ACC Commissioner Jim Phillips tells ESPN’s David Hale league officials are talking about the implementation of several components of the House settlement, including cap management and the NIL clearinghouse. “I think part of what schools are trying to decide is what's their level of capacity from a compensation standpoint? I think all of them want to provide the resources necessary to have really successful programs. … I feel good about the progress that we're making, and then nationally, we continue to meet with all of our peer conferences on how to set this thing up in a way that makes a lot of sense. For example, when you talk about cap management, it's got to be a transparent process. It’s got to be easy to kind of navigate. It follows a little bit about what you see in the professional sports, whether it’s the NFL or Major League Baseball.” Phillips says institutions will have to decide what level of engagement they have with collectives post-House, but believes a “majority of the focus will be on the House case.” (link)

CBS’ Dennis Dodd profiles College Football Playoff Executive Director Richard Clark and observes: “By hiring Clark, the presidents may have signaled they don't particularly want a change agent – they want a manager. Tell that to Clark. He likes to ‘murder board.’ That's a corporate and military term for throwing an idea up on the white erase board and letting staff pick it apart. Some form of that will happen in the CFP offices.” Clark: "You take your plan, and you get an audience of experts. You brief it and you let them murder you on the stage. They pick it apart. The smallest details, they murder board it. … It's the old Mike Tyson quote, 'Everybody's got a plan until they get punched in the mouth.'" One FBS commissioner tells Dodd: "What we do is not rocket science. [Clark] was able to pick up the nuances of the process. You don't have to have all the answers, but you have to know how you're going to bring the organization through." Dodd points out the job has slowly changed since former Executive Director Bill Hancock’s tenure began, and one former selection committee member remarks: "It seems as though the human element is slowly being squeezed out … Now it looks as though Greg and Tony [SEC commissioner Greg Sankey and Big Ten commissioner Tony Petitti] are trying to set up a system where the only thing that matters is the strength of schedule. They want to be able to have a baseline argument." As far as the CFP’s selection process goes, Clark isn’t willing to make any of the metrics public “because when you start putting hard numbers down, you take the art of it [away]. There's a science and an art, right? It's got to be balanced. That human element you don't want to tie that down with metrics. You want those members to use their experience. … You've got to untie them a little bit.” (link)

Tennessee AD Danny White joins 99.1 The Sports Animal and says of the Vols’ talent fee: “Resources going to student-athletes is a good thing and we embrace that. I know our fans embrace that, and I think because of the size of our fan base it can be a huge competitive advantage for us. … The talent fee has gone over really well, as well as you could hope for. We never like to raise prices, but just looking at the data we have, I think it's less than 300 responses on that outreach to our season ticket holders compared to a price increase we did a couple years ago [where] there was about 3,000. So, I think our fans get it is what that information tells me. They understand that the set of circumstances were in. We’re not asking them to take the whole load in terms of the new financial burden, we’re asking to help participate in it. And they're doing that, and the renewals are going really good…but we still have a lot of work to do. The athletic department is going to look at all of our expenses and see where we can trim, be more efficient, to meet this new financial goal and where we can add revenue in other areas as well.” White says the ambiguity of NIL allows ill-intentioned runners and agents to operate and creates an unhealthy environment. Coaches and student-athletes, he continues, deserve better. “Hopefully we’re towards the end of all this ambiguity and gray area and we can get to a smarter, more sensible path in this next chapter.” (link)

More from former Notre Dame AD Jack Swarbrick’s sitdown with Athletes.org Co-Founder Jim Cavale, as Swarbrick agrees there is an “enormous” opportunity to generate more revenue by bringing college football under one umbrella with one media deal and one centralized scheduling system. “I think the forces driving towards that grow every day. What you're seeing now of Florida State and Clemson are sort of the canary in the coal mine in terms of schools saying, ‘Wait a second, the equal distribution model may not reflect value here.’ And you’re going to see more and more of that. … Let’s have a centralized approach to the sport. Still keep conferences, still keep rivalries, but we can place something on top of that, in addition to that, which captures the value, recognizes the different contributions of schools to the model and puts us on a much more sustainable financial path.” Cavale also believes there will be “more Clemsons and Florida States” as football programs that drive the most revenue grow tired of distributing revenue equally. “For the other teams in those conferences what you have to realize is if it was centralized you probably would still make more, too. You just wouldn't make as much as the top schools. And the smaller schools would make more and we need them to make more because they're a big part of this, too. … It’s something that is gaining momentum and will only gain momentum in a compound manner, I think, in the next 12 to 24 months.” Swarbrick adds that this model is “central” to Congress’ message that lawmakers want to help but only after college athletics can illustrate what it’s willing to do differently. NCAA Football Secretary-Rules Editor Steve Shaw, in collaboration with the Football Rules Committee, issued an interpretation involving defensive teams participating with more than 11 players in the final two minutes of a half. “After the two-minute timeout in either half, if the defense commits a substitution foul and 12 or more players are on the field and participate in a down, officials will penalize the defense for the foul and, at the option of the offended team, reset the game clock back to the time displayed at the snap. The game clock will then restart on the next snap. If the 12th defender was attempting to exit but was still on the field at the snap and had no influence on the play, then the normal substitution penalty of 5 yards would be enforced with no clock adjustment.” Shaw: "Football is a very dynamic game. Occasionally there are specific situations where committing a penalty can give a team an advantage. A guiding principle of the NCAA Football Rules Committee is that there should be no benefit when a team commits a penalty. The goal of this in-season interpretation is to eliminate a potential clock advantage for committing a substitution foul and take away any gain for the defense if they violate the substitution rule." UNLV Football HC Barry Odom leads the way in USA Today’s list of college football’s most underpaid coaches. USA Today’s Paul Myerberg: “Set to earn $1.75M in total compensation this year, third among Mountain West head coaches, Odom is almost certainly set for a raise given the program’s unprecedented success through the first month of his second season. Last year’s team won nine games for the first time since 1984, won five games at home for the first time since 2000 and reached a bowl game for the first time in a decade, making Odom the Rebels’ first Eddie Robinson Coach of the Year finalist. This year’s squad is the first in program history to crack the Coaches Poll.” Others on the list include Toledo HC Jason Candle, San Jose State HC Ken Niumatalolo, Indiana HC Curt Cignetti and Utah HC Kyle Whittingham. The arrival of NIL has provided coaches with another tool in their discipline tool belts, one that has a less deleterious effect on the team than a suspension. Specifically, coaches are increasingly fining players for misbehavior, and one power conference AD tells USA Today’s Dan Wolken: “We think it’s effective. We think it’s gotten [players’] attention.” Former Murray State/Boise State/Arkansas/Ole Miss Football HC Houston Nutt wishes an option would’ve been available during his career, recalling a game during his time at Arkansas: "I met with the team 48 hours prior to the game — just myself and them — and I said, ‘Hey guys, let's be in bed [early].’ Then my starting kicker goes and gets a DUI that night.” Nutt ended up suspending the kicker and consequently passed on multiple field-goal opportunities, including one from 36 yards. Arkansas lost 22-21 and Nutt has regretted the decision since. “I hurt a good team. I even had a couple seniors come to me before the game and say, 'Hey Coach, if you let him go on the trip we’ll take responsibility and run him for you. We’ll make him throw up Sunday. I’d give anything to have said, ‘That’s a great idea.’” Nutt goes on to say to Wolken: “I think the majority of coaches would say, ‘This is basically the NFL now.’ And the bottom line is they're getting paid money, they’re employees, so you’re going to treat them like that. What hits them isn’t so much running a stadium — though I'm sure they still do that — but it’s the pocketbook. I can see where that would be a real motivator.” (link)

Former Kentucky Swimming HC Gary Conelly has been dropped as a defendant from a Title IX lawsuit filed against the school concerning alleged misconduct within the swimming & diving program. Plaintiffs’ attorney Megan Bonanni: "The plaintiffs in this case voluntarily dismissed Gary Conelly from the lawsuit. However, this does not absolve him of any misconduct. Instead, it shifts the responsibility for his actions to his former employer, the University of Kentucky. We fully expect Mr. Conelly to serve as a key witness in our case against the University of Kentucky, Lars Jorgensen, and Mitch Barnhart." (link)

The Tennessee-focused Volunteer Club has launched Rock Media, a free-to-access media network across social media platforms such as X, Instagram, YouTube, TikTok and Facebook. The collective partnered with The College Sports Company and NOCAP Sports to launch the network, which will feature content such as behind-the-scenes footage of Tennessee athletics, conversations with current and former athletes, and at least three podcasts. One podcast series will feature interviews with current players while the other two are still in the works. … The College Sports Company will handle day-to-day operations of the network while NOCAP Sports will oversee advertising and sponsorship sales, according to SBJ’s Irving Mejia-Hilario, who also reports The Volunteer Club, The College Sports Company and NOCAP Sports will each own an undisclosed stake in Rock Media. The College Sports Company Co-Founder/Chief Media Officer Adam Breneman expects the network to add at least $1M in revenue for The Volunteer Club in its first year, the “majority” of which will go to the collective. Breneman: “We already have a pipeline of advertisers and sponsors with multiple six-figures deals in the pipeline. So, I give Tennessee a lot of credit for moving fast on it and taking the leap. … We [The College Sports Company] don’t believe in paywalled content. The upside is just too minimal. We want this to be where fans go for content and to get to know the players better and where brands can get access to athletes to sell their products and services.” (link)

The Southern Conference has moved its volleyball tournament championship from Asheville as the community recovers from Hurricane Helene. The tournament will now be held on the Wofford campus. All tickets sold for the tourney in Asheville will be honored at Wofford. (link)

Virginia is expanding its partnership with EvoShield to create seven different baseball uniform looks for the Cavaliers in 2025, including the introduction of a new uniform combination. Hoos HC Brian O’Connor: “EvoShield knows baseball. Seven of the eight programs in the 2024 College World Series, including us, are EvoShield partners, so it makes sense for us to build on our relationship with a company that has baseball in its DNA. Being baseball-focused, EvoShield brings a level of design and understanding about what today’s college players want in uniforms and apparel that we haven’t previously experienced.” (link)

The Big East is looking for a supplemental media rights package that would include around 30 men’s basketball games (primarily early-season matchups), 75 women’s basketball games and “select Olympic sports events not otherwise included in the primary package,” according to SBJ’s Ben Portnoy. Big East Commissioner Val Ackerman tells Portnoy: “These [media rights] deals are the lifeblood of any sports league, whether it's pro or college. They afford exposure, national exposure, revenue -- which is critically important to operations -- and they afford credibility.” (link)

Florida Gulf Coast AD Colin Hargis in response to a question about whether the House settlement will only further separate the haves from the have-nots remarked: “It could. You know it could. I think it’s going to be really interesting. When you look at college athletics at the highest level, when you look at the Power 4 conferences, the interesting dynamic for them when you talk about revenue sharing, you talk about the House settlement payments, things of that nature, they’re potentially staring down $20-30M dollars a year that they’re going to have to generate. … The rich are definitely going to have the opportunity. The Power 4 are definitely going to have an opportunity to generate and do more. But it’s also going to cost them much more to operate at that highest level.” Hargis goes on to say that “in a perfect world we wouldn’t be part of that, right? We wouldn’t have to pay the debt of others. When you talk about the House settlement, it’s roughly 90-95% of those back payments are going to football players and men’s and women’s basketball players at the highest level from 2016-2021. So on one hand it's unfortunate, right? I’d love to keep those resources in our pocket and be able to utilize it to help our athletic department and what we’re doing here for our student-athletes.” However, he continues: “You look at those universities and where they’re going to have to divert those resources and specifically into football, what does that mean? Is there an opportunity for FGCU athletics and our athletic programs to gain ground in this landscape? And for me that answer is yes. This is where we make our move.” (link)

Indiana is realizing the benefits of its undefeated start to the football season, and Hoosiers AD Scott Dolson tells SBJ’s Ben Portnoy: “We saw a decent increase [in ticket sales after Football HC Curt Cignetti’s hiring]. But then it's just grown every week as the team has performed and as people kind of see what we're all about.” IU has announced sellouts for this week's contest against Nebraska and the November 9 matchup with Michigan, and Dolson says: “We expect a few more sellouts the remainder of the season. ... It's great to announce a sellout, but we're trying to set that bar. That's what we want. The more [we win], our expectation moving forward is that we want those crowds to continue to be strong.” According to Peegs.com, the Hoosiers had only sold out eight football games this century before this season, four of which had come since 2017. Deadlines for legal briefs with the North Carolina Supreme Court concerning the ACC’s legal dispute with Florida State and Clemson have been pushed back. The schools’ opening briefs are now due November 14, 2024, the ACC’s responsive brief is due January 3, 2025, and Clemson’s and FSU’s reply briefs are due January 31. (link)

Tennessee Chancellor Donde Plowman discusses her strident opposition to the NCAA regarding its NIL infractions case against UT earlier this year: “I felt for one thing that we had cooperated with them to the fullest. That’s an understatement – we did the investigation of Jeremy Pruitt and all the stuff that was going on then we did that and we handed it to them and said we'll take our licks. And we went to the hearing. I spoke at that hearing passionately then that I thought it would be really wrong to give us a postseason ban, but we want to be accountable. We are accountable. And so we did not get a postseason ban, but we got a $10M fine, we’re on probation for five years. That was very significant and we participated because what we did was wrong at the time. … On the other hand, the second time they came back around I felt like it was completely unfair that they were attempting to accuse and potentially punish us for something that we didn’t do. So I felt like I needed to speak out and one of the major reasons was I wanted the public to understand what was happening. Because once the NCAA charges you with something, you can’t speak about it.” Plowman says she sought a conversation between “the head of the NCAA,” Vols AD Danny White and herself, but that didn’t happen, so she wrote a letter. “I needed a way to be able to speak.” In discussing the important role athletics plays for the university writ large, Plowman explains that after UT beat Alabama in football two years ago it received 2K applications from out of state within 24 hours. She also says the College World Series provided 24 hours of “the best marketing for a university.” (link)

UCLA AD Martin Jarmond expresses confidence in Bruins Football HC DeShaun Foster, telling the Los Angeles Times’ Ben Bolch: “Growth isn’t linear, and it’s not always reflected in the record, but the guys are playing hard and we’re getting better and they’re going to keep working hard, and so we’ve got to keep swinging and keep pushing forward. … I think DeShaun has done a good job considering all of the circumstances surrounding this season. With every sport, you always look at it in a totality perspective and playing the toughest schedule in the country with a new conference, a new staff, a lot going on, and the student-athletes have fought hard every game and I think DeShaun is accountable, he’s very self-aware, I talk to him regularly and I like the way that he’s approaching the season and working with our young men each and every week.” Jarmond goes on to say: “I can see the progress we’re making. I have an appreciation for the work that’s being put in and I think eventually it will pay off. The young men are working hard and the staff is working hard and I think we’re going to keep pushing forward this season.” (link)

Despite a statement from its student-athletes saying they were forfeiting the match, Nevada intends to play its upcoming volleyball match against San Jose State. A statement from the athletic department reads, in part: “The players’ decision also does not represent the position of the university. The university intends to move forward with the match as scheduled, and the players may choose not to participate in the match on the day of the contest. No players will be subject to any team disciplinary action for their decision not to participate in the match.” (link); Nevada Governor Joe Lombardo has since released a statement in support of the student-athletes which reads, in part: “The student athletes at the University of Nevada, Reno have determined that they do not want to play against San Jose State, and I wholeheartedly respect the decision of the players. A Penn State fan paid $1,800 to take advantage of a USC offer through which fans can run out of the tunnel with the players before games. The Athletic’s Audrey Snyder: “The guy who ran out of the tunnel is named Jordan. We talked tonight. He’s from Northern California. 2013 Penn State alum. Paid $1,800 for this experience with his wife. They showed up decked out in PSU gear — didn’t try to hide it — and USC didn’t try to stop them. It started as a joke. They looked for the fine print before signing up and paying online…. But said there wasn’t any.” Jordan: “I don’t think about my $1,800 bucks helping Lincoln Riley. I think about my $1,800 bucks creating experiences for us that will last a lifetime.” What was the response from Trojans players? Jordan says: “I think some of them were confused. At one point I looked at Claire, my wife, and was like I think they want to punch us. I don’t wanna get punched by them. They’re very big people.” Snyder notes that “as of Tuesday evening, USC has now added some parameters to paying to run out of the tunnel with the home team.” (link)

Buffalo will hold a grand opening ceremony on Thursday for the Brittany Murchie Mulla Sports Performance Center. The 12,000-square-foot, multilevel facility is directly connected to the Murchie Family Fieldhouse and will serve all student-athletes. Features include 18 free-weight training racks., a 42-foot, 17-degree turf training incline, a 1,000-square-foot cardio mezzanine, a supplemental nutrition area, three offices and a conference room. Dragon Seats is set to unveil a multiyear lease with the SEC to implement its Dragon ShadER system across all 16 schools’ home and visiting sidelines, according to SBJ’s Ben Portnoy, who reports an official announcement is expected today. Dragon Seats currently has a deal with the Big Ten that makes it the exclusive climate-controlled bench provider for visiting team sidelines this season. (link)

The Northwestern-focused TrueNU collective has partnered with Dropback, a “new venture-backed company, [which] aims to disrupt college sports and give athletic departments a competitive edge in scouting, roster creation, and player valuation,” according to NIL Daily’s Noah Henderson, who adds: “Dropback is a graduate of the Y Combinator, a program that has supported companies like Airbnb, Instacart, Twitch, Dropbox, and many more unicorn tech startups. According to Dropback CEO Luke Bogus, the software looks to give athlete departments pro-level functionality in three key areas: Calculate: Powered by a first-of-its-kind DIY Valuation Modeler, Dropback enables College GMs to value their athletes their way – via custom metrics, baselines, and weights. Construct: Optimize roster construction and spend with infinite budgets, versions, and rosters that update in real-time. Compete: Compare athletes across active rosters, the transfer portal, and high school head-to-head — with teams’ custom models — to build the most competitive roster within the bounds of your budget.” TrueNU Executive Director Jacob Schmidt says the company stands out in large part due to its ability to customize. “It is the ability to build out an algorithm that is unique to the values of your place and your programs. There are certain metrics that everybody across the country will want to involve in determining a player's value. Those are the obvious ones. But every institution, program, athletic department, and coach has some nuance to what they're building… What this software allows you to do is build out a custom mathematical, data-driven approach to how you're deploying dollars.” More. According to Awful Announcing’s Ben Koo, Fox’s Big Noon Kickoff viewership was roughly one-third of ESPN’s College GameDay, averaging 776K viewers with a peak of 972K. Koo adds: “A lot of this is [in my opinion] a lift from Saban and McAfee but not to beat a dead horse, BNK locations are deflating interest and ratings.” (link)
