams and leagues have taken advantage of this.” Meanwhile, Wells Fargo Sports Banking Group Manager Peter Dorfman notes: “There have been situations I have seen over the last couple of years where rates being at such a high level have caused a team to slow down and wait and see if rates would come down before executing a refinancing or potentially using a different financing structure. … In some situations, debt service costs are one of the larger expenses for a sports-related company, so to the extent there is a rate reduction, assuming they’re borrowing on a floating rate basis, that will lower their debt service costs. That will provide them with more flexibility to spend money on other things to generate a higher profit margin.” (link)

As South Carolina gets set to begin its search for a new AD, SBJ’s Ben Portnoy notes a few names to keep an eye on at the Group of 5 level, which include Toledo AD Bryan Blair, Army West Point AD Mike Buddie, Georgia Southern AD Jared Benko, Arkansas State AD Jeff Purinton and Coastal Carolina AD Chance Miller. Tennessee Deputy AD of Championship Resources/CRO Ryan Alpert “should also get a look.” Portnoy goes on to submit that it’ll be interesting to see how much interest there is among sitting Power 4 ADs, particularly those in the ACC and Big 12. “It ranked 12th out of 15 public SEC schools in total revenue during the 2023 fiscal year, per USA Today’s college athletic department financial database. Still, the facilities are in a good spot, and there’s general stability around its head coaches in football (assuming things continue on an OK path for Shane Beamer), baseball and men’s and women’s basketball. That confluence of factors may make it an intriguing proposition for a Big 12 or ACC AD looking to seek a job in a conference with significant long-term stability. That is, of course, if South Carolina is willing to pay.” (link)

NJ Advance Media’s Steve Politi profiles Rutgers Interim AD Ryan Pisarri’s journey in college athletics, and AAC Commissioner/former Rutgers AD Tim Pernetti recalls: “I’ve never dealt with a more persistent individual who wanted to break into the business than Ryan — never. He told me he would do anything.” Politi notes that in August 2011, Pernetti had an opening as an assistant academic coordinator for the men’s basketball team. “Pisarri, then in his mid ‘20s, was making six figures in the financial world. This job paid just $20K without benefits. Even Pernetti wasn’t sure he should take it.” Now, Politi observes that “Pisarri has an incredible opportunity. He not only will lead the department at a time of high expectations for the football and men’s basketball process, but he could see it through a crucial time in college sports history.” That said, Politi notes: “This cannot be emphasized enough: Rutgers absolutely must conduct a national search to replace Hobbs given the importance of the job and the mistakes made in the past filling it. The stewardship of a Big Ten program is a coveted role, and whether the process takes weeks or months, Rutgers should leave no stone unturned in finding the right leader.” Meanwhile, Pisarri appears to have the confidence of Football HC Greg Schiano, who remarked earlier this week: “[Pisarri] is a guy that wants to work, wants to get it done and wants to make sure that he’s doing everything that he can to help our program and all the athletics programs here at Rutgers. I’m pleased with everything he’s done, and really, it’s been seamless.” Pisarro has worked as the football team’s sport administrator since Schiano’s return in 2019. (link)

Former UMBC AD Brian Barrio has dropped his lawsuit against the school, which he argues “scapegoated” him amid a swimming coach’s sexual misconduct scandal. It’s unclear why Barrio voluntarily dropped the case. If the parties have settled, the agreed amount would require public approval by the Maryland Board of Public Works, according to The Daily Record’s Ian Round, who adds: “UMBC’s director of media relations did not answer a call and an email seeking comment. Barrio’s legal team, from the firm Offit Kurman, did not respond to multiple requests for comment either.” (link)

The Athletic’s Chris Vannini adds to reporting that Memphis and Tulane are the Pac-12’s top expansion targets and explains that “while conversations are being had, it’s not clear the two are sold yet on the league’s speculative plan.” Meanwhile, UTSA, North Texas, USF and Texas State “are among the other central/eastern options the Pac-12 is looking into, with UTSA considered the favorite among the group. Getting into Texas is especially important for certain Pac-12 schools, and each prospective member has its own selling point. UTSA’s plan to merge with UT Health San Antonio will be a huge boost for the school and its resources — the kind of move school presidents like — and it’s located in a big city that has supported UTSA football.” As far as UNLV goes, the belief is that the Rebels “can ultimately split from fellow university system member Nevada for a conference move if needed. … The Pac-12’s availability as an option for UNLV and Air Force is more likely if the conference strikes out on its eastern swing attempts.” The AAC is targeting Air Force, but Vannini notes the question is what happens to the academy’s other sports. “Army and Navy are football-only members in the AAC, playing most other sports in the Patriot League. The AAC could take many of Air Force’s other sports, but if it doesn’t, the West Coast Conference or some combination involving the WAC, Summit or other leagues could be a possibility.” As for the Mountain West, Vannini reports UTEP and Texas State are potential targets, while Sam Houston, Tarleton State and New Mexico State could also be options. Heather Brown, a member of the Nevada System of Higher Education Board of Regents, on UNLV and Nevada being tethered: “If (UNLV) were approached by a conference and it makes sense, my understanding is they would have to get board approval. But there’s nothing we would have to untether. There is no package. Nobody talks about them as a package. … There is nothing structurally that ties them together.” Brown adds of regent Byron Brooks’ recent comments to the contrary: “One of the regents was quoted publicly. He lacked an understanding of the historical context. They have only spent 12 years in the same conference.” (link)

At today’s Knight Commission meeting, Southern Conference Commissioner Michael Cross presented a draft of a new NCAA governance model that divides DI into Subdivision A: Power 4 + those they wish to include and Subdivision B: the others, according to Yahoo’s Ross Dellenger, who explains: “Subdivision B will also be known as ‘the Collegiate Premier Subdivision’ that is committed to an education-based model, says UNC Asheville AD Janet Cone. The draft is a 10-year plan where (the hope) is there is no change to NCAA championship access & revenue-distribution. Goal of dividing DI: (1) appease power leagues wishing to change rules to spend more of their $$ (pay athletes?); (2) appease lower-resourced leagues wishing to legislate competitive equity among themselves; (3) maintain competition between groups in regular season/championships.” (link)

Meanwhile, the Knight Commission announces the Big Sky, MAAC, and Southern Conference as the recipients of its inaugural C.A.R.E. Model Conference Grants, which support their commitment to the C.A.R.E. Model principles in their distribution and use of shared athletics revenues. The Knight Commission certified the MAAC and SoCon as the nation’s first C.A.R.E. Champions by fully implementing all the C.A.R.E. Model requirements, which prioritize the education and well-being of college athletes while integrating education-based principles in financial incentives and athletics spending. The Big Sky is on track to fully implement all C.A.R.E. Model principles and will receive the C.A.R.E. Champion distinction upon completion. (link)

ESPN Senior NBA Insider Adrian Wojnarowski is retiring from ESPN and the news industry and will take over as GM of the St. Bonaventure men’s basketball team. Woj: "I'm thrilled and humbled to return to St. Bonaventure with an opportunity to serve the university, Coach Mark Schmidt and our elite Atlantic 10 men's basketball program. In these changing times of college sports, I'm eager to join a championship program that combines high-level basketball, national television exposure, pro preparation and NIL opportunities with an intimate, supportive educational environment." As GM, Wojnarowski will serve the coaching staff in managing a wide range of responsibilities, including NIL opportunities and as a liaison with collectives; transfer portal management; recruit, family and alumni player relationships; professional player programs; and program fundraising. Former Oakland/Las Vegas Raiders/Tampa Bay Buccaneers HC Jon Gruden tells CBS’ Brandon Marcello he continues to await “due process” concerning the emails that led to his firing in 2021 and adds that he would be interested in coaching in college. “My dad was a college coach, I was a college coach at Pitt, my wife was a cheerleader at Tennessee when I met her. Hell yeah, I'm interested in coaching. I know I can help a team, I know I can help young players get better, and I know I can hire a good staff, and that's the only thing I can guarantee. But yeah, I'm very interested in coaching at any level, period." Marcello subsequently asked several ADs and agents to gauge the marketplace’s interest in Gruden, and one Group of 5 AD said: "If I was in the market right now, would I interview Jon Gruden? Yeah, probably. There'd be no reason not to. Now, if I was at Florida, no, I'm not doing that. It's not the right fit, right time. A lot of that depends on the right job. One of the things with a Group of 5 [school] is you can take a more calculated risk." Meanwhile, an SEC administrator called Gruden “untouchable.” Still, after years of rejecting overtures from college teams, Gruden says: "If there's somebody out there that thinks they need a candidate, somebody to come in there, maybe lather it up a little bit, jazz it up a little bit, I'll be down here in Tampa. I'll be ready to go if needed." Another G5 AD tells Marcello: "If you choose to go down the road, you have to have people at a pretty strong level of agreement or disagreement. Yeah, it could be considered, but it would definitely not be a unilateral decision." (link)

The NABC is currently pursuing an extension of its partnership with the NCAA, “with the goal of securing the NABC Convention’s future at the Final Four in 2025 and beyond. However, with negotiations still ongoing, plans for the 2025 NABC Convention have not yet been finalized. We are simultaneously hard at work preparing contingencies – which include engaging alternative sites – in the event an extension cannot be reached. This model would be consistent with other sports’ coach associations, nearly all of which hold their annual conventions separate from NCAA championships.” Executive Director Craig Robinson adds: “The origins of the NABC’s partnership with the NCAA date back nearly a century, and we believe collaboration between our two organizations serves the overall good of the sport. But our top priority in this process is the best interests of our members, and we are not prepared to sacrifice the NABC’s long-term wellbeing.” (link)

Facility Files…
+ The Norman City Council has approved the proposed $1.2B Rock Creek Entertainment District, which would include a new arena for Oklahoma sports. The council voted 5-4 in favor of accepting the project plan for the entertainment district as well as establishing two tax increment financing districts to help fund the project. Following the meeting, Sooners AD Joe Castiglione remarked: "I'm not prepared to say how much it has changed the schedule, but going back several months ago, we projected that we'd have to alter the schedule that we had, say, last fall. I'm not prepared to speak in any specifics about the schedule, but the one that we've laid out in July is pretty close to the one that we're going to try to meet and we'll see if we can make it happen." Project proponents had hoped the arena within the district would be ready to host OU basketball games and women’s gymnastics meets by 2027 or 2028. However, multiple delays in the project’s approval have already affected the development schedule for the arena, per Tulsa World’s Mason Young, who adds: “The probability of a referendum could impact the timeline of the arena's completion further. Based on the numerous public commenters at the meeting who were against the TIF, it seems highly likely that citizens will file a petition to repeal the city council's vote. There would then be a vote of the people to ultimately determine if the city would contribute tax dollars to the project. … OU is expected to contribute $100M toward the $330M total project cost (including $25M upfront) of the arena and supporting infrastructure. The remaining $230M would be paid by the TIF.” (link)
+ USF has released a new rendering of the inside of its on-campus stadium, which is set to open in 2027. All seats on the west side will be exclusively for students and will provide them with a unique experience, which includes its own dedicated entrance, restrooms, and concessions. The west side will accommodate more than 8,000 students and will feature the “Iconic Bull U" logo, which USF has used for more than 20 years.
