The Results Are In:

+ NCAA VP of External Affairs Tim Buckley to Front Office Sports’ Amanda Christovich on last night’s election: “We’ve had productive, substantive conversations with members of both parties in recent months and are optimistic an opportunity exists to advance a targeted, bipartisan solution to ensure a stable, equitable, and sustainable future for college sports for years to come." + A Democratic congressional aide also tells Christovich: “It’s a bad day to be a college athlete. Great day to be a college president or conference commissioner.” Christovich also reports that “Republican aides, as well as Buckley, have said they believed that they had made headway in convincing several Democrats to swing toward an anti-employment provision. Either way, one Republican aide said there’s still an expectation that any college sports bill would have to be bipartisan, even if the House ends up with a Republican majority. But that aide is confident several Democrats have become more amenable to an anti-employment provision in recent months, and doesn’t think the issue is as partisan as others have described it.” (link)

More from last month’s Presidents Council and Management Council meetings as DIII’s FY25 budget is $6M more than last fiscal year due to a scheduled increase in the NCAA Tournament contract with Warner Brothers/Discovery and the new ESPN media deal. The division plans to overspend this year’s budget by around $4M to bring down its reserves. On championships, NCAA “staff is working internally to distribute an RFI to create an NCAA streaming platform.” On legislative proposals, the Presidents Council sent back a proposal that would have created an exception for a graduated student-athlete to continue to compete while enrolling at a non-member institution that has an academic relationship with the DIII school back to the Management Council who sent it back to the DIII Membership Committee. “The Presidents Council supported the concept in general, as it intends to expand participation opportunities and provide flexibility for institutions that do not offer the specific graduate program, but the presidents felt the proposal needed further vetting and clarification to ensure there were no unintended or undesired outcomes/scenarios that would run counter to the Division III philosophy. Pending input and revision from the Membership Committee and Management Council, the Presidents Council could revisit the proposal during its April 2025 meeting.” Also of note, the Management Council approved noncontroversial legislation to require all DIII committee terms to be four years, including those for presidents and chancellors. Shenandoah AD DeShon Foxx joins D3.ticker as the latest AD in Residence to dive into his first 90 days in the chair, fundraising initiatives and more. Foxx’s tenure began with the establishment of core values, organized under the acronym ELITE: “Excellence, Leadership, Integrity, Trust, and Endurance.” His first 30 days were focused on meeting with university leaders and one-on-one meetings with all athletics staff, HCs and team captains, which “was all about understanding our people and programs deeply—what drives them, where they’re thriving, and where they need support.” Next was a shift in focus from discovery to strategy, which included establishing KPIs, short and long-term goals, a vision and more, plus the launch of the 1875 Club fundraising initiative. “Forming a cohesive leadership team was also a priority; we wanted to establish clear roles and responsibilities to ensure that our goals were met with accountability and transparency. Additionally, we built a communication plan to keep everyone informed about our progress, creating an open channel between athletics and the broader university community.” His last 30 days centered on implementing some of those initiatives, initiating upgrades in facilities and community engagement and a system for “regular check-ins and progress reviews.” Coming to athletics from fundraising, Foxx on the 1875 Club: “The 1875 Club is at the heart of our commitment to supporting the holistic development of our student-athletes. Acrobatics and tumbling, triathlon and stunt are trending toward NCAA championship consideration, according to sports sponsorship data released by the NCAA last month. Charlotte (DI) Executive Assoc. AD/SWA/Committee on Women’s Athletics Chair Ragean Hill: "I'm inspired by the rising sponsorship in emerging sports, which brings crucial support and visibility to women's athletics. The increase in sport sponsorship plays a pivotal role in creating equitable opportunities for female athletes and in amplifying the success of programs that drive inclusivity and representation across all levels of competition.” Additionally, women's flag football has applied to the program to become an emerging sport. The Committee on Women's Athletics reviewed the sport's application at its fall meeting and anticipates making a formal recommendation to the divisions in February when it meets again. (link)
